INDIVIDUAL ASSIGNMENT 1 - (ARTICLE CRITIQUE)

In the article “Factors Influencing Malaysian Small and Medium Enterprises (SME)
Adoption of Electronic Government Procurement (EGP)”, by authors Kai-Kit Soong, Elsadig
Musa Ahmed and Khong Sin Tan discussing about the common issues which are various factors
inducing of implementing e-Procurement system for SME. The authors gather the information
and data by conducting a survey in Klang Valley towards respondents who are mostly holding
organization positions and firm director. Therefore, the authors manage to construct with some
hypotheses in order to support their research and generate their results with discussion from
this study.
Regarding to this article research’s abstract, findings, the authors have stated some
factors and the details on why the adoption of e-Procurement are still low and poor in SME,
the reasons are, the lack of technology education and exposure leads to the SME user facing
conflict in using the e-Procurement system such as online banking and cataloging, SME user
cannot identified the benefits of implementing the e-Procurement, some SME user feel the
advancement of technology will burden them with a lot of extra work, the social influence, peer
pressure and other business acceptance of new technology too became one of the factors
included.
The study specializes on respondent from specific area only. As has been stated earlier,
the respondent only come from Klang Valley area only. This resulting the study will be not
benefiting outside that place. This is because, when dealing with technology, mostly
development only available in city with decent development and infrastructure and example is
the availability and coverage of the internet. The target group of respondents are not from SME.
By referring to the Table AIII, company sales turnover listed are not quite related to the actual
SME which are the respondent sample that come from RM300k-RM20 Million per annum are
dominating the frequency and overing the actual SME sales turnover, less than RM300k. All
these are the weakness upon this research.
For the strength, survey method to get the data is the efficient way for small size of
sample respondent. The results of this study can be used widely spread or even improving for
the next research conduct. For additional aspect, the survey could include the supplier and the
employee who are specialized in procurement department to take part in answering the survey
for a better result.
As for the conclusion from this article, SME should start accepting the advancement of
technology which is e-Procurement because the government are already prepare the platform
since back in year 2000 and have been started the project even in June 1999 by Commerce Dot
Com Sdn. Bhd. (CDCSB). With the help from the younger generation who is more knowledge
in technology, technical team and from IT department, Malaysia could specialize in EGP in the
near future.
