Position of Cebu-Based Caregiving Technical Vocational

Institutes on the Migration of Caregiving NC II

A Presentation for Technical Education Skills Development Authority (TESDA)

Background

● November 2021, TESDA communicated the migration of Caregiving NC II

● Migration shall become effective this December 21, 2022

● In response, 11 Cebu-based TVIs offering Caregiving NC II formed ACTTA to


lobby for the retention of the current Caregiving NC II

● Submitted initial position last May 2022 and updated position last November
2022

Our Position

The current Caregiving NC II program which


develops professionals well-rounded in
providing care to kinds of patients may
coexist with the four new specialized training
regulations.
Our Position

FIRST, the new TRs develop single-skilled instead of multi-skilled


caregiver professionals which does not respond to the local needs and
limits employment opportunities for Filipinos.

● Healthcare facilities require multi-skilled workers to cope with various kinds of


patients and to have more cost-effective operations

● Multi-skilling is more responsive to the shortage of health workers locally and


abroad

● Caregivers who are exposed to different types of patients have more


employment and income opportunities locally and abroad
Our Position

SECOND, having four (4) separate caregiver programs would


make the course more expensive and inaccessible to Filipinos.

● Current 786-hour training duration has been expanded to 1,832 hours without
Supervised Industry Learning (SIL) and 2,472 hours with SIL

● Multi-skilling provides Filipinos with more employment choices and


opportunities

● Filipino caregivers are still required to obtain foreign certifications aside from
the TESDA NC II, whether current TR or migrated / specialized TR
Our Position

THIRD, timing of the promulgation is inopportune.

● Changing the regulations would require substantial investments on the part of


the TVIs, trainers, and assessors

● Private TVIs in the country were hard hit by Covid 19; natural disasters like
Typhoon Odette which hit Cebu in 2021 further made the situation challenging
for TVIs

● ACTTA is imploring TESDA to help private TVIs to recover and resume its services
to the trainees and communities

FOURTH, superseding the current Caregiving NC II regulation


would waste the training investments over the past years.

● For instance, there are senior high school students who are taking up Caregiving
NC II as their technical vocational livelihood track are expected to graduate in
2023

● By the time they graduate, their NC II shall have already become irrelevant
which discourages the youth.
Our Position

FIFTH, Visayas and Mindanao-based Caregiving NC II TVIs were


not consulted in the development of new TRs.

● Officers and representatives of the Caregiver of the Philippines Associations,


Inc. (CPAI) and Philippine Association of Service Exporters, Inc. (PASEI) were
engaged as technical experts and participants of the national validation

● However, there are 97 active caregiving TVIs in the Visayas and Mindanao
regions that were not represented by CPAI and PASEI
Our Position

LASTLY, the removal of the current curriculum vis-a-vis the


promulgation of the new TRs may not be consistent with TESDA’s
mission towards an inclusive technical education and skills
development and certification system.

● Inclusive with respect to addressing the needs of local health industry, not only
the demand overseas

● Inclusive with respect to the financial capacity of Filipinos, wherein many do not
have sufficient time and money to sustain a longer period of training and study

Filipino caregivers are relegated as domestic workers.


● The Caregiving NC II curriculum is anchored on the live-in caregiver
requirements of foreign countries like Canada; live-in caregivers are required to
be proficient in both caregiving and domestic work and this remains in practice
today

● In Canada’s Home Child Care Provider Pilot and Home Support Worker Pilot and
Israel’s one-patient one-caregiver setup require require caregivers to provide
household-based care such as preparing food, cleaning the room, and feeding
the patient

Filipino caregivers are relegated as domestic workers.

● All labors and professions need to be dignified, caregivers and domestic workers
should be given the same level of respect and recognition and not one
profession or labor is above the other

● A generalist caregiver has more opportunities locally and abroad; whether a


Filipino pursues caregiving or domestic work to earn better income and have
decent life should continue to remain as their personal choice

● There are no significant changes in the current Caregiving NC II TR versus the


new specialized TRs

● Basic and common competencies are generally the same

● As regards the core, competencies in the new TRs are more specific but the
learning outcomes and performance criteria are the same
Recommendations of ACTTA
Our Initial Recommendations

1. Enhance, not supersede the current Caregiving NC II program.

● Per June 9 meeting, TESDA central office concurred that there needs to paths
for generalists and specialists hence the new TRs may coexist alongside the
current TR

2. Uphold Memorandum 385 issued last July 15, 2022 whereby the current TR may
co-exist with the new specialized TRs

3. TESDA shall lead the establishment of an industry board for medical and health
services qualifications.

4. Execute area-based / regional consultations before changes in the TRs are done
