FOREWORD
This publication has been prepared by the Management Committee of the IECQ to provide
guidance on the development of specifications (including minimum specifications) for use in
the IECQ System for LED Component Products.
This first edition of the publication takes effect immediately for IECQ Scheme for LED
Component Products certification applications received on or after its publication date.
Applications or certifications including any respective IECQ specifications that have been
received or issued prior to the publication date of this publication will have transitional period
3 years.

INTRODUCTION
In any quality assessment system a certain number of documents are necessary so that
products may be approved. The nature of the documents is prescribed by the rules governing
the specific system. For the IEC Quality Assessment System for Electronic Components
(IECQ), the required documents are specified in IECQ 01, Basic Rules and IECQ 03, Rules of
Procedure, and in the specifications against which the components or process are certified as
part of an overall structure.
While in many cases International Standards and Specifications like IEC, ISO, JEDEC, etc.,
cover minimum specifications for component products, there exists a need to address the
many number of situations for which published Standards and Specifications do not exist,
hence the need for a systematic process for the creation and use of specifications developed
by agreement between industry and the IECQ MC or the IECQ Certification Body and the
organization/company seeking IECQ Certification.
This Operational Document (OD) provides procedures for the creation of IECQ Specifications
use in the IECQ System for LED Component Products, which cover minimum requirements
and content for LED component products that may be considered as either:
While this first edition of the publication does not address minimum requirements for lumen
maintenance within LED packages and modules (includes COBs, arrays) – Annex A, a
specification may be developed and issued containing such requirements. World wide
members and experts of IECQ Working Group 09 and industry are still in consideration of
appropriate minimum requirements for lumen maintenance/reliability within category LED
packages and modules (includes COBs, arrays) – Annex A and as such may adjust the
minimum requirements as required through the publication of a revised edition.

1 Scope
This OD outlines the principles for the creation, maintenance and availability of specifications
for use within the IECQ Scheme for LED Component Products to address minimum set of
requirements as specified in the annexes of this document for Component Product
Specification (CS) and those associated with assessment to the specification Assessment
Specification (AS), in order to provide for:

In the event of conflict between the provisions of this document and any other directly or
indirectly referenced provisions, the provisions of this document shall take precedence.
The basic definitions concerning conformity assessment contained in ISO/IEC 17000 apply.

Component Specification (CS)
a specification defining those features (for example dimensions, parameters, characteristics,
mechanical, environmental conditions and any subcontracting process arrangements) which
are required to be inspected and tested to ensure fitness for purpose, including the Quality
Conformance Test Schedule (QCTS)

Quality Conformance Test Schedule (QCTS)
a schedule prescribing the test items, sampling plans, acceptable quality levels, reference to
applicable inspection procedures and test methods together with the sequence and periodicity
of tests required to verify the item

primary stage of manufacture
the stage of the manufacturing operation at which, and beyond which, the manufacturer shall
demonstrate that he has controlled over all aspects of the processes that affect the quality of
the finished product

a semiconductor chip that converts electricity into light at the PN junction

LED package
a LED chip in a form allowing simple electrical connection

LED module
unit supplied as a light source, without a lamp cap. In addition to one or more LED package(s)
it may contain further components, e.g. optical, mechanical, electrical, and electronic, but
excluding the controlgear

unit supplied as a light source, with or without a lamp cap. In addition to one or more LED

apparatus which distributes, filters or transforms the light transmitted from one or more LED

connecting them to the supply

LED driver
a switching power supply that converts AC voltage to DC, or adjusts DC voltage supplied to
an LED
3.10.1
LED driver (fixed current)
a fixed current driver supplies constant current to a LED. Fixed current drivers are more costly
and complicated than fixed voltage LED drivers, but they are efficient and good at minimizing
brightness variation between LEDs. Fixed current drivers can directly drive high-power LEDs

