ABSTRACT

THE ROLE OF LOCAL GOVERNMENT IN DISASTER RESPONSE AT BALANGIBANG

POLANGUI, ALBAY

CARINO Polangui Community College, Polangui , Albay.

This study aims to examine the role of local government units (LGUs) in disaster response in the

barangay BALANGIBANG POLANGUI, ALBAY. Disaster response is a critical aspect of disaster

management, and it is important for LGUs to be proactive in responding effectively to natural and man-

made disasters. The study will look into how LGUs in the barangay are organized and prepared for

disaster response. It will also investigate the extent to which the LGUs collaborate with other

stakeholders, such as community members, non-governmental organizations, and national government

agencies, in order to effectively respond to disasters. Data will be collected through a surveys and

interview. Findings from this study will provide insights into the effectiveness of LGUs in disaster

response and contribute to the improvement of disaster management strategies in the barangay. This

research explores the pivotal role of local government in disaster response with Balangibang, Polangui,

Albay. Through a comprehensive analysis of past disaster events and response strategies, we aim to assess

the effectiveness of local government initiatives in mitigating and managing the impact of disasters. The

study emphasizes the importance of community engagement, coordination with relevant stakeholders, and

the implementation of proactive measures to enhance disaster resilience at the local level. Results are

expected to contribute valuable insights for policymakers and highlight the significance of localized

approaches in building resilient communities.

CHAPTER 1

THE PROBLEM

INTRODUCTION

Preparation and response half of the emergency management cycle generally get the most attention

usually involves significant training and practice to ensure the key local employees and supporting

resources are ready to jump into action quickly and that local residents understand their roles and

responsibilities in preparing for and responding to disaster.

Local government leaders particularly those who have been through a major community disaster

recognize the preparing for short term response. After a major disaster the recovery process takes months

and even years to bring a community back to a new normal and as strong as or better than before the

disaster. Barangay as part of local government should always give importance to the public trust it is

necessary that their constituents are informed and made aware of the operation of the barangay affairs.

Barangay officials especially the Barangay Captain must establish public help desk and information

services that enable access to public information and awareness they could acquire in terms of the plans.

Barangay as part of local government should always have a disaster preparedness provides a platform to

design effective realistic and coordinate planning reduces duplication of efforts and increase the overall

effectiveness of national societies household and communities members disaster preparedness and

response efforts. Disaster response services is a very essential practice should adopt and abide by the

public officials in any local government in order for the people to know and monitor necessary and

unnecessary actions taken by the officials are good enough or not to make progress in the society.

Regarding to the disaster response it is now necessary to document the practices of the local

government officials for us to determine and identify if the officials elected and being trusted for the

welfare of the people and accountable enough of doing their parts as a public servant. It is therefore as a
public administration student and a future public servant, the researcher is interested to document and

determine the role of local government in disaster response in Barangay Balangibang Polangui, Albay.

STATEMENT OF THE PROBLEM

This study aims to determine the role of local government in disaster response in Balangibang

Polangui, Albay

Specifically it seeks to answer the following questions.

1. What is the socio-demographic profile of the respondent.

2. What are the role of local government in disaster response of Barangay officials in Balangibang?

3. What is the main role of the Barangay officials in the conduct of community service program?

4. What is the most practiced rule of Barangay officials in terms of disaster?

5. What recommendations can be reduced to enhance the role of the local government in terms of

disaster?

SIGNIFICANCE OF THE STUDY

Importance of the Study the researcher expected that the result of this study will give answers and

classification to the question about the role of local government of the Barangay official in terms of

preparedness during disaster in Barangay Balangibang Polangui, Albay.

The result of this study will helpfully benefits the following.


Barangay Captain this study will help the Barangay Captain a guide to become more knowledgeable

in terms of preparedness during disaster.

Students and Teachers this study will serve as a reference for further discussion regarding of

preparedness during disaster punong barangay which serve as a source of information in acquiring good

service to the people in the future.

