TRAINING PLAN
1.1 Course: Texas Air National Guard State Sponsorship Program Information Exchange
1.2 Purpose. This course is designed to share United States Air Force Intelligence best practices
for successful operations against foreign adversaries to include a focus on Air Force support
to counter terrorism missions. Information shared will include: discussions on United States
Air Force structure, NATO structure, Joint Operational Warfare best practices, Intelligence,
Surveillance, and Reconnaissance tasking processes, Counter Terrorism process for Air
Force and Army, Air Force Intelligence unit level support at the tactical level, and
Intelligence Surveillance, and Reconnaissance integration with F-16 and MQ-9 operations.
The structure of the course will highlight United States successes in Counter Terrorism
support and culminate in an exercise utilizing some of the Unit Level methodologies
instructed.
1.3 Design: Course is designed to work from the behind the scenes processes that lead to Unit
Level tasking’s so students have an understanding of how operations are carried out and then
shift to Intelligence support methods for successful mission planning at the tactical level.
Student participation is highly encouraged so that United States Air Force Instructors can
have a better understanding of Egyptian Air Force processes to identify future
synchronization issues in any multinational operations. Should time become limited we will
cut out the exercise at the end to focus more on the core direct learning objectives.
1.4 Method: Training method will be briefings, hand-outs, workbook, and white board.
Information will remain at the unclassified level.
1.5 Questions: United States Air Force Instructors will document questions asked to ensure a
comprehensive list of answers is provided after the course is completed.
1.6 Feedback: At the end time will be allotted to provide feedback of the course and to identify
future Egyptian Air Force and United States Air Force training requirements so that the
Instructors can advocate Egyptian Air Force needs to the National Guard Bureau and Air
Force.
Lesson Title: United States Air Force Structure and United States Intelligence
Structure
Duration: 1 Hour
Lesson Intent: The intent of this lesson is to introduce how United States Air Force
units are structured to include commanders and their decision making
responsibilities. The United States Intelligence Community structure will be
introduced at this time as well.
Learning Objectives
1. Identify the differences and similarities between Egyptian Air Force and US
Air Force Structures.
2. Explain what a Number Air Force (NAF), Major Command (MAJCOM),
Wing, Group, and Squadron are.
3. Explain how United States Air Forces deploy personnel to support ongoing
operations.
4. Be able to describe the different decision making authorities for command
positions.
5. Identify the differences and similarities between Egyptian Air Force and US
Air Force Intelligence Structures.
6. Explain what the Director of National Intelligece job is.
7. List out ways in which the broader intelligence community support Unit
Level intelligence at the tactical level.
DAY 2
Lesson Title: Introduction to the Combined Air Operations Center (CAOC) and
Intelligence, Surveillance, and Reconnaissance (ISR) Tasking Process
Duration: 1 Hour
Lesson Intent: The intent of this lesson is provide students an understanding of
how command, control, and communications are coordinated for United States
Air operations and how ISR is tasked in response to Counter Terrorism.
Learning Objectives
1. List out the five divisions of the CAOC.
2. Explain the five division roles and list some of the outputs from the
divisions.
3. Explain what the ISR division is responsible for and the types of products.

4. Understand how the ISR tasking process works and how it relates to
Counter Terrorism support.
5. Explain how the CAOC conducts command and control and how dynamic
taskings are coordinated for unit level assets.
Lesson Title: Introduction to Army Tactical Operation Center and ISR Tasking
Request
Duration: 1 Hour
Lesson Intent: The intent of this lesson is to introduce how the army conducts
command, control, and communications for Counter Terrorism missions. The
student will be exposed to how a Tactical Operations Center is set-up, how
Counter-Terrorism Operations are planned, and how Air Force ISR is requested to
support those operations.
Learning Objectives
1. List out how the army sets up a Joint Task Force to support Counter
Terrorism operations.
2. Be able to explain how a Tactical Operational Center works and the various
players involved.
3. Explain how the Army request Air Force assets to Counter Terrorism
missions.
4. Be able to explain how the Air Force Combined Air Force Operation Center
(CAOC) and Army Joint Task Force work hand in hand for Counter
Terrorism Support and how information is shared with higher level
commanders.

Guide, Kill (ATGK) framework for analyzing SAM systems, and the Cap Commit
Intercept (CCI) framework for evaluating adversary aircraft.
Learning Objectives
1. Describe the four steps of IPB.
2. Explain what ATGK is and what information goes in each step.
3. Develop courses of action in regards to Action, Time, Location, and Intent.
4. Determine Named Areas of interest based on developed Courses of
Actions (COAs).
Day 3
Lesson Title: Target Development
Duration: 1 Hour
Lesson Intent: The intent of this lesson is to familiarize students with the second
step of the Intelligence Targeting Cycle, Target Development, in order to give
students the knowledge and skills to develop targets for lethal and non-lethal
prosecution.
Learning Objectives
1. Define criticality and vulnerability according to JP 3-60 “Target
Development”.
2. Describe Target Systems Analysis.
3. Apply target systems analysis to a given target in order to write a
prioritized collection list.
Lesson Title: United States Air Force Counter Terrorism Success integrating MQ-9
and F-16 Operations
Duration: 1 Hour
Lesson Intent: The intent of this lesson is to share some United States Air Force
success stories in utilizing MQ-9, ISR assets, and F-16 assets in conducting Counter
Terrorism operations with Army and Marine forces.
Learning Objectives
1. Identify lesson learned from US Air Force Counter Terrorism operations.
2. Identify how US Strike Aircraft are best utilized in Counter Terrorism
operations.
3. Identify how ISR, MQ-9, and strike aircraft cross-cueing leads to successful
Counter Terrorism operations.
4. Identify how successful utilization of Joint Operational Tenets lead to
success on the battlefield.
DAY 4
Lesson Title: Optional Exercise
Duration: 3 Hours
Lesson Intent: Provide practical experience in using Target Development and the
Access, Fidelity, Accuracy, and Timeliness methods to build a successful ISR game
plan. Exercise will be conducted at the unclassified level.
Learning Objectives
1. Given a scenario build a prioritized target list on a known Counter
Terrorism or Air threat.
2. Utilizing the AFAT methodology build an AFAT table utilizing Egyptian ISR
assets.
3. Brief why you chose your number one signatures and the assets you chose
to identify that signature.

Lesson Title: Feedback and Future Requirements Debrief
Duration: 1 Hour
Lesson Intent: The intent of this is to receive feedback on the course in order to
improve future training events and to bring back future training requirements for
United State Air Force and Egyptian Air Force Counter Terrorism Integration.
Learning Objectives
1. Identify what lessons worked for this course and what needs to be
removed.
2. Identify future requirements for follow on training opportunities to
present to United States Air Force and Texas Air National Guard
leadership.
