INCORPORATION'
Shree Chalthan Vibhag Khand Udyog Sahakari Mandli Limited is a Co. operative Sugar
Factory, registered under the Gujarat Co. operative Societies Act, 1961. The most evenly day
of 31st March, 1964 witnessed the emergence of Shree Chalthan Vibhag Khand Udyog
Sahakari Mandli Limited, and the foundation of the sugar factory was made, which has
flourished and has been projecting a bright future for the sugarcane growers and other
agriculturists of the area, today.

MEMBERS:
All members of the Society are farmers cultivating sugarcane. They are supplying cane to our
sugar factory. Total membership is 16497 (19892 Shares), out of which, Harijans 241 and
Adivasis are 12. Surat District consists of 7 talukas and total villages are 189.

LOCATION:
Our Sugar factory is situated at Chalthan village, in South Gujarat region of Gujarat
State, 18 k. mtrs. away from the diamond and silk city of Surat. It is situated on National
Highway No.8, Bombay-Ahmedabad, and the State Highway No.6 Surat-Dhulia, is hardly
at a distance of 1 k.mtr. Surat-Bhusaval Railway line connects with Bombay Ahmedabad
main line is also passing through Chalthan and Chalthan Railway station is just adjacent
to our factory. Our area is under Tapti valley, which is gifted with ample water either
available through canal irrigation or wells. The soil is fertile and the lands are even. The
economical and atmospheric conditions have established the agriculturists to resort
Banana, Cotton, Vegetables, Wheat, Paddy, and Sugarcane plantation on large scales.

BRIEF HISTORY OF OUR UNIT:


Actual crushing started in 1970-71 with 1250 tons per day capacity. The plant is of Backau
Wolf India make, double sulphitation process. In the first year, factory has crushed 11,600
tons of sugarcane and in the season 1973-74 the factory has crushed 2,22,000 tons of
sugarcane with an average crushing of 1,400 tons per day. The factory has undertaken first
expansion programme in 1977-78 from 1250 TCD to 2000 TCD. In the year 1982-83, the
factory has further expanded to 3500 TCD. This plant is Walchandnagar make. From the
season 1988-89 onwards, the factory is further expanded to 5000 TCD and from
20.12.1988 the factory is crushing sugarcane at the rate of 5100 TCD.

Most modern plant equipment’s are installed in our sugar factory. Fibrizer, split carrier,
donally chute, auto cane carrier, auto sulphur burner, continuous centrifugal machine,
vertical continuous crystallizer etc. are some of the same. Over & above, the factory has
installed a 40 tones high pressure boiler for their expansion to 5000 TCD. This boiler is of
Texmaco make and it is the first of its kind installed in Gujarat. The factory has also
installed a high-pressure turbo alternator set, which is also the first unit installed in Gujarat.
The turbine is of APE Belliss India make and alternator is of Jyoti make.

The factory has also installed continuous pan for massecuite boiling with automation,
cooling, and condensing system for constant vacuum on pan and evaporator. Also installed
twin vertical crystallizer for mass cooling.

For air & water environment protection, factory has installed wet scrubber system on all
boilers and diffuser air blowing system, pressure sand filter and pressure carbon filter
system for effluent water treatment.

Factory has installed mill automation system and boiler automation system for better
results. In order to ascertain accurate weight of all materials, factory has installed
computerized load cell base weigh-bridge at all weigh-bridge stations. Normal crushing
days are 200. Expansion programme were done by own funds and in shortest possible time.
The factory has expanded from 1250 TCD to 5000 TCD within a short time of only 10
years. Our authorized share capital of Rs.110 lacs is distributed among 11,105 members
from whom the factory is receiving sugarcane for crushing at the factory. Even though the
factory started production in 1971, within a short time of seven years, we have paid back
the share capital of Rs.39 lacs to the Government and the loan of IFCI and LIC amounting
to Rs.23 lacs. The factory is receiving sugarcane from 183 villages within a radius of 32 k.
mtrs.

