other defined parameters (Middle East countries, West developed economy, Fast developing
economy)
b. Identify and analyse the bottlenecks, best practices, limitations and advantages

3. Design principles
a. Identify the optimal organization structure
b. Build a governance model
c. Merge resource planning
d. Processes and policies
e. Role and scope of the unit’s work (tasks and competencies)
f. Merge the findings in the baseline and benchmark phase and carve out a demo DMU
