LOCATION IN SAUDI ARABIA
KEY DATA FINDINGS
▪ Consumer foodservice through travel is the best performing non-standalone category in 2022,
with foodservice value sales increasing by 25% in current terms to SAR2.1 billion
▪ Consumer foodservice through standalone sees foodservice value sales increase by 8% in
current terms to SAR45.5 billion in the same year
▪ Over the forecast period, consumer foodservice through travel will be the best performing
non-standalone category, rising at a current value CAGR of 14% (2022 constant value CAGR
of 12%) to SAR4.1 billion
▪ Consumer foodservice through standalone will increase at a current value CAGR of 10%
(2022 constant value CAGR of 8%) to SAR73.7 billion over the same period

2022 DEVELOPMENTS

Standalone remains the dominant consumer foodservice location type in


2022
Standalone outlets proved more resilient to the effects of COVID-19 than non-standalone
counterparts as players shifted to online sales, due in part to the effects of travel bans and other
mobility restrictions. Beyond the effects of low level of tourism, non-standalone locations also
suffered from the widespread closure of shopping malls and shopping centres, which were
completely closed, whilst standalone outlets in limited-service restaurants and street
stalls/kiosks were able to cushion the financial blow of COVID-19 by using their drive-through
windows and implementing extra health and hygiene measures to boost sales.
In other categories, such as cafés/bars, full-service restaurants and self-service cafeterias,
demand decreased at a sharper rate due to their locations and service models. Cafés/bars
suffered strongly in terms of online versus offline sales as players in this category were not able
to cushion the financial blow of COVID-19 by switching to online sales as effectively as many of
their counterparts in limited-service restaurants could. Limited-service restaurants were best
placed to benefit from the switch to online sales, whilst players in full-service restaurants were
less successful in making this switch. Street stalls/kiosks gained access to some online sales
through aggregator apps, as most players did not already have an online presence.
In 2022, standalone maintained a dominant share of transactions, value sales and number of
outlets in consumer foodservice in Saudi Arabia. The channel has continued to recover from the
effects of the Coronavirus (COVID-19) pandemic, which created challenges across the board,
including retail, with the closure of shopping malls, etc. Even when shopping malls reopened as
COVID-19 restrictions were eased and lifted, consumers did not return to these retail locations
in the same numbers due to a residual fear of infection, as well as lingering economic concerns.
Moreover, some pandemic restrictions remained active, such as allowing only consumers
holding “Green Status” on the Tawakkalna app (the official Saudi Arabian Contact Tracing app)
to enter shopping malls. Nonetheless, like other locations, consumer foodservice through retail
has started the journey to recovery in light of the reopening of retailing in the country.

Other consumer foodservice locations recover in 2022


After the lifting of COVID-19 pandemic restrictions, consumer foodservice locations through
travel, leisure and lodging picked up in terms of traffic, transactions, value sales and outlets to
register a positive performance in 2022. These consumer foodservice locations are expected to
continue their recovery from the COVID-19 crisis and maintain healthy growth performances in
transactions, value sales and outlets over the forecast period. Supported by the country’s Vision
2030 strategy, Saudi Arabia is becoming an increasingly attractive country to investors, and
foodservice locations play an important role in building an entertainment infrastructure to win
over entrepreneurs, companies and consumers. More and more tourists are expected to come
and explore the newly reformed country as cultural changes and openness foster a burgeoning
of entertainment and leisure attractions, to the benefit of consumer foodservice.

Consumer foodservice continues recovery as international travel


resumes
Whilst locations in all cities of Saudi Arabia suffered losses due to cancelled concerts and
other seasonal events, Makkah was the hardest hit due to the Saudi Arabian government’s
suspension of religious pilgrimages for Umrah and limits on the number of Hajj pilgrims from
millions of international travellers to the low tens of thousands of local worshippers. This, in turn,
had a negative impact on restaurants and other consumer foodservice outlets in leisure, lodging,
retail and travel locations, as international tourists and pilgrims are usually a key target audience
for these outlets. Emergency international flights were permitted in September 2020, but these
were limited to unique situations related to international students, foreign workers or for
emergency medical care. As such, the easing of restrictions did not have a positive impact on
sales to non-standalone outlets in Saudi Arabia. Consumers foodservice through travel
recovered in 2021 due to the resumption of international flights mid-year, and this recovery as
sustain in the final year of the review period as the global travel situation improved further.
In this vein, the resumption of Hajj and Umrah pilgrimages as the country continues to emerge
out of the COVID-19 pandemic is set to have a powerful impact on consumer foodservice in
Saudi Arabia through traffic, sales and outlet expansion in Makkah and Madinah. This effect
was already visible in 2022, but is set to develop and grow as the forecast period progresses.
Importantly, during 2022 all flight restrictions on certain countries were lifted. The resumption of
flights to previously these countries led to a significantly improved performance in travel and
tourism for consumer foodservice through travel, as well as retail, lodging and leisure locations.
With the ongoing development of Saudi Arabia as a market and its travel and tourism industry,
the number of visitors to the kingdom is only expected to grow.