3.10.2
LED driver (fixed voltage)
a fixed voltage driver supplies constant voltage to a LED. Fixed voltage drivers are simple and
cost efficient. When a fixed voltage driver is used on LEDs in parallel, the current varies
based on the different V f (forward voltage) of each LED and the heat generated by the LED,
resulting in a different brightness of each LED. A fixed voltage LED driver is typically used for
low-power LEDs (such as a tape light), or on high-power LEDs that have a constant current
board to regulate current

independent LED driver
LED driver consisting of one or more separate element(s) so designed that it can be mounted
separately outside a luminaire, with protection according to the marking of the LED driver and
without any additional enclosure
Note 1 to entry: This may consist of a built-in LED driver housed in a suitable enclosure that provides all the
necessary protection according to its markings.

lot
a unit of production output, inventory or sale. Items in a lot are of a single class, composition,
model, size, type, or version, are produced under essentially the same conditions, and are
intended to have uniform quality and characteristics within specified limits. A lot is ordered,
sold, released, or delivered in its entirety

lot-by-lot tests
lot-by-lot tests are carried out on each inspection lot. These tests may be divided into two
groups:
– group A, covering visual and dimensional inspection of the components and the principal
characteristics of the components (initial measurements)
– group B, covering additional important characteristics

periodic tests
tests that are carried out at fixed intervals on samples taken from lots which have already
satisfied the lot-by-lot tests

test, type
test of one or more devices made to a certain design to show that the design meets certain
specifications

AQL sampling
sampling procedures for inspection by attributes ISO 2859-1 in this publication used for
sample size only, unless specifically defined

family

The IECQ LED Component Product Scheme provides the means for organizations to obtain
an International IECQ Approved Component Certificate that is intended to provide the
international market with confidence that items listed on the IECQ Approved Component
Certificate comply with the technical specification(s) listed on the same Certificate by way of
component product testing and the organization having implemented production process of
the component product in accordance with IECQ OD 3801 & IECQ OD 3802. This is ensured
through independent conformity assessment and on-going surveillance by an IECQ CB.
In line with the IECQ Basic Rules the official language of the IECQ is English. Therefore an
English version of all Specifications prepared according to this OD shall be available.
• a description of the LED component product, which includes electrical, mechanical and
environmental ratings * and characteristics;
• the procedures to be followed to ensure conformance with the requirements (for example
to be demonstrated by the use of a relevant process control system).
IEC or ISO International Standards, where available, should form part of a CS in order to
achieve the objective stated in Clause 1. In the absence of IEC or ISO Standards, use may be
made of national or other standards and industry specifications. National or other standards
or industry specifications may also be used to supplement the requirements contained in IEC
or ISO Standards.
6.1 Format
There is no standardized format for the content and layout of a CS or AS. A CS or AS may
take the form of a manufacturer's data sheet. Alternatively, it may be written by user interests
to fit a specific application.
All CSs and ASs shall have an IECQ front page containing, as a minimum, the following
information (see Annex A for layout):
• the name of the IECQ CB under whose authority the Specification is published and, if
applicable, the name of the organization from whom the Specification is available;
• the IECQ logo and the number allocated to the Specification by the IECQ CB, in
accordance with 6.3;
• issue status and record of amendments;
• the number (and issue number where relevant) of the IEC or ISO International Standard,
IECQ CS or IECQ AS relevant to the CS;
• a statement (as agreed by the originator) indicating if the Specification is “publicly
available” or “proprietary”.
6.2 Use
A Specification forms the basis for the establishment and maintenance of an IECQ Approved
Component Certification, specifically IECQ Scheme for LED Component Product.
6.3 Numbering
The numbering format used by the IECQ CB shall conform to the following format:
6.4 Content
The following IECQ LED categories are utilized within this document to broadly group like
criteria/requirements for this industry; IECQ LED Specifications are not restricted to these.
Specifications may contain three sections as detailed herein; all specifications shall contain
Section One: General data as a minimum.
The Specification shall contain a description of the component (including specific details of
scope for which certification is sought) and shall give limiting conditions of use. It shall also
specify operating conditions and characteristics, and the relevant component product
application areas. The Specification shall also include descriptions of reliability test
conditions, marking, ordering information and primary stage of manufacture and any
subcontracting process arrangements. 7.1 to 7.5 identify detailed aspects that are mandatory
minimum criteria/requirements unless noted otherwise.

