RECRUITMENT POLICY
1.0) Introduction:
Recruiting and selecting suitable employees with the necessary skills and ability is integral to
the success of any organisation in accordance with its strategic plan. Bank has policies and
programs that support workplace diversity. Bank’s objective is to ensure a professional, fair
and ethical approach to recruitment that matches the skills, expertise and experience of an
individual to the requirements of its strategic priorities.

Principles and procedures of this policy are followed and consistently applied in accordance
with Bank’s requirement and futuristic growth. Relevant guidelines issued by the regulator till
date have been incorporated in the policy document.

1.1) Principles:
J&K Bank is committed to the selection of applicants on merit and to build organisational
capability and excellence through its people. Bank's merit-based recruitment and selection
principles allow for competitiveness, fairness and transparency. Merit-based recruitment and
selection is made out of a large pool of applicants on the basis of their knowledge, skills,
attributes and experiences as these relate to the requirements of the position.

The recruitment and selection process targets applicants who can clearly demonstrate that they
meet the requirements of the position and support decision-making practices that will withstand
public scrutiny. Bank strives to provide a work culture/environment for employees that
encourages fairness, equity and respect for social inclusiveness and cultural diversity and is
consistent with the principles of equal employment opportunity.

1.2) Applicability:
Recruitment process in the bank is currently guided by New Officers Service Manual 2022.

1.3) Appointment in the Bank services (Appointing Authority):

The creation of posts and appointment thereof in the Bank’s service, in any class, category or
grade, permanent, whole time, will be made by the Board except to the extent that powers in this
behalf may have been delegated to MD & CEO. No other authority in the bank is vested with
any power to create post of any type and make appointment thereof.

2.0) Recruitment Advisory Committee (RAC):

2.1) Constitution:
The bank has constituted a Recruitment Advisory Committee headed by MD/CEO with other
members as under:

a) Vertical Head - HR.

b) Deputy General Manager - HR.

However, MD/CEO may designate any other executive as member of the Committee, if felt
necessary.

2.2) Role of the recruitment advisory committee (RAC):

a) Design recruitment system and evolve procedures, processes for recruitment at entry level.

b) Function as advisory body regarding the matters related to recruitment and shall include the
following:

(i) The recruitment advisory committee shall analyse the manpower requirement in every
segment through a defined man power planning process to be carried out by the HR-
CHQ for each financial year.

(ii) Selection of External independent agency (IBPS or any other reputed agency) for
conduct of written / online examination in fair and transparent way.

(iii) The RAC will ensure the feasibility of the recruitment process by taking into
consideration all the infrastructure and other necessary factors important in the
recruitment process.

(iv) Recommendation for recruitment of specialist officers in the Bank (Economists,


Chartered Accountants, Civil Engineers etc.).

(v) Recommend necessary budgetary allocations in the matter of recruitment/other


incidental expenditures.

(vi) Ensure completion of entire recruitment process within a set time frame (Maximum 180
Days).

(vii) Overall review / monitor all matters related to recruitment process.

3.0) Recruitment Process:


Recruitment Process followed by the Bank consists of following stages:-

(a) Manpower Requisition/Manpower assessment.

(b) Recruitment Budget.

(c) Advertisement.

(d) Recruitment & Selection.

a) Manpower Requisition/Assessment:

The HR department has to assess the cadre wise Manpower requirement for each Financial year
based on the requirement at various Branches/Offices in view of the increase in business ,
opening of new Branches/Offices as well as vacancies arising out of attrition by way of
superannuation, resignations etc. The requirement at various Branches/Offices shall be done in
line with the information (Manpower Rationalization) furnished by Management Information
System (MIS) department and other necessary internal workouts etc.

The assessment of Manpower requirement has to be initiated in the month of January and
completed by 31st of March every year by HR-CHQ. The same shall be placed before the
Recruitment Advisory Committee (RAC) for perusal and submission for approval to HR
Committee of the Board of the bank with necessary recommendations together with financial
implications thereof.

HR CHQ will forecast the requirement of Manpower for every three to five years so as to gear
up for the employee growth plan and hence also provide clear outlook for future recruitment.
The plan would sketch the Macro perspective of the expansion and growth of Bank to overcome
the staff paucity in a fair and flexible way.

b) Recruitment Budget:

The HR department has to prepare the Recruitment budget on the basis of the annual Manpower
planning exercise approved by the Recruitment Advisory Committee and would include the
following:-

 Advertisement Expenses.
 Venue expenses.
 Fee to external independent test conducting agency.
 Interview Expenses & other costs.
 Any other related cost to be incurred during the recruitment process.
 Fee payable to institutions (Boards/Universities) for verification of credentials of fresh
appointees.
 amount to be collected from candidates as application fee.

The recruitment cost per hire per year need to be calculated and tracked by the HR department.
The recruitment budget and cost can be undertaken by the HR department in a phased manner
after implementing other aspects of the Recruitment policy so that comprehensive provisions
shall be made to overcome the deficiencies.

c) Advertisement:

The advertisement for the vacancies shall be made in local dailies and also through the Official
website of the bank, shall inter-alia notify the number of such vacancies, eligibility criteria etc.

The job advertisements has to be designed in such a way to first attract attention (for appropriate
job-seeker); attract relevant interest (by establishing relevance in the minds of the ideal
candidates); create desire (to pursue what looks like a great opportunity), and finally provide a
clear instruction for the next action or response and devise in such a way so that there is no
room for any ambiguity and deficiency to avoid corrigendum.

d) Recruitment & Selection:

The recruitment & selection of the candidates in order to fill the vacancies shall be based on
the process approved by Board of the Bank.

