MESSAGE

Upon assuming my oath of office last July 1, 2018, as Punong Barangay, I Immediately
issued an executive order dated July 8, 2028 creating the composition and roles of
barangay disaster risk reduction management committee (BDRRMC) of barangay
Bagumbayan. The BDRRMC is a systematic process of using administrative
directives, organizations and operational skills and capacities to implement strategies,
policies and improves coping capacities in order to lessen the adverse impacts of
hazards and the possibility of a disaster.

Contingency plan for fire is needed for a course of action designed to help an
organization responds effectively to a significant future event or situation that may or
not happen.

In our community most vulnerable are FLOOD, EARTHQUAKE and FIRE included in
our contingency plan are training/seminars for our emergency response team,
purchase of rescue tools and equipment to fully equipped the responder especially in
times of disaster. Preparedness is important and we should always be ready at all
times. It is our mission to actualize a safe, livable, and responsive community.

PREFACE

The contingency plan of Barangay Bagumbayan was crafted through a collaborative


effort of internal and external stakeholders directly and indirectly involved in dealing
with actual disaster emergencies. The different scenarios during a disaster were
anticipated in order to address the needs of its constituents to share valuable human
material resources and stay connected, coordinated, and protected during actual field
operations.

Under the legal basis of Disaster Risk Reduction and Management Act of 2010 (DRRM
Act of 2010 or RA 10121) which stated as “a management process that analyzes
specific potential events or emerging situations that might threaten society or
the environment and establishes arrangements in advance to enable timely,
effective and appropriate responses to such events and situations”.

Barangay Disaster Risk Reduction Management Council (BDRRMC) became the


immediate responsive team in times of disaster.

The success of this contingency plan is primarily hinged on collective efforts and
effective involvement of different stakeholders such as Philippine Disaster Resilience
Foundation (PDRF), Philippine Geographical Society (PGS), Center for Disaster
Preparedness (CDP) and Quezon City Disaster Risk Reduction and Management
Council (QCDRRMC).

A. Introduction

Barangay Bagumbayan was legally created on April 29, 1963, by virtue of Ordinance
No. 5417. It is among the 142 barangays – located in District 3, Area 17 – of Quezon
City. It covers an area of approximately 141 hectares bounded on the north by the
Libis Creek, on the east by the Marikina River, on the west by barangays White Plains
and Saint Ignatius, and on the south by the province of Rizal. The barangay is
composed of 12 streets which include San Roque 1 and 2, San Gabriel, San Jose,
Sto. Thomas, Sto. Nino, San Pablo 1 and 2, Obrero St., Manggahan Proper,
Mangggahan Extension and Sapang Bato.

Based on the 2021 census, the barangay has a total population of 24,500 (source:
PSA) which is about 0.47% of the population of Quezon City. From this, the population
density is estimated at 98 persons per hectare. As of 2015, the barangay has an
estimated household of 4,641, with an average household member of 3. The youth
cohort, those ages 0 to 14 make up 22.56% (3,120) of the population while the old age
population, consisting of senior citizens or those aged 65 and above constitute 3.67%
(507) of the barangay’s total population. The current figures on population shall be
updated and made consistent with other plans such as the BDRRMP.

In terms of land use, Brgy. Bagumbayan is primarily residential, commercial, and


industrial. Residential area makes up approximately 33% of the barangay’s land area
and includes residential subdivisions such as the JB Basa Compound, Acropolis
Green, and the Metropoli. Informal settlements are found in Sapang Bato, Manggahan
Extension, F. Manalo Bridge, Tawiran, and Mercury Avenue. Commercial areas
include Eastwood City and Circulo Verde. Open Space and institutional land uses
make up 5% and 3% of the barangay’s land area, respectively.

Based in identifying different hazards in our Barangay such as Chemical Leak, Road
Deformation, Liquefaction, Collapsed Infrastructure, LPG Leak and Earthquake Fault
line.

Therefore, the BDRRMC and Barangay Emergency Operating Center (BEOC)


organized different groups for security and safety of our constituents.