AWARDS:

1.Our Society has been awarded the National Efficiency Award for achieving the best results
for the Water & Air Pollution Control measures for two consecutive years, i.e., 1988 and 1989.
The Awards were distributed by the Hon'ble Minister for Co-operation. Looking to the
environmental aspects, we have established and commissioned one Bio-composting Unit, in
which the chemical substitute fertilizer is being produced by using bagasse, press-mud and
spent wash. The compost is being rich manure, we are distributing to the members.

2.We have also received Vasant Dada Patil Award for Best Cooperative Sugar Factory (High
Recovery Area) for the year 2005-06 from M/S. National Federation of Coop. Sugar Factories
Ltd., New Delhi.

3.we have received Shri Nimesh Vashi Golden Jubilee Award for outstanding work in
Environment Conservation & Pollution Control for the year 2008-2009 from the
Southern Gujarat Chamber of Commerce & Industry, Surat.

4.We have received Maximum Export of Sugar — 2nd Price from the National Federation of
Co-operative Sugar Factories Limited, New Delhi for the year 2012-2013.

5.We have received an "Award for Excellence in Improving Productivity" from "The
Southern Gujarat Chamber of Commerce & Industry (SGCCI), Surat presented in its
Golden Jubilee Awards Function 2013-2014, on 16.05.2015.

1.H.R DEPARTMENT

Introduction:

The Human Resources (HR) department is a crucial component of an organization that is


responsible for managing and overseeing various aspects of an organization's workforce. The
HR department's primary goal is to recruit, select, train, develop, and retain the right people
with the necessary skills, experience, and attitude to help the organization achieve its
objectives. The HR department also plays a key role in developing and enforcing policies and
procedures that govern employee behaviour, performance, and benefits. They handle employee
relations, payroll, compensation and benefits, health and safety, employee engagement, and
legal compliance. Additionally, HR professionals provide guidance and support to managers
and employees, ensuring that the organization complies with employment laws and regulations.
They also handle employee grievances, conflicts, and disciplinary actions. Overall, the HR
department is responsible for creating and maintaining a productive, engaged, and motivated
workforce that supports the organization's goals and objectives.

Objective:

1.Recruitment and Staffing: This involves sourcing, selecting, and hiring the right candidates
for job openings. This component includes activities such as job analysis, job descriptions, job
postings, screening resumes, conducting interviews, and making job offers.

2.Training and Development: This component involves identifying and providing training
programs to improve employees' skills, knowledge, and abilities. It also includes providing
opportunities for career development, mentoring, coaching, and performance management.

3.Compensation and Benefits: This component involves designing and managing the
organization's compensation and benefits programs, including salary structures, bonus plans,
health insurance, retirement plans, and other employee benefits.

4.Employee Relations: This component involves maintaining positive relationships between


employees and the organization. It includes handling employee grievances, conflicts, and
disciplinary actions, as well as creating and enforcing policies that govern employee behaviour
and performance.
5.HR Information Systems: This component involves managing and maintaining HR
databases, software, and other systems that support HR processes, such as payroll, time and
attendance, and employee records.

6.Compliance: This component involves ensuring that the organization complies with federal,
state, and local laws and regulations related to employment, such as equal employment
opportunity, labour laws, and workplace safety regulations.

Policies:

1.Health and Safety: Due to the physical nature of work in the sugar industry, the HR
department should have comprehensive policies related to workplace safety, including
measures to prevent accidents, provision of personal protective equipment, and regular safety
training for employees.

2.Recruitment and Selection: Policies related to recruitment and selection should be in place to
attract a diverse pool of candidates, provide fair and equal opportunities to all applicants, and
select the most qualified candidates for the job.

3.Compensation and Benefits: The HR department should have a policy that outlines the
compensation and benefits package offered to employees, including wages, bonuses,
retirement plans, health insurance, and other benefits.

