Typhoon Odette.

According to PAGASA, Typhoon Odette brought strong winds and intense rain to
Agusan Del Sur which started in the evening of April 5 until the afternoon of April 5
2022. Among the areas affected in Agusan Del Sur was Barangay Bucac in Bayugan
City where ESSC’s Build Back Better (BBB) Project for Typhoon Sendong victims is
located. Report about Bayugan City community’s experience during the Typhoon Odette
was gathered by the ESSC BBB Project Team, in coordination with the barangay officials
and other community groups.

Heavy rains and gusty winds were experienced in Barangay Bucac which was under
tropical cyclone warning signal no. 2. Most of the community members were affected
during and after the storm. Before the typhoon, Mayor Kirk A. Asis, Bayugan City urged
the public to open their houses to those who would be forced to evacuate their homes
due to flooding and those who feared that their houses would not be able to withstand
the heavy rains and strong winds.

The Agusan River had reached the 2.2 meters water level mark, which was a sign of
danger according to the barangay officials. Residents living in low-lying areas,
particularly those who are in close proximity to the nearby river, were advised to
evacuate to ensure their safety. Some evacuated to the designated evacuation centers
and some private houses. The evacuees, however, are reported to have limited supply of
drinking water; thus, some collected rainwater as an alternative.

Meanwhile, the BBB Project Site was safe. The excavated portion for the canal had a
stable stream outflow while the drainage was observed to have a proper outflow of all
stormwater coming from the project site to the exit channel without flooding. This
shows how the site’s drainage would function even when the houses were already built
and a rush of water came along; the water is expected to not swamp or flood the project
site. Also, the constructed project billboard had not toppled over and was in good
condition. Such observations further validated the selection of the site as a safe zone in
the face of a typhoon hazard.

The Barangay Disaster Risk Reduction and Management Council (BDRRMC) of Bayugan
City was at work before, during, and after the typhoon. It monitored the typhoon and
issued the warning in the vicinity. It also assisted the evacuees to the evacuation
centers and provided food, particularly the most vulnerable sectors like persons with

disability (PWD), pregnant women, and the senior citizens.

After the typhoon, the emergency responder team from the local government unit of
Bayugan City arrived at the community, alongside with the municipal mayor and
barangay officials, to deliver and provide relief goods and supplies.

Most of the families were affected while a six-month-old baby was reported dead.
Bayugan Women’s Organization also distributed for free their goods and other stocks
as such are expected to be wet in their store because of the heavy rains brought by the
typhoon. Seaweed plantations and their rice farm were also devastated by the typhoon.

Presently, the whole community continues to seek relief from the typhoon’s effects by
ensuring food is available and shelter is safe and secure.
