Validity of foreign licenses
A valid foreign licence is one from
an International Civil Aviation
Organization (ICAO) contracting
state and must not be:
- restricted
- suspended
- cancelled
- void
- no longer valid
- temporary.
Your foreign licence must not
have any other restriction or
limitation placed on them by the
issuing authority.
We may accept an expired licence
provided it does not carry any of
the above notifications.
There are a few ways to convert your Overseas Pilot Licence to an Australian licence.
If you have an overseas licence and:
• plan to fly in Australia for longer than 12 months,
you can apply to convert our foreign licence,
• are only here for short-term aviation work,
you can apply for a Certificate of Validation, or
• are New Zealand flight crew,
you may be able to convert your licence or qualification under special rules.
Steps to Converting an Overseas Licence
1) Get an aviation reference number. An aviation reference number (ARN) is like
a customer or account number. You must have an ARN to interact CASA.
You can apply for an ARN online through CASA’s website -
2) Prove you are proficient in English. You must have:
- at least a current level 4 Aviation English Language Proficiency assessment, or
- a statement from the issuing authority showing you have the AELP level 4, 5
or 6, or have this stated on your foreign licence.
3) Get your documents translated to English. The documents you send to CASA
must be in English or come with a version translated into English.
4) Certify your documents. There are certain people who can certify documents
you send to CASA. You may need someone to witness a statutory declaration
for overseas work. Check the Attorney-General’s list of approved witnesses for
who can certify these documents. If you’re not in Australia, you will need to
find an approved witness overseas.
5) Authorise your information to be released. You must authorise the overseas
authority that issued your licence or qualification to release your information.
This means we can check your licence or qualification is valid. It’s quicker to
verify qualifications from Federal Aviation Administration (FAA) than other
authorities.
6) Do security checks and clearances. For CASA to finalise the application, you must:
- add a photograph
- do a background security check.
If you aren’t an Australian citizen, security checks also include:
- a police check
- an immigration check.
This process can take up to 8 weeks.
7) Get a medical check. You may need to get an Australian medical certificate for
your application.
Filling in the Application Form
You will need to complete a flight crew licence on basis of overseas civil qualifications form
to convert an overseas flight crew licence.
If you’re converting:
• a private pilot licence (PPL) – this is the only form you need to do
• a flight crew licence other than a PPL – you must pass a conversion exam and,
sometimes, a flight test.
You must do the Australian exams. CASA do not recognise foreign exam credits.

ATPL(A) Conversion Theory Course
The conversion exam requires passes in both the ATPL Human Factors exam (AHUF) and
the ATPL(A) Overseas Conversion Exam (AOSA).
The AOSA exam is a 3 hour exam requiring an 80% pass mark which covers the following
unit codes for knowledge standards in Schedule 3 of the MOS – CLWA, AALW and AMET.
The AHUF exam is a 1.15 minute exam requiring a 70% pass mark.

 CASA Exam and Pre-Requisite Information

Examination Pre-Requisites

The pre-qualification requirements for the ATPL(A) or (H) is a pass in the Australian CPL(A) or (H) theory examination or a CPL(A) of (H)
Licence. You will be unable to book an examination unless you meet this requirement. It is essential for overseas students to contact
the CASA Flight Crew Examination and/or Licencing Sections to confirm they meet this requirement prior to booking their CASA ATPL
examinations.

Perpetual Validity Period

The ATPL theory credit once issued, will remain valid indefinitely. This may be reviewed at a later date.

Two Year Window

CASR Part 61.225 (2) requires that a person passes all parts of an examination within a period of 2 years.

Candidates commencing a ‘bundle’ of subject-parts on or after 1st September 2014 should plan their studies and exams so that all subject-
parts are completed within two years of their first pass. If at the end of two years, a candidate has not passed all subjects within their
bundle, then the status of individual subject passes will progressively change to expired on the second anniversary of the pass date of that
subject and must be passed again.

Pass Mark Required

The pass mark for AHUF is 70%. The pass mark for the AOSA/AOSH is 80%.

CASA/ASPEQ PEXO Fees

The CASA exam fee is for the service provided by CASA via their web-based delivery system. The ASPEQ exam delivery fee is charged for
each examination subject required. The fee structure is based around the length of the examination subject as this determines the amount
of computer time used to deliver the subject. The fee schedule is as follows:

When and How to Book for a CASA PEXO Exam

All CASA Flight Crew Examinations can only be sat in Australia and are booked through Assessment Services Ltd (ASPEQ) -

CASA and ASPEQ PEXO Exam fees are NOT included in our course fees for our Distance Learning Courses.
Our pre booked sessions mean you do not need to book your own CASA PEXO Exams for subjects you do in class with us.
You must book your own CASA PEXO Exams for any Distance Learning subjects you study.
Before booking any CASA PEXO Exam, candidates need to be sure of their eligibility and timing before making a booking.
You must ensure you fully understand Candidate Responsibilities and you have the required Pre-requisite Qualifications before you book
an exam. These can be found on ASPEQ’s website. ASPEQ have a strict policy on refunds and transfers to other sitting dates.
In particular, overseas students should note that they must hold a CASA CPL (A) or (H) or have a pass in all seven parts of the CASA CPL(A)
or (H) theory exam to meet pre requisite qualifications for sitting CASA ATPL(A) or (H) PEXO Exams.
When booking exams candidates should be aware of the retraining periods required after exam failures and make allowances for this.
ASPEQ recommend that you do not book for more than three exams at a time to ensure there are no transfer fees or that exam fees are
not forfeited.
