Brief description of the lifting operation:
Use of pedestal crane for transfer of personnel by means of Frog capsule
Number of personnel required / roles and competency level of supervision person in charge (PIC) required:
• Platform crew - Crane operator, Signaler (LPIC), 3 x Slingers (recommended)
• Vessel crew – Signaler (LPIC), 3 x Slingers (recommended)
Note: Involvement of the slingers less than 3 shall be thoroughly risk assessed prior to each task
taking into account the number of:
➢ passengers to be transferred during each lift and;
➢ slinger to control the frog via tagline (on the platform only)

Certified Lifting Appliances and Accessories to be listed including details of operating capacity (Specify Type, WLL, Capacity charts
or rigging mode):
• Platform pedestal cranes (ID: 2425 & 2426) personnel lifting capacity in 2 falls (see load charts
attached)
• 1 x SWL10Te x 10mtrs single leg cargo pennant with current colour code
• FROG –XT4 & FROG-XT10 are pre-slung with certified lifting set

Method statement step by step instructions:
PRE-WORKS

1. OIM and vessel master approval to be obtained.


NOTE: OIM shall approve weather side working in all conditions
2. Crane operator to ascertain environmental conditions are within crane parameters. Maximum
allowable wind speed is 19knot, significant wave height 2.5m.
3. Vessel shall be able to maintain position within a 5m radius.
4. TBT prior to lift, attended by all involved in the lift, held on the platform and vessel.
5. Frog capsule pre-operational inspection to be carried out by competent person (see attached).
6. Crane Operator to carry out pre-start checks / inspections to ensure selected crane is fit for use.
Crane Mechanic to be available throughout operation.
7. Clear radio communication to be established between vessel master (bridge), vessel signaler,
platform signaler, standby vessel, central control room.
8. Platform crew to ensure no conflicting activities ongoing in surrounding/landing areas and load path
is clear of obstructions, allowing the crane operator to have a clear view of pick-up and set down
areas.
9. Frog landing area shall be clear of obstructions, protrusions, trip and fall hazards. It should be large
enough to allow the frog to be landed safely with sufficient space around the frog for all passengers
to exit.
10. The crane operator to confirm line of sight with the platform and vessel signaler.
NOTE: The transfer of the luggage container may happen prior to or after personnel transfer by frog
capsule. The container transfer operation shall be carried out under the relevant Repetitive Lifting
Plan. (RLP ACE - 004)

TRIAL LIFT - FROG ON THE VESSEL


1. Platform deck crew to connect a cargo pennant to the crane hook. Ensure the safety latch of the
hook is secured.
2. Vessel shall be positioned at < 70% of max crane radius. Once vessel in the position the crane
operator to position boom tip (single leg pennant) over the frog capsule as signaled to the crane
operator by the vessel signaler.
3. Vessel crew to connect the frog capsule sling set to the cargo pennant. Ensure 2 x tag lines are
connected.
4. While the crane taking the slack up, one of the crew members to guide the sling set if it is safe to do
so to ensure it is not snagged. The vessel movement shall be taken into consideration.
5. Once the sling set is clear of the frog capsule, vessel crew to stand in a safe distance from the frog.
6. Vessel signaler to signal the crane operator that the frog capsule is safe to lift.
7. Crane operator to transfer the Frog capsule to the platform.
8. Platform deck crew members including signaler shall stand at a safe distance from the suspended
frog capsule while the frog capsule is being landed or lifted.

9. Platform crew to remove the cargo pennant from the crane hook and connect the frog capsule sling
set directly to the crane hook. Ensure the crane hook safety latch is secured.
10. Carry out trial lift. This consists of both lifting and landing empty frog capsule on the vessel and vice-
versa. The trial lift can be carried out with or without cargo pennant.

