I also conducted tours of the previously mentioned site. After taking all of these steps, it was determined
that more mitigating and remedial activities were needed.
Although the company is striving to achieve the standards for ISO certification, it is not yet certified in
accordance with these worldwide and local regulations. Raising H&S standards through ISO certification
will enable hazards to be lessened or minimised. I have some suggestions for enhancing the health and
safety culture and the legal penalties for noncompliance based on my site visit and document examination.

Part 3: Prioritise 3 actions with justification for the selection
Suggested word counts
Moral, general legal and financial arguments for all actions: 300 to 350 words
For EACH action:
Specific legal arguments: 100 to 150 words
Likelihood AND severity: 75 to 150 words
How effective the action is likely to be in controlling the risk: 100 to 150 words

Moral, general legal and financial arguments for ALL actions

Moral, general legal and financial arguments ABC company construction company has the moral duty to provide their workers from any kind of injury and
illness enveloping from the workplace conditions. The employer must provide safe working environment like-
safe equipment ,machinary and safe working conditions. So the worker should remain safe and return home
happily without any injury. It is a responsibility the employer that the coming to work should not go through
physical and mental stress. The worker morale may get shatteredand the productivity may go down.If any
worker getting injured it may affect the family members, friends and relatives of the workers.
The employer must be follow all the legal compliances as per ILO c155 occupational health and safety
conventions act 1981.If the employer fails to comply with all the legal requirement, it may lead to several
accidents or incident followed by enforcement visit. The enforcement authority may issue warning
letter ,impose improvement, prohibition notice, impose fines, and penalties may prosecute the employer.
If the management fails to implement the recommend control actions,it may leads to several accidents and
incidents which may have several financial impact to the organisations. Financial impact like : increase on the
hospital costs ,absence costs of employee, training cost of replaced workers and increase the insurance
premium etc.

Justification for action 1

Action (Taken from column 4 of risk Mobile cranes are operating near live overhead electric lines to be discharged (Hazard category 'Electrical
assessment)

Specific legal arguments ILO Convention C 67 Article 26 states that "adequate steps shall be taken, both before and during the course

of construction, to ascertain the presence of and to guard against danger to workers from any live electrical

cable or apparatus which is under, over, or on the site." Work on electrical lines needs to be done by qualified

personnel under knowledgeable supervision. "Nobody should work under them without seeking guidance

when equipment (e.g. ladders, a crane jib, a tipper-lorry body or a scaffold pole) could approach within a

minimum of six metres of a power line," according to the International Labour Organization's labour

administration and safety guidelines.Local laws are also important, such as Federal Law No. 8 in Dubai.

Consideration of likelihood AND severity A hazard's severity is graded from low to high, as follows: -

 types of injury or ill health

 number of workers at risk Desirable- Minimal effect, no absenteeism, and minimal material loss.
 how often the activity is carried
out
Acceptable- Same-day absenteeism/minor damage to the commodity.
 how widespread the risk is

Undesirable- Accident necessitates a couple of days in the hospital/slight material/equipment damage.

Unacceptable- hospitalisation for more than one week might last months/significant equipment damage.

Catastrophic – death and/or total loss of the commodity. There are also many levels of likelyhood, ranging
from low to high.

Unlikely - Chances are extremely uncommon.

Likely- There are just a few chances.

Very likely- Most circumferences are likely to have them.

Certain- This is a possibility in the majority of circumstances.

Inflicting electric shock while operating mobile cranes in close proximity to live electric lines is "likely" since

cranes are typically not in direct contact with the earth because the only portion of the crane that comes into
contact with the earth is the rubber tyre, which is an excellent insulator. If any metal part from cranes comes
into direct touch with the ground, the probability is "Certain."
According to the KVA rating of the power line, the severity of crane injuries that come into direct touch with
the ground might be "Unacceptable or Catastrophic."
How effective the action is likely to be in
If cranes are operating near discharged lines, the only risk is that electric lines will be damaged. Workers will

overhead wires, the risk of causing shock can be completely "Eliminated”.

Action (Taken from column 4 of risk Provide a fire warning/arresting system, particularly in areas where combustible products are housed (Hazard
assessment) category "Fire").

