The Zambia Compulsory Standards Agency (ZCSA) is a body corporate created by the
Compulsory Standards Act No. 3 of 2017 whose mandate is to inter alia administer,
maintain, and ensure compliance with compulsory standards.
The Zambia Compulsory Standards Agency wishes to invite suitably qualified and
experienced individuals to fill the vacant positions of Director — Domestic Quality
Monitoring, Director - Import Quality Monitoring, Director — Legal and
Compliance/Board Secretary, Director - Corporate Services, Director — Finance and
rector — Internal Audit.
1. DIRECTOR — DOMESTIC QUALITY MONITORING - ZCS02 x1 (Lusaka)
A. KEY RESPONSIBILITIES
> Coordinates and manages effectively, local inspections of local products and
services in order to ensure compliance with compulsory standards:
> Coordinates and manages timely, analysis of applications and related documents in
order to ensure issuance of pre-import licenses;
> Coordinates and manages periodically, the conduct of market surveillances in order
to ensure continued post-market compliance with compulsory standards;
> Coordinates and manages regularly, the maintenance and updating of the import
inspections database in order to facilitate storage, retrieval and processing of
information;
Coordinates and manages timely, the conduct of investigations on consumer
complaints in order to address the risks and provide remedial measure:
Coordinates and manages periodically, the preparation and publication of domestic
quality monitoring reports in order to facilitate informed decision making:
> Coordinates and manages timely, development of work plans and implementation
of Annual Performance Appraisal System(APAS) in order to monitor, evaluate and
enhance performance;
Coordinates and manages effectivi of human, financial and other
resources in order to facilitate ac] f >ntal objectives.

A. KEY RESPONSIBILITIES
> Coordinates and manages effectively, import inspections in order to ensure foreign

> Coordinates and manages timely, analysis of applications and related documents in
order to facilitate issuance of pre-import licenses;
> Coordinates and manages periodically, the conduct of market surveillances in order

A.KEY RESPONSIBILITIES
> Coordinates and manages effectively the provision of legal services in order to
ensure compliance with the law;
> Provides timely, secretariat services to the Board in order to facilitate the
conduct of board business;
> Coordinates and manages timely, review and preparation of contracts and other
legal documents in order to ensure compliance and safeguard the interests of
the Agency;
» Coordinates and manages timely, prosecutions of non-compliant cases in order
to enforce compulsory standards;
> Coordinates and manages effectively, the monitoring and evaluation of
adherence to Compulsory Standards in order to establish compliance levels;
Coordinates and manages accurately, the conduct of risk assessment in order to
formulate responsive approaches;
> Coordinates and manages effectively, the preparation of work plans and
implementation of the Annual Performance Appraisal System (APAS) in order
to facilitate the monitoring and evaluation of performance;
» Coordinates and manages effectively, human, financial and other resources in
order to facilitate the achievement of departmental objectives.

Bachelor of Law
Advocate of the High Court
Minimum eight (8) years relevant experience of which three (3) years should be at

» Coordinates timely, preparation of the annual budget in order to mobilize financial
resources for the Agency.
» Manages effectively, the monitoring of expenditure in order to ensure spending is in
line within the approved budget and financial regulations
» Manages effectively, the development and implementation of internal controls in order
to enhance transparency and accountability in the utilization of financial and material
resources
Manages timely, the management of risks in order to mitigate losses
Coordinates timely, the preparation of responses to audit queries in order to facilitate

A. KEY RESPONSIBILITIES
% Coordinates and Manages effectively audit assignments in order to ensure
adherence to internal controls in the use of public resources;
Monitors effectively the implementation of risk management procedures in order to
mitigate risks in the use of public resources:
* Coordinates and Manages effectively the monitoring of system controls in order to
enhance adherence to financial regulations and procedures;
» Coordinates and Manages effectively the conduct of audit reviews and appraisal of
intemal controls in order to assess their relevance and facilitate decision making;
