Praxis approach for Permanent Residency DSU

Build phase

1. Current operations
a. Need assessment
i. Understanding of the problem statement of why we need a DMU
 Interviews with leadership team to understand the need for a new unit
 Assess the key responsibilities and work that would be conducted within the unit
b. Understand the current organizational structure
i. Understand the org chart
ii. Understand roles and responsibilities of different departments
iii. Understand the governance structure, policies and procedures involved within and inter-
departmental activities
iv. Understand the FTE / contractual employee need calculation by different departments
v. List down outsourced activities with reasons
vi. Understand the roles that the DMU will play for every department with the help of
leadership team and middle management
2. Benchmarking and best practices identification
a. Identify govt / pvt entities in the same / similar industry (global / local) with DMU in place
i. Conduct interviews with relevant stakeholders and understand points mentioned in 1(b)
ii. Define the typical roles and responsibilities of the DMU
iii. Understand the governance structure, policies and procedure about the DMU
iv. Understand the type of operations run by the DMU and break it into core and non-core
operations
v. List down the activities outsourced by the DMU and why
vi. Understand the criteria used for FTE / contractual employee headcount need
vii. Understand the rules and regulations needed to recruit new people (Saudization, Min % of
FTEs, etc)

3. Design Principles
a. Establish guiding principles: Define a set of guiding principles that will inform the design of the new
operating model
b. Incorporate industry best practices and proven methodologies into the operating model design
4. High-Level Options
a. Develop high-level operating model options and evaluate options against predefined criteria, such as
efficiency, effectiveness, cost, alignment with strategy, and adaptability
5. Operating Model Design and Detailing

a. Identify core functions: Define the organization's core functions, which are the essential activities
that contribute to the creation and delivery of value to customers
b. Align functions with strategy: Ensure that the organization's functions are aligned with its strategic
goals and objectives
c. Design organizational structure: Design the organizational structure that will support the
implementation of the new operating model, including departments, reporting relationships, and
decision-making hierarchies
d. Define job descriptions (JDs): Develop detailed job descriptions for each role within the new
operating model, specifying responsibilities, skills, and qualifications
e. Develop detailed process flows for each key business process, including steps, inputs, outputs, and
decision points
f. Define performance metrics(KRA) that align with the organization's strategic goals and measure the
effectiveness
g. Establish decision-making hierarchies and reporting relationships to ensure accountability and
alignment
h. Map process interactions: Identify and map the interactions between different processes within the
organization
i. Merge the findings in the baseline and benchmark phase and carve out a demo DMU

Operate phase

1. PMO
a. Set up a program management office
b. Make a detailed implementation plan
i. Breakdown all the requirements into different work packages
ii. Assign owners from the clients and Praxis’ side
iii. Define all the sub-activities required for implementation
iv. Set-up a governance and progress update rhythm inviting stakeholders from both the sides
2. Operations office
a. Set-up a team to support the client in the initial phase of DMU for doing all the research work
b. Set-up governance framework
c. Create Process Optimization: Collaborate with existing teams to review and optimize current
processes for efficiency
d. Standardization: Develop and maintain comprehensive documentation for consistency
e. Change Management: Address concerns and facilitate a smooth transition
Transfer

1. Knowledge transfer
a. Design a SOPs
b. Design training programs
c. Train the newly hired staff for DMU
2. Regular checks
a. Visit the client office regularly to see if they need any help in operating the newly set-up facility