B. Hazard Identification

The hazardscape of Brgy. Bagumbayan provides an overview to its vulnerability to


various hazards. Vertical development characterized by high-rise infrastructures
results to high population density and mixed land uses. On the other hand, poor
housing condition proliferate particularly in the informal settlement areas in the
barangay. These condition, among others, increases the potential for disasters and
therefore calls for the reduction of vulnerability as a pressing concern for the safety of

its residents. From various community consultations, residents consider their


barangay to be exposed to the following hazards:
 Fire Hazard.
 Earthquake due to proximity to the West Valley Fault.
 LPG and Industrial Company that cause of chemical and fire such as D&L, All
Day Home Depot, High Rise Building like Circulo Verde, Eastwood City, and
Aspire Tower.
 Private Subdivision such as Acropolis, JM Basa Compound, Aspire/Dream
Tower, and Metropoli; and
 Gasoline station along C-5 E. Rodriguez Jr. Ave.

The result of the Community Risk Assessment (CRA) conducted reveals that the
priority hazards in the barangay include earthquake, fire, typhoon, and flood. However,
this contingency plan will focus on fire hazard only.

Earthquake
The West Valley Fault directly transects through the barangay. As such, Brgy.
Bagumbayan is identified as among the barangays in Quezon City to be severely
affected should “the Big One” happen. Areas in the barangay which are most affected
by the West Valley Fault system are:
 Mercury Avenue
 Eastwood City
 Informal Settlers along the Marikina River
 C-5 Road (Libis Flyover/ IPI Flyover)
 Barangay Proper

In case of an earthquake, the barangay is projected to suffer the most from building
collapse, particularly from the high-rise development in Eastwood City. Hence, the
area should not be considered as an escape route even if this currently serves as one
of main access to and from the barangay. Similarly, a narrow bridge serves as the sole
access of the barangay to Manggahan in Pasig City. Should this bridge collapse or is

weakened by the strong ground shaking, the whole of the barangay will be left
contained and isolated.

Typhoon
Another hazard confronting the barangay is typhoon. In particular, Typhoon Ondoy in
2009 severely affected the barangay. The community’s access to basic services was
paralyzed, properties were destroyed, school classes were suspended for extended
period, livelihood were damaged, and businesses were likewise affected.

Flood
The barangay is also susceptible to flooding brought about by typhoons, monsoon,
and the overflowing of the Marikina River. Flooding directly leads to destruction of
properties and disruption of basic social services. It also brings forth other hazards
such as leptospirosis and other diseases. Residents identify flooding due to Typhoon
Ondoy (2009) and due to habagat (2008) as the most destructive causing four deaths
and leaving thousands of people homeless. Sapang Bato is the most prone to flooding
due to its proximity to Marikina River. Medium-risk areas in the barangay include
Obrero, Mercury Avenue, and San Roque Zone. The rest of the barangay is
considered as low-risk for flood-related hazards.

Fire
There were two incident report of fire identified in the Community based on the Risk
Assessment that was conducted. The first was in 2016 when Boxboard – a factory
manufacturing of boxes – was caught by fire leaving hundreds of employees jobless
and millions of business assets were destroyed.

In August 2017, another fire incident was reported in Sapang Bato due to an over-
charged cellphone charger. The incident burned down 8 houses and causes severe
trauma and panic in the community since houses were built side by side made up of
light materials.

This Contingency Plan is intended for fire disaster and details of Barangay
Bagumbayan’s mechanisms for preparedness, response, and recovery in the event of

fire of the barangay. Please refer to other hazard-specific contingency plans provided
in separate documents.

C. Hazard to Plan for: FIRE

Based on the assessment of the potential hazards, Brgy. Bagumbayan thru the
Bagumbayan Disaster Risk Reduction and Management Council (BDRRMC) requires
having a contingency plan for FIRE which would help ensure preparedness for
effective response in the barangay.

This is the actual map of Bgy. Bagumbayan.Quezon City. Most of the houses were
built in wooden walls particularly in Manggahan, Sapang Bato Street., Obrero and Sto
Nino Street.

Houses were side by side, that in case of emergency like fire, it could be dangerous if
not responded quickly like what had happen in Manggahan and Sapang Bato
mentioned in the later part.

In this map, it shows that there is a need of immediate response of Brgy. Disaster Risk
Reduction Management to prevent the spread of flaming fire. Through the immediate
response of nearby barangays fire brigade, bureau of fire protection (BFP), fire
volunteers’ group and private sectors, fire hazard quickly stopped.

Barangay Bagumbayan has established existing mitigating measures in response to


the existence of the hazard. These includes rigid trainings of Bagumbayan Disaster
Risk Reduction and Management Council (BDRRMC) requiring the stakeholder to
conduct their different preparations and trainings.