Specific legal arguments ILO Convention C 174, 1993, which describes major accident prevention and reporting
procedures to prevent recurrence of fire accidents, is also pertinent. ILO Recommendation R
164, para (m), guarantees protection against fire dangers at work sites. ILO
Recommendation R 167's Article 29 offers detailed guidelines for storing explosive materials
in a storeroom to prevent fire-related mishaps. The UAE Fire and Safety Code Practise 2018,
Federal Law No. 23 of 2006, Ministerial Laws 24 and 505 of 2012, Ministerial Resolution
(213) of 2007, and the Dubai government's own Civil Defence Department are among the
laws that apply to preventing fire threats.
Consideration of likelihood AND severity
According to the category assigned to justification1- The risk of catching fire while welding at a
storeroom containing flammable goods is high. The presence of hot metal grains from the welding
 types of injury or ill health apparatus, a lower humidity environment, and highly flammable compounds are all possible factors.
 number of workers at risk The severity of the accident may be "Catastrophic" because the storeroom is confined, with few
 how often the activity is carried opportunities for escape. Storerooms typically have only one door. Most fires in storerooms result in
burns that are more than 50% of the body's surface area, which might result in death of the

By installing an automatic fire warning and fire fighting system, it will be feasible to have automatic fire

suppression and early warning. The personnel will have the opportunity to evacuate when the fire alarm

 justification for the timescale that
you indicated in your risk
It takes time to install automatic fire detection and suppression systems and to get local government
assessment; and
permissions and inspections. This is why a minimum of three months is needed.
 whether you think the action will fully
control the risk
Yes: By using an automatic fire alarm/firefighting system, personnel will receive early warning and fire-related
accidents will be reduced to a minimum.

Action (Taken from column 4 of risk Place barriers to prevent movement of people and vehicles near excavations. (Working at

Specific legal arguments The ILO's code of practise for safety and health in construction mandates the deployment of
barriers to prevent vehicles from falling into excavations and the use of necessary
precautions to avoid worker falls as well. According to ILO Convention C155 on Occupational
Health and Safety, companies are required to give employees a safe workplace.
Consideration of likelihood AND severity
The Likelihood categorise into 3 levels:

 types of injury or ill health - Very Unlikely: Rare/Hazard will probably never occur
 number of workers at risk - Likely: It will happen but can’t expect to happen on regular basis
 how often the activity is carried - Very Likely: Will happen again and again/Certain

significant risk of sliding into excavations where the soil could give way or they could slip. No
obstacles exist to stop the fall.
The magnitude of the fall is major because drivers could sustain serious injuries and

Part 4: Review, communicate and check

Suggested word counts for each section:
 Planned review date or period and reasoning for this: 50 - 100 words
 How the risk assessment findings will be communicated and who needs to know the information: 100 - 150 words
 Follow up on the risk assessment: 100 - 150 words.
Planned review date/periodwith reasoning As per the company policy, Risk assessment has to be reviewed at least every 12 months
That is 08/11/2024
.Risk assessment also reviewed if any top management changes or before the dedicated date if any changes
in work process adopted.
How the risk assessment findings will be I will arrange a safety meeting with project manager,HR admin ,site in-charge and store department to go
communicated AND who you need to tell through the actions in risk assessment and agree with the actions and time scale for each actions
provided. The site engineers and supervisors will be also involved in the meeting. After the meeting the
meeting details circulated to all the department through email. The enginees and supervisors called for
training for the finding of risk assessment.
The H&S officer and supervisor told that will be communicate the findings with workers in local languages
during daily TBT.The outcome can also be displays on company notice board and intranet.
How you will follow up on the risk I will prepare an action plan based on the control actions and recommended and will give a reminder to the
assessment to check that the actions have responsible person before 7 days of completion the respective actions.I can also carry out a field visit to
been carried out inspect the workplace and check if the recommended controls actions are being implemented or not.I also
check the purchase copies and orders to ensure the actions recommended for procurement are in trasit. If I
find the actions are not completed within the time period ,I will intimate the same to the project manager to
make the necessary resources available for timely completed the necessary actions.
