2 Executive Summary
NEOM intends to award a Design & Build Construction tender for building a 1,068 MLD pumping station
in Duba which will pump potable water to Gayal through twin 2,000 mm diameter pipes over
approximately 115 km to be laid in a utility culvert with a connection to the existing High Point Reservoir
and with cross connections to the existing 1,200 mm diameter SWCC main. Future connections will be
provided at multiple locations to be agreed in the course of the project. The pipe will terminate around
chainage 108.8 km (reference is made to the Phase 5 NWC transmission line which coincides with the
new Line alignment interface). Typical valve chambers will have to be provided before and after the
mirror Line in order to allow for future connections.

Terms of Reference have been provided for the geotechnical and geophysical investigations along the
alignment as detailed in this document.

3 General

3.1 Introduction

NEOM intends to award a Design & Build Construction package for building a 1,068 MLD pumping
station in Duba which will pump potable water to Gayal via twin 2,000 mm diameter pipes over
approximately 115 km.

The scope of works includes concept design of all civil and electromechanical works related to the
proposed pipeline conveyance system, culvert, and pumping station.

3.2 Objective of the Project

The overall objective of the project is to provide the necessary infrastructure required to transfer potable
water to Gayal. It is also proposed to connect to the existing 1,200 mm diameter pipeline and a number
of reservoirs and connection provisions along the route.

This is to be achieved through the following key features of the Project.

 A potable water pumping station of up to 1,068 MLD capacity to transfer the potable water from
the proposed NEOM desalination plant to Gayal. The capacity of the pump station shall be
confirmed based on the overall demand required by the NEOM masterplan.
 The pump station shall also accommodate two future pump groups that will supply water to the
Hisma Desert & Upper Valley and Southern Hub Reservoirs. The tentative flows for these pump
groups is 750 MLD and 323 MLD respectively.
 A potable water conveyance line of twin 2,000 mm diameter carbon steel pipes is proposed to
convey the potable water from the proposed pump station to Gayal.
 The twin pipeline is to be laid within a utility culvert with provision for a third 2,000 mm diameter
pipeline in the future

3.3 Scope of Project

The scope of work for the project related to the potable water conveyance works to Gayal includes the
following:

 Concept design for the conveyance pipeline including all associated fittings and valve works.
 Concept design for the culvert housing the conveyance pipeline.
 Concept design for the potable water pump station including associated civil, electrical and
mechanical works including Motor Control and SCADA.

3.4 Project Site

The project site is located in the coastal region of NEOM. NEOM is the planned independent economic
zone in the Northwest of Saudi Arabia. The proposed General Layout plan for the project area showing
the proposed alignment of the potable water conveyance system is shown in Figure 3-1:

3.5 TOR for Soil and Geophysical Investigation Works

The services to be rendered by the contractor under this TOR are aimed at providing a comprehensive
Geotechnical Report package necessary for the design and construction of the transmission pipeline
and pump station.

The main objective of the geotechnical investigation is to conduct Geotechnical surveys / investigations
for the project site and determine:

 Ground conditions along the route


- Soil bearing capacity
- Suitability of the soil for compaction and back filling
- Compressibility and swelling of soil
- Level and depth of the suitable soil for foundation
- Type of foundations
- Surface water level determination
- Method for soil improvement/replacement if needed
 Prepare the complete and detailed geotechnical report

Further additional ground investigation should be undertaken by the Design and Build Contractor to
satisfy his design requirements as per NEOM-NEN-PRC-001.

4 Site Appraisal

4.1 Existing Information

Some previous investigation information is available along the parts of the route at selected potential
quarry zones to evaluate the suitability of the material for use in earthworks. The location of the existing
boreholes and Trial Pits is shown in Figure 4-1.

4.2 Ground Model

As per available information the following geological conditions are expected to be encountered on site:

 0.5-3 m of fine to medium silty Sand


 >10 m of completely weathered Granite/Andesite
As the existing data does not cover the proposed route, detailed Ground investigation is required to
confirm the ground conditions, thickness of the different layers and geotechnical design parameters
representative of the different geological units to be used in the design.

5 Scope of Geotechnical Investigation

5.1 Exploratory Holes

Boreholes and Trial Pits are proposed to be undertaken to determine the nature and condition of the
ground material from existing ground surface level and to confirm the existing ground investigation
information.

Investigation point quantities at the proposed development are shown in Table 5-1. Sketches showing
the locations of the proposed exploratory holes are included in Appendix A.

The chainages indicated in Table 5-3 relate to each pump station to allow changes to the alignment to
be made without affecting the chainage reference along the whole pipeline alignment. As such, each
chainage is prefixed with the pumpstation where the chainage measurement begins.

