1. GENERAL

PT. Pertamina plans to develop Crude Oil Facility for Lawe-Lawe Terminal. The facility development is
part of Refinery Development Master Plan (RDMP Project), Refinery Unit V Balikpapan in East
Kalimantan. The project scope includes additional storage tank, crude oil unloading facility from tanker
to Lawe-Lawe Terminal, crude oil transfer line facility from Lawe-Lawe Terminal to Balikpapan refinery
and development of utility facility and also other supporting operation facilities.
The Tank Department is responsible for the area comprising the prefabrication, installation, hydrostatic
test, coating and painting of two 17,000m³ crude oil storage tanks.
2. DEFINITION

3. PURPOSE

The procedure document is intended to regulate various measures and behaviors in the process of
surface treatment and coating and painting of the main body and its accessories of the tank to ensure
the quality of coating and painting of the tank and to meet the design and specification requirements.

4. SCOPE

The scope of work included in this procedure document is the surface treatment and coating and
painting of the main body of the tank and accessories of two 170,000m³ crude oil storage tanks (420-T-
01A/B).

7. GENERAL SAFETY AND QUALITY REQUIREMENT

7.1 GENERAL SAFETY REQUIREMENT

7.1.1 Pre-book execution

 Safety training for operators and passing the test before work

 Conduct safety risk analysis before starting work and the main risks include the following:

a. Coating and painting construction involves a great deal of work at heights .

b. There is a risk of injury or death to workers who fall from heights, and of injury or death to
people or objects from falling construction materials.

c. Confined space work poses a risk of heat stroke, asphyxiation, poisoning from the
accumulation of toxic gases, fire and explosion from the accumulation of flammable gases, etc.,
especially when spraying continuously in a small space (inside a floating tank) or in a corner of a space,
which can easily lead to an Explosion.

d. Organic volatile media in paint products can seriously stimulate and destroy respiratory
system and central nervous system, and long-term exposure will affect health status.

 The operator of the shot-blasting machine should be professionally trained and designated to
operate it, and no other personnel should be allowed near the blasting operation area.

 Construction personnel must understand the risk and environmental factors during the coating
and painting operation, and master the operation method to avoid harm and pollution.

 The coating and painting operation area should be demarcated, strictly separated from other
work areas, and hung with conspicuous fire prevention warning signs When operating, there
must be a special person responsible for safety, fire supervision and management.

7.1.2 Equipment and Tools Inspection

 Personal Protective Equipment must be products that have passed inspection by relevant
professional departments.

 The construction area must be equipped with an adequate number of fire fighting equipment,
and the fire fighting equipment should be Inspection regularly.

 Power generation and electrical equipment needs to be Inspection and accepted by the relevant
authorities before use, and only after passing.

7.1.3 Manpower Qualification

A safety inspector, a quality inspector ,two rigger and a doctor with the appropriate qualifications
are equipped on the construction site. Painters are trained by Jotun and certified to carry out
painting work.

7.1.4 Personal Protective Equipment (PPE) shall be worn as appropriate

For requirement of work should be equipped with helmets, safety shoes, gloves,dust masks,and
overalls, goggles , noise reduction headphones, safety belts and other special protective equipment
and so on.

7.1.5 Safety Program shall be implemented but not limited to the following requirement

 All construction personnel will be educated safety and pass the examination before entering the
site.

 This project implements a work permit system to ensure safe construction. It is necessary to
obtain the appropriate work permit prior to work.

 Daily toolbox meetings are held to remind of safety matters that need to be taken into account
during the day's work.

7.1.6 Safety Precautions for painting work

 When entering the construction site, all personnel must wear Personal Protective Equipment.

 The painting and coating area must be well ventilated, first of all to prevent poisoning of the
workers.

 The construction area must be equipped with an adequate number of fire-fighting equipment
and be in good condition.

7.1.7 Environmental

During coating and painting operations, the following factors will affect the environment.

 The process of coating spraying may produce pungent odor and affect the health of operators..

 Paints and thinners are flammable and explosive chemicals ,improper storage and use can lead
to fires and other accidents.

 The Shot-blasting operation will produce dust, rust and other fine particles suspended in the air
causing environmental pollution.

In view of the above environmental impact factors, the following measures will be taken.

 Painting and painting operation areas shall be demarcated, and shall be strictly separated from
other operation areas.

 Operators must wear personal protective equipment, especially masks and goggles, to protect
themselves from injury and harm their health.

 Must ensure that the coating and painting operation area has a good ventilation.

 The unused materials must be put into storage on the same day. It is strictly prohibited to spend
the night in the construction area.

 Waste paint drums after daily use shall be recycled, placed in designated areas, and covered with
sun shading and rain protection.

 Every day after the completion of spraying work on the construction site to do a good job of
civilized construction, garbage timely cleaning.

