CERTIFICATE OF STRUCTURAL STABILITY

This is to certify the structural stability of the Parapet wall/s that are affected by the inclusion
of wall mounted setup carrying antennas of Globe Telecoms Network Inc. Also, the steel framing setup
of the wall mounts and the affected region due to the weight of the Outdoor cabinets are part of this
certification. The said inclusions are post constructed and are located at the uppermost roof-deck of the
building.

Structural appraisal involves site visit and/or visual inspection to ensure the added structures have
no visual damage that might affect its longevity and its users. Also, the location of the said additions was
identified to measure the “As-built” structural elements as well as the existing concrete elements of the
structure directly affected by the added loadings for structural investigation purposes.

Estimation or calculation needed to produce this output are all based on the standard and code
mandated by the law and by the profession of Civil Engineering in the Philippines. Here lies the references
used for the analysis extracted from the National Structural code of the Philippines 2015 (NSCP2015,
SEVENTH EDITION, VOLUME I):

• American Concrete Standard (ACI-318M)


• American Institute for Steel Construction (AISC360-16)
• American National Standard Institute (ANSI EIA/TIA-222-G.I.-2007)
• American Society of Civil Engineer (ASCE 7-22) for WIND LOAD ANALYSIS

Based on the reaction/s at the base of the added structures of Globe Telecoms networks, the weight it
would incur on the structure is much smaller compared with the design loading of the area affected by this
said inclusion. Therefore, the inclusion would not be going to affect the building’s structural stability
and is deemed safe and posts no danger to the user of the building. More importantly, the connection
between the masonry parapet wall and the steel framing setup is also deemed safe for possible
detachment and pry out.

However, additional loadings due to alteration of the structure and improper usage outside the
jurisdiction of the code/s stated above are beyond the scope and responsibility of the undersigned.Moreover,
poor workmanship, modification, and construction are beyond the jurisdiction of the engineer involved
with the assessment of the structural stability of the existing building and outsidethe scope of this report.

documents. This is prepared for information purposes only. This report contains the results of
the investigation into the structure.

AVAILABLE DATA

The engineers have gathered available data which will be used for analysis such as

As-built architectural and structural drawings of the building provided by the owner, and

actual conditions based on ocular inspection. The material properties and other design

considerations have been provided by the client and have been used as the basis for the

structural investigation.

Commentary: Lessor did not provide any data regarding their building. The design

checking was done only for the structural properties, and elements of the wall mounted

antennas. The dimensions of the affected region were measured on-site for assurance and

checking of hairline cracking through the wall. However, material specifications and

properties of the existing residential building are assumed to be at the most conservative

way (ex. Masonry strength). However, this type of post installed infrastructure does not

have the capacity to destabilize the building’s structural framing system but is important

to be assessed for possible failure, especially its anchorage.

LIMITATION OF THIS DOCUMENT

This review presented herein is intended for the project entitled PROJECT
UNIVESE (PROJECT U) by Globe Telecoms Network located at SAGITTARIUS
BUILDING, H.V. DELA COSTA ST., SALCEDO VILLAGE, MAKATI CITY. The
existing structure is owned by SAGITTARIUS CONDOMINIUM CORPORATION.
This document shall be read in conjunction with the following documents:

a. As-built drawings signed by the engineer in charge of the project

construction.

b. Structural and or soil investigation results

c. National Structural Code of the Philippines, 7th Ed. 2015

d. Other building codes specified in the design criteria

Should there be any inconsistencies; the precedence shall be as follows:

a. As-built drawings of the structure

b. National Structural Code of the Philippines, 7th Ed. 2015

c. The structural investigation results.

I. INTRODUCTION
This report covers the structural investigation for the structural elements that are

affected by the inclusion of Eight (8) wall mounted antennas, and Outdoor equipment

cabinets that are situated in a concrete pedestal. Wall mounts framing setup/s are consisting

of Pipe3SCH40 (3.5” Outer Diameter, 0.20” Wall Thickness) for its main framing pole that

is supporting the steel connectors or appurtenances that consists of U-bolts, Steel plates,

and Pipe1-1/2SCH40 (1.90” Outer Diameter, 0.14” Wall Thickness), and so on (see

Structural plan for further details). The said wall mounting setups are connected to the wall

parapets of the building through anchor bolts that are post installed. The base plates are

built up shapes consisting of Flat plates of specific thickness with the properties of ASTM-

A36. This said material specifications and dimensions are observed upon the day of

inspection.

The self-weight of equipment inclinedly attached, appurtenances, and other

attachments that are not part of the main framing system of the pole are extracted from the

manufacturer’s provided mechanical property manual (ex. Antenna weight).

