AN ORDER ORGANIZING THE BARANGAY COUNCIL FOR THEPROTECTION OF CHILDREN

(BCPC)

WHEREAS, Article 87 of Presidential Decree (PD) 603, (Children and Youth Welfare Code) states
that, “every barangay council shall encourage the organization of a Local Council for the Protection
of Children (LCPC);

WHEREAS,Article 359 and 360 of the Civil Code of the Philippines provides that “the government
shall establish Councils for the Protection of Children”;

WHEREAS, DILG MC No. 2002-121 dated August 5, 2002 enjoinsallbarangays to

organize/reorganize their respective Barangay Councils for the Protection of Children (BCPCs);

NOW, THEREFORE, I DOMINADOR S. DEOCAMPO Punong Barangay of Barangay Baybay Tanza,

City Proper, City of Iloilo by virtue of the power vested in me by law, do hereby revitalize the BCPC
and their functions.

Functions

1. Foster education of every child.

2. Take steps to prevent juvenile delinquency and assist parents of
children with behavioral problems so that they can get expert advice.
3. Adopt measure for the health of children.
4. Conduct capability building projects to increase knowledge and skills
in handling children’s problem
5. Encourage the proper performance of the duties and responsibilities of
parents, and provide learning opportunities on the adequate rearing of
children and positive parent-child relationship.
6. Promote wholesome entertainment in the community, especially in
movie houses.
7. Prepare AWFP for children and recommend appropriations to the
Sanggunian.
8. Provide coordinated linkages with other agencies and institutions in
the planning, monitoring and evaluations of plans for children.
9. Establish and maintain data base on children in every barangay.
 10. Advocate for the establishment and maintenance of playground, day
care centers and other facilities necessary for child and youth
development.
11. Advocate for the passage of barangay resolution/ordinances
responsive to child- related issues and concerns and ensure the
inclusion of children program in the executive agenda.
12. Protect and assist children in need of special protection (i.e.
abandoned, maltreated and dependents) and refer cases filed against
child abusers to proper agencies/institutions.
13. Monitor situational reports on children and prepare quarterly updates
including the implementation on children’s program and make
recommendations in the Municipal CPC for consideration and
nationwide application; and
14. Perform such other functions and other child related laws especially in
matters of child and parent education, health, entertainment, etc.

II. Effectivity

This Order shall take effect immediately upon approval.