4.Training and Development: Policies related to training and development should be in place
to help employees learn new skills, develop their competencies, and advance their careers
within the organization.

5.Employee Relations: Policies related to employee relations should be in place to promote


positive workplace relationships, resolve conflicts between employees, and provide a fair and

6.Attendance and Leave: Due to the seasonal nature of the sugar industry, attendance policies
and leave policies need to be in place to manage employee absence during peak production
seasons and ensure the smooth operation of the organization.

organization is complying with labour laws, health and safety regulations, and other relevant
legislation.
Human Resource Planning (HRP):

The sugar industry is highly labour-intensive, and therefore, effective HRP is essential to ensure
that the organization has the right people with the necessary skills to meet its production goals.

Some key considerations in HRP: -

1.Production targets: The organization's production targets will determine the number of
employees needed, the types of jobs required, and the necessary skill sets.

2.Seasonal fluctuations: Sugar industries are subject to seasonal fluctuations, which can impact
workforce requirements. Effective HRP should consider these fluctuations and plan for the
necessary adjustments in workforce needs.

3.Technological advancements: As the sugar industry becomes more technologically advanced,


the workforce's skill requirements are changing. HRP should consider the impact of technology
on workforce needs and identify the necessary skills and training programs to keep the
workforce up to date.

4.Employee retention: Employee turnover can be high in the sugar industry due to the seasonal
nature of the work and the physically demanding nature of many jobs. HRP should include
strategies for retaining skilled employees and developing career paths to encourage employee
loyalty and job satisfaction.

5.Compliance: HRP should consider legal and regulatory compliance requirements related to
employment, such as labour laws, health and safety regulations, and equal employment
opportunity laws.

Welfare Activities: -
We are celebrating the Ganesh Utsav every year with the help of Utsav Mandal and are
also celebrating the Navratri Durga Pooja.

CABLE TV FACILITY:
The factory is provided cable TV facility to the residents of colony. The factory is
providing financial assistance for this facility.

TEMPLE:
The factory has constructed an attractive temple for Lord Shiva, which is functioning
better.

MEDICAL AND HEALTH:

Our factory has promoted SANJIVANI HOSPITAL to solve the problems arising
out of scarcity of medical facilities in rural area. This is an important step towards
attachment on community goals through cooperative efforts. This hospital aims to
provide modern medical facilities to rural poor at normal charges and intends to
implement a comprehensive health programme in rural areas. At present a 130
bedded most modern well-equipped hospital is functioning. This hospital provides
all the basic facilities of hospitalization, emergency, and nursing care in a clean
surrounding. The details of facilities are as under:

O.P.D.
This hospital functions fully equipped O.P.D. both in morning and evening
with full time surgeon, physician, orthopaedic surgeon, and gynaecologist
to provide basic facilities. In addition to this, part time visiting Doctors
provides care in dental, ayurvedic and naturopathy.
Emergency Services

The hospital has well equipped causality and emergency services to cater
for both medical and surgical emergencies around the clock with technical
staff and doctors.
Indoor facilities

The hospital has 130 beds capacity with 50 functioning beds at present. In
addition, it has separate burns unit of two beds and ten bedded naturopathy
department. It has well equipped two operation theatres for all minor and
major operation of various disciplines.

X-Ray
The hospital is equipped with one X-Ray unit of 300 MA.

Laboratory

Laboratory is well equipped and capable of performing all investigations.


The hospital runs its own chemist shop which is well stocked and provides almost all the drugs
required in the hospital or prescribed to OPD patients.

The Physiotherapy department takes care of rehabilitations of the orthopaedic cases and
functions under the supervision of Ortho Surgeon, all free of charges, and takes care of
preventive and social aspects.

The hospital has recently opened a full-time naturopathy department with both OPD and
Indoor (10 beds). It is equipped with all possible apparatus. From time to time, the hospital
organizes camps at villages to provide free medical or surgical OPD aid to the surrounding
villagers — eye camp.