5.2 Field Testing

The following testing shall be carried out:

5.3 Laboratory Testing

Laboratory testing of soil and rock samples shall be undertaken to determine the physical, mechanical
and chemical properties of the strata. Laboratory testing shall be undertaken by an SASO/UKAS
accredited laboratory, approved by the Employer. Laboratory tests required for the retrieved soil and
rock samples are listed in the following:

5.4 Reporting

A ground investigation report shall be prepared in accordance with appropriate International Standards
(ASTM, BSI, European Norm). The reporting shall be in accordance with the requirements set out in
schedule S1.21 of the Specification section of this document and the following references.

6 Scope of Geophysical Investigation

6.1 Electrical Resistivity Tests

Geophysical investigations are required to measure soil resistivity at the same interval as the
geotechnical investigations to be used for cathodic protection calculation (as per ASTM STP 741) by
the Design-Build contractor, identify any potential cavities within the Pumping stations site, and identify
the depth of the bedrock formation and any potential hidden faults.

Investigation point quantities at the proposed development are shown in Table 6-1. Sketches showing
the locations of the proposed exploratory holes are included in Appendix A.

6.2 P&S Suspension Logging (Seismic Downhole)

Suspension P-S velocity logging is a method for determining shear (Vs) and compressional (Vp) wave
velocity profiles as a function of depth, in addition to supplementing stratigraphic information obtained
in soil and rock formations. This method is deployed in a single hole. It is used to define the Seismic
Site Class according to Eurocode 8, EN 1998-1:2004, Table 3.1.

Investigation point quantities at the proposed development are shown in Table 6-2. Sketches showing
the locations of the proposed exploratory holes are included in Appendix A.

6.3 Field Testing

 Electrical resistivity testing shall be undertaken as per ASTM G57 and to cover the range of soil
types encountered. Testing shall be done at all borehole and trial pit locations along the alignment
and at pump station location in accordance with schedule S1.14 of the Specification section of this
document.
 P&S Suspension Logging Test to be realized according to ASTM D7400 / D7400M: Standard Test
Methods for Downhole Seismic Testing. Testing shall be done at the pumping station location in
accordance with schedule S1.14 of the Specification section of this document

6.4 Reporting

A geophysical investigation report shall be prepared in accordance with appropriate International


Standards. The reporting shall be in accordance with the requirements set out in schedule S1.21 of the
Specification section.

7 Specification
The Works to be performed by the Contractor, as defined in the Contract, are detailed herein this
Specification and Drawings in Section 4. The Works are to be performed in accordance with the terms
and conditions of the Contract.

The Specification shall be the Specification for Ground Investigation published by Thomas Telford
Services Ltd in 2012, with information, amendments and additions as described in the following
schedules:

Schedule 1: Information and site-specific requirements

Schedule 2: Exploratory holes

Schedule 3: Employer’s Representative facilities

Schedule 4: Specification amendments

Schedule 5: Specification additions

In so far as any Specification Amendment or Specification Addition may conflict with or be inconsistent
with any provision of the Specification for Ground Investigation, the Specification Amendment or
Specification Addition shall prevail.

Whereby the provisions of the Amendments any Clause is amended or substituted by another provision,
such Clause shall be read and construed as if such amendment were part of such Clause or as if the
Clause were drawn in its amended or substituted form.

The Specification Amendments or Specification Additions are numbered in accordance with the
numbering of the Specification of Ground Investigation. Specification Amendments comprise new
Clauses replacing or expanding on existing Clauses. Specification Additions comprise completely new
sections or Clauses numbered to follow the standard sections/Clauses.

7.1 Schedule 1: Information and site-specific requirements

Scope of investigation S1.5 The investigation is aimed at determining the ground


conditions at the proposed development. The ground
investigation will include:

Exploratory Holes, Sampling and Field Testing:

• 51 land base cable percussion and/or rotary


boreholes with SPTs, termination depths as per
Schedule 2

• SPT and disturbed sampling in all Boreholes, with


undisturbed sampling if cohesive deposits
encountered

• TCR, SCR and RQD in all boreholes where rock


is encountered

• 51 Trial pits with sampling and in situ density / in


situ CBR testing, as per Schedule 2

• 10 Infiltration Soakaway test

• 12 Standpipe Piezometers

• 12 Falling Head permeability test

• 51 Electrical Resistivity Tests

• 1 P&S suspension logging (seismic downhole)

Laboratory Testing:

Laboratory testing of soil and rock samples shall be


undertaken to determine the physical, mechanical and
chemical properties of the strata. Laboratory testing shall
be as detailed in Schedule S1.19 of this Specifications.

Reporting:

A geotechnical investigation report shall be prepared in


accordance with appropriate International Standards.
The reporting shall be in accordance with the
requirements set in schedule S1.21 of these
Specifications.

Geology and ground S1.6 The current assessment of the geology of the site has
conditions been inferred from available information as provided in
Section 2 of this document. No assurance is given to its
accuracy.

