VI. Rationale:
Pandemic has brought changes in our society, we almost forgot that human rights exist just to survive, we almost
lost the value of friendship and camaraderie, and we forgot the importance of gender and most of all we almost forgot
that we are part of the community. Being locked up for almost two years we only thought of survival. Pursuant to
Republic Act No. 9710, Section 36 of Chapter VI provides all Departments including different agencies, offices and other
instrumentalities shall adopt gender mainstreaming as a strategy to promote women’s human rights and eliminate
gender discrimination in the system, policies, thrust and programs.
In line with the mandate, the General Appropriation Act of 2013, Republic Act no. 10352 requires all agencies
including the Department of Education to formulate a Gender and Development (GAD) plan and Budget designed to
address gender issues and implement in the regular activities utilizing (5%) of budget of the Agency.
The Joint Circular no. 2012-01, Calendar Year (CY) 201by the Philippine Commission on Women (PCW), The
National Economic and Development Authority (NEDA) and the Department of Budget Management (DBM) and specific
guidelines on Gender mainstreaming and in particular, Executive Order (EO) no, 273 on approving and adopting the
Philippine Gender Plan and Responsive Development (1995-2015) Magna Carta of Women and General Appropriation
Act (GAA) which require government agencies to formulate their annual Gender and Development Plan and Budgets.
Prioritizing GAD Initiatives and responsiveness reflects bureaus’ commitment in promoting mental health
Awareness and Psycho- Spiritual well- being amidst COVID-19 Pandemic. Canarum Elementary School implemented
strategies to promote personal and stakeholder’s physical and Psychological wellness. With this we can continue to
attain our goals in our Division Change Plan, Reach shine, Build a Legacy through empowering of parents as main
beneficiaries of the project proposal through trainings and team building. With this activity we can build stronger
connection from our community and linkages and support from our stakeholders. The activity will make sure to observe
Health Protocols, Alcohols and hand sanitizers will also be available in the venue for the participants.

VII. Objectives
General
Strengthen the Community and School partnership in the continuous Implementation of school projects like
GAD.
Specific
1. Create awareness among the school personnel, parents and stakeholders on the school-based implementation
of school project like GAD.
2. Develop unity and camaraderie among teachers, parents and stakeholders for a positive result of conduct of the
school activity.
3. Ensure the safety of teachers, parents, stakeholders and other participants before, during and after the project
implementation.

VIII. Implementing Procedures

A. Project Description
The 1 day conduct of Capacity Development for GAD is a school-Based design that will be implemented from
July 2022 until December 2022. This project would result in a positive way to help develop and strengthen
partnership of school and community.
The proponent will enthusiastically spearhead the implementation of the school project with the help of the
Parents, teachers and Stakeholders.
B. Strategic Intervention

1. Pre- Implementation
a. Planning, preparation and submission of the project proposals to the Schools Division Superintendent
for approval.
b. Conducting the orientation and advocacy campaign to the implementers and other stakeholders.
c. Sourcing out of funds through MOOE.
2. Implementation Stage
1. Preparing a Memorandum of Agreement, Program of Work, Work Plan, and Acknowledgement Receipt
from those who will donate in school planned projects.
2. Preparing Program of Work/ Work Plan for any possible projects to be implemented to be approved by
the Schools Division Superintendent.
