The FAA amends §39.13 by adding the following new airworthiness directive:
(c) Applicability
This AD applies to all MHI RJ Aviation ULC (Type Certificate previously held by Bombardier, Inc.)
airplanes identified in paragraphs (c)(1) through (6) of this AD, certificated in any category.
(1) Model CL–600–2B19 (Regional Jet Series 100 & 440) airplanes.
(2) Model CL–600–2C10 (Regional Jet Series 700, 701, & 702) airplanes.

(e) Reason
This AD was prompted by reports of power control unit (PCU) rod end fractures due to pitting corrosion and
a determination that new or more restrictive airworthiness limitations are necessary. The FAA is issuing this
AD to address fractured PCU rod ends. This condition, if not addressed, could lead to a disconnect between
the PCU and the elevator or rudder control surface, resulting in potential loss of the control surface function
or inadequate flutter suppression.
(f) Compliance
Comply with this AD within the compliance times specified, unless already done.

(2) Where EASA AD 2023–0074 specifies to comply with “the instructions of the AOT,” this AD requires
compliance with the procedures marked as required for compliance (RC) in the Alert Operators
Transmission (AOT).
(3) This AD does not adopt the “Remarks” section of EASA AD 2023–0074.
(4) Where paragraph (3) of EASA AD 2023–0074 specifies to “contact Airbus for approved repair
instructions and, within the compliance time specified therein, accomplish those instructions accordingly,”
for this AD, if any cracking is detected, the cracking must be repaired before further flight using a method
approved by the Manager, International Validation Branch, FAA; or EASA; or Airbus SAS's EASA Design
Organization Approval (DOA). If approved by the DOA, the approval must include the DOA-authorized
signature.
(5) Paragraph (4) of EASA AD 2023–0074 specifies to report inspection results to Airbus within a certain
compliance time. For this AD, report inspection results at the applicable time specified in paragraph (h)(5)(i)
or (ii) of this AD.
(i) If the inspection was done on or after the effective date of this AD: Submit the report within 90 days after
the inspection.
(ii) If the inspection was done before the effective date of this AD: Submit the report within 90 days after the
effective date of this AD.
(6) Where paragraph (2) of EASA AD 2023–0074 refers to a ferry flight, a special flight permit may be
issued in accordance with and provided the operators comply with the provisions specified in paragraph (2)
of EASA AD 2023–0074.

with this AD; any paragraphs, including subparagraphs under those paragraphs, that are not identified as RC

identified as RC may be deviated from using accepted methods in accordance with the operator's
maintenance or inspection program without obtaining approval of an AMOC, provided the instructions

rudder control rod ends are not symmetrically adjusted, or both inspection holes are not fully covered with
the threads of the rod end, repair before further flight using a method approved by the Manager, International
Validation Branch, FAA; or EASA; or Deutsche Aircraft GmbH's EASA Design Organization Approval
(DOA). If approved by the DOA, the approval must include the DOA-authorized signature.”

threshold has been exceeded as of the effective date of this AD, within 50 FCs from the effective date of this
AD; remove the compressor rotor stages 6–10 spool from service and replace with a part eligible for
installation.
(h) Definition
For the purpose of this AD, a “part eligible for installation” is an HPT stage 1 disk or compressor rotor
stages 6–10 spool that does not have a P/N and S/N identified in Compliance, paragraph 3.E., Tables 1
through 3 of CFM SB LEAP–1B–72–00–0392–01A–930A–D, Issue 2.
(2) Before using any approved AMOC, notify your appropriate principal inspector, or lacking a principal

(2) For AS907–2–1G engines with serial numbers (S/N) P130101 through P130240 that have not
incorporated Honeywell SB AS907–72–9063, and for AS907–2–1G engines with S/Ns P130241 through
P130336, and S/Ns P130101 through P130240 that have incorporated Honeywell SB AS907–72–9063,
before exceeding the applicable compliance time in Table 2 to paragraph (g)(2) of this AD, replace any
installed ECU having P/N 2119576–3001 or P/N 2119576–3002 with an ECU eligible for installation. All
four ECUs installed in both airplane engines must be replaced at the same time.
Note 2 to paragraph (g)(2): Guidance for removing and replacing the ECU may be found in Honeywell SB

Note 3 to paragraph (g)(2): Guidance for converting a standard flow compressor to a high flow compressor

(1) For the purpose of this AD, for the AS907–1–1A engine, a “software version eligible for installation” is a
software version that is not software version AS907_1001.
(2) For the purpose of this AD, for the AS907–1–1A engine, an “ECU eligible for installation” is an ECU
that does not have P/N 2119576–1011.
(3) For the purpose of this AD, for the AS907–2–1G engine, an “ECU eligible for installation” is an ECU
that does not have P/N 2119576–3001 or P/N 2119576–3002.