The following aspects among others shall be included unless noted otherwise:
• function;
• generic or standardized type numbers;
• details of the outline;
– mechanical (sizes/dimensions);
– materials;
– construction and environmental capabilities as appropriate;
– terminal connections;
• logic symbol (where relevant);
• appropriate electrostatic discharge (ESD) or hazard warnings;
• appropriate hazardous substance (HS) or hazardous substance free (HSF) limits;
• IECQ marking;
• others (as required or appropriate).
NOTE These ratings are not used for assessment purposes unless the CS states otherwise.
The CS shall identify the value of any parameter that, if exceeded, might impair permanently
the reliability of the component.
The following aspects among others shall be included unless noted otherwise:

The CS shall include the values of those functional and environmental parameters that
describe the features and capabilities of the component.
The CS Section Two: Quality Conformance Test Schedule (QCTS) shall describe the relevant
test schedules and methods of inspection in accordance with 5.4.2.

The CS shall describe suitable areas of application. Reference may also be made to safety
requirements if applicable.
The CS may include specific technology related data for example details of:
Section Two may also be a separate publication known as an IECQ Assessment Specification
(AS) where such is used with multiple Component Specifications of the same family, see
Annex B.
8.1 Procedure
The first subclause of Section Two of the Specification procedure shall contain a description
of the procedures utilized to a) qualify the Component Product and b) provide on-going
compliance, as below:
a) For Component Product qualification, the procedure shall be in accordance with the
Approval Process Plan/Test Plan.
e.g. TTI-PA-TP001, Ver.1. This shall be the Applicant’s internal controlled document number of the Test Plan
used.
In general, Section Two shall include clear descriptions and information for Component
Product qualification, Component Product quality conformance inspection (lot-by-lot) and
(periodic) of:
• inspection lot;
• sampling plan;
• test samples;
• quality conformance inspection procedure.
For minimum test specimens/samples and requirements for each category refer to Annexes A,
B, C, D, G and H.

For Quality Conformance inspection and test levels (e.g. lot-by-lot and periodic), shall
be decided in accordance with the minimum requirements of this publication and any
applicable industry standards that are more onerous and they shall be clearly stated in the
IECQ Component Product Specification (CS):

8.3 Format
Although there is flexibility with respect to the format of this section, its content should
normally conform to the relevant requirements of this OD for the component concerned and
related Section One: General data of the specification.
8.4 Content
The following aspects among others shall be included unless noted otherwise:

Section Three shall describe the test method with detail technical information, reference
document and requirements of each test items for which an IEC or ISO International
Standard/Specification does not exist. Or, where they exist, the reference specification
number and detailed information shall be defined.

10 Preparation
10.1.1 General
The IECQ CB is responsible for ensuring that CSs meet the requirements of this OD and other
IECQ Rules. Once satisfied (including as a minimum the witness test) the IECQ CB shall
approve the CS for release and maintain a master library of approved CSs.
Where agreed by the originator of the CS, the IECQ CB shall forward a copy of the CS to the
IECQ Secretariat for their posting to the IECQ publications area of the IECQ website.
Where the originator has requested that the CS is not made public, the IECQ CB shall
maintain the CS as an internally controlled confidential document and only make copies
available to organizations other than the originator, upon agreement from the originator in the
form of either letter or electronic media.
The amendment and withdrawal of CSs is the responsibility of the IECQ CB and its originator.
It shall be a controlled process with full traceability within the originating IECQ CB and
organization.
Amendments shall be issued as a newly approved Specification (in accordance with 10.1) with
an increased edition number in accordance with Clause 6.3 which shall replace and
supersede the previous version and shall contain a timeframe included within the new version
for withdrawal of the previous Specification.
However, where agreement cannot be reached between the IECQ CB and the originator to
issue the amended CS, the IECQ CB may review the on-going validity of certifications issued
against that CS, noting that the originator may refer the matter to the IECQ Board of Appeal.
As the responsibility for approval and issue of a CS sits with IECQ CB that initially approved
it, a CS cannot be used by other IECQ CB(s) without their review and approval for its use. If
the CS is “proprietary”, permission of the originator must also be obtained (see 10.1.3).
Where a second and subsequent IECQ CB believes that a CS contains errors, they shall
inform the IECQ CB that initially approved the CS. This does not prevent an IECQ CB or
interested party from contacting the IECQ CB that initially approved the CS with suggested
improvements.

