Introduction
1.1 PURPOSE OF PROJECT MANAGEMENT PLAN

The intended audience of the Mooikloof Mega City PMP is all project stakeholders
including the project sponsor, senior leadership and the project team. This project
management plan intends to determine the outcome of the Mooikloof Mega City
Project , it also details how the project will be measured and communicated.

The primary purpose of a project charter is to authorize the project manager to


start the approved project and allow him to use organizational resources to
accomplish the objectives of the project. Project charter will also help executives
see the business value of the project. They can also reference the charter to
understand how well the project is aligned with the organizational strategies.

2. Executive Summary of Project Charter

Mooikloof Mega City project is a project which will be constructed in the East of
Pretoria. This project has been listed as the largest housing project in the country
to date. The project of this residential development is set to commence in
December 2023 and planned completion date of the project is in the year 2030
June.

Mooikloof Mega City is located off Garsfontein Drive. The project development has
a total project value of over R84 Billion. The first phase of the project will be
residential development and some 50 000 sectional tile units are planned.

The Mooikloof project will be featuring Schools, Shops and offices. The plan is to
build an initial 16 000 apartments at a present value of approximately R9.6 Billion
in phases over the next few years.

2.1 ASSUMPTIONS/CONSTRAINTS

(i) It is assumed that no mother nature act such as earthquakes, tornados or


hurricanes will cause the project to stop.

(ii) It is assumed that the equipment will be in optimal conditions so that the
construction phase will be completed normally, and project will not be
unnecessarily prolonged

(iii) It is assumed that there are enough construction crew employees to


complete the project.

(iv) It’s assumed that construction subcontractors will complete their work on
time.

(v) The project shall not take longer than 6 years as its completion date is set
for June 2030 , starting December this current year 2023. If the construction
team is running behind schedule, additional subcontractors will be hired
without exceeding the project budget.

(vi) The project has a budget of R84 Billion that must be monitored by the
construction project manager. This project budget already contemplates a
contingency fund in case there are over-costs, so it should not be exceeded
for any reason.

from R499 000 to R799 000.

3.3 CHANGE CONTROL MANAGEMENT

If any member of the project team determines that a change to the schedule is
necessary, the project manager and team will meet to review and evaluate the
change. The project manager and project team must determine which tasks will be
impacted, variance as a result of the potential change, and any alternatives or
variance resolution activities they may employ to see how they would affect the
scope, schedule, and resources. If, after this evaluation is complete, the project

manager determines that any change will exceed the established boundary
conditions, then a schedule change request must be submitted

5. Cost/Budget Management
Tracking and Reporting

The project manager will be responsible for managing and reporting on the
project’s cost throughout the duration of the project. The project manager will
present and review the project’s cost performance during the monthly project
status meeting. The project manager is responsible for accounting for cost
variance and presenting the project sponsor with options for getting the project
back on budget. Using earned value calculations, the Project Manager is
responsible for accounting for cost deviations and presenting the Project Sponsor
with the options of getting the project back on budget. All budget authority and
decisions, to include budget changes, reside with the Project Sponsor.

Earned value calculations will be compiled by the Project Manager and reported at
the monthly project status meeting. If there are indications that these values will
approach or reach the critical stage before a subsequent meeting, the Project
Manager will communicate this to the Project Sponsor immediately.

6. Quality Management
Quality management is the process used to ensure the project is completed on time
and within budget, meets stated objectives and achieves desired outcomes. This
section defines quality control principles and objectives, and summarizes key quality
control activities, associated roles and responsibilities.

Quality control activities

Quality control will be maintained by establishing “gates” for each project phase with
specific entry and exit criteria. Entry criteria of the approved deliverables will ensure
complete and error-free inputs to future-phase project activities and exit criteria
which will ensure errors and defects are caught early and corrected before

significant project work continues. Gate reviews will ensure the quality of key
deliverables resulting from one project phase before future phase activities can
continue. The following table identifies the person responsible for reviewing each

The first part of an HR plan will consist of determining how many people are
needed. This step involves looking at company operations over the last year and
asking a lot of questions:

Were enough people hired?

Did you have to scramble to hire people at the last minute?

What are the skills your current employees possess?

What skills do your employees need to gain to keep up with technology?

Who is retiring soon? Do you have someone to replace them?

What are the sales forecasts? How might this affect your hiring?

HR managers will also look closely at all job components and will analyze each
job. By doing this analysis, they can get a better picture of what kinds of skills are
needed to perform a job successfully. Once the HR manager has performed the
needs assessment and knows exactly how many people, and in what positions
and time frame they need to be hired, he or she can get to work on recruiting,
which is also called a staffing plan

8. Communications Management

The Mooikloof Mega City project will maintain a schedule of monthly meetings.
All workgroup members, subgroup members, project owners and other who have
expressed interest are included on the list for meeting agendas as well as on
meeting notes. If a particular meeting is not needed or not necessary to sit it will
be cancelled. The workgroup maintains a Basecamp web site for collaborative
work. This site is accessible only to authorized users. Additional or alternate
workgroup collaborative work sites will be considered if the need arises. The
communications requirements are documented in the Communications Matrix
presented in this document. The Communications Matrix will be used as the guide

for what information to communicate, who is to do the communicating, when to


communicate it and to whom to communicate.