 After the end of each day's work, the full-time safety officer shall check the hidden danger of fire
in the construction area, timely clean up sundries and hidden danger of fire, the paints, thinners
and other inflammable goods.

 The construction area must be equipped with sufficient fire fighting equipment and in good
condition.

7.2 GENERAL QUALITY REQUIRMENT

7.2.1 Preliminary Inspection

The preliminary Inspection main focus is on the five aspects that affect the quality of the process,
such as manpower, equipment and Tools, materials, methods, and environment, which are
implemented according to the relevant content of the OWNER'S related requirements, as well as
the contractor's approved procedural documents and ITP.

 Manpower : The professional and technical level of the operation personnel shall meet the
construction requirements, and the special operation personnel shall have relevant professional
qualification certificates.

 Equipment and Tools : The quantity, performance and accuracy of construction equipment and
inspection, measurement and test tools must meet the quality requirements, and must pass the
inspection of relevant departments before being used for on-site construction. The equipment
and tools entering the field will be inspected, maintained and repaired in a timely manner to
ensure the accuracy and normal operation of the equipment.

 Materials : Conduct material acceptance for incoming materials to ensure that the quantity,
type and specification of materials meet the use requirements and are within the quality shelf
life. The quality requirements should be strictly controlled in the storage, transportation and use
of materials.

 Methods : For the storage tank rust removal and anti-corrosion work, according to the
construction process to prepare the construction plan. Complete the relevant work under the
technical guide of paint manufacturer to meet the design requirements.

 Environment : The influence of environmental factors on the quality of the project has a complex
and changing character. Therefore, according to the characteristics and specific conditions of the
project, effective measures should be taken to strictly control the environmental factors that
affect the quality. For example, during windy and rainy season, and hot season, according to the
characteristics of the project, the construction of coating and painting operation project, and
work at height, etc., should formulate effective measures to ensure the quality and safety, so as
to avoid the impact of project quality.

7.2.2 Inspection of surface preparation

The surface preparation is Inspected mainly on the following points:

 The thick layers of rust, visible oil, grease and other dirt cleaned before the surface preparation.

 Surface preparation by hand and power tools should be cleaned to St3 (ISO 8501-1) to achieve a
sharp and angular surface profile.

 Surface preparation by Shot-blasting should be cleaned to Sa2.5 (ISO 8501-1) to achieve a sharp
and angular surface profile.

 The inspection standards for surface treatment are as follows:

7.2.3 Inspection of coating application

The coating application is Inspected mainly on the following points:

 Before application, test the atmospheric conditions in the vicinity of the substrate for the dew
formation according to ISO 8502-4.

Air temperature 5 - 60 °C

Substrate temperature 5 - 60 °C

Relative Humidity (RH) 10 - 85 %

 The following restrictions must be observed:

a. Only apply the coating when the substrate temperature is at least 3 °C (5 °F) above the dew
point

b. Do not apply the coating if the substrate is wet or likely to become wet

c. Do not apply the coating if the weather is clearly deteriorating or unfavourable for application
or curing

d. Do not apply the coating in high wind conditions

Note:

1. The paint coating used for this project was supplied by Jotun.

2. The product can be applied up to 50 % higher than maximum specified film thickness without
loss of technical .

3. The area is net area. Abundant allowance should be considered for construction.

4. The paint and coating system applied will not be subjected to the internal contents of the tank.

5. IPMT approved equivalent shall be as per 26076-JO-KPB-TQ-00034 Technical Query for Tank
Painting and Coating.

6. Refer to attachment 1 to 5 for the Jotun technical requirements for each type of paint.

7.2.4 Post-Application Inspection

After the crude oil storage tank is installed and painted, the overall inspection shall be carried out.
The inspection content shall meet the relevant design and specification requirements according to
ITP program documents.

9. TEMPORARY STAND PLAN

Temporary stand is prepared in the painting area and the steel plates are placed on the temporary
stand for painting after the surface preparation has been qualified. After the paint coating has
been checked and qualified, it is lifted away by crane for the next process. The specific form is
shown in the diagram below:

After the crude oil storage tank was installed and passed the hydraulic test, the tank shell plate needed
to be sprayed finish coat, with the painters being carried by an electric basket,as shown below :

Coating materials and tank materials must be accepted by relevant personnel before they can be
used in site construction.

 Material transport

The transport of materials should be in accordance with the relevant regulations, and lifting
operations should be planned in advance so that the transport process is safe and secure.

 Surface preparation

Removal of rust by shot-blasting or hand and power tool to meet the requirements for painting.

 Primer spraying

Welding edges and both plate surfaces within 15 mm from the edge of shell plate shall be free
from any foreign materials and be painted with anti-corrosive and weldable paint when spraying
the shell plate primer. Precautions shall be taken to keep the formed shell plates in good condition.
The weldable paint is ground off with a angle grinder before the shell plate is welded.