Each family of LED modules requires a case-by-case consideration. The range of LED modules should be manufactured by the same manufacturer, under
the same quality assurance system. The type variations of the range (e.g. Correlated Colour Temperature (CCT)) should be essentially identical with
respect to materials used, components and construction applied. Type test sample(s) should be selected with the cooperation of the manufacturer and the
testing station. Requirements for the identification of a family of LED modules for type testing are given in definition 3.15 and used in Table 8.

Each family of LED lamps requires a case-by-case consideration. The range of LED lamps should be manufactured by the same manufacturer, under the same
quality assurance system. The type variations of the range (e.g. Correlated Colour Temperature (CCT)) should be essentially identical with respect to materials
used, components and construction applied. Type test sample(s) should be selected with the cooperation of the manufacturer and the testing station.
Requirements for the identification of a family of LED lamps for type testing are given in definition 3.15 and used in Table 13.

F.1.1 Vibration
Shipping package of LED Lighting Components Products shall have adequate resistance to
vibrations.
Compliance is checked by the following vibration test (as specified in IEC 60068-2-6).
The LED Lighting Components Products shipping package is fastened in its most onerous but
normal position of installation to a vibration generator.
The direction of vibration is in the most onerous direction and the severity is:
– Duration: 30 min
– Amplitude: 0,35 mm
– Frequency range: 10 Hz, 55 Hz, 10 Hz
– Sweep rate: approximately one octave per minute
After the test, the LED Lighting Components Products shall have no damage or loss of
specification or function. Confirmed by lot-by-lot testing.
F.1.2 Drop
Shipping package of LED Lighting Components Products shall have adequate resistance to
drop.
The LED Lighting Components Products shipping package is caused to fall four times from a
height of 1 m onto a concrete floor. The falls are made from four different horizontal starting
positions, the package being turned through 90° around its axis between each fall.
After the test, the LED Lighting Components Products shall have no damage or loss of
specification or function. Confirmed by lot-by-lot testing.

Annex G

Unless specified otherwise agreed between client and IECQ CB and detailed in the
Specification (i.e. if module is of a size no practical for normal lot sizes, with no less than total
of minimum 15), a total of minimum 60 LED package/modules taken from three different
batches of 20 each shall be used for the testing. For family qualification, the three different
batches shall be considered to represent the whole variety of the qualification family. Where
production lots may not be frequent enough to take specimens from three different batches,
the specimens maybe taken from one lot utilizing start, middle and finish of the lot, as agreed
between client and IECQ CB and detailed in the Specification.
Test specimens shall be equally divided into five test groups one for each test G 6.1 to G 6.5.
All qualification LED package/modules shall be produced on tooling and processes at the
manufacturing site that will be used to support LED package/module deliveries at projected
production volumes.
Electrical and photometric values (forward voltage, luminous flux, colour parameter) shall be
measured at the nominal test conditions as defined in the product Specification before and
after stress testing.
NOTE A simple light/no light test is under consideration for testing at different temperatures.
All LED package/modules used for qualification shall meet the product Specification
parameters measured at the nominal test conditions before stress testing.

All qualification LED package/module type test samples shall be burn-in/pre-conditioning for
48 h at maximum current and maximum temperature prior to the following tests.
A LED package/module shall be considered to have failed if any of the following criteria
applies.
– Forward voltage V f at the nominal drive current I f deviates by more than ±10% from the
initial value.
– Reverse leakage current I r deviates by more than 10 micro amp from the initial value.
– Luminous flux Lv at the nominal drive current I f deviates by more than ±1 % from the initial
value.
– Colour coordinates/shift ∆(u’v’) CIE 1976 at the nominal drive current I f deviate by more
than 0,007 from the initial value.
– The LED package/module exhibits externally visible physical damage attributable to the
environmental test (e.g. delamination). However, if the cause of failure is agreed (by the
manufacturer and the user) to be due to mishandling or ESD, the failure shall be
discounted, but reported as part of the data submission. A microscope with a
magnification in a range of 40X to 50X shall be used.
Failures in the interconnect to the test board or in the test board that are not related to a LED
package/module failure shall be discounted, but reported as part of the data submission.
All LED package/module under test shall pass the tests, otherwise the LED package/module
or LED package/module family is considered to have failed.
LED package/module that have failed the acceptance criteria of tests required by this test
require the supplier to satisfactorily determine root cause and corrective action to assure the
user that the failure mechanism is understood and contained and the corrective and
preventive actions are confirmed to be effective by repeating the applicable qualification
test(s) successfully.
Using the principals and methods outlined in IEC 62717 Annex A, all LED package/module
type test samples shall be tested at nominal drive current/voltage according to the following
requirements of the LED driver specification prior to and after the following tests:
– forward voltage;
– reverse leakage current;
– luminous flux;
– colour coordinates.
In addition, the forward voltage at the minimum (or lower) and maximum drive current shall be
recorded.