4.0) General Eligibility for Appointment:


No person shall be eligible for appointment to any advertised post by direct recruitment;
unless he:

a) is a domicile of Union territory of J&K in terms of The Jammu & Kashmir Grant of
domicile certificate (Procedure) Rules 2020;

b) is within the age group prescribed for the post he applies for;

c) possesses such qualifications and has passed such special tests as may be prescribed in this
behalf, or possesses such other qualifications as may be considered by the Ministry of
Education to be equivalent to said qualifications;

d) should be medically fit and should produce a certificate from a qualified doctor to this
effect except for physically challenged person as defined under Reservation Rules 2020 of
UT of J&K;

e) satisfies the Appointing Authority that his character and antecedents are such, as to qualify
him for such service; and

f) should not have been convicted for any offence involving moral turpitude.

NOTE: Condition 4 (a) may be waived by the Competent Authority (MD & CEO) (only in
case of Banking Attendants) where it may not be convenient for the Bank to appoint a
domicile of J&K in its Branches or Offices outside UT of J&K.

5.0) Reservation for Appointments:


In making appointments to the service in the Bank, reservation as under shall be as per
Reservation Rules 2020 of the UT of J&K:

*The reservation rules shall be applicable as amended from time to time as per recruitment
rules of UT-J&K.

 The relaxation in upper age limit in respect of Schedule Caste/Schedule Tribe/Social Caste
candidates, shall be allowed on cumulative basis with one of the remaining categories for
which age relaxation is permitted as mentioned above for physically challenged persons.

 The maximum age limit specified shall be applicable to General Category candidates and
Economically Weaker (EWS) category candidates.

 A candidate belonging to reserved category, will be treated at par with a General category
candidate, in case he figures in the list of general category candidates by virtue of score
obtained by him in the written test cum interview wherever applicable. Such own merit
candidates belonging to reserved categories who are provisionally shortlisted/selected under
General Category will not be adjusted against a reserved post. However, their original
category as registered in the online registration shall remain unchanged.

 In the event of two or more candidates having obtained the same score, merit order is decided
as per date of birth (the candidate older in age shall be placed ahead of the candidate younger
in age), as per the prevailing practice.

 The horizontal reservation to the extent of 6% of the available vacancies shall be provided to
the Ex-Servicemen against said posts only where the maximum of the pay scale does not
exceed Rs.10, 500/- (pre-revised)

6.0) Direct Recruitment:

(a) General Line Officers:

(i) Eligibility

In addition to the general conditions prescribed in Rule No. 4.0, the applicant for direct
recruitment as probationary officers should be:

 Within the age group of 20-30 years as on 1st January of the year in which posts are
advertised. However, upper age limit is relaxed in case of reserved category
candidates as per Reservation Rules, 2020 applicable to UT of J&K as defined under
Rule No. 5.0.&
 Graduate in any discipline from a university recognized by Government of India or
possessing any other equivalent qualification recognized as such by the Central
Government, as on the last date of registration as per the notification.
 The candidate must possess valid marks sheet/degree certificate that he/she is a
graduate on the date he/she registers himself/herself on-line and indicate the
percentage of marks obtained in Graduation while registering.

(ii) Selection process:

The process of selection will have following phases:

 Preliminary examination

Preliminary examination (to be conducted by IBPS or any other recruiting agency of


repute) shall be held for all candidates eligible as per the criteria defined above, who
aspire to join the services of the Bank and register themselves on-line for it.

 Main Examination:

Based on the order of score obtained in the preliminary examination, the candidates
in each category numbering ten times the number of advertised vacancies, shall be
short listed for appearing in the main examination (to be conducted by IBPS or any
other recruiting agency of repute).

 Interview:

Based on the order of score obtained in main examination, candidates equal to three
times the number of vacancies in each category shall be called for interview to be held
by a panel of at least three members nominated by MD & CEO. Minimum qualifying
marks in the interview for General category candidates and for reserved category shall
not be less than 40% and 35% respectively.

 Final List

Final selection of Probationary Officers* under unreserved (General) category shall


be made on the basis of overall merit/marks obtained in online main examination and
the interview with weightage (ratio) of 80:20, respectively. Merit list of final selected
candidates shall be drawn separately for each category.

 Wait List

A reserve list of upto 20% of the vacancies under each category shall be drawn by the
Bank, subject to the availability of candidates in each category. Reserve list in such
cases will be valid for 180 days from the date of publication of the selection list or up
to the end of the financial year whichever is later and shall be operable within validity
period in the event of vacancies which may fall due owing to non-joining of selected
candidates or cancellation of candidature because of deficiency in documents or
resignation after joining by the selected candidates during the validity period. Mere
drawing of reserve list shall not guarantee selection of any candidate in the services
of the bank.

*Definition of Probationary officer: As per New OSM 2022 Rule No. 9.1.1, An officer
appointed to the junior management grade direct hereafter called a Probationary
officer shall be placed in the pay scale of the junior management grade & shall be
entitled to other usual allowances and amenities. He shall be on a probation for a
period of two years & during the period of probation the performance, work &
conduct of probationary officer shall be reviewed annually by the authority next
higher to him and a report of the performance shall be submitted by the later to the
Central Office. The competent authority may at its discretion extend the period of
probation in the case of a probationary officer by not more than one year in case the
competent authority has reason to believe that the officer concerned has not acquitted
himself as an officer during the initial period of probation. If during the extended
period of probation his work & conduct does not improve he shall be liable to be
terminated from the services of the bank.

(b) Specialist Officers:

(i) Direct recruitment of Officers having special qualification and experience in service,
like Company Secretaries, Marketing Managers for business development, Law
Officers, Computer Engineers, Economists, Statisticians, Editors, Civil/Mechanical
Engineers, Architects, Chartered Accountants/Cost Accountants, Agricultural
experts, shall be made in Scale-II and above cadre, through written test to be
conducted by any external recruiting agency of repute like IBPS Mumbai etc.,
followed by interview.

(ii) The posts shall be advertised in the same manner as is being adopted in other
appointments and applications shall also have to be submitted through on-line mode
only.