To ensure the safety of constituents, Brgy. Bagumbayan Barangay Council drafted


Contingency Plan for Fire, instituting prevention, mitigation, and preparedness
measures. The overall aim is to reduce the risk of disasters caused by human error
and deliberate destruction and to be better prepared to recover from any catastrophe.
With this, the Barangay Council strives to safeguard and make available vital
materials, supplies and equipment to ensure the safety of lives and protect facilities
within the barangay.

A. Goal

The Barangay Contingency Plan for FIRE is drafted to ensure the safety of life, prevent
damage to property and the environment, and to provide effective and well-
coordinated response strategy in case of a fire incident in the barangay. Through this,
the barangay council shall be better equipped to provide the basic needs to affected
constituents before, during, and after the incident.

B. Objectives

The objectives of this Contingency Plan are enumerated as follows:

1. To protect and safeguard human lives, vital materials, and equipment


2. To be better prepared in time of disaster thru stakeholders’ involvement
3. To reduce the risk of disasters
4. To recover lost or damages after the disaster
5. To ensure the Council’s ability to continue operating after a disaster

c. Scope and Limitations

The scope of methodology employed in the formulation of the Contingency Plan for
Fire of Brgy. Bagumbayan, Quezon City included:

- Contingency Plan formulation has followed the most recent guideline of the
Office of Civil Defense (OCD) and the National DRRM Council (NDRRMC) on
contingency planning.
- Fire hazard map and all other maps included in the current document are
generated using Geographic Information System (GIS).
- The methodology for producing the Fire Vulnerability Map is based on some
common indicators such as types of materials, access to roads, etc.
- Sufficient consultations and workshop activities with Brgy. Council
representatives and Brgy. DRR Officer.

This CP for Fire, however, have several limitations:


- Assumptions were made in filling up some of the CP Forms due to lack or
absence of updated data.
- Minor revisions are needed to provide more updated, e.g. population.
- Some tables could not be completed because of lack of data at the barangay
level. The updating of the CP should focus on the following tables:
a. Table 11: CP Form 6 – Needs and Activities Inventory
b. Table 12: CP Form 7 -Resource Inventory
c. Table 13: Form 8 – Needs Projection and Resource-Gap Identification
d. Table 14: CP Form 9 – Budget Summary

These limitations shall be addressed in the updating of this Barangay Contingency


Plan.

Needs and Activity Inventory

It is within the Barangay Council’s responsibility to identify the basic needs of the
population in the event of a disaster. Together with the corresponding Street Leaders,
BHW, SSDD, and Barangay Doctors, the Barangay Council are tasked to lead the
Needs and Activity Inventory. This includes outlining a systematic flow of activity such
as inventory preparation, repacking, delivery, and stocking of goods, among others,

The Chairperson of the Barangay DRRM Council or the responsible officer shall
supervise over the coordination activities and strategic decisions of the clusters. The
Responsible person shall be communicated immediately through the Emergency
Operating Center (EOC) or Quezon City DRRM Council to report all damage and other
resources needed in the barangay’s Area of Responsibility (AOR). The Barangay
DRRM Council and Barangay Emergency Operating Center (EOC) will implement
Command and Control operations based on the following structure:

As overall head, the Punong barangay shall supervise the coordination,


implementation, strategic decisions, and monitoring and evaluation (M&E) activities of
the barangay.

 INCIDENT COMMANDER/VICE CHAIRMAN


The Incident Commander shall report the activities, supervise the responsible officer
to implement the Contingency plan, accept orders, address requests and coordinate
resource needs among its subcommittees.

 APPROPRIATION AND LOGISTICS COMMITTEE


This committee is responsible for allocating funds for supplies and logistical needs.

 FIRE & RESCUE COMMITTEE


This committee organizes and conducts firefighting, basic trainings, and supervises
incidence of fire in the barangay. The committee also conducts search and rescue
operation during such emergencies. Further, the committee is responsible for ensuring
the availability of rescue equipment and training Rescue Team members.

 COMMUNICATIONS COMMITTEE
This committee records and keeps pertinent documents. The committee is also
responsible for receiving and relaying communications to the appropriate person/s or
committee/s. Further, the committee also provides reliable information (e.g., Weather
condition, disasters) in the community and updates the community using different
media sources.