PROSPECTS AND OPPORTUNITIES

Tourism to push healthy growth in hospitality locations over the forecast


period
Vision 2030’s focus includes the growing of the number and types of entertainment events
available in Saudi Arabia Kingdom. This, in turn, is set to boost transactions and foodservice
value (constant 2022 prices) sales through leisure locations, as well as increase the number of
outlets as investors see important growth opportunities in the channel. There is a strong focus
on the Riyadh and Jeddah Seasons, when many players come from abroad specially to open
restaurants and cafés during these seasons. Among the most prominent entrants in this regard
are Kuwaiti brands. Once the seasons end, the foreign players close their operations and return
with the onset of the next Riyadh and Jeddah Seasons.

The prospects for consumer foodservice are significantly brightened by the anticipated fuller
recovery of tourism in the forecast period. Consumer foodservice locations are set to benefit
strongly from the return of religious and other types of tourists. There are predicted to be strong
increases in transactions and value (constant 2022 prices) sales in non-standalone consumer
foodservice outlets, as land, sea and air borders have reopened, with international travel
permitted for international tourists. It is expected that consumer foodservice outlets in the
hospitality categories of travel and lodging will join consumer foodservice through retail and
consumer foodservice through leisure in registering healthy growth results. Leisure and retail
locations reopened earlier than travel and lodging locations, which may have seen consumers
gained trust in these locations much sooner than in tourist locations, which are known for large
crowds of worshipers and visitors. However, by the end of the review period, the fast-improving
global travel situation fostered similar trust in these more hospitality-focused locations.

Changing lifestyles to inform consumer foodservice preferences


Overall, eat-in and takeaway sales are projected to grow over the forecast period, reflecting
consumers’ return to pre-COVID-19 dining habits. However, eat-in and takeaway sales are not
expected to return to the pre-pandemic 2019 level by the end of the forecast period, reflecting
the extent of the slump in consumer foodservice and changing preferences of consumers due to
the COVID-19 crisis in Saudi Arabia. Moreover, the inflationary environment and high cost of
living may deter some consumers or limit their use of consumer foodservice in the short term, at
least. Meanwhile, albeit from a much lower base than eat-in, home delivery is projected to see
fast foodservice value growth to far exceed its pre-pandemic 2019 level and gain share within
the industry. Indeed, home delivery sales benefited from the restrictions imposed due to COVID-
19 to grow apace in 2020 and 2021. The strong popularity of the format remained robust in
2022, despite the easing and lifting of restrictions on eat-in.
During the COVID-19 pandemic consumers found home delivery services to be a quick,
convenient and safer option, and these services are only expected to gain popularity in the
forecast period. As consumer lifestyles become more hectic with the return to work, school and
social norms, and the delivery infrastructure continues to develop and grow, more people are
likely to turn to delivery services, especially over takeaway, but also eat-in. Drive-through also
benefited from convenience and safety perceptions during the pandemic and this format is also
predicted to see fast foodservice value growth to increase its share, mainly at the expense of
takeaway, but also eat-in. Like home delivery, the drive-through offer and infrastructure is
developing and growing fast. Importantly, the lifestyles of Saudi Arabian consumers is set to
continue to Westernise in the forecast period, with many people adopting Western demand
trends, such as easy living and convenience. This development is expected to be supported by
the large, growing population of young consumers, including women, who continue to rapidly
enter the workforce in Saudi Arabia.

Digitalisation to boost home delivery while stronger weight of local


consumers informs location strategies
In line with the Saudi Vision 2030 initiative, more consumers are expected to adopt digital
mobile payments via debit and credit cards and use new payment options, such as Apply Pay,
STC Pay and others. This is also predicted to support the development and growth of home
delivery over the forecast period, enabling it to continue to win consumers away from both eat-in
and takeaway in the short to medium term.
In light of the government’s investment in the country’s economy, as well as changing and
improving lifestyles of local consumers, supported by “Saudisation” and growing female
employment, consumer foodservice is set to continue on its road to recovery in the aftermath of

COVID-19. The reduced footfall of expats since before the outbreak of COVID-19 was gradually
replaced by local people. This stimulated industry players to expand their brands by often
reopening standalone branches, where there was enough demand to ensure profitability. While
the reopening of society may see higher footfall from expats, the weight of local people in
consumer foodservice is only expected to grow and inform industry players’ location strategies.
