I was a key member of a team of Afghan staff of the Ministry of Counter Narcotics
(MCN) working in the specialist (CNAT) department in Faizabad. Our team is being
supported by the US State Department to develop technical skills that will enable us to
fulfill the goal of “Promoting a sustainable reduction in Poppy Cultivation in
Afghanistan”. We have established a coherent strategy in the region. My role is to
contribute to an effective Alternative Livelihoods (AL) Strategy in Badakhshan to ensure
that farmers and community members support the government’s overall counter narcotics
strategy. In concrete terms, I visit local communities to ascertain the socio-economic
factors that encourage poppy cultivation amongst farmers and to establish the impact that
AL projects are having on their livelihoods. I also play an active participatory role within
the Provincial Development Council (PDC) District Development Council (DDC)
helping with the information management of AL and development projects in the region.
My work helps to shape rural development and counter-narcotics policy in such a way
that appropriate solutions are found that provide effective alternative livelihoods to
farmers, win community buy-in into the national development process and isolate
malevolent stakeholders thus resulting in a sustainable decrease in poppy cultivation.
