REPUBLIC OF THE PHILIPPINES DISASTER RISK REDUCTION AND MANAGEMENT COUNCIL JAN 2 7 2620 MEMORANDUM No. 10_, s. 2020 TO LL MEMBERS OF DISASTER RISK REDUCTION AND NAGEMENT COUNCILS AT THE NATIONAL, REGIONAL, OVINCIAL, CITY, MUNICIPAL LEVELS AND BARANGAY MMITTEES, HEADS OF NATIONAL GOVERNMENT ENCIES, CONSTITUTIONAL OFFICES, STATE UNIVERSITIES AND COLLEGES, GOVERNMENT OWNED ANDIOR INTROLLED CORPORATIONS, AND PRIVATE ‘STAKEHOLDERS SUBJECT: Dissemination of Updated Contingency Planning Guidebook, ick Guide and Template Contingency Plan (CP) is a scenario-based plan that aims to address the impacts of hazards to people, |properties, environment, security and public safety. It works by Preventing the occurrence of the emerging threats through the arrangement of timely, effective, appropriate,, and well-coordinated responses as well as the efficient management of resour¢es. Pursuant to Republic Act (RA) No. 10121 and the National Disaster Risk Reduction and Management Countil (NDRRMC)-National Security Council (NSC) Joint Memorandum Circular (JMC) No. 1, 8, 2016, the Office of Civil Defense (OCD) is mandated to develop standards on CP formulation. With reference to the findings of the study “Effectiveness of Contingency Planning during Typhoon Lawin (Haima) in selected LGUs in Region | and CAR" together with the feedback and recommendations from stakeholders, the OCD updated the design, formns and templates used for CP formulation. In view thereof, this Memorandum is hereby issued to disseminate the updated CP Guidebook, Quick Guide and Template for the ease of use by planners and DRRM practitioners. All members of DRRMCs at the National, Regional, Provincial, City, Municipal Levels, Barangay DRRM Committees, heads of national government agencies, constitutional offices, state universities and colleges, government owned and/or controlled corporations, and private stakeholders are hereby enjoined to utilize the CP Guidebook, Quick Guide and Template in the preparation of your respective CPs for natural and/or human-induced hazard For information and guidance.
