QUESTION

1 At the Document PQQ - 1.5 Eligibility and
Qualification Criteria, point 4.1 "General
Experience", it is stated that the similar
contract value should be at least
9,500,000 US$ equivalent. This Contract
Value is requested VAT included or VAT
excluded?
2 Is it considered COMPLIANT, if it is
submitted a Similar Contract with the
mentioned value, but the commencement
date have been before 1 January 2015,
and the Completion Date is during April
2015, considering the period stipulated in
the above mentioned document, as
stated: "..The information shall be
provided for the period of January 01,
2015 - application submission deadline"?
3 According to ECQ 2.1 and 2.2, the
Tenderer has to submit audited balance
sheets and the Annual construction
turnover for the last five years (2015 –
2019) but the form FIN-1 & Fin-2 have
required to submit audited balance sheets
for the last three years
Please specify if the Applicant is required
to submit /upload/demonstrate the
financial situation for 3 (three) years or 5
(five) years?
4 In Section IV: “Eligibility and Qualification
Criteria” are two tables named “Financial
situation”, which contain different
requirements under item 2.2. Please
indicate which table contains the correct
information for the participants.
5 The following text is available in Table 2 of
Section IV: Eligibility and Qualification
Criteria "Information to be provided for
ANSWER
The requested similar contract value is VAT
excluded.
You may submit a contract that has started
before January 1, 2015 and completed
within the stipulated period, but the
relevant contract amount shall be reduced /
calculated to the corresponding period. The
calculation shall be in monthly bases and
the cashflow shall be considered as linear.
e.g. if the duration of the contract is 10
months, from those two months before
January 1, 2015 the relevant period
considered shall be 8 (eight) months, i.e. the
contract amount shall be reduced to 80%.
The Applicant is required to
submit/upload/demonstrate the financial
situation for 5 (five) years as required in
Section IV - Eligibility and Qualification
Criteria.
Please update this paragraph at the Form
FIN on the following form “Attached are
copies of financial statements (balance
sheets including all related notes, and
income statements) for the last five years,
as indicated above, complying with the
following conditions…)
Please refer to Amendment no. 1 of
Prequalification Procurement Documents,
dated November 13, 2020.
The balance sheets are yearly documents.
The deadline for PQQ is within 2020
meaning that the balance sheets for 2020
 the period from 1 January 2015 -
application deadline". The latter
contradicts the requirement below to
submit audited balance sheets or other
financial statements acceptable to the
Employer, "for the last five years [2015 -
2019]". Please indicate the correct
deadline.

Section IV: Eligibility and Qualification
Criteria for the presentation of certain
balance sheets or other financial
statements acceptable to the employer,
"for the last five years [2015 - 2019]"
contradicts the following: copies of
financial statements (balance sheets,
including all related notes and income
statements) for the last three years, as
stated above, meeting the following
conditions of Form FIN-1: Financial
Situation. Please indicate the correct
deadline.

7 Given the lack of information on the
questions asked, the upcoming holidays
and the lack of time to prepare the offer,
as well as due to the emergency situation
related to COVID 19 and mass morbidity,
please extend the deadline for submission
of retraining documents.
The issue date of PQQ is November 06, 2020
and the deadline for submission of
applications is December 28, 2020.
According to ITP 8.1 “Requests for
clarification shall be received by the Client
no later than 14 days prior to the deadline
for submission of applications.
There are not justified reasons for the
deadline extension.
Please be informed that no extension of the
submission deadline will be accepted/
approved.

We weren't able to find the PPR edition
September 2019 on the website. The only
available editions found on the website
are from 2014 and 2017. Could you,
please, let us know from where we can
download the PPR edition September
2019.