Local Government Unit this study will helpful as a tool for the local government unit to find out those

effective preparedness during disaster.

Researchers this study will serve as a stepping stone of the researcher to conduct and learn more

essential studies for the practices or preparedness during disaster.

SCOPE AND DELIMITATION

This study will focus on determining the practices or preparedness of Barangay Officials in

Balangibang Polangui, Albay in terms of disaster.

Specifically this study aims to document the socio demographic profile of Punong Barangay in terms of

Age, Civil status, Educational attainment, number of year's experience and gender to determine the

practices or preparedness of Barangay Captain in Balangibang Polangui, Albay in terms of disaster.


DEFINITION OF TERMS

The Following terms used in this study are defined conceptualy and operately.

Abide - accept or act in accordance with a rule, decision or recommendation.

Accurance - an incident or event.

Amended - change or modified especially to make a correction or improvement.

Comprehensive approach - includes everything that is needed or relevant.

Constituents - being a voting member of a community or organization and having the power to appoint

or elect.

Crucial - important or essential as resolving a crisis.

Embedded - something that in encased in a surrounding substance.

Integrating - to form coordinate or blend into functioning or unified whole.

Mitigation - the action of reducing the severity, seriousness or painfulness of something.

Multi stake holder approach - a process in which diverse actors collaborate to achieve a common

goal.

Revisit - something to return ta an idea or subject and discuss it again.

Socio demographic - characteristics of a population.

Synthesis - the combination of ideas to form a theory or system.

Utilization - the action of making practice and effective use or unified whole.

Vulnerabilities - the inability to resist a hazard or to respond when a disaster has occurred.
CHAPTER 2

REVIEW OF THE RELATED LITERATURE AND STUDIES

This chapter presented the review of related literature and studies and the synthesis of research

that support the study on the relationship of the people involvement on the barangay official of

barangay balangibang polangui albay. Include in the chapter are the conceptual literature which

pertains to articles or books written by authorities and the related researchers which pertain to the

researchers that support the findings in the study.

RELATED LITERATURE

Being a country consistently battered with disasters the Philippine government issued laws and

orders to counteract the effects and mitigate the impacts. The first landmark was during 1941 when

former president Manuel Quezon issued executive order (EO) no.335 which created the national

emergency commission and eventually the provincial emergency committee that supervises both

municipal and city emergency committees RA 1190 was enacted in 1954 establishing national civil

defense administration ( NCDA) and national and local civil defense councils. under the term of

Ferdinand Marcos in the 1970s office of civil defense (OCD) and national disaster coordinating council

(NDCC) were created under presidential decree no.1566 . Embedded in RA 7160 or the local

government code (LGC) of 1991 was the giving of access to local government units (LGUs) with areas

declared in a state of calamity to five percent of estimated revenue from regular sources in the event of

calamities. RA 8185 amended section 324d of the LGC and categorized the fund into relief

rehabilitation and reconstruction and other services in order to improve the fund utilization.it can be

observed that most laws and orders concerning disaster risk reduction and management (DRRM)

coincide with agreements in climate change strengthening the correlation and causality of climate
change and disaster. In 1992 Philippine committed with the united nations conference on environment

and development (UNCED) for agenda 21.it was comprised of set of strategies and action plan that

would marshal in sustainable future with five goal elements poverty reduction social equity

empowerment and good governance peace and solidarity and ecological integrity (EMB,nd) another

RA 8749 passed in 1999 .the Philippine clean air act committed to monitor and follow the standards for

greenhouse gas emissions (GHGs).

RELATED STUDIES

According to President Benigno Aquino ||| the Philippines was already being hit by increasing powerful

storms every year. That's why we had already improved our disaster response system. We had already

made a habit of prepositioning goods before calamities. At the same time do our best to address the

needs of the most vulnerable at the soonest possible time.