(iii) Based on the order of score obtained in examination, candidates equal to three times
the number of vacancies shall be called for interview to be held by a panel of at least
three members nominated by MD & CEO, one of whom should be an external subject
matter specialist. Minimum qualifying marks in the interview shall not be less than
40%.

(iv) Final selection of Specialist Officers shall be made on the basis of overall merit/marks
obtained in online examination and the interview with weightage (ratio) of 80:20,
respectively.

(v) The selected Specialist Officers shall remain outside general cadre of officers for a
period of five years. Inter-se seniority of such officers shall be fixed only after they
serve five years of regular service in the Bank and qualify CAIIB-I & II examinations.

(c) Specialized Officers (Regulatory Requirement):

In compliance to the directions of Regulator issued from time to time, the Bank
must have following specialized officers:

The candidates short listed on the basis of eligibility criteria set for these positions as
per the advertisement made by the bank in terms of the RBI guidelines, shall have to
appear for interview to be held by a panel of at least three members headed by MD&
CEO with one member being one of the directors on Board to be nominated by HR
Committee of the board and one external subject matter specialist.

The bank may also conduct short listing methods like Psychometric & Behavioural
Competency test and / or Group Discussion and / or Competency based Personal
Interview and / or any other test as deemed appropriate for appointment of
Specialized Officers in the Bank.

(d) Banking Associates:

(i) Eligibility

In addition to the general conditions prescribed in Rule No. 4.0, the applicant for direct
recruitment as Banking Associate should be:

 Within the age group of 20-28 years as on 1st January of the year in which posts are
advertised. However, upper age limit is relaxed in case of reserved category
candidates as per Reservation Rules, 2020 applicable to UT of J&K as defined under
Rule No. 5.0 &

 Graduate in any discipline from a university recognized by Government of India or


possessing any other equivalent qualification recognized as such by the Central
Government, as on the last date of registration as per the notification.

 The candidate must possess valid marks sheet/degree certificate that he/she is a
graduate on the date he/she registers himself/herself on-line and indicate the
percentage of marks obtained in Graduation while registering.

(ii) Selection process

 List of the selected candidates for the post of Banking Associates under each
category shall be drawn strictly in the order of merit i.e. based on the score obtained
by the candidates in the written test only to be conducted by IBPS or any other
organization of repute as per Board approved recruitment policy of the bank.

 A reserve list of upto 20% of the vacancies under each category shall be drawn by
the Bank, subject to the availability of candidates in each category. Reserve list in
such cases will be valid for 180 days from the date of publication of the selection
list or up to the end of the financial year whichever is later and shall be operable
within validity period in the event of vacancies which may fall due owing to non-
joining of selected candidates or cancellation of candidature because of deficiency
in documents or resignation after joining by the selected candidates during the
validity period. Mere drawing of reserve list shall not guarantee selection of any
candidate in the services of the bank.

(e) Appointment to Sub-Ordinate Cadre (Banking Attendants within UT of J&K):

(i) Eligibility

Besides the eligibility criteria prescribed in Rule No. 4.0, the applicant seeking
appointment for the post of Banking Attendant should:

 Possess minimum qualification as Matriculation (10th Pass) with maximum 10+2


or equivalent as on 1st January of the year in which the post is advertised;

 Not be below 18 years and over 30 years of age as on 1st January of the year in
which the post is advertised. However, upper age limit is relaxed in case of
reserved category candidates as per Reservation Rules, 2020 applicable to UT of
J&K as defined under Rule No 5.0.

 Appointing Authority may relax the age limit up to 5 years in case of drivers
having valid license and driving experience of 5 years.

(ii) Selection Process

 The application for the post shall be invited through on-line mode from the
eligible candidates for appearing in the written test only to be conducted by IBPS
or any other reputed organization as decided by the Competent Authority (MD
& CEO).

 List of the selected candidates for the post shall be drawn strictly in the order of
merit i.e. based on the score obtained by the candidates in the written test as
above.

 A reserve list of upto 20% of the vacancies under each category shall be drawn
by the Bank, subject to the availability of candidates in each category. Reserve
list in such cases will be valid for 180 days from the date of publication of the
selection list or up to the end of the financial year whichever is later and shall be
operable within validity period in the event of vacancies which may fall due
owing to non-joining of selected candidates or cancellation of candidature
because of deficiency in documents or resignation after joining by the selected
candidates during the validity period.

 Mere drawing of reserve list shall not guarantee selection of any candidate in the
services of the bank.

(f) Appointment to Sub-Ordinate Cadre (Banking Attendants outside UT of J&K


& Ladakh):

Manpower Assessment/Requirement: The manpower requirement of BAT for outside


Branches / Offices shall be carried out by HR-CHQ in view of the increase in business,
opening of new Branches/Offices as well as vacancies arising out of attrition by way of
superannuation, resignations etc.

(i) Eligibility

The applicant seeking appointment outside UT of J&K & Ladakh for the post of
Banking Attendant should:

 Be local of the area;


 Be familiar to the local language;
 Possess minimum qualification as Matriculation (10th Pass) with maximum
10+2 or equivalent as on 1st January of the year in which the post is advertised;
 Not be below 18 years and over 30 years of age as on 1st January of the year
in which the post is advertised.
 Appointing Authority may relax the age limit up to 5 years in case of drivers
having valid license and driving experience of 5 years.

(ii) Selection Process

 The application for the post shall be invited through respective zonal offices
for assessment.
 A pool of local candidates shall be identified & recommended by the
concerned Zonal Head to HR Department-CHQ.
 The applications received by the HR Department-CHQ shall be scrutinized &
shortlisted for appearing in the written test.
 Shortlisted candidates shall have to appear in the written test (Objective type)
to be conducted by Bank.
 List of the selected candidates for the post shall be drawn strictly in the order
of merit i.e. based on the score obtained by the candidates in the written test
as above.