The lap amount reserved at the lap weld of the bottom plate and floating roof of the storage tank
shall not be painted until the lap weld is welded. The reserved size shall be determined according
to the drawing requirements and the incoming steel plate material size.

 Intermediate spraying.

According to the technical requirements of Jotun, the Intermediate coat of the External Tank &
Accessories should be immediately sprayed after the primer has passed the inspection in order to
prevent the storage tank from rusting return.

 Repair of coating

After passing the hydrostatic test, the crude oil storage tank coating needs to be repaired before
the finish coat spraying. Repairs include welds and other areas of paint damage.

The welded seam needs to be painted the primer coating and Intermediate spraying as
requirement before the finish coat spraying, and the surface preparation is achieved by hand and
power tools to st3 (ISO 8501-1).

 Finish coat spraying

The finish coat is applied in the order of the shell plate first, then the double floating top and finally
the bottom plate.

The painting of the external surface of tank shell for finish coat is carried out by means of an
electric basket carrying the painters, and the Internal surface of tank shell from top to last course
below the top for finish coat is painted by means of the painters standing on the top surface of the
double floating roof.

 Acceptance of painting and coating

After all of the above work is completed, a complete acceptance of the coating and painting work
will be performed.

Paint spraying reference data sheet, in the prefabrication stage, the external surface of the tank
bottom plate is sprayed with two layers of paint at a time, and the Internal surface of the bottom
plate is sprayed with one layer of paint first; the tank shell from top to last course below the top
and external surface of tank shell shall be sprayed with two layers of primer and intermediate paint,
and internal coating tank shell from bottom to first course shall be sprayed with one layer of paint;
top surface of floating roof shall be sprayed with two layers of primer and intermediate paint, and
under external surface and Internal surface of the floating roof shall be sprayed with one layer of
paint; the external accessories of the storage tank shall be sprayed with two layers of primer and
intermediate paint, and the internal accessories of the storage tank shall be sprayed with one layer
of paint.

After the hydrostatic test is completed in the installation stage, the second coat of paint is sprayed
on the Internal surface of the bottom plate. The tank shell from top to last course below the top
and external surface of tank shell shall be sprayed with finish paint, internal coating tank shell from
bottom to first course shall be sprayed with the second layer of paint; top surface of floating roof is
sprayed with finish paint, and under external surface and Internal surface of the floating roof are
sprayed with the second coat of paint; the external accessories of the storage tank shall be sprayed
with the topcoat, and the internal accessories of the storage tank shall be sprayed with the second
paint.

Note: Protect the finished product after each coat has been applied and avoid damaging the paint
coating during transport and installation. If the paint coating is damaged, it is to be reworked and
inspected for conformity.

10.2 DESCRIPTION

10.2.1. GENERAL REQUIREMENT

Shot-blasting is the use of centrifugal force generated by the high speed rotation of the impeller at
the head of the Shot-blasting machine, which shoots the projectile at a high linear speed towards
the surface of the steel being treated, producing a striking and grinding action to remove oxides
and rust from the steel surface and produce a certain roughness. Shot-blasting is highly efficient,
with a finish and roughness suitable for paint adhesion, and is a method of surface treatment of
materials on site. After surface cleaning, an air compressor should be used to blow away the
separated rust stains and other debris.

In the project, a shot-blasting machine is installed at the coating and painting operation site to
remove rust from tank plates and steel sections, and the degree of rust removal is observed in the
process.When Shot-blasting is used for surface preparation, the grade of rust removal shall be in
accordance with the requirements of Sa2.5 in ISO 8501-01.

 Hand and power tool

Hand and power tools are pneumatic or electric powered tools. Excessive sanding of steel surfaces
should be avoided as this may affect the adhesion of the paint. Once the surface has been cleaned,
it should be wiped down with a rag and blown dry with a water rinse or blown off the separated
rust and oxides directly with an air compressor.

The hand and power tool rust removal methods in this project are chosen for corrosion,
contamination or other conditions around welds that are difficult to remove any longer by Shot-
blasting. When mechanical or power tools are used for surface preparation, the grade of rust
removal shall be in accordance with the requirements of St3 in ISO 8501-01.

 Abrasive selection

In order to obtain the desired surface treatment results in the most efficient and economical
manner, the choice of abrasives is determined by the rust grade of the material on site and various
other working conditions.

Steel shot: Near-spherical steel abrasives are obtained by cutting molten steel sulfur with air, water,
or other methods. Steel shot is generally used in the case of A or B rust class.

Steel grit: The hardness range of steel grit varies depending on the tempering time during the
manufacturing process. Steel grit most effective for rust grades C and D.

In actual operation, steel sand and steel shot can be mixed in a certain proportion according to the
requirements of rust removal grade.

