EXECUTIVE ORDER NO. 23


Series of 2020

INSTITUTING THE GENDER AND DEVELOPMENT FOCAL POINT


SYSTEM (GFPS), IN THE MUNICIPALITY OF SUBIC, ORGANIZING GFPS
EXECUTIVE COMMITTEE, GFPS TECHNICAL WORKING GROUP AND
GFPS MONITORING AND EVALUATION TEAM.

WHEREAS, Sec. 14 Article II of the Constitution provides for recognition by


the state of the vital role of women in nation building and the ensuring of the
fundamental equality of women and men before the law;

WHEREAS, RA 9710 otherwise known as the “Magna Carta of Women”


enumerates the basic rights of women, prohibitions, and legal protection for the
violation of such rights;

WHEREAS, the above law provides for Gender Sensitivity Programs aimed
towards the full recognition and institutionalizing women’s protection as part of the
framework of government;

WHEREAS, pursuant to the Philippine Commission on Women


Memorandum Circular No. 2011-01, the GAD Focal Point System shall be composed
of the Agency Head and Executive Committee (ExeCom), and a Technical Working
Group (TWG);

WHEREAS, PCW-DILG-DBM-NEDA Joint Memorandum Circular 2013-01,


or the “Guidelines on the Localization of the Magna Carta of Women” provides for
the creation and/or strengthening of the LGU GAD Focal Point System, and the
composition and functions of the GFPS Executive Committee and Technical Working
Group;

NOW, THEREFORE, I JONATHAN JOHN F. KHONGHUN, Municipal


Mayor of Subic, Zambales by virtue of the powers vested in me by law, do hereby
order the Institution of the GAD Focal Point System, and Organization of its
Executive Committee, Technical Working Group and Monitoring & Evaluation Team
in the Municipality of Subic, Zambales;

SECTION 2. GENERAL FUNCTIONS. The GAD Focal Point System shall


have the following powers (Joint Memorandum Circular 2013-1):
1. Lead in mainstreaming GAD Perspective in LGU policies, plans and
programs. In the process; ensure the assessment of the gender-responsiveness
of systems, structures, policies, programs, process, and procedures of the LGU
based on the priority needs and concerns of constituencies and employees, and
the formulation of recommendations including their implementation;

2. Assist in the formulation of new policies such as the GAD Code in


advancing women’s empowerment and gender equality;

3. Lead in the setting up appropriate systems and mechanisms to ensure the


generation, processing, review and updating of sex-disaggregated data or GAD
database to serve as basis in performance-based and gender responsive
planning and budgeting.

4. Coordinate efforts of different division/offices/units of the LGU and


advocate for the integration of GAD perspective in all their system and
process’

5. Spearhead the preparation of the annual performance-based LGU GAD Plan


and Budget (GFB) in response to the gender issues and/or concerns of their;
locality and in the context of the LGU mandate, and consolidate the same
following the form and procedures prescribed in the Joint Memorandum
Circular (JMC). The GFPS shall likewise be responsible for submitting the
consolidated GPBs of the LGU;

6. Lead in monitoring the effective implementation of the annual GPB, GAD


Code, other GAD related policies and plans;

7. Lead the preparation of the annual LGU GAD Accomplishment Report


(GAD AR) and other GAD efforts at various levels of local governance;

8. Strengthen linkages with other LGUs, concerned agencies or organizations


working on women’s rights and gender and development to harmonize and
synchronize GAD efforts at various stages of development planning cycle;
giving attention to the marginalized sectors;

9. Promote and actively pursue the participation of women and gender


advocates, other civil society groups and private organizations in the various
stages of development planning cycle; giving attention to the marginalized
sectors;

10. Ensure that all personnel of the LGU including the planning and finance
officers (e.g. accountants, budget officers, auditors) are capacitated on capacity
development program on GAD for its employees as part of an implemented
under its regular human resource development program;

SECTION 3. LGU Gad Focal Point System (GFPS) Functions;

a. The Local Chief Executive shall:

i. issue policies and/or directives that support gender mainstreaming in


the policies, plans, PPAs and services of the LGU as well as in its
budget, systems, processes and procedures of the LGU, including the
creation, strengthening, modification or reconstitution if the GFPS;
and;
ii. Ensure the implementation of the GPB and approve GAD AR and
other GAD-related reports of the LGU as maybe required by the MCW-
IRR and this Joint Memorandum Circular, duly endorsed by the GFPS
Executive Committee and with the assistance of the GFPS- TWG.

b. The GPS Executive Committee shall:


i. Provide policy advice to the LCE to support and strengthen the GFPS
and the LGU’s gender mainstreaming efforts.