Disaster preparedness is an essential element of the disaster management plans of key agencies and

organization have been prepared, prepared, review and update and also the the public information is an

important aspect of disaster management.

THEORETICAL FRAMEWORK

One possible theoretical framework that can be used to explore the role of local government in disaster

response in barangay is the Disaster Risk Reduction and Management (DRRM) framework.

The DRRM framework is a comprehensive approach to disaster management that involves a range of

activities, including risk assessment, prevention and mitigation, preparedness, response, and recovery.

The framework recognizes the importance of a multi-stakeholder approach to disaster management,

with the involvement of government agencies, non-governmental organizations, and local communities.
Within the context of barangay, the DRRM framework highlights the need for the local government

unit (LGU) to take a proactive role in disaster management, including developing and implementing

disaster risk reduction plans, conducting risk assessments, and coordinating disaster response efforts.

The framework also emphasizes the importance of community participation in disaster management,

with the LGU working closely with barangay officials and residents to identify and address local risks,

and to develop appropriate response strategies.

Another relevant theoretical framework is the concept of governance, which refers to the set of policies,

institutions, and processes that are involved in managing disasters and their aftermath. Governance

involves the coordination of various actors, including government agencies, non-governmental

organizations, and community groups, to ensure an effective and efficient response to disasters.

Overall, the theoretical framework for exploring the role of local government in disaster response in

barangay should consider the interplay between the DRRM framework and governance, and how these

concepts can be applied in the context of barangay-level disaster management.

The conceptual framework for this study is based on the integrated disaster management approach. This

approach considers all phases of disaster management, including prevention/mitigation, preparedness,

response, and recovery. The government's response to disaster is coordinated across different levels, from

the national government down to the local government units. The barangay is the smallest unit of the

government, and it has a critical role in disaster response.

The study's framework highlights the specific responsibilities of the barangay government in disaster

management, including identifying disaster-prone areas, conducting risk assessments, creating

contingency plans, and implementing early warning systems. The barangay government is also

responsible for coordinating with other local government units, non-governmental organizations, and civil

society organizations to ensure effective and efficient disaster response.

The framework also includes factors that affect the effectiveness of local government units in disaster

response, including available resources, capacity, and institutional support. Building the capacity of the

barangay government in disaster management through training, institutional support, and resource

Ultimately, the study's framework aims to provide a comprehensive understanding of the role of the

barangay government in disaster response and the factors that contribute to their effectiveness in

managing disasters. This understanding is vital in informing policies and programs aimed at improving

the disaster response capacity of the local government units, particularly at the barangay level.

While there is existing literature on the role of local government in disaster response, much of it

focuses on the response of higher-level government units, such as the national or regional

government. There is a lack of literature specifically examining the role of local government,

particularly at the barangay level, where first-line response to disasters often occurs. This study will

fill this gap by providing a thorough analysis of the specific responsibilities and challenges faced by

the barangay government in disaster response.

Several studies have investigated the role of various government units in disaster response,

including the national government, regional government, and local government. However, there is a

significant gap in the literature regarding the specific responsibilities and challenges of the barangay

government in disaster response. While the barangay is often the first-line responder in disasters,

there is a lack of research on how they handle disaster response and what strategies are effective in

this context. This study aims to bridge this gap by providing insights into the role of local

government, particularly at the barangay level, and how they contribute to disaster response efforts.

CHAPTER 3

RESEARCH DESIGN AND METHODOLOGY

This chapter includes the methods and procedures how to a disaster prone country like the

Philippines much is expected from the local governments which are considered to be the cover of a

community. A local government unit (LGU) remains integral across phases - before during and after

disaster - as mandated by the local government code of 1991.solway (2004) outlined the basic roles of the

local government in facilitating the community during a disaster. The LGU must be able to (1). assess the

vulnerabilities of the area and it's constituents (2). instill basic knowledge of natural disasters and the

possible impacts (3). conduct an information and education campaign (IEC) on disaster mitigation (4).

coordinate with officials in charge of planning construction , health and welfare (5). conduct first aid
trainings (6). partner with educational institutional to broaden awareness and support existing knowledge

and (7).build evacuation centers and determine safe locations for those affected.