General requirements S1.8 Upon receipt of an order from the Employer, the
(Specification Section 3) contractor is required to submit a programme clearly
particular stating when he can commence site operations and the
restrictions/relaxations completion date.

Breakdown delays

Equipment breakdown or malfunction shall not entitle the


Contractor to any payments or any extension of the
period allowed for carrying out the Works.

General

The Contractor is to arrange with the relevant Authorities


to obtain the necessary Permits to Work (including
NOCs) prior to commencement of the works.

The exploratory hole locations should be determined on


site based on the grid references, using a GPS with an
accuracy of up to 1 m.

All work shall be carried out with the least possible


damage to the site and its environs.

The Contractor shall ensure that his site personnel are


equipped with mobile phones to enable the Employer to
make contact with them during working hours.

The Contractor is to comply with all security processes


and must ensure all vessels proposed for carrying out the
works are already approved by all relevant authorities.

Environmentally Sensitive Area

The Contractor must ensure all necessary precautions


are undertaken to minimise the environmental disruption
and impact.

Full Time Professional Attendance

The Contractor shall provide an experienced


geotechnical engineer / engineering geologist to
supervise the works full time on site and take instruction
from the Employer. The individual shall be responsible for
the technical direction and output of all fieldwork in liaison
with the Employer. The geotechnical engineer /
engineering geologist shall be approved by the
Employer, shall hold an appropriate degree and shall
have not less than 5 years’ experience in similar work.

Similar qualifications and experience level are required


for the professional key staff for supervision of the survey
works.

The final location and level of each exploratory hole will
require to be surveyed. The grid co-ordinates shall be
determined to the nearest 0.1 m and shall be relative to
UTM zone 36R. Ground elevation shall be relative to
mean sea level Jeddah and shall be recorded to the
nearest 0.05 m.

investigation as a minimum. The contractor shall report
all standards used.

for Standard Penetration Test (SPT) and Split-
Barrel Sampling of Soils

Percussion boring S1.9 All Boreholes shall be advanced using rotary or


(Specification Section 4) percussive techniques followed by rotary coring
Particular techniques. If bedrock is encountered, triple tube rotary
restrictions/relaxations core drilling or similarly approved technique will be used
for advancing all Boreholes.

Boreholes will advance to the depths stated in Schedule


2 or as instructed by the Employer. Boreholes may only
be terminated above the scheduled depth with the
permission of the Employer.

The Employer is to be informed immediately when hard


strata are encountered.

A minimum Borehole diameter of 110 mm shall be


maintained throughout advancing the Boreholes through
the encountered soil materials.

The Geotechnical Investigation Contractor shall take


samples and carry out in-situ tests as follows:

Starting from the bottom of the inspection pit, Standard


Penetration Tests (SPT) will be undertaken at an interval
of 1 m for the top 10 m depth followed by 1.5 m interval
up to 30 m depth or bedrock.

Soil samples recovered from the SPT sampler shall be
retained as small disturbed samples

Where fine grained soils are present, an undisturbed thin


walled (Shelby) tube sample shall be recovered starting
at the base of the SPT.

Rotary drilling S1.10 Where the advancement of the borehole proves


(Specification Section 5) impossible due to the presence of obstructions or after
particular two consecutive Standard Penetration Tests (SPT) in the
restrictions/relaxations borehole achieve refusal (N>50), rotary drilling should be
used to advance the borehole. Continuous rotary coring
shall be carried out in the underlying bedrock.

Rotary drilling shall produce cores of minimum 84 mm


diameter.

The first drill run in each hole shall not exceed 1.0 m in
length. Subsequent drill runs shall not normally exceed
3.0 m in length and the core barrel shall be removed from
the drill hole as often as is required to obtain the best
possible core recovery. A minimum core recovery of 90%
is required. When any recovery is less than 90% from a
drill run then the next drill run shall utilize a plastic core
liner (if not already in use). If 90% recovery is still not
obtained, the core run with plastic liner shall be reduced
to 50% of the previous length, unless otherwise directed
by the Employer, and so on down to a minimum length of
0.5 m. The Employer may specify in situ Testing between
drill runs.

The Geotechnical Investigation Contractor shall obtain


the greatest possible information from each exploratory
hole and careful boring, excavation, sampling and
observation shall take priority over speed of work.

All reasonable precautions shall be taken to prevent


surface materials entering the hole during boring or
excavation. If such contamination should occur, the
exploratory hole shall be cleaned out before advancing it
further and a note made on the daily Report.

Depth shall be indicated on the core box by durable


markers at one-meter intervals and at all significant
changes of strata and at the end of each drill run.

All core recovered in lengths greater than 17 cm length


shall be covered in cling film immediately after being
removed from the core barrel and logged by the on-Site
geologist/ Geotechnical engineer.

