1.0 EXECUTIVE SUMMARY


This Method Statement has been prepared by M/S Simulators Cargo Transport By
Trucks LLC (hereafter SCT) to carry out the lashing securing transportation of
Hydrogen MP Storage Vessel belonging to M/S Quality International Co. Ltd. FZC
(hereafter QICL) from Hamriyah FZE Phase 2 to Hamriyah FZE Phase1. This
Method statement outlines how this project will be construed efficiently, under
controlled safety conditions and describes how we propose to mitigate the risks
efficiently by sequencing the jobs to be executed during the project. The report is
a qualified assessment based on current information and is subject to refinement
as the work evolves.

2.0 REQUIREMENTS

2.1 SITE INSPECTION


The Appointed supervisor from SCT shall carry out a detailed site inspection
in the presence of person in Charge of QICL, to ascertain the full
requirements of QICL and determine the required loading area and cargo to
be loaded.

2.2 THE SUPERVISOR


Prior to the commencement of the works, the Supervisor must ensure that
all site personnel are adequately briefed on the contents of this Method
Statement. This briefing shall take the form of a short ‘Toolbox Talk’. The
Supervisor must liaise with the Operations manager of SCT and person In
Charge from QICL should site circumstances require material change to the
methods to be employed during the operation.

2.3 THE CREW


All members of the crew working on behalf of SCT shall be fully trained and
competent on the machines they operate.

2.4 PERSONAL PROTECTIVE EQUIPMENT


All personnel of the crew will be supplied with standard PPE which consists
of, Hard Hat, Safety Boots, Coveralls, Gloves, and Safety Goggles as per
QICL standard. The Site In-charge must inform all Personnel of any specific
requirements in advance of the operation date.

2.5 CERTIFICATION
Copies of test certification and inspection reports will be available for
inspection prior to any use of gears as per requirement of M/S QICL.

3.0 GENERAL CONDITIONS

1) The Person In charge from QICL shall ensure safe access to and egress from
site for all personnel and vehicles, and also ensure that the working area is
clear of all obstructions and Barricaded to allow the safe assembly and
working of the crane. QICL shall be responsible for necessary lighting
arrangement wherever required.

2) The Person In charge from QICL shall ensure that the area where the Trailer
is to stand/operate is firm and level and this it is capable of withstanding the
expected loadings that will be imposed upon it.

3) QICL to ensure that any Traffic Management is in place prior to the


positioning of the trailer.

4) Any personnel not directly concerned with the loading & transport must be
kept out of loading (ie working) area. The working area should be cordoned
off with barrier tape, temporary fencing or otherwise secured, to prevent non
associated personnel from entering the lifting area.

5) The Supervisor of SCT shall make himself known to all relevant personnel on
site, and conduct a ‘Toolbox Talk’ prior to commencing operations. Site Risk
Assessment, which identified any site hazards should be made available and
brought to the attention of the lifting personnel.

6) Transport permission shall be organized.

7) Escort shall be arranged to transport the Hydrogen MP Storage Vessel.

4.0 WEATHER CONDITIONS


In the event of extreme weather conditions it may require to suspend the loading
operation until such time as it is safe to proceed.

5.0 RECORDING & REPORTING PROCEDURE


1) Any Deviation from this method Statement shall be recorded and informed by
Supervisor of SCT to person in Charge of QICL

2) Start time for work & end time of work shall be recorded.

3) Any Near Miss or Accident shall be recorded.

4) Supervisor of SCT shall report progress of Job over phone & email to person
in Charge of QICL

5) The decision of supervisor of SCT shall be final in operation and procedure of


operation to load and transport the crane

6.0 CARGO MAJOR DIMENSIONS


1) Hydrogen MP Storage Vessel -2 nos

Length 22.258m, Width 3.087m, Height 4.65m, Weight 109.600MT

7.0 LOADING & TRANSPORT PROCEDURE


Step-By-Step Procedure for LOADING & Transport

1) The Trailer shall be brought to position as indicated in Lifting Plan at the


Instruction of supervisor of QICL.

2) Once the vessel is slightly loaded on the turntables, alignment of the Dolly
shall be checked.

3) Then up to 90 percent of the load shall be released from the crane.

4) The lashing & securing chains shall be used to bind the cargo to the saddle
of the Turntables.

5) The slings shall be removed thereafter from the vessel and the configuration
shall be ready for transport.

6) The transport shall be done with escort with transport permissions from FZE
authorities

7) Unloading sequence shall be in opposite sequence. Once the slings are


attached from the cranes on to the vessel then lashing and securing chains
shall be removed

8.0 SAFETY & HEALTH


1. All manpower to attend the QICL Safety Induction Course prior to
commencement of work on site if applicable
2. Work permit awareness and daily toolbox meeting to be conducted.
3. Inspection of all equipment, machinery and vehicle prior to start the
mobilization or operation. It is the Supervisor’s responsibility to ensure that
all equipment, machinery and tools are inspected regularly. third party
examination certificate of relevant items shall be available.

4. No lifting equipment shall be put to use without a valid third party inspection
certificate and a copy of the certificate submitted to QICL safety department.
5. All manpower to wear PPE as per specified by QICL Safety Department.
SCT’s Supervisor is to ensure all manpower have the correct PPE prior to
entering the work area.
6. Prior to lifting & loading operations, QICL to cordon off the area for activities
with red/white safety tape and place appropriate warning signs. It is the
person in charge from QICL responsibility that no unauthorized persons enter
in the working area.
7. A Pre-lift meeting will take place prior to lifting operation and daily safety
toolbox talk to be conducted.
8. Should any manpower for any reason receive an injury while at site the
Supervisor should call immediately for emergency response and to person in
charge regarding the accident for further investigation. Only authorized and
qualified personnel to administer the first aid.
9. SCT will work to a site traffic plan to ensure that the area is free from
unauthorized vehicle and pedestrian.
10. Supervisor will assess the weather condition. No loading will be made during
bad weather or high winds.
11. All personnel involved in the operation should be present at work area and it
should be familiar to the assigned specific task.
12. Job Safety & Risk analysis shall be prepared for all tasks , risk mitigation
procedures shall be followed

9.0 CONCLUSION
1. This method statement has been prepared by SCT for the works of loading
transport and unloading activities of a Hydrogen MP Storage Vessel for QICL
and is not intended for use on any other project.
2. Site specific guidelines have been drawn to minimize risks and efficient use
of resources in the area.
3. The job shall follow the above mentioned sequence of works unless any
further notification is made.