For the performance of the analysis, the dimension of the concerned structural members

is measured upon the day of inspection and made sure that there are no early indications of

failure such as hairline cracking (that is not due to thermal changes) and improper weld of

two adjoining steel members. AISC LRFD will be used as method of adequacy checking

for the steel members, ACI318-19M for anchorage through a masonry wall, anchor bolts

adequacy, and finite element analysis for checking of base plates, stiffener plates, and

welds.

The aim of the report was to provide adequate justification for ensuring the structural

stability of the added structure by Globe Telecoms Network inc., and the affected structural

elements due to this said inclusion. Considerations for the possible loadings that may cause

failure are as follows; (1) Due to gravity loads, (2) Due to wind loads, (3) Combination of such

loadings and load factors. The parameters for such loadings especially for (2) and (3) are

extracted from the National Structural Code of the Philippines 2015 (NSCP, 2015) and

ASCE7-22 (MINIMUM DESIGN LOADS AND ASSOCIATED CRITERIA FOR

BUILDINGS AND OTHER STRUCTURES).

To fulfill the objective, step by step procedure in chronological order are carried out:

1. Inspection and gathering of data.

2. Computer Aided Design (CAD) for layout

3. Load computation with the aid of Microsoft office

4. Structural Aided analysis of the framing and recommendation

II. INPUTS

On this part of the report, the inputs such as code-based parameters, engineering

judgement or computation, would be discussed and certify with the assurance and

justification that each structural member would or would not meet the desired requirements.

Regarding the structural steel members, strength design method (AISC LRFD) was deemed

efficient and up to date as a method of design adequacy checking as it provides more

adequacy checking than Allowable stress design (ASD) based on the design software use

for the base plates and concrete pedestal (HILTI PROFIS ENGINEERING).

For the computation of dead-load due to self-weight of the attached equipment,

extracted mechanical data from the manufacturer’s manual was used and is converted into

desired units and load of transfer going through the main framing system of the pole through

the masonry wall. For the wind-load, extracted data are from combinations of National

Structural Code of the Philippines 2015 (NSCP, 2015) code-based design and Minimum

Design Loads and Associated Criteria for Buildings and Other Structure (ASCE/SEI

7-22). There are several type of infrastructure that the added wall mounted setup can be

considered, however, the steel pole framing setup fits the criteria for Section.207D.4.2.

SOLID ATTACHED SIGNS of NSCP 2015. The said governing codes and procedural

approaches are manually deciphered by the engineer in-charge of this analysis and was

computed through the help of Microsoft office (excel) software. Formulas used, and

criteria for judgement will be discussed further in this report.

III. OUTPUTS

In this part of the analysis report, values obtained from running the analysis from

Staad Pro connect edition 6 V22, would be provided and indication whether each

concerned structural steel framing element would be adequate for its intended purpose.

Loads combination, consideration for base support, resisting factor such as releases for

end supports of each steel element, would also be shown for the reader to check the

correctness of the analysis. Aside from providing adequacy checks, Staad Pro connect

edition 6 V22 provided the base reaction of the concerned pole setup and is imported

through HILTI PROFIS ENGINEERING for design checking of the base support

element such as base plate, anchor bolts, base plate, stiffener plate, and other adequacy

checking for concrete previously mentioned.

4 Warnings
• The anchor design methods in PROFIS Engineering require rigid anchor plates per current regulations (AS 5216:2021, ETAG 001/Annex C,
EOTA TR029 etc.). This means load re-distribution on the anchors due to elastic deformations of the anchor plate are not considered - the
anchor plate is assumed to be sufficiently stiff, in order not to be deformed when subjected to the design loading. PROFIS Engineering calculates
the minimum required anchor plate thickness with CBFEM to limit the stress of the anchor plate based on the assumptions explained above. The
proof if the rigid anchor plate assumption is valid is not carried out by PROFIS Engineering. Input data and results must be checked for
agreement with the existing conditions and for plausibility!
• Refer to the manufacturer's product literature for cleaning and installation instructions.
• For additional information about ACI 318 strength design provisions, please go to https://submittals.us.hilti.com/PROFISAnchorDesignGuide/
• The min. sizes of the bricks, the masonry compressive strength, the type / strength of the mortar and the grout (in case of fully grouted CMU
walls) has to fulfill the requirements given in the relevant ESR-approval or in the PTG.
• Only the local load transfer from the anchor(s) to the wall is considered, a further load transfer in the wall is not covered by PROFIS!
• Wall is assumed as being perfectly aligned vertically – checking required(!): Noncompliance can lead to significantly different distribution of forces
and higher tension loads than those calculated by PROFIS. Masonry wall must not have any damages (neither visible nor not visible)! While
installation, the positioning of the anchors needs to be maintained as in the design phase i.e. either relative to the brick or relative to the mortar
joints.
• The effect of the joints on the compressive stress distribution on the plate / bricks was not taken into consideration.
• If no significant resistance is felt over the entire depth of the hole when drilling (e.g. in unfilled butt joints), the anchor should not be set at this
position or the area should be assessed and reinforced. Hilti recommends the anchoring in masonry always with sieve sleeve. Anchors can only
be installed without sieve sleeves in solid bricks when it is guaranteed that it has not any hole or void.
• The accessories and installation remarks listed on this report are for the information of the user only. In any case, the instructions for use
provided with the product have to be followed to ensure a proper installation.
• The compliance with current standards (e.g. 2018, 2015, 2012, 2009 and 2006 IBC) is the responsibility of the user.
• Drilling method (hammer, rotary) to be in accordance with the approval!
• Masonry needs to be built in a regular way in accordance with state-of the art guidelines!