However there have been instance where LGUs were sidelined in the process due to the overlapping

duties and responsibilities among involved institutions and unclear command responsibly observed most

particularly during typoon. There were also concerns pertaining the utilization of the local calamity fund

which will be tackled later on in the discussion .thus there was need to revisit the DRRM policies

particularly the implementation processes and determine whether the policies have an impact and reach

on local communities.in line with this the study conducted a process evaluation which focused on

evaluation of policy implementation within LGUs and looked into various indicators of preparedness and

resiliency as an outcome of the policy.

RESEARCH DESIGN

The Research design was descriptive correlation study using quantitative and qualitative

approaches. It was descriptive because it presents and describes the result where it is established by

hypothesis and correlational-relational showing the relationship of the concept of the study. Research

Environment. This study was conducted in Barangay Balangibang Polangui Albay. This study was

made by the means of quantitative methods of researcher. The researcher attempted to get the answer to

the aforementioned problem and to justify and satisfy the objectives of the study.

According to creswell, noted that quantitative research is the process of collecting, analyzing,

Interpreting, and writing the results of a study.

RESEARCH METHOD

The research methodology for this study will use a mixed-method approach. The quantitative data

we'll be gathered through a survey questioner that will be distributed to the barangay officials and
members of local government units LGUs) involved in disaster response.the survey will aim to collect

information and data about the (LGUs) policies, resources and current practices related to disaster

The qualitative data will be gathered through focus group discussion and in-depth interviews with

selected LGU officials and community leaders in barangay that have experienced recent disasters.

These discussion and interview will provide insight into the LGUs' strength's and weakness in disaster

preparedness, response and recovery efforts.

To validate the findings from the survey and qualitative data the study the study will also include a

desk review of policies, guidelines and best practices related to disaster response.

The research methodology will also include data analysis and interpretation with the use of

statistical tools and software for the survey data and content analysis for the qualitative data from the

analysis, the study will identify the LGUs role and contributions in disaster response the challenges

they face and the strategies they can adopt to improve their disaster response efforts.

RESPONDENT OF THE STUDY

Barangay Officials of Barangay Balangibang Polangui, Albay are the the respondents of this study.

The barangay officials they are the primary responders during disasters in barangay. They are responsible

for coordinating with the local government and other relevant agencies to ensure the safety and well-

being of the residents.

SETTING OF THE STUDY

The setting of the study located at barangay BALANGIBANG POLANGUI ALBAY, PHILIPPINES

from different zones; zone 1, zone2 under the supervision of Ms. MEI R. SASUCA, ETHICS AND
ACCOUNTABILITY IN PUBLIC SERVICE instructor.

BALANGIBANG Is a barangay in the municipality of POLANGUI as determined by the 2020

census was 1,553. The represented 1.73% of the total population of POLANGUI. The respondents

answered their questionnaire at their home the researchers invest their time and effort in finding the

houses of all the respondents that they surveyed.

Moreover, the researchers decided upon conducting the research in BARANGAY BALANGIBANG

POLANGUI ALBAY, Philippines to further investigate the role of local government in Disaster

Response at balangibang Polangui, Albay

RESEARCH INSTRUMENT

The questionnaire was used as the main data-gathering instrument. The instrument to be prepared

focused on answering the statement of the problem. The positive and negative Impact of values on

Ethical decision making. It contains ten (10) question only, which includes the profile of the

respondent, Highest Educational Attainment, Age, Position and the Assessment. The questionnaire will

be distributed to the respondents.

