Job Description

Position : Engineer-Substations
Division : Project Delivery
Report to : Project Manager-Substations
Level : VIII

1. Background & Description


The Project Aims to increase the availability and Reliability of Electricity, and Facilitate Inter
Country Power Trade. The Project period is valid for Five years, and is currently in the
Construction Phase.
2. Position Objective
Engineer Substations is responsible for the execution of project support activities, organizing
logistical and administrative support for project activities, gathering and inputting information,
and monitoring and reporting on project activities including project preparation, design, works,
commissioning and closeout of Substations Activity
3. Duties and Responsibilities
3.1. Project Management
● Execute project activities as defined by project plan ensuring that these are delivered on
a timely basis to support broader project initiatives and objectives;
● Organize logistics and administrative requirements for project activities (e.g., travel,
venue management, etc.) and ensure that these are delivered and that costs are
controlled in line with established budgets;
● Collect and input information for use in project monitoring, evaluation, and reporting
activities, ensuring the accuracy of data and adherence to established formats for
reporting;
● Ensure project implementation plans are updated regularly to account for changes in
project scopes;
● Establish and implement robust document management processes to ensure adequate
records keeping for all Substation Activities in coordination with the Project
Preparation & Technical Supervision Consultant;
● Support contract management through processing of invoices and maintenance of
organization’s management information systems; and
● Maintain a calendar of project activities and ensure that staff and project stakeholders
are informed of upcoming deadlines and project progress against milestones to support

overall project management


3.2. Technical Oversight
● Conduct reviews of technical deliverables (e.g., design reports), work plans and
physical work progress through desk reviews, site visits, progress meetings, etc., and
provide guidance and direction to contractors;
● Address queries from staff and external stakeholders (e.g. partner organizations,
government offices) related to the implementation of project activities to build an
informed basis for interaction and increased efficiency in the execution of activities

● Project management skills
● Organizational and administrative skills
● Proficiency in logistics and invoice processing
● Fluency in Nepali and English
● Strong computer skills (email, word processing, spreadsheets)
● Technical review skills
● Interpersonal and stakeholder management skills
4.2. Abilities
● Manage engineering projects at various stages
● Provide guidance to contractors
● Undertake field visits and interact with stakeholders
● Work with minimal supervision
● Exhibit high integrity and good judgment
● Adaptability and flexibility in approach
● Effectively handle project timelines and milestones
4.3. Knowledge
● Minimum Bachelor’s degree in Engineering or related field
● Additional qualifications (e.g., Project Management Professional)
● Five years of professional experience in managing engineering projects
● Two years of project management experience in energy sector construction
● Understanding/experience with safeguards issues in infrastructure development
● Knowledge of resettlement and environmental, health & safety issues

Job Specification

1. Position Objective
Reporting directly to Manager- Substations, Engineer-Substations is responsible for the
execution of project support activities, organizing logistical and administrative support for
project activities, gathering and inputting information, and monitoring and reporting on project
activities including project preparation, design, works, commissioning and closeout of
Substations Activity
2. Position Requirements
● Minimum Bachelor’s degree in Engineering or a related field
● Five (5) years of professional experience in managing engineering projects,
● Two (2) years of project management experience in energy sector construction
● Understanding/experience with safeguards issues in infrastructure development
● Knowledge of Project Management Principles and Methodologies, Contract
management processes, Technical Aspect of the Project and Project Requirements &
Objectives.
● Must have Analytical and critical thinking skills, Project Planning and Organization
skills, Attention to detail in reviewing and processing invoices., Organizational and
administrative skills and Leadership & interpersonal skills.
● Proficiency in logistic & invoice processing, ability to work with minimal supervision,
ability to exhibit high integrity & good judgment, adaptability and flexibility in
approach, ability to ensure compliance with contractual agreements, ability to maintain
calendar of project activities, ensure staff & project stakeholders are informed of
upcoming deadlines and provide guidance & direction to contractors.