7.0) Recruitment for the Candidate of Ladakh-UT:


A reasonable proportion of employees of the Bank shall be recruited from the UT of Ladakh
and the proportion shall be worked out by HR-CHQ with the approval of the Board,
reckoning all factors germane to the issue, including the requirement /vacancies arising from
time to time in view of the increase in business, opening of new Branches/Offices as well as
vacancies arising out of attrition by way of superannuation, resignations etc.

a) General Eligibility for Appointment:

No person shall be eligible for appointment to any advertised post by direct


recruitment; unless he:

i) is a permanent resident of union territory of Ladakh in terms of the order no. 12-
LA (LD) of 2021 dated 04.09.2021 (The Administration of union Territory of
Ladakh, Department of law & Justice, Ladakh);

ii) is within the age group prescribed for the post he applies for;

iii) possesses such qualifications and has passed such special tests as may be prescribed
in this behalf, or possesses such other qualifications as may be considered by the
Ministry of Education to be equivalent to said qualifications;

iv) should be medically fit and should produce a certificate from a qualified doctor to
this effect except for physically challenged person as defined under J&K
Reservation Rules,2005 and amendments thereafter, including one issued by Social
Welfare Department, Civil secretariat, Ladakh vide S.O. 14 dated 23.04.2020;

v) satisfies the Appointing Authority that his character and antecedents are such , as
to qualify him for such service; and

vi) should not have been convicted for any offence involving moral turpitude.

8.0) Reservation rules for Appointments applicable for UT - Ladakh:


In making appointments to the service in the Bank, reservation as under shall be as per
Reservation Rules 2020 of the UT- Ladakh:

9.0) Process of recruitment for UT of Ladakh:

(a) General Line Officers:

(i) Eligibility

In addition to the general conditions prescribed in Rule No. 7 (a), the applicant for direct
recruitment as probationary officers should be:

 Within the age group of 20-30 years as on 1st January of the year in which posts are
advertised. However, upper age limit is relaxed in case of reserved category
candidates as per Reservation Rules, 2020 applicable to UT of Ladakh as defined
under Rule No. 8.0.&
 Graduate in any discipline from a university recognized by Government of India or
possessing any other equivalent qualification recognized as such by the Central
Government, as on the last date of registration as per the notification.
 The candidate must possess valid marks sheet/degree certificate that he/she is a
graduate on the date he/she registers himself/herself on-line and indicate the
percentage of marks obtained in Graduation while registering.

(ii) Selection process:

The process of selection will have following phases:

 Preliminary examination

Preliminary examination (to be conducted by IBPS or any other recruiting agency of


repute) shall be held for all candidates eligible as per the criteria defined above, who
aspire to join the services of the Bank and register themselves on-line for it.

 Main Examination:

Based on the order of score obtained in the preliminary examination, the candidates
in each category numbering ten times the number of advertised vacancies, shall be
short listed for appearing in the main examination (to be conducted by IBPS or any
other recruiting agency of repute).

 Interview:

Based on the order of score obtained in main examination, candidates equal to three
times the number of vacancies in each category shall be called for interview.
Minimum qualifying marks in the interview for General category candidates and for
reserved category shall not be less than 40% and 35% respectively.

 Final List

Final selection of Probationary Officers under unreserved (General) category shall be


made on the basis of overall merit/marks obtained in online main examination and the

Bank, subject to the availability of candidates in each category. Reserve list in such
cases will be valid for 180 days from the date of publication of the selection list or up
to the end of the financial year whichever is later and shall be operable within validity
period in the event of vacancies which may fall due owing to non-joining of selected
candidates or cancellation of candidature because of deficiency in documents or
resignation after joining by the selected candidates during the validity period. Mere
drawing of reserve list shall not guarantee selection of any candidate in the services
of the bank.

(b) Banking Associates:

(i) Eligibility

In addition to the general conditions prescribed in Rule No. 7 (a), the applicant for direct
recruitment as Banking Associate should be:

 Within the age group of 20-28 years as on 1st January of the year in which posts are
advertised. However, upper age limit is relaxed in case of reserved category
candidates as per Reservation Rules, 2020 applicable to UT of Ladakh as defined
under Rule No. 8.0 &

 Graduate in any discipline from a university recognized by Government of India or


possessing any other equivalent qualification recognized as such by the Central
Government, as on the last date of registration as per the notification.

 The candidate must possess valid marks sheet/degree certificate that he/she is a

Besides the eligibility criteria prescribed in Rule No. 7 (a), the applicant seeking
appointment for the post of Banking Attendant should:

 Possess minimum qualification as Matriculation (10th Pass) with maximum 10+2


or equivalent as on 1st January of the year in which the post is advertised;

 Not be below 18 years and over 30 years of age as on 1st January of the year in
which the post is advertised. However, upper age limit is relaxed in case of
reserved category candidates as per Reservation Rules, 2020 applicable to UT of
Ladakh as defined under Rule No 8.0.

 Appointing Authority may relax the age limit up to 5 years in case of drivers
having valid license and driving experience of 5 years.

(ii) Selection Process

 The application for the post shall be invited through on-line mode from the
eligible candidates for appearing in the written test only to be conducted by IBPS
or any other reputed organization as decided by the Competent Authority (MD
& CEO).

10.0) Revised Scheme for Compassionate Appointment /Compassionate Relief


&/OR One Time Ex-Gratia:
The scheme is applicable for the dependent family member of a permanent employee of the
Bank, who: -

 dies while in service (including death by suicide).


 is retired on medical grounds due to incapacitation before reaching the age of 55 years.
(incapacitation is to be certified by a duly appointed Medical Board in a Government
Medical College/Government District Head Quarters Hospitals/Panel Doctor/s
nominated by the Bank for the purpose).
 For the purpose of the Scheme, “employee” would mean and include a regular employee
on the rolls of the Bank, at the time of death/retirement (on medical grounds before
reaching age of 55 years) and does not include any one engaged on
contract/temporary/casual or any person who is paid on commission basis.