Photographs of cores in core boxes, appropriately


labelled shall be undertaken using a minimum 12 mega

Pitting and trenching S1.11 Test pits shall be fully logged and sampled, with in situ
(Specification Section 6) tests as per clause S1.15.
Particular
restrictions/relaxations Trial pits should be excavated in unbound/non-paved
areas. The location of trial pits should be as shown on the
site location plan provided. If a trial pit must be re-located
its new location should be marked on the location plan.

Excavation and logging of trial pits should be carried out


in accordance with the guidance of ASTM D420 and in
accordance with the following additional requirements.

The contractor should provide a photograph and log of


each pit face which provides a detailed description of soil
types and location of samples and tests. Trial pit numbers
at any site should be unique for each trial pit.

Pits should be excavated to approximately 3.0 m depth


or 1.5 m below proposed formation level whichever is the
greater. Samples should be taken for classification of the
soil. Samples should be taken at each change in strata
or at 500 mm intervals whichever is the most frequent
and additional bulk samples should be taken at 0.6 m and
1.2 m below finished pavement level.

Trial pits shall be permanently reinstated.

Sampling and monitoring S1.12 Where fine grained soils are encountered exhibiting
during intrusive cohesion a 100 mm undisturbed sample shall be
investigation recovered using a thin walled open tube sample (Shelby
(Specification Section 7) tube).

Surface bulk samples shall be collected at locations

time of collection along with the taking of photographs.

Groundwater Sampling

shall be carried out in accordance with ASTM D4429-09.

Density

In situ density tests shall be carried out at 0.5 m intervals


in all proposed test pits. The tests shall be carried out in
accordance with ASTM D1556.

Plate Load Testing – Optional

Plate load test shall be undertaken in the trial pits at 0.5


m below existing ground level, or as directed by the
Employer’s Representative. Tests shall be in accordance
with ASTM D1195 / D1195M – 09 (2015).

The purpose of the plate load test is to determine the


bearing capacity and load/settlement characteristics of
the existing ground. Both 300 mm and 600 mm plates
shall be mobilized to site. Test loads shall be agreed with
the Employers Representative in advance.

Contractor to arrange for the required plant and


instrumentations for carrying out the test in coordination
with the Employer’s Representative and accordingly
perform the necessary sampling for the compaction
related laboratory testing on each test depth.

Instrumentation S1.16 Standpipe piezometer installations

A minimum of 2 days after well installation, the Contractor
shall develop the well, by pumping or bailing water until
the groundwater inflow is clear and free of impurities
introduce during drilling. The well development shall
remove at least three times the borehole volume. The
standpipe shall be developed (3 times the borehole
volume) by air lifting or other suitable methods to:

1. Ensure good hydraulic continuity between the


installation and the groundwater
2. “Settle down” the filter pack
3. Break down any skin of remoulded soil on the
borehole wall surface formed during its sinking.

Backfill borehole beneath standpipe piezometer with


cement bentonite grout and allow to cure.

Install standpipe piezometer based on detail shown in


Appendix B, including seals, filter zone, slotted pipe and
backfill above upper seal with cement-bentonite grout.

Install headworks with concrete and raised cover.

For areas with ongoing reclamation, the Contractor to


increase the piezometer with the same materials with
connection fittings including appropriate seals, filter zone,
slotted pipe. Contractor to include in the method
statement to consider the ongoing works and include
installation of safety warning to prevent damage to the
installation.

For ongoing reclamation areas, the top of standpipes /


monitoring wells shall always remain a minimum of 0.5 m
above the reclaimed fill level.

Clause 3.28.1 General All temporary building and facilities provided by the
Geotechnical Investigation Contractor shall comply with
Local Authority By-Laws and NEOM-NEV-PRC-501-01.00-
Interim Sustainability Requirements for the Built
Environment and NEOM-NEV-STD-501 Interim Standard
Sustainability Requirements for the Built Environment.

Clause 3.28.2 Water Supply The Geotechnical Investigation Contractor shall be


responsible for provision of water including any pumping
transportation or storage at the locations of the exploratory
holes. He will not be permitted to draw water from
watercourses, ditches or streams.

Clause 3.28.3 Other services The Geotechnical Investigation Contractor shall make his
own arrangements for the supply of electricity, telephone
or other services that he may require for the Site
Operations.

Clause 3.28.4 Sanitation The Geotechnical Investigation Contractor shall provide


chemical toilets with hand washing facilities for the use of
all personnel employed upon the Site Operations. These
will be maintained and kept clean to the satisfaction of the
Employer and of the local Public Health Authority. The
toilets shall be in good order to prevent pollution of the
Site, watercourse or Groundwater. The Geotechnical
Investigation Contractor shall take all steps necessary to
prevent nuisance from the use thereof. The Geotechnical
Investigation Contractor shall plan for the emptying of the
toilets and disposal of their contents away from the Site.
