Background

The Government of Bangladesh is on a transformative path to enhance public service accessibility


through E-Governance, leveraging online infrastructure and technology. This aims to optimize
information sharing, citizen engagement, and transparency, revolutionizing government operations with
electronic decision support systems and ICT-enabled solutions for better governance.
A significant step towards achieving these goals is the implementation of a digital file management
system by the Bangladesh government, in collaboration with a2i, known as E-Nothi. Currently
operational in over 12,000 government offices, this system revolutionizes document filing, handling, and
management nationwide. Serving more than 100,000 users across various government levels, it not only
ensures regular maintenance but also seeks continuous enhancement, including better concurrency,
reduced bandwidth usage, offline capabilities, and the integration of micro-services and cloud-native
features to adapt to the evolving digital landscape of Bangladesh.

D-Nothi, currently in development by the Access to Information (a2i) Program of the Prime Minister's
Office in Bangladesh, represents the next generation of electronic document management systems
(EDMS). It is slated to replace the existing e-Nothi system, offering a promising array of benefits
compared to its predecessor. D-Nothi is designed with a primary focus on improved efficiency, featuring
capabilities like parallel and batch processing to expedite document handling. Moreover, it emphasizes
enhanced security, incorporating cutting-edge technologies to safeguard government data from
unauthorized access and modifications. Additionally, D-Nothi boasts a more user-friendly interface with
features like drag-and-drop document uploads and full-text search, making it a seamless experience for
government employees. Beyond these key benefits, D-Nothi introduces new features, including mobile
device support for on-the-go document access, integration with other governmental systems, like the
national identity database and financial management, and advanced analytics to enhance the efficiency
and effectiveness of government programs.

Scope of work

The objective of this project is to develop a next-generation electronic document management system
(EDMS) called D-Nothi to replace the existing e-Nothi system. D-Nothi will be a more efficient, secure,
and user-friendly system that will help the government of Bangladesh to improve its services to citizens.
Furthermore the

 Develop and enhance the D-Nothi platform and its individual components to align with the
smart office vision.
 Employ Agile methodology for project execution, ensuring timely completion of relevant
tasks.
 Design, develop, and integrate D-Nothi into a unified system, maintaining existing features
while enhancing services for stability.
 Propose an architecture, operational methodology, and comprehensive technical plan in the
firm's technical proposal, encompassing project management, change management, and
policy considerations.
 Migrate a minimum of 300 Enothi offices to the Dnothi system.
 Define the high-level functional scope by referencing the "Functional Requirements" section
for an in-depth understanding of major features.
 Categorize the system's scope into Functional Requirements and Non-functional
Requirements, providing a detailed framework for firm involvement and contributions.