 PEACE & ORDER COMMITTEE


This committee is tasked to secure the orderliness and peace of the constituents
before, during and after a disaster.

 WARNING COMMITTEE
This committee ensures that everyone is informed and aware of the different warning
signals in the barangay. The committee should also ensure that the barangay is well-

equipped with appropriate devices to be used during disasters and coordinates with
different institutions for information dissemination within the barangay

 TRANSPORTATION COMMITTEE
This committee ensures that transportation means are available and are in good
condition to be used in case of an emergency.

 EVACUATION COMMITTEE
This committee ensures safe and orderly place for evacuees. The committee also
assigns evacuation team with focal person/s in every evacuation center. The
committee conducts social and physical activities in the evacuation center such as
exercises, Zumba dance, and educational film showing.

 MEDICAL COMMITTEE
The Medical Committee ensures the availability of basic medicine, provides first-aid
and medical assistance, creates referral system, and endorses patient/s to nearby
health facility.

 SUPPLY COMMITTEE
The committee ensures the availability of needed supplies and records and monitors
disposed supplies thru the designated supply officer.

 RELIEF COMMITTEE
The Relief Committee leads in the orderly and systematic distribution of relief goods.
The committee is also tasked to help outsource and augment barangay funds
allocated for relief goods.

 DAMAGE & CONTROL COMMITTEE


This committee conducts disaster monitoring and updates, leads in identifying and
addressing emergency situations, gathers data, studies, and analyzes the status of
damaged infrastructure and other impacts of a disaster in the barangay.

Organizational chart is important in a response team with a specific duties and


responsibilities. It provides guidance to all subcommittee that govern the workflow of
the organization. From the organizational structure above, the Chairperson of the
BDRRMC or Incident Commander is situated in the BEOC together with committee
head leaders to plan, strategize and execute the plan using strategic decisions. Every
committee has its specific role as stated in the previous chapters.

The Communication Team has a vital role in times of emergency. They will use the
facilities of the BEOC to communicate their guidance to Incident Commander (IC)
Brgy. Chairman- Mr. Alex V. Cruz to be assisted by the Vice Chairman of the
BDDRRMC Kgd. Marcos M. Mejia.

The IC Vice Chairman then undertakes tactical operations based on the directives
from the IC Chairman. The IC Vice Chairman also reports back to the BEOC about

situation updates on the ground. The Committees will continue to coordinate with the

The barangay’s EOC elevate its activation alert status following the recommendations
of QCDRRMO EOC. The activation levels of the BEOC are as follows:
1. WHITE – Normal day to day operations. The BDRRMC Council is not
activated.
2. YELLOW – Any disaster/emergency that is likely to occur within the
capabilities of Barangay and results in only minimal need for assistance.
Member agencies that would act as part of normal day-to-day
responsibilities are notified. The BDRRMC Council is on-call/standby status.
3. ORANGE – Any disaster/emergency that is likely to require the assistance
of several member agencies of the BDRRMC. All responders Cluster are
alerted, and the BDRRMC is partially activated, staffed only with members

and representatives from identified agencies that are required to support the
needs of the BDRRMC. The BEOC is also activated.
4. RED – Any disaster/emergency that requires large-scale, citywide, and
possibly government assistance in recovery. The BDRRMC council is full
alert status. The BEOC and Response Cluster are fully activated and
implementing the Contingency Plan.

B. Non-Activation

This Contingency Plan will only be activated upon the recommendations of the RDANA
team using the following decision points:
• No. of Affected Areas (AOR)
• Directive from the Responsible Person
• Situation Reports

Unless the findings specify otherwise, the Contingency Plan will not be activated. In
the case of non – activation, the plan will be maintained as a perpetual plan for future
use in the event of upcoming fire incidents in the barangay.

Annex 1: Working Group


 An important part of the plan is the identification of the Working Group that shall be overall responsible for the
completion of the contingency plan. This group shall initiate the conduct of follow-through activities such as
testing, evaluation, packaging, updating and improvement.

 In the Annex portion of the plan, describe the Working Group by doing the following steps:

1. State the purpose of the working group. For example:

The Working Group shall oversee the refinement, finalization, testing, evaluation, packaging,
updating and improvement of the contingency plan under the supervision of the Local DRRM
Officer (or DRRM focal person of the agency/office).