(a) Dependent Family Member/s:

The scheme is applicable for the dependent family member of a permanent employee of the
Bank, who: -

 Spouse; or

 Wholly dependent son (including legally adopted son); or

 Wholly dependent daughter (including legally adopted daughter); or

 Wholly dependent brother or sister in the case of unmarried employee.

(b) Posts To Which Appointments Can Be Made:

The appointment shall be made in the Banking Associate/Assistant Banking Associate and
Subordinate cadre only.

(c) Eligibility:

 The family is indigent and deserves immediate assistance for relief from financial
destitution; and
 Applicant for compassionate appointment should be eligible and suitable for the post
under the provisions of the relevant J&K Bank Recruitment Rules in vogue from time to
time.
 Age: - The minimum age for appointment in BAS cadre is 20 years & 18 years in case
of ABA/Subordinate cadre.
 Compassionate Appointment will be sanctioned to the dependent of the deceased/retired
employee (retired on account of incapacitation on the basis of medical grounds) where

the monthly income of the family will be less than 75% of the last drawn gross salary of
the deceased employee.

(d) Qualification:

 A Degree (Graduation level) from a recognized University, or any equivalent


qualification recognized as such by the Central /State /UT Government is required for
appointment in Banking Associate cadre as minimum qualification for all dependent/s
including the spouse.
 For appointment in Assistant Banking Associate cadre, the candidate should have
passed minimum 12th standard or its equivalent qualification from a recognized institute.
 For appointment in subordinate cadre, the candidate should have passed minimum 10th
standard or its equivalent qualification from a recognized Board.
 In case of a spouse, who is qualified below 10th, is to be offered a job in the subordinate
cadre, in such case it would be enough if she/he is literate enough to read in the regional
language/Hindi/Urdu or English. However, educational qualification need not to be
insisted upon & it should suffice if she can merely sign.

(e) Exemptions:

Compassionate Appointment under the Scheme are exempted from observance of the
following requirements:
 Normal Recruitment Procedure I.e. Selection through the agency like
IBPS/Employment Exchange, Recruitment Board of Bank, etc.
 The ban orders on filling up of posts issued by Government of India or any controlling
authority.

(f) Relaxations:

 Relaxation in qualification & in upper age limit in respect of dependents of the deceased
employee/employee retired on medical grounds could be granted wherever found to be
necessary. The lower age limit should, however, in no case be relaxed below 18 years.

Note-1: Age eligibility shall be determined with reference to the date of application and not
the date of appointment;

Note-2: Authority competent to grant such relaxation/s will be Board of the Bank.

 For spouse as an applicant under the scheme, the upper age limit may be relaxed up to
maximum entry age of 50 years by the Competent Authority (MD &CEO). The
maximum entry age for this purpose would mean upper age limit for the post applied
inclusive of all relaxations available for the applicant/s under the scheme (a) Eligible
age relaxations for ST/SC/OBC/PWD/Ex-servicemen/ Widow candidates as per
prevalent recruitment policy. (b) Prescribed age relaxation under the scheme by the
Bank.

(g) Time Limit for considering Applications:

 Request/Application for compassionate appointment should be submitted within one-year


from the date of death / retirement (on medical grounds due to incapacitation before
reaching the age of 55 years) of the employee.

 Application for appointment under the scheme from eligible dependents in exceptional
cases can be considered up to 5 years from the date of death or retirement on medical
grounds (due to incapacitation) & decision to be taken by Competent Authority (MD &
CEO) on merits of each case. However, Bank can consider request for compassionate
appointment even when the death or retirement on medical grounds of the employee took
place long back, even five years ago. The very fact that the family has been able to manage
somehow all these years should normally be taken as adequate proof that the family had
some dependable means of subsistence. Therefore, examination of such cases would call
for a great deal of circumspection. The decision to make appointment on compassionate
grounds in such cases may, therefore, be taken only at Board level.

 When the dependent child is in the midst of some higher course, he / she may require some
more time to complete the course before applying for the job under compassionate ground.
Competent Authority (MD & CEO) may approve reservation of post on compassionate
grounds in eligible cases subject to maximum age limit of 25 years i.e. such requests may
be entertained in deserving cases only up to maximum of 25 years of age of the eligible
dependent of the deceased employee/employee retired on medical grounds, subject to the
recommendations of the Central Welfare Committee.

Note: - While considering any belated requests, it should be kept in view that the concept
of compassionate appointment is largely related to the need for immediate assistance to the
family of the employee in order to relieve it from economic distress.

(h) Vacancies for Compassionate Appointment:

 Appointment on compassionate grounds should be made on regular basis. The Central


Welfare Committee shall meet once in every month to consider cases received during
the previous month.

 No separate allotment will be made for compassionate appointment against the vacancies
falling under direct recruitment in Banking Associate/ABA Cadre or vacancies identified
in sub- staff cadre. A person selected for appointment on compassionate grounds should
be adjusted in the recruitment roster against appropriate category, viz.,
SC/ST/OBC/General Category, depending upon the category to which he/she belongs.

 Spouse appointed on compassionate ground upon re-marriage will be allowed to continue


in service, even after re-marriage.

(i) Financial Condition of the family:

not be considered for assessing the eligibility for appointment on Compassionate
grounds. However, family pension otherwise admissible (wherever applicable) shall be
considered as family income for assessing the eligibility for Compassionate
Appointment.

(j) Where there is an earning member in the family:

 In deserving cases, even when there is already an earning member in the family, a
dependent family member may be considered for compassionate appointment with the
prior approval of the competent authority of the bank who, before approving such
appointment, will satisfy himself that grant of compassionate appointment is justified,
having regard to the number of dependents, assets and liabilities left by the employee,
income of the earning member as also his liabilities including the fact that the earning
member is residing with the family of the employee and whether he should not be a source
of support to other members of the family.

