THROUGH CASH FOR WORK PROGRAM

INTRODUCTION

The Municipality of Solano is one among the municipalities of Nueva Vizcaya


which is as geologically hazardous and low susceptibility to moderate susceptibility to
flooding (figure 1) and due to climate changes drought is also a main problem to farmers,
the persistent lack of rainfall could lead to considerable moisture stress for rice, and corn
crops in all stages.

Moreover, municipality usually affected by tropical storms, and typhoons. These events
triggers landslides, flash floods, mudslides and widespread floods which can cause
destruction and soil erosion occurs along the riverbanks of the Magat River. The worst
erosion so far occurred along the main roads of Barangay where it is almost completely
washed out together with agricultural lands and residential areas. Landslide and erosion
also occur on the mountain sides at Barangay Communal and Bangaan, the only
barangay dominated by mountains. Croplands and barangay roads were affected by
landslide.

There are three (3) major sub watersheds identified in the municipality. These
watersheds are important in the regulation of quantity and quality water not only for
the municipality but for the region as well. Where, Lanog Sub-Watershed (SW2) is the
largest with an approximate area of 4,928.5872 hectares or 47.86% of the total land
area of the municipality of Solano. This sub-watershed cover barangays Aggub
(650.1492ha), Bangaan (245.6317ha), Bascaran (14.6083ha), Communal (602.1275ha),
Concepcion (300.6361ha), Lactawan (251.6939ha), Osmeña (183.7616ha), P.D. Galima
(209.6962ha), Quezon (140.8612ha), San Juan (393.2001ha), San Luis (283.7779ha),
Tucal (363.1722ha), Uddiawan (881.3697ha), and Wacal (407.9016ha). This sub-
watershed comprises Alfredo Creek, Andarayan Creek, Bangaan Creek, Barasibit Creek,
Caupligan Creek, Kimmatigid Creek, Lanog River, Maratungawan Creek, Nanguyatan
Creek, and Wacal Creek. (FLUP 2020-2030)

The crises brought by the COVID 19 Pandemic which increases the suffering of our
community where the poorest of the poor have fewer resource to support their basic
daily living and cannot afford to have savings, health insurance, education especially
food security.

With this, aims to help and contribute a lot to lessen the vulnerability of the beneficiaries
and to their community activities related to livelihood, prevention from drought and
flooding. Bamboos that will be planted in Bangaan Hill are drought tolerant, can control
erosion and flooding. It also saves the forest creating sustainable income generation
alternative to wood cutting, charcoal and bamboo shoots for the beneficiaries.

There were three hundred (300) individuals benefitted from the said program of the
Department of Social Welfare and Development Office. This program aims to strengthen
the resiliency of both natural systems and the urban built environment, as well as to
reinforce the adaptive capacities of vulnerable groups and communities in the country.

The said activities were funded by the DSWD RO2 amounting to Php
1,125,000.00 and a counterpart from the Local Government of Solano with a sum of
Php 299,800.

Somehow, through the Cash for Work Program of the Department of Social
Welfare and Development in Partnership with the Local Government Unit particularly
with the Municipal Social Welfare and Development Office, and the Municipal General
Services Office, the vulnerable families can provide income support/temporary
employment for their families to meet their essential needs. Further, it is also beneficial
to the recipient barangay as it helps in the rehabilitation of the community especially in
controlling flash floods, landslide and beautification of Bangaan Rolling Hill.

During the implementation of the RRP CCAM, the beneficiaries were divided into

SUMMARY OF THE ACTIVTIES PER PROJECT/SITE

There were three hundred (300) recipients who underwent orientation on August
15, 2023, at Barangay Bangaan Hall, Solano, Nueva Vizcaya. These beneficiaries were
from Barangay Wacal with 51 beneficiaries, Barangay Uddiawan 102 beneficiaries, while
Barangay Bangaan has 147 beneficiaries.

On September 4, 2023, the beneficiaries started the project and ended on


October 6, 2023. But on the second day, there are beneficiaries had give up ascribed to
that the site is far, steep and also the weather. From 300 beneficiaries, only 278
continued the project. The beneficiaries where group into 2 batches to maximize the
activities and allotted working days.

IMPACT AND BENEFIT OF PROJECTS IN THE COMMUNITIES, BENEFICIARIES AND


ENVIRONMENT

The Municipality of Solano purchased 8000 pcs of bamboo seedling and compost
fertilizer. These bamboo seedlings were planted at Bangaan Rolling Hills and along
roadside of it. Bamboo has been used for a lot of purposes which can absorbs carbon
dioxide and release 35% more oxygen into the atmosphere than an equivalent stand of
hardwood trees. It can also best soil erosion and flood control and protect us from
climate change worsened.

This activity aims to protect the watershed and to contribute to lessen the climate
change we are experiencing and to promote awareness to our people to have initiative
to be more responsible and to have a long-term solution in responding to our Mother
Nature for greener and healthier environment.

After 3-5 years these bamboos planted can benefit the community, providing
them bamboo shoots, furniture and other livelihood for any future plans.