2. Enumerate the overall duties and responsibilities of the working group. For example:

a. Facilitate the refinement and finalization of the contingency plan to include testing, evaluation,
packaging, updating and improvement.
b. Develop work plan for the completion and updating of the contingency plan.
c. Organize consultation meetings with the planners and relevant technical experts regarding the
development of the contingency plan; and
d. Facilitate the presentation and endorsement of the contingency plan to the authorities for
comments and approval.

3. Specify the names of the working group members, office/agency, and contact details. Afterwards, indicate
the roles and responsibilities of each. For reference, a working group is typically composed of the following
members with their roles and responsibilities:

a. Head: overall in charge of coordinating the entire CP process; monitors the progress of the
contingency plan; initiates the conduct of meetings to review, evaluate and update the contingency
plan, as necessary; disseminates updates on the contingency plan to agencies/offices concerned;
leads the conduct of simulation exercises to test the coherence and integrity of the plan.

b. Facilitator: facilitates meetings on contingency planning, workshops, and simulation exercises;


drives the contingency planning participants to achieve the target outputs.

c. Secretariat: documents and assimilate comments, inputs and recommendations gathered during
meetings, workshops, and exercises into the contingency plan; consolidate the outputs from the
clusters and integrates them into the contingency plan; provides other secretariat services.

d. Cluster Representative(s): facilitates the completion of detailed implementation plans for the
respective cluster, including the accomplishment of the CP forms; ensures the availability of data
for the specific cluster; coordinates with other clusters to ensure that the preparation of sub-plans
is on track, that the different cluster plans are consistent with each other, and that all clusters are
familiarized with their tasks likely to be performed in case of an emergency.

4. Enumerate the expected deliverables of the Working Group. This shall serve as the accountability check to
monitor the accomplishment of tasks. The deliverables are usually composed of the following:

a. Work plan: this should cover the detailed activities and timelines for completing, testing,
evaluating, packaging, updating, and improving the contingency plan.

b. Proceedings of the meetings, workshops, and simulation exercises: this pertains to the
chronological documentation of the proceedings and discussions during meetings, workshops and
simulation exercises and other related activities.

c. Finalized and completed contingency plan: the contingency plan should include an official issuance
by the appropriate authority. Also, although finalized and already approved, the plan should remain
updated.

Annex 3: Addendum to the Contingency Plan on Fire of Brgy.


Bagumbayan, Quezon City based on the Tabletop SimEx

Background:

On May 25, 2022, a tabletop simulation exercise (SimEx) was facilitated by the Philippine
Disaster Resilience Foundation (PDRF) to test the Contingency Plan for Fire (CP for Fire) of
Brgy. Bagumbayan, Quezon City. A CP is an important component of disaster preparedness
at the community level and is required as attachment to the Brgy. Disaster Risk Reduction and
Management Plan (BDRRMP). The specific objectives of the tabletop SimEx are:
• to assess the level of knowledge of barangay officials, barangay responders, and
cluster members of the CP;
• to evaluate the coordination of the local incident command with the local government
and other stakeholders in response to the incident; and
• to evaluate the evacuation procedures and camp management of the barangay
following the incident.
The participants of the SimEx included Brgy. Council Members, Barangay Police, Barangay
Health Workers, and volunteers. They served as the players of the SimEx. Officers and
consultants from the Philippine Geographical Society (PGS), Quezon City Disaster Risk
Reduction and Management Office (QCDRRMO) and the local Fire Bureau also participated
as observers and evaluators.

Tabletop SimEx Scenarios

The following scenarios (injects) were provided to the players of the SimEx. And based on the
scenarios, the players responded and activated their CPs.

