Subject : Constitution of the Bids Award Committee (BAC) of Barangay
Ariosa, Molave, Zamboanga del Sur. Pursuant to Republic Act (R.A.) No. 7160 otherwise known as the Local Government Code of 1991 as amended and its Implementing Rules and Regulations, the Barangay Development Council (BDC) of Barangay Ariosa, Molave, Zamboanga del Sur, is hereby as follows: Section 1. BAC Composition - The Barangay Development Council (BDC) shall be composed of the following: 1. Hon. Rommel A. Sumayang Barangay Kagawad – Member 2. Hon. Flordelis T. Saragina Barangay Kagawad – Member 3. Hon. Exequiel T. Capadngan Barangay Kagawad – Member 4. Hon. Ernesto M. Pagatpat Barangay Kagawad – Member 5. Hon. Marecyl D. Abear Barangay Kagawad – Member 6. Hon. Genara T. Pantinople Barangay Kagawad – Member 7. Hon. Milbert M. Dayaganon Barangay Kagawad – Member The aboved-named BAC Members shall meet on October 11 at 2:00 o’clock in the evening to elect from among themselves the Chairman and Vice-Chairman of the Committee. Section 2. The BAC Secretariat is likewise constituted as follows: Head: Joselito M. Babor Member: Dionesio P. Abear Member: Jason C. Embalsado Section 3. Term of Office – The BAC and the BAC Secretariat shall have fixed a term of one (1) year reckoned from the date of their appointment. Section 4. Functions of the BAC – The BAC shall have the following functions: 1. Advertise and/or post the invitation to bid; 2. Conduct pre-operational and pre-bid conference; 3. Determine the eligibility of prospective bidders; 4. Receive bids; 5. Conduct the evaluation of bids; 6. Undertake post-qualification proceedings; 7. Resolve motions for reconsideration; 8. Recommend award and contracts; 9. Recommend the imposition of sactions in accordance with Rule XXIII of the Implementing Rules and Regulations of RA 9184; 10.Recommend to the head of procuring entity the use of Alternative Methods of Procurement as provided for in Rule XVI of the Implementing Rules and Regulations of RA 9184; 11.Invite the observers to sit in its proceeding, which shall be composed of representatives from the commission on Audit, an NGO and a recognized private group in a sector or discipline relevant to the procurement at hand; and 12.Perform such other related functions as may be necessary. Section 5. Functions of the BAC Secretariat – The BAC shall have the following functions and responsibilities: 1. Provide administrative support to the BAC; 2. Organized and make all necessary arrangement for the BAC Meetings; 3. Attend BAC meeting as secretary; 4. Prepare minutes of the BAC meeting; 5. Take custody of procurement documents and be responsible for the sale and distribution of bidding documents to interested bidders; 6. Assist in managing the procurement processes; 7. Monitor procurement activities and milestone for proper reporting to relevant agencies when required; 8. Consolidate proper procurement management plans (PPMPs) from various units of the procuring entity to make them available for view when required; 9. Make arrangement for the pre-procurement and pre-bid conferences and bid openings; and 10.Be the central channel of communications for the BAC with end users, other government agencies, provider of goods, civil works and consulting services, and the general public. Section 6. Effectivity – This order shall take effect immediately. 11th Done this day of October 2022 at Barangay Ariosa, Molave, Zamboanga del Sur.
