This rung implements a logic flip flop for manual operation of the vacuum roughing valve.

The roughing valve is operated manually by a single momentary push button.

Push the button and the rouging valve opens, push it again and the roughing valve closes.
B3/7 provides a single scan pulse to trigger the flip flop, which toggles the state of B3/8. The flip flop is reset if the vacuum pump is off or the backfill valve opens.

The next three rungs show a different way, and in someways a simpler way, you could do a flip flop.
Each time the button is pressed the counter will increment by 1. The first bit in the counter accumulator will change state.
IE
0000 = 0
0001 = 1
0010 = 2
0011 = 3
0100 = 4
0101 = 5
By looking at only that bit you have something that changes state each tme the button is pressed. The counter preset can be zero, there is no need to reset the counter
except to reset the flip flop.
