Welcome Address:
Sh. Sanjiv Bhutani PCEE/WR, welcomed Smt. Manju Gupta AML/Railway Board, Shri Sanjiv
Swarup PED/TI/RDSO, Shri Sanjay Agrawal ED/TI/RDSO, officers from Railway Board and all the
participants from RDSO, Zonal Railways & Railway’s Units at 31stMSG (TRD) Meeting at Somnath.
Address by PED/TI:
Shri Sanjiv Swarup PED/TI, on behalf of RDSO, welcomed all the participants in 31st meeting of
TRD MSG held in Somnath thanking WR for making excellent arrangement at Somnath for the
meeting. He briefed all the members that 1stMSG of TRD was held in March, 1981. Initially meeting
was being held every 6 months. Later on, when the issues got stabilised, the frequency of meeting
was increased to yearly except for the time period from 2006 to 2011 and 2011 to 2017 when this
meeting could not be held for administrative reasons. From 2017 onwards, the meeting is being held
every year.
As far as TI Directorate is concerned, it is working on various items referred by Railways related to
TRD including 160 kmph train operation in Indian Railways. He informed that 32 items would be
discussed in the meeting which has been decided in consultation with Railway Board. Out of these,
19 are new items and 13 items are old items.
Smt. Manju Gupta AML/Railway Board thanked WR for holding the meeting and briefed that with
increased pace of electrification, failures in TrD had increased. Failures should be investigated and
corrective action taken. In 1925 Bombay DC Traction electrification was started and 25 kV
electrification started from 1959 onwards. After 60 years electrification of major routes have been
achieved. In this year, 7000 RKM electrification is to be done and the same rate continued for next
2 years. Electrical Officers should work hard to complete 100% electrification target by 2022 as laid
down in the objectives of Indian Railways. Substantial saving in the fuel bill of Indian Railways can
be achieved with this work. Though the target is a challenge, we have to try our best to achieve the
same. Another point is that there is much difference in the energy forecast and energy required by
Railways. A Software is being developed by CRIS to take care of this issue which would help us in
giving the correct forecast. As more and more routes in New Railway are getting electrified, we have
to ensure timely indent to the RRB for staff with improved efficiency. It is also observed 50% staff is
not working. We have to train our staff and improve their efficiency. This is a big challenge for
CEDEs and field officers. It is seen that staff is facing problems while working at time of
accident/breakdown. We have to introduce mock drill for TrD maintenance by creating faults like
breakage of conductor etc. and repeat such drill every 3 months to train our staff and work in case of
actual accident/ breakdown. Indian Railways is also planning running of trains through private
operators. In that condition, if any fault occurs in Railway’s system, then Railway will be

responsible. Hence we have to be very vigilant and work hard to make our system 100% fit and
reliable. To achieve this we will have to improve the system of working of our supervisors and
officers. Many cases of failures of insulator are being reported, RDSO have to work on this and find
out the reason of failures and work accordingly. Tower Wagons are to be maintained on the basis of
their condition. Zonal Railways have to plan checking the work of electrification as it starts and is in
progress and not wait till final completion for starting the checking. RE is focusing on completing the
electrification on targeted date. Sr. DEEs of the concerned RE section have to ensure that RE work is
done properly with good quality. RE targets are very stiff and we have to operate the train within one
month of CRS inspection. CEDEs have to monitor the progress and checking for the slackness in RE
work and ensure corrective action in time. Another area of work is to run 160 kmph train in Western
and Eastern corridors. This will be done in two phases. OHE works are to be done first and PSI
works to be done by nominating one centralized agency. RDSO to issue works to be done in OHE
and finalize power supply scheme for 2x25 kV system. All detailed estimate for this work is to be
finalized by December 2019. Target of completion of this work is 2023-24. Performance of Railways
is being monitored regularly. Performance of Western Rly is best. However, there is deterioration in
the performance of NR, ECR, ER, and ECOR, who have to improve.

Discussion and Recommendation on New Agenda Items of 31st MSG (TrD)

Recommendation:
(i) Draft RDSO SMI No. TI/MI/0059 issued
in16.09.2019 for prevention of bird fault and
melting/parting of catenary wire under catenary
suspension clamp should be commented upon by
all Railways. Comments to be sent by all Railways
on SMI within one month.
(ii) Anti-bird disc given in the SMI should be
provided on need basis only, on the failure prone
area.
(iii) Jumper arrangement may be dropped due to
requirement of additional maintenance for the
same.
2 31.2 Jack arrangement for SR Discussion:
Relay testing During the testing of the relays, the opening of the
connections of the CT, PT and auxiliary
transformer connection should be avoided. Also, as
the outsourcing of maintenance is to done, testing
should be done without opening the existing
connections.
This feature may be added for the new relays.

