Article 105 During shunting operations, the shunting personnel must display the signal

correctly and promptly, and the locomotive crew personnel must carefully confirm the signal
and return it. During the shunting operation, the shunting trip to shunting trip contact system
should also be implemented: that is, before each shunting trip operation, the driver (shunting
commander) should actively request the train dispatcher (station operator) for the route; after
the route is properly prepared, the train dispatcher (station operator) can inform the driver
(shunting commander). Before pushing the car, attempt to pull it; a person should be on
lookout at the front of the car and display the signal promptly. When the car is pushed into
connection, the distance signals of ten, five and three cars must be displayed. Without the
display of distance signals for ten, five, and three cars, connection is not allowed; without a
driver's response, the stop signal should be displayed immediately. When the shunting
commander has difficulty confirming the position of a stationary car, he shall send someone
to display the position signal of the stationary car.
Article 106 During the shunting operation, the driver is responsible for the
confirmation of the route ahead when a single locomotive is operated or when cars are being
pulled; the shunting commander is responsible for confirmation of the route ahead when cars
are being pushed. When it is difficult to confirm the route ahead from the shunting
commander’s position, other personnel of the shunting crew can be appointed to confirm.
If the starting signal of the shunting commander cannot be seen, the car shall not be
moved (but when a single locomotive turns back, or outbound and inbound depot operation of
locomotive, the car must be moved according to the switchman’s display of the open turnout
signal or the shunting signal display of the operation permitted signal). When there is no
switchman, when no shunting signal is equipped, or when the shunting signal fails, the
relevant operation personnel must prepare properly the shunting route and lock properly the
relevant turnouts before they can notify the shunting commander (driver) with permission to
start. The specific operation methods must be prescribed by the transportation department.
In principle, the shunting personnel should operate on the same side as the driver. If, for
reasons such as personal safety or difficulty in keeping lookout, operation cannot take place
on the driver's side, this must be communicated clearly to the driver and relevant personnel in
advance. At this time, the forward shunting speed must not exceed 10km/h.
Transfer operations on the single locomotive of a train that has arrived at the station
should, when conditions permit, be arranged to be conducted on the adjacent track to the train
that has arrived at the station. Drivers should control speed, enhance lookout, and pay
attention to safety.
Article 107 Shunting operations must comply with the following restrictions:
1. During the reception or departure of train, for the track without separation equipment
or derailers on the receiving or departing route, shunting in a direction that may enter the
receiving or departure route is not permitted;
2. Loose shunting, shunting in following the track of a outbound train, and hand-push
shunting at intermediate stations, are prohibited;
3. It is forbidden for both ends to arrange shunting routes towards the same station track
at the same time;
4. It is strictly forbidden to pre-arrange the route when shunting onto the route will be
manually conducted;
5. If there are fewer than 2 shunting personnel, shunting operations are not allowed.
Article 108 The shunting operation must accurately control the speed and safety
distance, and implement the following regulations:
1. Traction operations on an clear track must not exceed 40km/h; propulsion operations
must not exceed 30km/h.
2. When transferring coaches with passengers, or loaded with dangerous goods, or
loaded with out-of-gauge goods, speed must not exceed 15km/h.
3. The speed of the car when shunting personnel get on or get off must not exceed
10km/h.
4. The speed of the car must not exceed 5km/h as approaching to coupled cars.
5. The lateral running speed through turnouts must be stipulated by the track department
according to the conditions of the turnout and included in “Station Details ” and “Line Details
”.
6. If the distance between the coupled car and the fouling point indicator is less than
30m, the track ahead should be clear before coupling is conducted.
7. Passenger coaches (train stock) must not be coupled if passengers have not finished
boarding, except for the coupling or uncoupling of a leading locomotive or an assisting
locomotive.
8. In the case of abnormal conditions such as poor weather, speeds should be reduced
appropriately.