TRIAL LIFT - FROG ON THE PLATFORM


1. Vessel shall be positioned at < 70% of max crane radius. Once vessel in the position the crane
operator to position boom tip (single leg pennant) over the frog capsule as signalled to the crane
operator by the vessel signaler.
2. Platform crew to connect the frog capsule sling set to the crane hook. Ensure the crane hook safety
latch is secured and 2 x tag lines are connected.
3. While the crane taking the slack up, one of the crew members to guide the sling set.
4. Once the sling set is clear of the frog capsule platform crew to stand in a safe distance from the frog.
5. Platform signaler to signal the crane operator that the frog capsule is safe to lift.
6. Crane operator to transfer the Frog capsule to the vessel.
7. Platform deck crew members including signaler shall stand at a safe distance from the suspended
frog capsule while the frog capsule is being landed or lifted.
8. Carry out trial lift. This consists of both lifting and landing empty frog capsule on the vessel and vice-
versa. The trial lift can be carried out with or without cargo pennant at the discretion of the lifting
team.
NOTE: Personnel transfer shall only commence upon completion of successful trial lift.

PERSONNEL TRANSFER FROM THE PLATFORM


1. Once personnel have been seated and secured in the frog capsule, platform signaler to ensure
crane line is plumb.
2. While the crane taking the slack up, one of the crew members to guide the sling set.
3. Once the sling set is clear of the frog capsule platform crew to stand in a safe distance from the frog.
4. Raise the frog capsule slowly to allow load to settle and clear any obstructions. Lifting the Frog more
than 3 meters over the deck / obstruction should be avoided where possible.
5. Lift the frog capsule above the sea to a height sufficient to clear the ship’s car-rail/structure.
NOTE: While transferring personnel frog should not be raised or lowered directly over a vessel. If
the crane cannot swing the frog clear of the vessel beneath, the vessel, where practical, should be
moved out from under the frog.

6. Slew the frog capsule over the vessel deck.


7. Supply vessel crew to remain in a safe area until frog capsule is landed safely on the vessel deck.
8. Crane operator and vessel signaler to ensure the sling set have sufficient “play” i.e. approximately
3m (see below) to allow for vessel movement, with the hook remaining above head height while the
Frog capsule is on deck.

9. When personnel have changed out, frog capsule to be lifted as signalled to the crane operator by
the vessel signaler, ensuring the line is plumb.
10. Lift the frog capsule above the deck to a height sufficient to clear the ship’s car-rail/structure.
11. Slew the capsule over the sea.
12. Commence lift to the platform.
13. For further personnel transfer, same method to be adopted.

PERSONNEL TRANSFER FROM THE VESSEL


1. Crane operator and vessel signaler to ensure the sling set have sufficient “play” i.e. approximately
3m (see below) to allow for vessel movement, with the hook remaining above head height while the
Frog capsule is on deck.

2. Once personnel have been seated and secured in the frog capsule, vessel signaler to ensure crane
line is plumb.
3. While the crane taking the slack up, one of the crew members to guide the sling set if it is safe to do
so to ensure it is not snagged. The vessel movement shall be taken into consideration.
4. Once the sling set is clear of the frog capsule, vessel crew to stand in a safe distance from the frog.
5. Lift the frog capsule above the sea to a height sufficient to clear the ship’s car-rail/structure and
commence the lift to the platform.
NOTE: While transferring personnel frog should not be raised or lowered directly over a vessel. If
the crane cannot swing the frog clear of the vessel beneath, the vessel, where practical, should be
moved out from under the frog.

6. When the frog capsule over the platform, lifting more than 3 meters over the deck / obstruction
should be avoided where possible.
7. Platform deck crew to remain in a safe area until frog capsule is landed safely on the platform deck.
8. When personnel have changed out, frog capsule to be lifted as signalled to the crane operator by
the platform signaler, ensuring the line is plumb.
9. Lift the frog capsule above the deck to a height sufficient to clear the platform handrails.
10. Slew the capsule over the sea.
11. Commence lift to the vessel.
12. For further personnel transfer, same method to be adopted.

IN THE EVENT OF CRANE BREAKDOWN


The following actions to be taken:
1. Crane operator to remain in crane cab.
2. Inform OIM, vessel master and crane mechanic to be informed.
3. Crane mechanic to assess crane failure and advice on action required to restore crane to normal
operation.
4. OIM to consider options depending on crane status and available crane emergency functions.