STAFF WELFARE:
The factory is keen in staff welfare activities. We have provided about 347 residential
accommodations to staff and workers, which are well constructed with enough space and
ventilation arrangements, 24 hours water supply and electricity supply etc.
The factory is also providing contributions for cultural programmes, entertainment
programmes, recreation club, library etc. As part of staff welfare, a Bal Mandir is being
run by the factory management for encouraging primary, secondary, and higher education
activities. For family planning, the management is donating a good amount every year.

The factory is running the Kalyanji Mehta Vidhyalaya at Chalthan and making financial
assistance to the educational institutions to the nearby area.

STAFF SOCIETY:

Shree Khand Udyog Karmachari Sahakari Mandli Limited has been established in the
factory premises. This society advances loans to the needy members of the society at
nominal interest charges. A fair price shop is also being run by this society to provide all
daily consumable items to the workers on credit basis. All employees of the factory are
members of this society. The employees of the factory are also advanced bank loans on the
undertaking of sugar factory for purchasing cycles, mopeds, television, fridge etc. A Co-
operative Bank, Post Office and two ATM Centre's (S.B.I. & Bank of India) etc. are
functioning in the factory premises to facilitate the employees.
Thus, Shree Chalthan Vibhag Khand Udyog Sahakari Mandli Ltd. has not only created
wide economic opportunities for common people, but also activated the lowest state of
community to participate in the development process. We have made a unique effort to
strengthen the weaker section of the society to benefit enough to participate in the
development process by mobilizing large financial resources in favour of them through
cooperative effort and by providing them with infrastructural facilities and scientific
aptitudes.

results of those campaigns. The team works closely with other departments such as sales,
product development, and customer service to ensure a cohesive and effective approach to
reaching and serving customers.

The marketing department has evolved significantly over the years, and modern marketing
teams have a diverse set of skills and responsibilities. In addition to traditional advertising and
promotion, modern marketing includes digital marketing, social media marketing, content
marketing, search engine optimization (SEO), email marketing, and more. The department
must stay up-to-date with the latest trends and technologies to remain effective in a rapidly
changing business landscape.

Overall, the marketing department is crucial to the success of any business, helping to connect
products and services with the customers who need and want them.
Objective:

The objectives of the marketing department in the sugar manufacturing industry are similar to
those of the sugar industry as a whole, but with a focus on promoting the company's sugar
products to other businesses in the industry. Some of the key objectives of the marketing
department in the sugar manufacturing industry may include:

Increasing market share: One of the primary objectives of the marketing department is to
increase the company's market share by promoting its sugar products to other businesses in the
industry. This can be achieved through targeted marketing campaigns that highlight the quality,
consistency, and value of the company's products.

Building brand awareness: The marketing department is responsible for building and

Chalthan sugar factory is heavy supplier they mostly sell their product to this associations:
1. All Indian Sugar Trade Association (AISTA) and
2. Gujarat State Federation of Co-operative Sugar Ltd.

Above two firms buy Chalthan sugar factory sugars and sell and promote in their own
way.
BY-PRODUCT UTILISATION:

For utilization of bye-product Molasses, Organization has installed a Distillery Unit with
30,000 ltrs. /Day capacity and was expanded to 60,000 ltrs. / Day capacity in 1993. For
production of Anhydrous Ethanol, we have installed a 30,000 ltrs. /Day capacity plant in
2002 with modern Molecular sieve technology. Anhydrous Ethanol is supplied to the Oil
Companies to mix with petrol to promote the fuel — ethanol programme of Government of
India. For distillery effluent treatment, a full fledge composting unit is established and a
compost fertilizer is being sold/distributed amongst our member farmers only.

Loan Arrangement:

Loan is given by factory to the members @ Rs.30, OOO/- per acre for plant and
Rs.25, OOO/- per acre for ratoon. The factory obtain loan from the Surat District
Cooperative Bank Ltd. and distribute same to members by charging 0.5% more
interest than the bank interest. Loan is recovered from the cane price.