RDSO should examine the system being followed
in Metro and other authorities and feasibility of
providing jack arrangement in TTB may be
proposed accordingly.
3 31.3 Revising POH WCR Discussion:
schedule of tower Railway Board - If diesel loco overhauling is done in
wagon’s engine 13 years we can also consider the same for Tower
Wagon in 13 years as use and running of TW is much
less in comparison to Locomotive.
WR- Codal life of the TW is to be increased.
RDSO-As per guidelines issued by Railway Board
vide letter no. 84/RE/158/Pt. dated 19.01.2006,
maintenance of Engine is to be done through OEMs
and vehicle portion will be maintained in nominated
Workshop by Zonal Railways. Accordingly,
maintenance of Tower wagon engine is to be carried
out as in OEM’s given schedule i.e. A, B, C & D
schedules, which has been mentioned in RDSO’s SMI
No. TI/MI/0043 Rev. ‘2’ Maintenance Instruction for
8-Wheeler Tower Wagons and SMI No. TI/MI/0052
Rev. ‘0’ Maintenance Instruction for 4-Wheeler
Tower Wagons. RDSO have submitted proposal to
Railway Board for increasing Tower Wagon POH
schedule from 6 years to 9 years.
Recommendation:
(i) The Codal life of TW can be increased to 45
years on condition basis with the approval of
PCEE.
(ii) RDSO to examine possibility of increasing
schedules of engine with OEMs and whether
existing A, B, C & D schedule can be increased
with periodicity to match with increased POH
schedule of Tower wagons.

5 31.5 New light weight and NCR Discussion:
smart T&P ACTM is to be revised to add the latest T&P and to
delete the out dated T&Ps as well as inclusion of
amendments/guidelines.
A Committee of Sr. DEEs of SR, SWR, SECR and
Director/TI should be formed to decide the list of
T&Ps item to be included in ACTM.
RDSO to circulate the T&Ps report (2017) and new
list (2018) to Zonal Railways for comments.
There is no need to develop the specification for
the T&Ps which are easily available in the market.
Recommendation:
A Committee of Sr. DEEs of SR, SWR, SECR and
Director/TI should be formed to decide the list of
T&Ps items to be included in ACTM.
ACTM is to be revised to add the latest T&Ps and to
delete the out dated T&Ps. RDSO to take necessary
action on the basis of Committee’s report.
31.6 On line insulator NCR Discussion:

Personnel.
Recommendation:
RDSO to study further and give instructions in line
with international practices.
7 31.7 Typical arrangement WR Discussion:
of structure & bracket RDSO has issued revised drawing No.
assembly to suit track ETI/OHE/G/02102, Revision-B “Typical arrangement
for fixing of bracket Assembly on 9.5m mast and
structure to suit raising of track in future” which takes
care of increased depth of formation level up to
910mm.
PCEE/WR- With the issue of revised drawing by
RDSO, issue has been resolved.
Recommendation:
All staff to be counselled on this by Railways and
item may be closed.
8 31.8 Catenary indication at WR Discussion:
TSSs, SSPs & SPs The PT is a reliable item and the proposed
through induction modification is not required. Further, there is a
based system in place possibility of getting false indication with the
of PT proposed arrangement.
Recommendation:
No further action is required on this item, item is
recommended for closure.
9 31.9 Use of longer SER Discussion:
creepage (1600 mm ) RDSO has already issued guidelines for the
insulators & maintenance of long creepage insulators.

Vibration RB has already communicated that CEE may decide
Test for Composite whether 1050 or 1600mm insulator is to be used,
Insulators depending upon the area where electrification is done.
Recommendation:
No further action is required on this item. Item may be
closed.
10 31.10 Review of traction SER Discussion:
bonding Rusting on the MS flats is observed which causes
high resistance in the path of return current.
RDSO explained the Western DFCCIL proposed
arrangement of clamp type bond fitting. However,
the same has not been tested for reliable operation
in the field and is difficult to check during
maintenance.
The welding of the bond with the rail will also not
be agreed by Track Directorate.
Recommendation:
(i) Galvanised bond with graphite grease should be
tried in the field. The trial should be done by
SER on a representative section and feedback
should be sent to RDSO.
(ii) Provision of two holes for the bond connection
for the entire section to be discussed with Track
Directorate.
(iii) Galvanised flexible bond may be provided by
Railways as per specification no.
TI/SPC/OHE/CALSTB/0040 with A&C slip no.
1&2 in the corrosion prone area.

LIST OF PRESENTATIONS MADE DURING 31st MSG (TrD) MEETING
At the end, AML, while thanking Western Railway for making excellent arrangements for the
meeting, cautioned the Railways that TRD Organisation at Zonal Headquarters and field level has to
work very hard for achieving the targets of electrification as fixed by the Railway Board. Further,
the maintenance practices need to be improved and failure investigations done in cases of failure
along with focus on preventive action. Also, the revised yardsticks of man power, circulated by
Railway Board, should be strictly adhered to with emphasis on doing non power block works
whenever the staff are idle for grant of power block by the traffic department.