10.2.2. SURFACE PREPARATION

Hand and power tool rust removal and Shot-blasting will be carried out on the material according
to the different parts of use, with the Hand and power tool rust removal grade reaching ST3 and
the Shot-blasting grade reaching Sa2.5. For the parts that need to be repainted, secondary Hand
and power tool rust removal will be carried out and the surface treatment will be qualified before
repainting.

10.2.3. PARTS TO BE PAINTED

The part after rust removed should be painted within 4 hours. If it cannot be painted in time,
protective measures will be taken. When rust is serious, two rust removed will be carried out.

10.2.4. PAINTING INSPECTION

After each layer of paint is finished, it is necessary to check the material, thickness, color and other
relevant technical requirements. The next process can only be carried out after passing IPMT
inspection.

10.2.5. PAINT MATERIAL

The purchase of paint materials is strictly in accordance with the design and relevant specifications,
and the materials can only be used after IPMT acceptance. Unqualified materials need to be stored
and processed in a unified manner.

Pay attention to the shelf life of paint materials when using, the materials exceeding the shelf life
are strictly prohibited to use.

Note : Equipment requiring third party certification will have a test report issued by a third party,
while other electrical equipment will be tested by the safety department and will only be marked
for use after passing.

10.2.7. MEASUREMENT OF HUMIDITY & DEW POINT

When painting, do a good job of measuring the ambient humidity and the dew point of the
material surface. Paint should only be applied when the relative humidity of the environment is
below 85% and the surface of the material is above the dew point by more than 3°C.

10.2.8.PAINTING APPLICATION

Paint coating adopts high pressure airless spraying method, according to the design requirements
of layered spraying. Each layer of spray thickness uniform to the design thickness, this layer after
passing the acceptance of the next layer of paint brushing.

Welding parts, damaged parts of paint and inconvenient high-pressure airless spraying places are
manually coated with brush, each layer of uniform thickness, and meet the design thickness
requirements.

10.2.9. CURING TIME

After painting, allow sufficient hardening time in accordance with the paint manufacturer's
instructions before proceeding to the next process.

10.2.10. VISUAL INSPECTION AFTER COATING

After painting, a visual inspection is carried out and any obvious defects are remedied. Notify the
QC inspector and the ITMP inspector when you have passed the visual inspection and proceed to
the next process.

10.2.11. REPAIR OF DAMAGES AREA (TOUCH-UP)

The surface preparation for repair of coating should be prepared to St3 (ISO 8501-1) by hand and
power tools. Suitable method is disc grinding with rough discs only. Ensure the surface is free from
mill scale, residual corrosion, failed coating and is suitable for painting. The surface should appear
rough and mat. Overlapping zones to intact coating shall have all leading edges feathered back by
sanding methods to remove all sharp leading edges and establish a smooth transition from the
exposed substrate to the surrounding coating. Consecutive layers of coating shall be feathered to
expose each layer and new coating shall always overlap to an abraded existing layer. Abrade intact
coatings around the damaged areas for a minimum 100 mm to ensure a mat, rough surface profile,
suitable for over coating. Mechanical repairs are only accepted for minor areas of damage where
shot-blasting is expected to create more damage to the coating system than actual benefit to the
performance of the coating system.

a.Damages to the coating layers:

Prepare the area through sandpapering or grinding, followed by thorough washing. When the
surface is dry the coating may be over coated by itself or by another product, ref. original
specification.

Always observe the maximum over coating intervals. If the maximum over coating interval is
exceeded the surface should be carefully sanded removing the top of the surface followed by
thorough fresh water washing in order to remove zinc salts. Alternatively the surface can be
abrasive swept.

b.Damages exposing bare substrate:

Remove all rust, loose paint, grease or other contaminants by mechanical grinding, water and/or
solvent washing. Feather edges and roughen the overlap zone of surrounding intact coating. Apply
the coating system specified for repair.

After the arrival of materials from and quality management personnel involved in the review of
quality data, the On-site material inspection, qualified for storage, and at the same time the
inspection of substandard products for isolation, identification, recording, assessment, disposal.
The warehouse keeper should inspect qualified materials to enter the warehouse, according to the
name, specifications, model, quantity for marking, open storage of materials should be partitioned,
classified plus marking, reasonable stacking.

10.2.12.2. Warehouse for storage

A storage container is set up on site to store the paint, and the area around the storage container is
protected by earthing and related protection in accordance with the relevant requirements. Special
personnel are set up to manage the paint, establish records of distribution and collect the
remaining materials on a daily basis.

Thermometer and hygrometer are placed in the warehouse to monitor the paint storage
environment every day. If the storage environment does not meet the requirements of paint
storage, timely take measures to correct.

10.2.12.3. Reporting

The paint materials shall pass IPMT acceptance inspection when entering the site, and the
acceptance records shall be made according to ITP related report forms.
