B. Reason
This manufacturing malfunction may cause the rigid barrier not to comply
with the requirements of a 9G emergency landing.
C. Description
This Service Bulletin provides loading restrictions to allow operation with the
current 9G rigid barrier installation until a repair for the 9G rigid barrier is
implemented or the current rigid barrier is re-approved for use.
The loading restrictions include reducing the cargo weights per each loading
configuration and the use of additional straps when necessary.
D. Compliance
This SB must be accomplished prior to operation with any main deck cargo
loading configuration.
Note: When using lower lobes only, there are no limitations other than the
existing limitations provided within the Weight and Balance manual.

Whenever operating the special freighter with cargo loaded in the main deck
follow the IAI W&B supplement manual instructions except as follows:
1. Instead of using the maximum main deck load limits provided within the IAI
W&B supplement manual at Chapter 1-64-001, use the load limits provided in
Appendix A of this Service Bulletin per each loading configuration.
2. IAI W&B supplement Chapter 1-65-001 is to be disregarded for all conversions.
3. For 737-700BDSF IAI W&B supplement only, Chapter 1-68-002 Main Deck Tie-
Down Limitations are to be disregarded and Configurations 10, 11, 12 and 13
are not allowed.
4. When the Appendix A load limits call for using additional straps (1 to 4 straps
per cargo position), install the straps as follows:
4.1. The straps must be certified for a minimum rating of 7500 lbs (or stronger)
and the studs must be certified for a minimum rating of 5000 lbs (you can
use P\N 47981-10 Double Stud Cargo Fitting, equivalent or stronger). See
Appendix B guidelines.
4.1.1. Install straps as shown in Figure 1 for all cargo positions using
tiedowns along seat tracks LH and RH 60.7, except for the most AFT
position for which tiedowns along seat tracks LH and RH 45.5 should
be used.
4.2. For the 737-700BDSF conversions the most FWD cargo position (P1)
does not require straps in any configuration.
4.2.1 Distance between tiedowns must be 20 inches minimum.
4.2.2. Follow Appendix B cargo tiedown general guidelines.
Note: These additional instructions are terminated once an approved repair to the
9G rigid barrier is accomplished or an approval of the current rigid barrier is
provided.

Good judgment must be used in selecting the location and number of tiedowns to
give sufficient safety margin for uneven strap and net stretch, strap and cargo
slippage, and for varying combination of rings used. To prevent overloading of
hardware, ring loops should be correctly oriented as closely as possible to the
strap direction.
Do not mix different stiffnesses for tiedown straps (for example: kevlar and nylon
webs) when restraining cargo. Mixing strap stiffnesses may cause premature
failure of the stiffer strap.
Tiedown on the main deck is limited to the tiedown locations identified in Figure 1
of this IAI Service Bulletin. Tiedown to any other point is not allowed.
The loaded pallet must be within the Center of Gravity (CG) limitations specified
in this Weight and Balance Control and Loading Supplement.
The cargo must not become a hazard to the airplane structure or systems by
separating, breaking apart, or deforming and allowing the discharge of its
contents when subject to ultimate flight loads.
The pallet used in the buildup of the ULD must be a TSO-C90. Substitution is
approved in the applicable Weight and Balance Control and Loading
Supplement.
Inspect restraints on each leg of the flight prior to take-off and verify cargo has
not shifted.
The cargo restraint straps must be rated at a minimum of 7500 LB (3410 KG)
and must use double stud fittings for attachment to the seat tracks. The double
stud fittings that attach to the seat tracks must be rated for 5000 LB (2268 KG) or
stronger.
The strapping arrangement must prevent cargo from overturning when subject to
ultimate loads.
All cargo restraint straps bearing load in the same direction of restraint must be
equally tensioned as close as possible in order to ensure they equally bear the
restraint forces in the event of an in-flight load. Straps should be tensioned
without any slack, but also not tensioned to excess. For ratchet type tensioning
devices, there must be a minimum of two full webbing wraps around the
mandrel, cylinder, spool or equivalent once the strap is fully tensioned.
If a cargo restraint strap is to be placed over a sharp corner or sharp edge on the
cargo, then protection must be placed between the strap’s webbing and the
sharp corner or edge to prevent damage to the strap’s webbing.
Care should be taken to provide positive protection against the risk of downward
sliding of any straps bearing in a horizontal direction of restraint, either by
tightening them immediately over an adequate protrusion of the load, e.g.
horizontal batten, or comparable protrusion in a wooden crate’s wall, etc., or if
