Kind attention is invited to the Regulation 16 (2), of TNE Distribution Code
communicated in the reference cited first above, wherein it has been instructed to
take necessary action regarding installation of RCD (RESIDUAL CURRENT DEVICE)
by the consumer who avails either new or temporary supply from the TANGEDCO.
Further, it is insisted in the Form-1 and Form-IA of TNE Distribution Code
that, the installation is to be provided with RCD on safety aspects . (The Regulation
L6 (2), of TNE Distribution Code is enclosed in the annexure.)
Therefore, all the Section officers are hereby instructed to ensure the
installation of RCD's by the applicants as prescribed in Regulation 16(2) and in
Form-l and Form-IA of TNEDC on safety aspects before effecting supply since, the
installation of RCD's is mandatory.
Any deviations in this regard will be viewed seriously.

The Regulation 16 after sub-Regulation (2), of TNE Distribution Code:

DEVICE (ELPD / RCD ):

(i) ffre supply of electricity to every installation of low voltage (240 Y and medium

voltage(4l5 V) including installations of Temporary supply shall be controlled by a

Residual Current (operated) Device (RCD), whose noted residual operating current
shall not exceed 30 milliampere for protection against electric shock, so as ,to disconnect
the supply on the occurrence of earth fault or leakage ofcurrent.

(ii) fn the case of installations having large number of motors, equipment, appliances

of loads totaling above 10 KW,one common RCD at the point of commencement of

supply with rated residual operating current of 300 milliampere for protection against
electrical fire shall be provided, in addition to RCD of not exceeding 30 milliampere
rating for protection against electric shock.

( iiD An installation, where there are a large number of loads giving rise to a sum of

permissible leakage currents exceeding 30 milliampere, shall be subdivided into circuits

to avoid nuisance tripping and each sub-divided circuit shall be provided with an
independent RCD with leakage current sensitivity rating not exceeding 30 milliampere
at appropriate location(s).
Explanation-; RCD generic term which embraces the various types of
is a
RCCBs(Residual Current operated Circuit Breaker),RCBOs(Residual Current
operated Circuit Breaker with integral over current protection) etc., RCCB is also
called as RCB for convenience(RCCB/ RCB). The term ELCB Oarth Leakage Circuit
Breaker) is not used in Standards" .

ensure that all the new service connections are effected with the provision of RCD/RCCB for effective
implementation of the safety aspect at consumer premises.