 In cases where any member of the family of the deceased or medically retired employee
is already in employment and is not supporting the other members of the family of the
deceased employee, extreme caution has to be observed in ascertaining the economic
distress of the members of the family of the deceased employee so that, the facility of
appointment on compassionate ground is not circumvented and misused by putting
forward the ground that the member of the family already employed is not supporting the
family.

(k) Procedure:

 The prescribed proforma/s will be used by the bank for ascertaining necessary
information and processing the cases of compassionate appointment only on the
recommendations of designated Zonal Welfare officer and Central welfare committee of
the Bank.

 The designated Zonal Welfare Officer of the Bank not below the Level of AGM, posted
in the concerned Zone, where the family of the deceased employee resides, should meet
the members of the family of deceased employee in question immediately after his death
to advise and assist them in person about the requirements and formalities to be
completed by them for either appointment on compassionate ground or for payment of
Ex-gratia. The applicant/s should be called in person at the very first stage and advised
in person about the requirements and formalities to be completed by them.

 An application (proforma enclosed as Annexure-I) regarding appointment on


compassionate ground to be routed through Zonal Welfare Officer should be considered
by the Central Welfare Committee consisting of three officers from the HR- department;
one Chairman in the rank of General Manager and two members in the rank of Deputy
General Manager/Assistant General Managers, besides Zonal Welfare Officer from the
concerned Zone. The Committee may meet once every month to consider cases received
during the previous month. The applicant/s may also be granted personal hearing by the
committee, if deemed necessary, for better appreciation of facts of the case. The
recommendation of the Central Welfare committee should be placed before the
Competent Authority (MD & CEO) for a final decision. If the Competent Authority
disagrees with the committee’s recommendation, the case may be referred to the higher
authority i.e. Board of the Bank for re-view of decision.

(l) Undertaking for maintenance of the family of the deceased employee:

The person appointed on compassionate grounds under the Scheme, should give an
undertaking in writing that he/she will maintain properly the other family members who
were dependent on the deceased employee in question, and in case it is proved
subsequently (at any time) that the family members are being neglected or are not
maintained properly by him/her, his or her appointment may be terminated forthwith
(proforma of undertaking placed alongside as Annexure-II). This clause should be
incorporated as one of the conditions in the offer of appointment of applicant appointed
on compassionate ground.

(m) Request for change in Post/Person:

When a person has been appointed on compassionate ground to a particular post, the set
of circumstances, which led to such appointment should be deemed to have ceased to
exist. Therefore –
 He/she should strive in his/her career like other colleagues for future
advancement and any request for appointment to any higher post on
considerations of compassion should invariably be rejected.
 An appointment on compassionate ground cannot be transferred to any other
person and any request for the same on consideration of compassion should
invariably be rejected.

(n) Termination of Service:

The compassionate appointment can be terminated on the ground of non-compliance of


any condition stated in the offer of appointment after providing an opportunity to the
compassionate appointee by way of issue of show cause notice asking him/her to explain
why his/her services should not be terminated for non-compliance of the condition(s) in
the offer of appointment and it is not necessary to follow the procedure prescribed in the
Disciplinary Action and Procedure therefor. The power of termination of service for
non-compliance of the conditions in the offer of compassionate appointment shall be
vested with the MD & CEO of the Bank.

(o) Compassionate relief in lieu of appointment/Family Pension:

 In case none of the dependents of the deceased employee who fall under Old pension
Scheme, is in a position to take up employment as per compassionate appointment
policy, immediately, on account of being minor or other disqualifications, the
Competent Authority on recommendations of the designated Central Welfare
Committee may, on the application made by the dependents of the deceased employee,
approve, compassionate relief to his/her dependents, being the amount of Basic Pay plus
Dearness Allowance last drawn by deceased employee less by family pension
admissible under pension regulations. The relief so sanctioned shall be payable from the
date of death of the employee till the time one of his surviving minor/dependent children
attains the age of 18 years or till the date on which the deceased would have retired in
normal course, whichever is earlier. However, the dependents shall be entitled to family
pension (where admissible) from the date of death of an employee.

 Since payment of pension under NPS is mediated by an external organization (NSDL)


& The National Pension System (NPS) is being administered and regulated by Pension
Fund Regulatory and Development Authority (PFRDA) set up under PFRDA Act,
2013, as such the Bank cannot withhold the payment of annuity/pension during the time
compassionate relief is being paid to the dependent of the deceased employees. Thus,
for employees covered under NPS, the Bank shall pay compassionate relief to the
dependent of the deceased employee in addition to the annuity/pension, which the
dependent shall be entitled to receive immediately post death of the employee.
However, in order to prevent vesting of double benefit (Compassionate relief +
pension/annuity) in such cases, the quantum of compassionate relief due for payment
shall be equal to Basic Pay + D.A last drawn by the deceased employee less by
Pension/annuity against 60% of the NPS corpus due at the time of death of an
employee, as per the following parameters:
 Compassionate relief admissible (in case of officials covered under NPS): During the
service career of an employee covered under NPS as per the current trend, the
contribution towards the pension corpus is made in the approximate ratio of 60:40
(employer: employee contribution). As such, the compassionate relief payable to the
dependent of such employees shall be calculated as follows:

Compassionate relief = (Last drawn basic pay+ DA) - (Pension/annuity against 60% of the
NPS corpus due at the time of death of an employee).

Illustration: In case of death (in harness) of an employee covered under NPS scheme, if the
NPS corpus due at the time of death is say e.g. Rs1000000/- & annuity/pension calculated
on the 60% of carpus amount is assessed at Rs1000 per lac of NPS corpus amount per month
& as such the total monthly pension /annuity will be Rs10000/- per month. As per the current
trend, contribution of Bank towards said NPS corpus is approximately 60%. Thus Rs6000/-
(appx. 60% of monthly pension/annuity) shall be deducted from compassionate relief
amount due normally i.e. (Basic Pay+ D.A) to arrive at a final amount to be paid in the form
of compassionate relief. If e.g. compassionate relief (Basic pay +D. A) due is Rs30000/, an
amount of Rs6000/ shall be deducted to arrive at final amount to be paid in the form of
compassionate relief i.e. (Rs30000/ - Rs6000/) =Rs24000/-per month.