9:30 AM Lumawak ang sunog at ngayon ay nasa Anim (6) na kabahayan ang apektado
ng apoy at patuloy itong lumalaki. Itinaas ng BFP sa Third Alarm ang insidente.
At tinatatyang 10 pamilya ang kinakailangan ievacuate. Nawalan ng kuryente sa
area. Limitado ang communication sa area ng insidente. Mabigat ang daloy ng
trapiko sa Calle Industria, Caruncho Rd, at E. Rodriguez Ave.
9:55 AM Nagkaroon ng kaguluhan dahil sa mga insidente ng nakawan sa area ng sunog.
Ilang residente and nagtamo ng sugat at kailangan ng atensyong medical.
10:05 AM Lumawak ang sunog at ngayon ay umabot na sa Fifth Alarm. Labing Isang (11)
kabahayaan ang kasalukuyang naaapektuhan. Dumami ang mga pamilyang
kailangan ievacuate. Limang (5) residente ang kailangan nang agarang
atensyong medical dalawa (2) dito ay Senior Citizen na may sakit sa puso at isa
(1) ay PWD na hindi makalakad. Apat (4) tao ang nareport na namatay sa sunog.
10:30 AM Lumiit na ang sunog at itinalaga nang “Under Control” ang insidente. Labing
dalawa (12) na bahay ang lubhang naapektuhan dahil sa sunog, sampo (10)
naman ay nagtamo ng minor damages. Wala pa rin kuryente sa area dahil sa
insidente. Dalawang pu’t lima (25) pamilya ang kasalukyang nasa evacuation
centers at kasalukuyang nagsisiksikan at nag kakagulo dahil narin sa takot na
magkahawaan ng Covid-19. Nasa Alert Level 2 parin nag buong Quezon City sa
Covid 19.

Documentation of the SimEx

PDRF has documented the responses or sequence of actions conducted by the players. The
bullet points below are the step-by-step actions of the players based on the injects and
scenarios provided above.

• The chief commanding officer was Hon. Barangay Captain Alex V. Cruz and
supported by the Incident Commander Kagawad Marcos M. Mejia.
• While Metro Manila is still in covid 19 alert level 2, Barangay Bagumbayan in Quezon
City encountered a fire incident. Details, plans, actions and other information were
discussed by the chief commanding officer together with the barangay council.
• The chief commanding officer relayed the information to the fire responders then
assigned officers to specifically handle the activation and deployment for the
necessary clusters (health & fire responders, evacuation teams, health teams and
logistics team) to help in the fire incident.
• The coordination of the bureau of fire protection and Meralco were asked to help
extinguish the fire and monitor the deactivation of the electricity as this will worsen
the fire if this will not be prioritized. The transportation cluster was also asked to solve
the issue of road traffic and clearing operations. The chief commanding officer
directed the cluster who is in charge of the needs of evacuation centers, medicines,
food, and hospitalization of the victims who needed immediate medical attention, to
prepare.

• The chief commanding officer dispatched the medical team since there was a report
of wounded people due to a robbery happening within the area. He also tapped the
involvement of the policemen to be visible in the area to further investigate the
situation and to help control the crowd to promote peace and order. Then, he tapped
the health and sanitation committee to impose COVID-19 health protocols especially
social distancing for the safety of everyone.
• As soon as the chief commanding officer received updates from the fire chief that
there were already casualties, he gave commands to the incident commander to
assist in the situation.
• When the fire escalated to 5th alarm, the chief commanding officer directed the
incident commander to ask help from other nearby local government units specifically
their BFPs for the additional fire trucks to speed up the search and rescue operation
for the affected victims. The chief commanding officer also coordinated with the
QCDRRMO and other health responders to bring the wounded victims to the nearest
hospital for proper treatment. Since the number of victims are getting bigger, the
assistance of their food, medical needs and other logistics are becoming an issue so
the chief commanding officer added more evacuation centers and procured the
needs of the victims to help solve the problem. Explosions were also reported so the
commanding officer directed the traffic enforcers to help assist in getting the people
away from the fire incident area.
• The damage and control committee were being asked by the chief commanding
officer to further assess the incident area where the fire happened. He also asked the
evacuation committee with regards on the profiling of the evacuees to further assess
their needs. Then, the Committee on Peace and Order helped secure the area since
there was a huge crowd due to the fire incident that happened.

Recommendations

Based on the documentation and findings of the SimEx, the following recommendations

• Revise the Incident Command Structure to reflect and clarify the coordination with the
BFP on incident command during fire incidence.
• Anticipate the quantity of the needed resources particularly food and non-food items, and
reflect on the budgetary requirements indicated in the BDRRMP.

Final Note

Once all the contents of the contingency plan, including the annexes, have been
completed, the organized working group shall endorse and submit the plan to the
relevant authorities for approval, i.e., Chairperson of DRRMC, Crisis Manager of CMC,
or head of office/agency. During the endorsement, the working group shall provide
sufficient justification to the authorities that in case such emergency takes place, the
number of resources specified in the plan will be required. Also, it is strongly
recommended to have a formal written document (i.e., resolution) that officially
approves the plan.
