Subject: REQUEST FOR HOLDING DEPARTMENTAL SCRUTINY COMMITTEE

MEETING FOR UNFUNDED SCHEME OF YOUTH AFFAIRS WING.

It is submitted that a scheme titled “Establishment of Youth Centre Punjab” was

an ADP scheme with the approved cost of Rs. 23.100 million and a gestation period till 30th
June, 2024. The equipment for establishing social media Channel under the scheme was
procured in January, 2023 amounting to Rs.14.843 million. The cheque was issued for payment
to vendor in the month of June, 2023 but same could not be encashed as the cheque was not
deposited timely and funds got lapsed. The scheme was reflected in ADP 2023-24 (July 2023 –
October 2023, but due to non-reflection of utilization on SMDP Portal, P&D Board dropped the
scheme in ADP 2023-24 (November-23 – February-24)

2. It is further stated that a meeting was held on 17 th November, 2023 under your
chairmanship to discuss and review the development schemes of Youth Affairs Sector wherein it
was decided “a reference may be sent to concerned authorities i.e. P&D Board / Finance
Department for provision of funding payment of unpaid liabilities under the scheme”. It is
worth mention here that the scheme titled “Provision of Funds for Completion of Unfunded
Schemes in Punjab” GS No. 260 has been printed in ADP 2023-24 (Nov-23 – Feb-24) for the
completion of unfunded schemes and to clear the pending liabilities of contractors.

3. In view of the above, it is requested that a meeting of Departmental Scrutiny

Committee (DSC) may kindly be arranged for 01 No. scheme, so that balance funds required for
the payment of contractor’s liabilities may be paid as follow:-