Note: If in case the dependent family opts to withdraw whole of the NPS carpus amount
and doesn’t buy any annuity/pension, Bank in that case will notionally calculate monthly
annuity/pension amount on 60% of NPS carpus amount & deduct the same from normal
compassionate relief amount i.e. (Basic Pay + D.A), to arrive at final amount of
compassionate relief to be paid to the dependent family of the deceased employee, who
dies in harness.

 If compassionate relief has been sanctioned to the dependents of the deceased


employee, reservation of post (if admissible as per means test) shall be assured till the
ward attains the age of majority. In case the ward eligible for appointment intends to
complete studies, the case can be considered on individual merits and kept reserved till
he/she reaches 25 years of his/her age. However, compassionate relief shall be paid till
the elder ward attains the age of 18 years or till date on which the deceased would have
retired in normal course, whichever is earlier, and only family pension (where
admissible) under rules shall be paid.

 The Competent Authority (MD & CEO) shall review each case where the
compassionate relief has been allowed, only once at the time of immediate wage
revision and consider granting of such relief which the Competent Authority may deem
proper in each individual case to ensure that sustenance within reasonable limit is paid
to the family of the deceased employee.

(p) Payment of Ex-Gratia amount in lieu of Appointment:

 In case the Central Welfare Committee after thorough investigation, does not
recommend compassionate appointment (on not passing the means test) to the
dependent of the deceased or in case none of the dependents of the deceased employee
opts to take up employment, the Central Welfare Committee may, on the application
made by the dependents of the deceased employee, recommend, payment of Ex-gratia
to the dependents of the deceased employee/employee retired on medical grounds
before 55 years of age. The scheme of Ex-gratia payment in the above-mentioned cases
is as under:

 The Ex-gratia amount shall be calculated @ 60% of the last drawn gross salary for
each month of remaining service of the employee (i.e. up to the age of superannuation
in terms of extant service rules /conditions) at the time of his/ her exit subject to the
cadre wise ceiling mentioned below in table-A, will be payable.

(q) Financial Support for Funeral Expenses:

To provide immediate financial assistance to the family of an employee dying in


harness, where the bereaved family may need immediate financial support for taking
care of the last rites/funeral etc., Bank shall provide financial support in cash to the next
of kin of the deceased as:
Funeral Expenses: Rs. 20000/-
The amount would be paid in cash in lump sum payment, & would be exclusive of any
Ex-gratia payment.

(r) Authority competent to make Compassionate Appointment:

 MD & CEO.
 Executive Director holding charge of MD & CEO as relief arrangement.
 Board of Directors in special types of cases. Special types of case include all those
applications for compassionate appointment which are in deviation to the policy
guidelines & require relaxation with respect to age & qualification criteria. Following
are some of the special types of cases:
 Compassionate appointment cases wherein age of the dependent is above maximum
eligible age for the recruitment in workmen cadre i.e. 28 years, the decision to make
appointment on compassionate grounds in such cases may be taken only at Board level.
 Cases for Compassionate appointment in Banking Attendant cadre, where qualification
of dependent of the deceased employee /employee retired on medical grounds before
reaching age of 55 years, is below 10th standard (minimum eligible qualification for
appointment on Banking Attendant cadre). The decision to make appointment on
compassionate grounds in such cases may be taken only at Board level.
 Where no dependent other than spouse is available for employment, Board of the Bank
may relax the upper age limit. The decision to make appointment on compassionate
grounds in such cases may be taken only at Board level.
 Compassionate appointment cases wherein deceased employee/employee retired on
medical grounds, was involved in serious financial irregularities, embezzlement of
funds, committing frauds, etc. The decision to make appointment on compassionate
grounds in such cases may be taken only at Board level.
 While dealing with proposals for appointment on compassionate grounds in otherwise
eligible cases, where disciplinary action was pending against the deceased
employee/employee retired on medical grounds or if the deceased employee was
involved in serious financial irregularities, embezzlement of funds, committing frauds,
etc., bank will continue to abide by the guidelines issued by the Government of India,
requiring consideration and decision in each case shall be taken by the Board of the
Bank/Authority appointed by the Board.

(s) Additional Financial Support to employees who are killed in Bank


Robberies or Terrorist Incidents:

In case of death of an employee as a result of or during bank robbery and attacks by


terrorists on bank employees while performing duties during office hours or thereafter,
in any part of the country, the family of the deceased shall be given compensation by
the Bank as follows:

(t) Effective date & Applicability of the Policy:

The Revised Scheme on Compassionate Appointment/Compassionate Relief or


Payment of One Time Ex-gratia, will be effective from 27-04-2023 i.e. the date of
approval of the Revised Scheme on Compassionate appointments/Relief/Payment of
Ex-gratia. Cases pending prior to the date of Board approval of the Policy in respect of
dependents of the employees covered under both Old pension scheme & National
pension system scheme (NPS) shall be dealt as per provisions of the erstwhile rule 318
of Officer Service Mannual-2000

(u) General Conditions:

 Appointment made on grounds of compassion should be done in such a way that persons
appointed to the post do have the essential educational qualification for the post
consistent with the requirement of maintenance of efficiency of administration.

 It is not the intention to restrict employment of a dependent family member of the


deceased or medically retired sub-staff employee to an erstwhile sub-staff post only. As
such, a family member of such erstwhile sub-staff employee can be appointed to a
BAS/ABA post for which he/she is educationally qualified.