This project will maintain a SharePoint platform within the PMO, which project
teams will use to provide updates, archive various reports, and conduct project
communications. This platform will enable senior management, as well as
stakeholders with compatible technology, to access project data and
communications at any point in time. SharePoint also provides the ability for
stakeholders and project team members to collaborate on project work and
communication.

An internally accessible web site will also be established for the project. The web
site will only be accessible within the local network, or through a VPN connection.
And the access to the website will be further controlled with a username and
password. Specific stakeholders will be issued a unique username and password
in order to access the web site. The project manager will be responsible in
ensuring that all project communications and documentation are copied to the web

site and that the content mirrors what is contained on the SharePoint platform.

Scheduling information will be developed and distributed using MS Project


software. The project team is responsible for developing, maintaining, and
communicating schedules using this software. The project schedule will be
maintained on both the SharePoint platform and the project website.

Project documentation, in addition to being maintained on the SharePoint platform


and project website, will be archived on the internal file server shared drive
provided and maintained by the PMO. Organizational naming conventions for files
and folder will be applied to all archived work.

9. Risk Management

This risk Management plan documents the tools and procedures that will be used
to manage and control the risk events that could have a negative impact on the
Mooikloof Mega City Project.

The Mooikloof mega city Project Manager has the overall responsibility from
managing the project risks. Project team members will be assigned to specific
areas of responsibility for reporting to the project manager. The Mooikloof mega
city Project Manager will identify and document known risk factors during creation
of the risk register. It is the Mooikloof mega city Project Manager’s responsibility to
assist the project team and other stakeholders with risk identification and to
document the known and potential risks in the risk register.

10. Issue Management

Issue Management is the disciplined process of identifying, tracking, and resolving


issues that affect a project’s progress and direction. Throughout a project’s life
cycle, issues that affect the ability of the project team to meet project goals can
occur on a regular basis. Issue Management is the set of procedures that help a
project team manage issues. Issue Management interacts with Risk, Action Item,
Communication, Quality, and Governance Management activities through the life
cycle of a project effort.

This Issue Management Plan is specific to the Mooikloof Mega City project team.
Project team members have a responsibility to identify project issues and comply
with the Issue Management Process defined in this plan.

The Mooikloof Mega City Residential Project Manager will serve as the issue
manager for this project. The Project Manager will establish a standing incident
assessment/response team for the review, monitoring, and control of project
issues. The issue management roles and responsibilities of key members of the
project are listed below.

11. Procurement Management

This Procurement Management Plan sets the procurement framework for this
project. It will serve as a guide for managing procurement throughout the life of the
project and will be updated as acquisition needs change. This plan identifies and
defines the items to be procured, the types of contracts to be used in support of
this project, the contract approval process, and decision criteria. The importance of
coordinating procurement activities, establishing firm contract deliverables, and
metrics in measuring procurement activities is included. Other items included in
the procurement management plan include procurement risks and procurement
risk management considerations; how costs will be determined; how standard
procurement documentation will be used; and procurement constraints.

Procurement Management Approach

The Project Manager will provide oversight and management for all procurement
activities under the Mooikloof Mega City project. The Project Manager will work
with the project team to identify all items to be procured for the successful
completion of the project. The project team will review the procurement items,
determine whether it is advantageous to make or buy the items, and begin the
vendor selection, purchasing and the contracting process. The Project Manager
will then review the procurement list prior to submitting it for review to the contracts
and purchasing department. The individuals authorized to approve purchases for
the project team include: Role Project Manager Director, Purchasing Department
Project Sponsor.

PROJECT CHARTER

PURPOSE OF THE DOCUMENT:

The Project Charter will serve as an internal document that captures high level planning
information (scope, deliverables, assumptions, etc.) about the Project.

The Project Manager creates the Project Charter in the Initiation Phase of the Project, in
consultation with the Business Manager. Its purpose is to recognize the existence of the project
and to begin the planning process required to accomplish the Project goals. It is not intended to
be shared with the customer as a formal contract or legal document.

Mooikloof Mega City Project is to build an initial 16 000 apartments( Residential


development) at a present value of approximately R9.6 Billion.

5. ASSUMPTIONS, CONSTRAINTS & DEPENDENCIES

• It is assumed that no mother nature act such as earthquakes, tornados or hurricanes


will cause the project to stop.
• It is assumed that the equipment will be in optimal conditions so that the construction
phase will be completed normally, and project will not be unnecessarily prolonged
• It is assumed that there are enough construction crew employees to complete the
project.
• It’s assumed that construction subcontractors will complete their work on time.
• The project shall not take longer than 6 years as its completion date is set for June
2030 , starting December this current year 2023. If the construction team is running
behind schedule, additional subcontractors will be hired without exceeding the
project budget.
• The project has a budget of R84 Billion that must be monitored by the construction
project manager.
• This project budget already contemplates a contingency fund in case there are over-
costs, so it should not be exceeded for any reason.
