Site Inspection Report: Priority 1 Sites

1 Overview

This document describes the process undertaken by Ellu investment Limited (Ellu) to perform a site
inspection and investigation of the local conditions for the deployment internet & ICT services to the
priority 1 sites under the Hagen District ICT Program.

1.2 Scope
This report documents:

 The locality of the sites with reference to distance from nearest fiber cable presence where it
can be terminated.
 The method in which the cable can be terminated from the existing joint to the new site server
room.
 The number or group of end users and their current needs.
 The type of devices and materials required to improve local area network for each site.
 The entire network equipment required and its design.

1.3 Method
The following is a summary of the method used to survey the condition of the installation.

 Attend site to perform survey of internet connection.

 Record details of current fiber presence and note point of connection to each site.
 Record details of interviews and feedbacks from end users (staff or teachers and students).
 Record geophysical and locality plan to estimate distance of fiber cable required.
 Record number of stationary requirements, especially computers.
 Provide results and photos of the site.

2 Site Inspection
This section presents the findings of the site inspection and its ability to utilize and or sustain the
service.

2.2 Analysis of End User Requirements

2.2.1. MHCA Office:

 There are total of around 160 users (employees) during the time of survey.
 Has no link of internet service.
 Does not have any development of ICT networking in the building. Eg. Networking cables
were not inserted in the building, etc.
 Have some PCs in place, less than ten but those PCs were only allocated to senior staff.
 Have some small printers connected point to point with isolated PCs in the office but no
networking printers.

Observations
 There is great need for ICT Systems in place for MHCA because based on some interview done,
most of the employee said that “it doesn’t feel like we are sitting in an office when there are no
networked PCs with phones in front of us”.

2.2.2. Hagen Park Secondary School

 Has a staff and student population of more than 2,000.
 Based on the schedule of computer classes, there were a need for up to 50 students
require internet access in one hour lesson.
 Staff of about 40 and 7 senior teachers need internet access at regular basis for research.
 Has no link of Internet Service Provider.
 They have a dedicated computer lab.
 No development of ICT networking in the computer lab. Only few old computers but most
of them not working.
 Administration have few computers but no internet connection and LAN setup.
 Have some small printers connected point to point with isolated PCs in the office but no
networking printers.

3.3. Standard LAN/WiFi Delivery Concept for the schools

 Some schools will only require cabling for connectivity to its servers and switch and perhaps
printers. The same server in the MHCA Office will be extended to Hagen Park and Togoba to
service their email and web hosting. Hagen Secondary has its own server so a further
discussion with their management would allow for it to be integrated into the MHCA Network.

4. Sustainability Plan
 A bandwidth of 10mbps unlimited internet service is sufficient for the schools.
 Their utilization will be monitored from MHCA Office Server room and should any school need
additional bandwidth shall be increased accordingly.
 Each school will be required to pay K18,000 annual internet bill which is about 60% of the
internet price of same bandwidth if one is to purchase directly from DataCo.
 The fees will be used to maintain the internet service and also to pay license renewal fees for
cambium / FortiGate devices. Cambium/FortiGate will provide robust secured WiFi service.

5. Risks
 As it seems, landowner issues may occur at the sites during fiber cable stringing from current
fiber node to the respective sites. All lines will be stringed along state easements so that such
unnecessary issues are not encountered. Is in any such situation, amicable discussion and
solution through proper channel is required.
 Risk of sabotage and theft of new fiber cable and new computers. It is a shared concern for the
schools as well as MHCA to address and advocate on these matters. Increase awareness in the
community by addressing them at parents meetings, school assemblies, graduations, etc..