6 Warnings
• The anchor design methods in PROFIS Engineering require rigid anchor plates per current regulations (AS 5216:2021, ETAG 001/Annex C,
EOTA TR029 etc.). This means load re-distribution on the anchors due to elastic deformations of the anchor plate are not considered - the
anchor plate is assumed to be sufficiently stiff, in order not to be deformed when subjected to the design loading. PROFIS Engineering calculates
the minimum required anchor plate thickness with CBFEM to limit the stress of the anchor plate based on the assumptions explained above. The
proof if the rigid anchor plate assumption is valid is not carried out by PROFIS Engineering. Input data and results must be checked for
agreement with the existing conditions and for plausibility!
• Refer to the manufacturer's product literature for cleaning and installation instructions.
• For additional information about ACI 318 strength design provisions, please go to https://submittals.us.hilti.com/PROFISAnchorDesignGuide/
• The min. sizes of the bricks, the masonry compressive strength, the type / strength of the mortar and the grout (in case of fully grouted CMU
walls) has to fulfill the requirements given in the relevant ESR-approval or in the PTG.
• Only the local load transfer from the anchor(s) to the wall is considered, a further load transfer in the wall is not covered by PROFIS!
• Wall is assumed as being perfectly aligned vertically – checking required(!): Noncompliance can lead to significantly different distribution of forces
and higher tension loads than those calculated by PROFIS. Masonry wall must not have any damages (neither visible nor not visible)! While
installation, the positioning of the anchors needs to be maintained as in the design phase i.e. either relative to the brick or relative to the mortar
joints.
• The effect of the joints on the compressive stress distribution on the plate / bricks was not taken into consideration.
• If no significant resistance is felt over the entire depth of the hole when drilling (e.g. in unfilled butt joints), the anchor should not be set at this
position or the area should be assessed and reinforced. Hilti recommends the anchoring in masonry always with sieve sleeve. Anchors can only
be installed without sieve sleeves in solid bricks when it is guaranteed that it has not any hole or void.
• The accessories and installation remarks listed on this report are for the information of the user only. In any case, the instructions for use
provided with the product have to be followed to ensure a proper installation.
• The compliance with current standards (e.g. 2018, 2015, 2012, 2009 and 2006 IBC) is the responsibility of the user.
• Drilling method (hammer, rotary) to be in accordance with the approval!
• Masonry needs to be built in a regular way in accordance with state-of the art guidelines!

8 Remarks; Your Cooperation Duties

V. DISCUSSION OF THE RESULTS

The used of utilization ratio is to compare the designed capacity of the member in question to the

computed designed load that a particular member experienced. The load that a particular member is

compared to is the one that is governing. The utilization ratio for different modes of failure/s reaches

1.00 signifies that the designed actual computation is already at 100% designed capacity of the material

that was examined. As shown from the given data, the Prefabricated steel members were analyzed to

resist axial failure, torsional failure, and slenderness ratio adequacy throughout carrying different load

cases/load combination inputs. The maximum slenderness ratio for compression members is at 200 and

300 for tension members. Each structural member that was analyzed acts as compression member and

tension member at the different loading cases, thus checking for different maximum slenderness ratio

was performed. The Analysis and adequacy were performed for the Prefabricated steel members, Base

plate with Stiffener plates, Anchor bolts, and concrete pedestal below the base of the Floor mounted pole.

Based on the results, the floor mounted poles are deemed safe and adequate to carry out the loads imposed

on it. Another, based on the Use or Occupancy of the area where the equipment and wall mounted

antennas are located, the weight of the Outdoor cabinets does not exceed the live loadings for a roof deck.