DATA GATHERING PROCEDURE

After establishing the validity and reliability on how gather-data, formulating questions

appropriate for the study and all doing necessary modification to chosen respondent. Nine (9) sets of

questionnaires that has (4) four copies distributed to the respondents.


Thus their corresponding answer to the question are kept in accordance with the agreement of the

respondents and the researchers. The date gathered was organized and tabulated according to the result

of the statistical treatment done.

Based on the table 1 present the age of the respondents. Six 62) out of Nine (9) respondents has age

raging 51-60. Two (2) out of Nine (9) respondents has age raging 41-50 and one (1) of our respondents

aging 24 years old.

balangibang are responsible for providing immediate assistance to affected individuals and families.this

includes providing food,water, shelter and medical assistance to their constituents..

CHAPTER 5

SUMMARY FINDING CONCLUSION AND RECOMMENDATION

This chapter presented the summary of data gathered the findings which derived from the result of the

survey of the researcher in barangay balangibang , polangui Albay. This also shows the conclusion and

recommendation. This study examined the role of local government units (LGUs) play a significant role

in disaster response, specifically in mitigating the effects of natural disasters in the community. The

research also showed that there is a need for the local government units to have effective policies and

programs in place, including the allocation of resources infrastructure development and community

involvement to achieve better disaster response.


FINDINGS

The study found that LGUs provide critical support in terms of disaster preparedness, response, and

recovery. LGUs provide training and capacity-building programs to barangay officials and volunteers, as

well as equipment and resources such as emergency vehicles, communication devices, and relief goods.

However, there are still challenges in terms of coordination and communication between LGUs and

barangays, which can lead to delays and inefficiencies in disaster response. There is also a need for LGUs

to allocate resources more effectively, particularly in vulnerable and marginalized communities.

The research found that local government units could improve their disaster response efforts through

a coordinated, organized and efficient approach the involvement of barangay disaster risk reduction and

management (BDRRM) council's community groups volunteers and other stakeholders in disaster

response activities is crucial. The availability of resources such as funds equipment and personnel is

essential in effective disaster response. Furthermore, infrastructure development is a key factor in

improving resilience to natural disasters, including the construction of evacuation center and other

essential facilities.

CONCLUSION

The study concludes that LGUs play a vital role in disaster response in barangays. However, there is

still room for improvement in terms of coordination, communication, and resource allocation. LGUs

should work closely with barangays to develop more effective disaster response plans and ensure that

resources are allocated based on the needs of the community. Furthermore, LGUs should prioritize the

most vulnerable and marginalized communities in their disaster response efforts.

This study concludes that local government units have a critical role in disaster response in

barangay. The research demonstrates that a well-coordinated and organized approach, including effective

policies and programs infrastructure development community involvement and resources allocation can

significantly mitigate the effects of natural disasters.


RECOMMENDATION

This study recommends that local government units should establish an efficient and coordinated

disaster response system, emphasizing the involvement of barangay disaster risk reduction and

management (BDRRM) council's, community groups , volunteers and stakeholders in disaster response

activities furthermore , local government units must allocate resources such as funds , equipment and

personnel to improve their disaster response efforts infrastructure development such as the construction of

evacuation centers should be priorities to enchance the community's resilience to natural disasters finally

continues training and capacity building of local government officials and their disaster response teams

are essential to improve their knowledge and skills in disaster response management.

Based on the findings and conclusion of the study, the following recommendations are proposed:

1. LGUs should work closely with barangays to develop more effective disaster response plans and

ensure that resources are allocated based on the needs of the community.

2. LGUs should prioritize the most vulnerable and marginalized communities in their disaster response

efforts.

3. LGUs should improve coordination and communication with barangays during disaster response to

avoid delays and inefficiencies.


4. LGUs should allocate resources more effectively, particularly in vulnerable and marginalized

communities.

5. Further research should be conducted to explore the effectiveness of LGU support in disaster response

in barangays, particularly in terms of long-term recovery efforts.
