COURSE DESCRIPTION

This course deals with the process and procedure in the preparation of a structure plan within the context
of the Malaysian development plan system as stipulated in the Town and CountryPlanning Act 1976 (Act
172). Students are required in a group to prepare a new structure plan or to revise the present structure
plan of a selected state in the country. The State Structure Plan will consist of a key diagram/s with other
illustrations and sketches where necessary and a written statement of general nor strategic policies,
course of actions and flagship projects covering comprehensive sectors for a state as the basis of the
guidance in the preparation of Local Plan.

COURSE LEARNING OUTCOMES (CLO)

Upon successful completion of this course, students should be able to:


1. Determine issues and holistic solutions into development strategies to overcome broad range of
state issues (C4).
2. Perform digital skills on secondary data acquisition and analysis based on-site investigation (P4).
3. Manipulate qualitative and quantitative techniques used to prepare a comprehensive state
structure plan (P4).
4. Initiate responsibility and strong leadership skills in carrying out sectorial studies (A3).

PROJECT DESCRIPTION
“Structure plan”, in relation to an area, means the structure plan for the area, and any alteration of the
plan, having effect in the area by virtue of subsection 10(6); and, in relation to any land or building, means
the structure plan, as so defined, for the area in which the land or building is situated; and “draft structure
plan” shall be construed as the context requires; (Section 2, Act 172)
A draft structure plan for an area shall contain or be accompanied by such diagrams, illustrations, and
descriptive matter for the purpose of explaining or illustrating the proposals in the plan, or as may be
prescribed.

The Draft Structure Plan is a written statement that formulate the policy and general proposals of the
State Authority in respect of the development and use of land in that State.
This includes measures for:

(a) the improvement of the physical living environment, the improvement of communications, the
management of traffic, the improvement of socio-economic well-being and the promotion of economic
growth, and for facilitating sustainable development;
(b) stating the relationship of those proposals to general proposals for the development and use of land
in the neighbouring areas that may be expected to affect that area; and
(c) containing such other matters as may be prescribed

For this semester, PERLIS is chosen as the site for this course.