 An application for compassionate appointment should, however, not be rejected merely


on the ground that the family of the employee has received the benefits under the various
welfare schemes. While considering a request for appointment on compassionate ground
a balanced and objective assessment of the financial condition of the family has to be
made considering its assets and liabilities (including the benefits received under the
various welfare schemes mentioned above) and all other relevant factors such as the
presence of an earning member, size of the family etc.

 Requests for compassionate appointment consequent on death or retirement on medical


grounds of sub-staff may be considered with greater sympathy by applying relaxed
standards depending on the facts and circumstances of the case.

 The dependents of the deceased employee can exercise option to choose either
Compassionate appointment or Payment of One-time Ex-gratia at their choice subject
to fulfilling the prescribed criteria.

 In case an application for compassionate appointment is rejected by the Central Welfare


Committee under the Revised Compassionate Appointment Policy, the same may be
considered for payment of lump sum Ex-gratia.

(10.1) Documentation for Compassionate Appointment:

The following documents/certificates be obtained from the prospective employee:

a) Death certificate of the deceased;

b) An undertaking on Non-judicial stamp paper worth Rs.100/- from the applicant that he/she will
take due care of the family members of the deceased with the income derived by way of such
employment and he/she will be liable to repay to the bank the outstanding (if any) against the
deceased;

c) An undertaking duly registered on Non-judicial stamp paper of Rs. 100/- by other


dependents/eligible family members to the effect that they forego their claim in favor of the
applicant; (Annexure III)

d) Photocopy of Date of birth certificate of the applicant in case appointment is required;

e) Photocopy of Date of Birth certificates of the children other than applicant;

f) Photocopy of the highest qualification certificate/s of the applicant;

g) Photocopy of Domicile Certificate (wherever applicable);

h) Legal Heir certificate of the deceased issued by the Competent Authority; (Concerned
Tehsildar)

i) Dependent certificate of the deceased issued by the Competent Authority (Additional Deputy
Commissioner);

j) Guardianship certificate from court in case of minor dependents, wherever required;

k) Latest photograph of all legal heirs/dependents of the deceased.

(11.0) Scrutiny of Documents of Eligibility:

(a) For Probationary Officers:

The candidates called for interview shall have to furnish documents in support of his/her
eligibility for scrutiny by HR - CHQ.

The candidate shall be allowed to appear for interview only after documents are prima-facie
found in tune with the information submitted by him/her in his/her on-line application made
for appointment in terms of notification.

(b) For Banking Associates:

The candidates selected for appointment as Banking Associate, shall have to furnish the
requisite documents in original at HR department CHQ or Zonal Offices as may be notified
by the bank for scrutiny. The provisional letter of appointment shall be issued by HR
Department only after the documents are found in tune with the information submitted by
the candidate in his/her on-line application made for the appointment in terms of

thereof duly attested by the candidate shall be retained by HR Department for office use.

(c) For Banking Attendants:

The candidates selected for appointment as Banking Attendant, shall have to furnish the

(12.0) Appointment Letter:


The selected candidate will be issued a provisional letter of appointment by HR Department
specifying therein the Designation, Salary, Allowances / Benefits, Probation Period (If any)
and other terms and conditions which shall also include that they shall serve at least the
bank in any part of India as per its requirement.

(a) Joining Time:

The joining time for selected candidates shall be capped at 45 days. In case any of the
candidates appointed /selected fails to join the services within the prescribed time line,
his/her appointment shall be cancelled and such vacancies shall be filled from the wait-list
in the order of merit.

(13.0) Post joining verification of documents:

(a) On joining the place of postings as per the provisional appointment order, the candidate
shall have to submit all the documents in original at the Branch/Office he joins at within
a period of 30 days, which shall be forwarded under proper covering letter by the head
of Branch/Office to HR Department - CHQ.
(b) The HR Department - CHQ shall ensure that all the required documents are complete
in all respects and shall also verify genuineness of all the required documents from
their issuing authorities.
(c) The selected candidates shall be subject to background verification and medical tests
to assess fit & proper status for appointment in the Bank.
(d) In case any of the documents/Certificates furnished by the candidate at any stage proves
to be false, forged, altered, tampered or it is established that any information contained
therein has been misrepresented, concealed, or suppressed wholly or partly, the bank
shall be within its rights to terminate the engagement/appointment and recover all the
out standings from the employees so terminated without any notice. The Bank shall be
at liberty to recover all out standings out of any amount payable by the Bank on the
disengagement besides initiating penal or civil action against the candidate in
accordance with applicable laws / rules.

(14.0) Resigned Employees:

(a) An employees who has either been asked to leave or have resigned from the Bank’s
services shall not be eligible for the recruitment process in the same cadre in future.

(b) Any resultant dispute arising out of advertisement shall be subject to the sole jurisdiction
of the Courts situated in UT of J&K only.

NOTE:

(i) All the Employees involved in recruitment process shall be required to maintain
discipline and conduct themselves in a professional manner, to follow the Bank's policies
and procedures, to maintain;

(ii) Confidentiality of the selection process, and to protect individual’s right to privacy.
The selection panels must ensure that an external panel members (if any) has understood

(15.0) Disclosure:
The policy shall be placed on Bank’s intranet to ensure transparency and for the information

(16.0) Ownership & Review of Policy:

(a) The ownership of the policy shall lie with HR Department and shall be subject to review.
(b) The Policy shall be subject to review after every 02 (two) years or as may be deemed
necessary by the MD/CEO within the period of 02 (two) years and will be put up by HR
Department of the bank to the Board through MD/CEO with his recommendations.
Approved revised Policy will remain in force till next review.
(c) In case of exigencies and to be in line with regulatory / statutory guidelines the MD/CEO
is empowered to approve changes /modifications/ amendments/ relaxations/ exemptions,
if any, required to be made in the policy and same will be placed before the Board for
ratification.
(d) Any guideline(s) issued by regulators with regard to HR matters dealt with by this Policy
shall be deemed to be part & parcel of this policy for operational purpose with immediate
effect. A note regarding such guidelines should be placed before Board for information.
