1 简介

1 Brief introduction

本计划是为满足 MARPOL 附则 VI 第 14.1 和 14.4 条的排放要求而设置的，采用

EGC 废气清洗装置清洗 SOx （部分或全部）的所有船舶，都应备有一份经主管部门批准
的 SOx 排放符合计划（SECP）。
This plan is arranged for complying with the requirements of regulations 14.1 and 14.4 of
MARPOL Annex VI, which is for all ships use an Exhaust Gas Cleaning (EGC) unit, in part or
in total, there should be a SECP for the ship, approved by the Administration.
本 SECP 应列出了每个需要满足 MARPOL 附则 VI 要求的燃油燃烧设备。
The SECP has listed each item of fuel oil combustion equipment which is to meet the
requirements for operating in accordance with the requirements of MARPOL Annex VI.
检验采用方案 B，SECP 说明了如何通过连续废气排放监测数据，证明船舶总的 SO2
（ppm） /CO2（%）比值符合 MARPOL 附则 VI 第 14.1 和/或 14.4 条要求。无法安
装 EGC 装置的燃油燃烧设备也应列入了 SECP 符合计划中。对于这些不能安装 EGC 装
置的燃油燃烧设备，应使用符合 MARPOL 附则 VI 第 14.1 和/或 14.4 条要求的燃油。
The test uses Scheme B, it also presents how continuous exhaust gas emissions monitoring
system (CEMS) to demonstrate that the ships total SO2 (ppm) / CO2 (%) ratio is comparable to
the requirements of regulation 14.1 and/or 14.4 of MARPOL Annex VI. The fuel combustion
equipment that cannot be installed to EGC devices should also be included in the SECP. For
these fuel combustion equipment that cannot be installed to EGC devices, the used fuel should
comparable to the requirements of regulation 14.1 and/or 14.4 of MARPOL Annex VI.
SOx 及洗涤水的排放需要满足当地的法规要求。
SOx and washwater emissions need to meet local regulatory requirements.

本 EGC 产品设置洗涤塔一件，接入洗涤塔的燃油燃烧设备有主机、三台辅机及两台
锅炉，均设置旁通(便于维修)。

There is 1 Scrubber for the EGC device, and the fuel combustion equipment connected to
the Scrubber are: 1×M/E, 3×A/Es and 2× Boilers. By-passes are set for M/E, AE 1&2&3 and 2
boilers (Easy to maintenance).

除上述 3.1 条所述的设备外，其他燃油燃烧设备不接入 EGC 装置，需使用符合公约
要求的燃油，在进入控排区域时由船员提前更换燃油并记录燃油类型。
Except the equipment described above in 3.1, other fuel Combustion equipment shall not
be connected to EGC devices, which shall use compliant fuel in order to be compliant with
regulation, when entering the emission control areas (ECA), the crew should change fuel in
advance and record the type of fuel.

4 燃油硫含量限值与 SO2/CO2 比值

4 Sulphur content limit of fuel & the ratio value of SO2/CO2

燃油硫含量与废气排放中 SO2(ppm)/CO2(% v/v)的比值存在对应的关系,详见表 1。本

EGC 装置的 SOx 去除率等效于燃油硫含量 0.1%（m/m%），即 SO2/CO2(% v/v)比值为 4.3。
The sulfur content of fuel and the ratio value of SO2 (ppm)/CO2 (% v/v) in emission
exhaust gas has corresponding relation, the details are shown in table 1. The removal efficiency
of SOx of this EGC device is equivalent to 0.1%S in MGO that is the SO2/CO2 ratio is 4.3.

5 符合性证明

5 Demonstration of Compliance

本装置使用废气在线排放监控系统进行数据连续监测和记录来证明符合性，使用的
在线排放监控系统为：供货商为 SICK，型号为 MARSIC 300。需要连续监测和记录以下

This device uses exhaust gas Continuous Emissions Monitoring System (CEMS) to
monitor continuously and record the data to demonstrate compliance, the manufacture of
CEMS is SICK with the type of MARSIC 300, and the following parameters should be
monitored continuously and recorded.
1）燃油燃烧—数据记录装置将记录发动机的负荷。
1) Fuel oil Combustion –Engine load shall be recorded by the Data Recording Device.
2) 操作参数

洗涤塔入口废气压力；

5) Inlet water quality: turbidity, pH & temperature. Discharge water quality: turbidity, pH, PAH C
& temperature. This device uses Water Quality Monitoring System (WQMS) to monitor
continuously and record the data, the manufacture of WQMS is SIGRIST, it is Scrubber Guard
serial.
6）数据记录设备是控制与监控系统的一部分, 将记录足够的信息，证明 EGC 系统没有在
不兼容模式下运行(ref. ETM-B 手册)。
6) The Data Recording Device is one part of the control and monitoring system, will record
sufficient information to prove that the EGC system has not been operated in a non-compliant
mode, (ref. ETM-B Manual).

具有只读功能的强篡改设计，记录了 MEPC.259(68)段所要求的数据:4.4.7、5.4.2，10.3

Has robust tamper proof design with read-only capability and can record all the data
required by MEPC.259 (68) sections: 4.4.7, 5.4.2 and 10.3 against UTC and ships position by a
Global Navigational Satellite System.

8) The predefined interval that is shorter than 0,0035Hz, the data loggers write the values of
each log group into a database file together with UTC time stamp and ships position.
