Points for DGCA audit

1) AI manual access for DG (Dangerous goods) and MPSA (Manual for passenger service at Airport)
Soft copies of both manuals saved in systems:
a) Reservation system available next to PRM desk gate no. 01 (On desktop).
b) EBT counter available at E row (on desktop).

2) Mis-declared/undeclared or DG related incidents reported via “Dangerous Goods Occurrence


Report”, Copy available in reference file at F-1 Counter.

3) Operator approval form, where 2.3.A says operator approval “YES” shall be get signed from Airline.
Kept at G-14 counter.

4) Hazard Reporting system:


Any identified hazard/ safety related incident/ accident can be reported to safety team on open
reporting system. Via Call/Mail/Verbally or via VSR (Voluntary safety report) form available at duty
room.
4) Security Question before printing bag tag
a) Is this your bag? b) Have you packed it by yourself?
c) Did you left baggage unattended, since you packed it?
d) Are you carrying any gift item given by someone to carry on flight?
If Yes? e) Are you aware about content? Lastly ask DG related Q and show DG chart.

5) Cleanliness at counters. Discard any obsolete printed stationery in trash bin below counter.

6) Ensure all stationery available at counter e.g. Fragile/Heavy tag/transfer tags.

7) Recent circular – Security measures against prevailing threat, issued by BCAS.Which includes point 04.

8) Procedures for seat allocation for infants and children. (No exit row shall be provided).

9) How to determine eligibility for providing Exit row seat?

Exit row not to provide:


INAD/DEPORTEE/EXPECTANT MOTHER/On Medical support
On wheelchair/ With INF/With Child/UMNR.
Not required extension belt due body size.
Not under influence of intoxicating substances.
Not be a passenger with restricted mobility.

10) Battery-operated wheelchair


All 03 types of battery operated wheelchairs acceptable in Air India (Spillable/Non-Spillable & Li-Ion
batteries).
Operator approval required: YES Non-Spillable
NOTOC Required: YES
Spillable battery wheelchair handling:
a) Battery terminals must be insulated to prevent accidental short circuits.
b) Fitted with spill-resistant vent caps.
c) Securely fastened and installed in the wheelchair.
d) The wheelchair/mobility aid with spillable battery is loaded, stowed, secured and unloaded always in
an upright position.
e) Battery shall be Removed, in accordance with the manufacturer’s instructions, when the
wheelchair/mobility aid cannot be carried in an upright position.
f) The removed battery must be carried in a strong, rigid packaging:
aa) The packaging must be leak tight.
bb) Battery terminals must be protected against short circuits.
cc) Outside packaging must be labeled with “Corrosive” label.
dd) Battery must not be loaded on the aircraft if not packaged appropriately. Spillable
g) Mail to send to final/transit station regarding loading position.
11) DGR and Bomb threat form shall be available at each counter.

12) Denied boarding procedures.


DBC (Denied boarding compensation) will be provided in case passenger with confirm booking cannot
be accommodated in same flight due to overbooking/seat unserviceability.
a) Next flight provided with on one hr of booked flight – No DBC
b) Next flight provided more than 01 hr to 24 hrs – 200% of base fare + fuel surcharge or 10000 INR
which on lesser.
c) Next flight provided more than 24 hr – 400% of base fare + fuel surcharge or 20000 INR which on
lesser.
d) If customer chose for cancel ticket – Full refund of ticket + 400% of base fare + fuel surcharge or
20000 INR which on lesser.

13) Unruly passenger handling.


- In case of occurrence of an act of unruly behavior while the aircraft is on the ground, such cases shall
be reported immediately to AI’s security personnel/Airport security agencies.
If an Unruly, disruptive or intoxicated passenger is denied carriage, offload the passenger in the DCS and
along with their baggage from the aircraft. Passengers shall be informed through conditions of carriage
that any act which is considered an offence on ground.

- If an Unruly, disruptive or intoxicated passenger is accepted for travel, the Pilot in Command and the
Cabin in-charge and the onward/destination airport is duly informed.

Prepare a proper incident report, with complete details including that of the passenger's condition (e.g.,
unruly/disruptive behavior, intoxication, general abuse). Report the incident to the appropriate
authorities.

14) Movement of passengers across the ramp (Open bay boarding)


-Ensure that Passenger (Coaches) are deployed at the Departure Gate sufficiently in advance.
-Special care is taken to board the disabled to ensure their convenience.
-The time gap is optimum between releases of subsequent Passenger (Coaches) for the same flight.
-Passengers shall not be kept waiting in the Passenger (Coach) for a longer period.
-Overcrowding shall be avoided for passenger convenience.
-The passengers must be guided straight to the aircraft and be kept under constant supervision while on
the ramp.