The construction, marking and workmanship of the LED package/module shall be inspected
according to JESD22-B101B prior to and after the following tests.
The purpose of this test is to evaluate the performance of the LED package under stress due
to high temperature operation. The test shall be conducted according to JESD22-A108D; the
following test conditions apply:
– Duration 1 000 h
– The testing shall be done at:
– Ts = +85 °C with the maximum drive current, and
– at the maximum specified Ts with the corresponding maximum rated drive current
The purpose of this test is to evaluate the performance of the LED package under stress due
to temperature cycles without operation of the LED. The LED package shall be tested
according to JESD 22-A104D; the following test conditions apply:

to temperature and humidity during steady state operation. The LED package shall be tested
according to JESD22-A101C; the following test conditions apply:
• Duration 1 000 h
• Ts = +85 °C

The tests shall be performed at the minimum drive current according to part specification. If
no minimum rated drive current is specified, a drive current shall be chosen not to exceed a
rise of 3 K for Tjunction.
TMSK of LED package/module shall be tested in accordance with IEC 60068-2-14 Clause 7.
Part 2-14 of IEC 60068 provides a test to determine the ability of components, equipment or
other articles to withstand rapid changes of ambient temperature. The exposure times
adequate to accomplish this will depend upon the nature of the specimen.

A total of minimum six LED drivers taken from three different batches of two each shall be
used for testing. For family qualification, the three different batches shall be considered to
represent the whole variety of the qualification family, where in a total of three LED drivers of
each family type taken from three different batches of one each.
All qualification LED drivers shall be produced on tooling and processes at the manufacturing
site that will be used to support LED driver deliveries at projected production volumes.
A LED driver shall be considered to have failed if any of the following criteria applies.
• Voltage and current during operation deviates more than ±5% from initial measured value.

All LED drivers under test shall pass the tests, otherwise the LED driver or LED driver family
is considered to have failed.
LED drivers that have failed the acceptance criteria of tests required by this test require the
supplier to satisfactorily determine root cause and corrective action to assure the user that the
failure mechanism is understood and contained and the corrective and preventive actions are
confirmed to be effective by repeating the applicable qualification test(s) successfully.
All LED driver specimens shall be tested at nominal drive current/voltage according to the
following requirements of the LED driver specification prior to and after the following tests:
• All tests shall be measured at declared ambient temperature (Ta) but not less than +45 °C
• Voltage and current during operation
– For rated current driver, output voltage shall not differ by more than 10% from rated
voltage
– For rated voltage driver, output current shall not differ by more than 10% from rated
current

H.5 Series testing (conducted at declared ambient temperature (Ta) not less
than +45 °C)
Series testing shall be conducted on all LED driver test specimens. The LED driver shall not
be damaged under the following conditions.
The LED driver shall be tested in accordance with IEC 62384 Clause 12 with all tests and
measurements conducted at declared ambient temperature (Ta) but not less than +45 °C.
H.5.2 Endurance
The LED driver shall be tested in accordance with IEC 62384 Clause 13, excluding IEC 62384
Clause 13.1 a).
LED driver test specimens shall be divided equally between tests H.6.1 and H.6.2.
TMSK of LED driver shall be tested in accordance with IEC 60068-2-14 Clause 7.
Test parameters:
