Re: No extension of service life for old passenger vans
The real reason for those operators' requests for extension is that they are
unable to afford to replace their vans with minibuses. After years of operating vans, the
operators are financially weak. Their operations are not organized businesses; and in the
first place, they were not qualified to subcontract a public transport project. Instead of
replacing those old vans, it is those shady contractors that should be replaced.

Facebook has struggled to limit harmful content on its networks, such as content that
feeds ethnic violence, distributes misinformation, or facilitates election interference.
Personal data helps the perpetrators target their messages to certain groups of
Facebook users. Identifying, verifying, and policing content will be beyond
5 the outside assessor's mandate. Ironically, steps to enhance privacy, such as ensuring
end-to-end encryption across all of Facebook's messaging platforms will help in
protecting the identity of the spreaders of harmful messages, rather than help in
exposing them and their actions.
Access to Facebook seems free, because it costs no money, but users pay with
10 their data. The assessor should ask if, in terms of privacy, the users are being charged
fairly for the service they're receiving. That raises the question of what a “fair” price is
for what Facebook provides.
Normally, a price is set by a competitive market, where customers can choose from
a range of service providers. This is not true on Facebook, where there are high
15 costs. Once again, these are not financial costs, but costs in terms of time and
effort, which leaves no other options similar to Facebook that are able to offer
equivalent services.
Any network becomes increasingly valuable as more and more people join it, which
means that it also becomes increasingly hard to leave. Looking to the future, the
20 company is making the price of leaving Facebook even higher, by planning
to consolidate its data-collection power by integrating its various apps

46. According to Paragraph 1, Facebook has _________. (2 points)

(1) dreaded causing violence in society
(2) never intended to house harmful content
(3) never attempted to post harmful content
(4) helped perpetrators to target certain users

(3) with the help of technologies used by Facebook
(4) without Facebook's attempt to reveal the identity

48. From Paragraph 2, we learn that __________. (2 points)

(1) Facebook's users in fact have to pay money
(2) the outside assessor has not done their job well
(3) there is doubt about the safety of the users' data
(4) the amount of money paid by the users is not fair

49. The underlined word, “high costs”, Line 14 refers to the ______.
(1) costs of other available equivalent services
(2) costs of choosing another service provider
(3) amount of money one has to pay Facebook
(4) things users lose if they stop using Facebook

50. According to the Lines 18-20, __________. (2 points)

valuable
(2) the integration of various applications prohibits any user from leaving
Facebook

want to leave