ii. Direct the identification of GAD strategies, PPAs and targets based
on the results of gender analysis and gender assessment, taking into
account the identified priorities of the LGU and the gender issues and
concerns faced by the LGU’s constituents and employees;

iii. Ensure the timely submission of the LGU GPB, GAD AR and other
GAD related reports to the DILG which shall be consolidated or
submission to PCW and appropriate oversight agencies;

iv. Ensure the effective and efficient implementation of the GAD PPAs
and the judicious utilization of the GAD Budget;

v. Build and strengthen the partnership of the LGU with concerned


stakeholders such as women’s groups or CSD national government
agencies, GAD experts and advocates, among others in pursuit of
gender mainstreaming;

vi. Recommend award and/or incentives to recognize outstanding GAD


PPAs or individuals who have made exemplary contribution to GAD.

c. Perform such acts as may be required by the Local Chief Executive.

SECTION 4. Gad Focal Point System (GFPS) TECHNICAL WORKING


GROUP. There is hereby created a GFPS Technical Working Group:

SECTION 5. FUNCTIONS AND RESPONSIBILITIES (Joint


Memorandum Circular 2013-1). The Technical Working Group shall:

1. Facilitate the gender mainstreaming efforts of the LGU though the


GAD planning and budgeting process;

2. Formulate the LGU GPB in response to the gender gaps and issues
faced by their constituents including their women and men employees;

3. Assist in the capacity and competency development of and provide


technical assistance to the offices or units of the LGU. In this regard,
the TWG shall work with the Human Resource Management Office
(HRMO) on the development and implementation of a capacity
development program on GAD for its employees, as necessary;

4. Coordinate with the various units/offices of the LGU and ensure


their meaningful participation in strategic and annual planning
exercises on GAD including the preparation, consolidation and
submission of GPBs;

5. Lead the conduct of advocacy activities and the development of


information, education, and communication (IEC) materials to ensure
critical support of local elected officials, department heads and staff,
and relevant stakeholders to the GFPS and to gender mainstreaming.

6. Monitor the Implementation of GAD related PPAs and suggests


corrective measures to improve their implementation.

7. Prepare and consolidate LGU GAD ARs and other GAD related
reports;

8. Provide regular updates and recommendations to the LCE or GFPS


ExeCom regarding GFPS ExeCom regarding GFPS activities and the
progress of the LGU in gender mainstreaming based on the feedback
and reports of concerned LGU offices/units, stakeholders and
constituents; and

9. Perform such acts as may be required by the Local Chief Executive.

SECTION 6. GFPS Monitoring & Evaluation Team. There is hereby


created a GFPS Monitoring & Evaluation Team:

SECTION 7. Functions of the M & F Team

1. Monitor the status of the institutional mechanism for gender mainstreaming

2. The Status Report will be submitted to DILG Regional Offices for


consolidation and submission to DILG Central Office and to the PCW
Status Report will include the following:
 Development of and budgeting for GAD plans and programs:
 Mainstreaming gender perspective in local plans:
 Formulation and implementation of the LGU GAD Code:
 Creation, reconstitution and/or strengthening of the LGU GFPS and
 Creation/establishment and/or maintenance of the LGU GAD Database

3. After 3-years, the GAD M & E Team will conduct evaluation on LGU’s
gender mainstreaming efforts The evaluation will include:
 Outcomes of gender-responsive and/or GAD-focused policies,
programs and projects during the 3-year term of the LGU leadership

4. In accomplishing the GAD Evaluation Report the GAD M & E Team shall
be guided by prescribed tools such as the Gender Mainstreaming
Evaluation Framework (GEMEF) and the HGDG

SECTION 8. Meeting and Quorum:


The Council shall meet as often as necessary, which shall be presided by the
Chairperson. In the absence of the Chairperson, the meeting may be presided by any
of the Vice-chairperson. In the absence of the abovementioned persons’ the members
present constituting a quorum shall elect among them who may preside for such
meeting only. In any of the above cases, where the presence of the Chairperson is
required by law or the rules and regulations of the Council, the meeting must only be
presided by the Chairperson

The affirmative vote of a majority of the members present in a meeting shall be


necessary to approve an action of the Council. The Chairperson, Vice Chairpersons, or
presiding member as the case may be, as the presiding officer, shall not join in the
voting except to break a tie.

A quorum shall mean the presence of the majority of the members.

SECTION 9. Programs and projects of the Council shall be funded under 5%


GAD annual appropriation of the municipality.

SECTION 10. This Administrative Order shall take effect immediately and
shall be valid until sooner revoked or amended.
SECTION11. Repealing Clause. All other order, issuances and memoranda
issued inconsistent herewith are hereby repealed or modified accordingly.

SECTION 12. Effectivity. This Executive Order shall take effect immediately.

Done in the municipality of Subic, Zambales in this 23 rd day of September
