ABSTRACT
This technical instruction applies to all projects that envisage the installation of devices for the cleaning of the
facade.
We can distinguish two main solutions:

a) a restraints system for suspended platform (BMU);


b) devices for abseilers.

NOTE
CASE A) RESTRAINTS SYSTEM FOR SUSPENDED PLATFORM

The system is usually composed by 3 elements:

RESTRAINT PIN

The restraint pins (together with the BMU) are usually out of Permasteelisa scope of work and provided by the
Client directly on site.

RESTRAINT SOCKET

The commercial restraint sockets often have the external shape/dimensions that does not fit with the
Permasteelisa facade design.
There are two main options to manage the procurement of these bespoke elements and for this reason it is
necessary that the PDM verifies in advance with the Project Specifications or by issuing a RFI to the Client
which one has to be followed.

Option 1 - strongly recommended:

Permasteelisa to require the restraints system Supplier to design, produce and issue to Pisa a bespoke restraint
socket according to a coded fabrication drawing made by the Permasteelisa Design Team which has to show
the external shape/dimensions which fit with facade design and the inner dimensions/tolerances of the hole
according to technical data sheet of the standard socket available in the Supplier’s catalogue. The responsibility
of the coupling between restraint pin and sockets is up to the Supplier of the restraints system. Permasteelisa
has only the task and is only responsible to install the restraint sockets on the CW panels during the assembly.

Quality Control

- Incoming check:

o verify the receipt of material certifications, dimensional, coupling and performance test reports (owner
PQM). In case the documentation is not available it is necessary to contact the Client;

o verify that the sockets received are those expected. Check at least one piece for each box using the
fabrication drawing as reference and check the pack label with codes (owner PQM).

- During the assembly:

o give to the Production line specific instructions on how to install the socket on the unit: torque wrench
setting and/or thread lock, if required (owner PQM);

o audit the assembling process and produce a photographic report that shows the correct type and fixing
of the socket (owner PQM).

If not explicitly required by the Client, it is not a Permasteelisa task to test the coupling between restraint pin and
socket during the CW panels assembly on the Production line (it is recommended to clarify with the Client this
aspect in order avoid misunderstandings).

Option 2 - not recommended:

If Option 1 is not possible then the restraint socket should be manufactured by a Permasteelisa Supplier. In this
case the coded fabrication drawing of the restraint socket (with clearly indicated on it the request to provide
material certifications according to EN 10204 and dimensional control report) must be made by the
Permasteelisa Design Team. Starting from the standard drawing of the socket the Permasteelisa Design Team
will design the bespoke socket and will specify the strict tolerances foreseen by the restraint pin Supplier in order
to ensure the proper coupling. Verification by the Permasteelisa Structural Engineer is required.
It is mandatory to perform a Load/performance test at Pisa facility in order to verify the integrity of the
socket before to proceed with the Material Request. For this reason it is necessary to require a sample
in advance.

Quality Control

- the sample received must be tested according to project specification in order to be formally approved
(PE/PDM);
- audit at the Supplier premises to verify the correctness of the material. It is suggested that the Design
Team provides for a restraint pin to the Inspector in order to check the coupling (owner PQM/INSP).

- Incoming check:
o verify the receipt of the documentation required in the fabrication drawing (owner PQM). In case the
documentation is not available it is necessary to contact the Supplier;
o verify that the sockets received are those expected. Check at least one piece for each box using the
fabrication drawing as reference and check the pack label with codes (owner PQM).
o Verify if the internal load/performance test has been done with positive result (differently, the material
could not be used) (owner PQM)

- During the assembly:


o test the coupling between the pin and the sockets before installing them (frequency 100%) (owner
PQM);
o give to the Production line specific instructions on how to fix the socket in the block: torque wrench
setting and/or thread lock, if required (owner PQM);
o audit on line and photographic report that shows the correct fixing of the socket (owner PQM).

CONNECTION BLOCK

The block used to connect the socket to the CW panel must be structurally verified by Permastelisa PA and it is
produced by a Permasteelisa Supplier based on Permasteelisa coded fabrication drawing which has to clearly
indicate also the request to provide material certifications according to EN 10204 and dimensional control report.

Quality Control

- Audit at the Supplier premises to verify the correctness of the material (owner PQM/INSP);

- Incoming check:
o verify the receipt of the documentation required in the fabrication drawing (owner PQM). In case the
documentation is not available it is necessary to contact the Supplier;
o verify that the block received are those expected. Check at least one piece for each box using the
fabrication drawing as reference and check the pack label with codes (owner PQM).

- During the assembly:


o give to the Production line specific instructions on how to fix the connection block (torque wrench setting
and/or thread lock, if required - owner PQM).

CASE B) DEVICES FOR ABSEILERS
BS 8610 "Personal fall protection equipment. Anchor system - Specifications"
EN 795/A "Personal fall protection equipment. Anchor devices"

Devices for abseilers are usually and preferably provided by Others. They are usually composed by:
o Anchors points
o Deviators
o Abseiling devices
o Fasteners and accessories
The distribution of the devices in façade requires design coordination between Permasteelisa and the
Engineering Company responsible for the devices.

In some cases Permasteelisa may be required to follow a specific Method Statement to install the devices and
to produce a detailed and photographic record of the each piece fixed (Refer to project Battersea Power Station
phase 3 - Fly Service Engineering).
ACTION
CASE A) RESTRAINTS SYSTEM FOR SUSPENDED PLATFORM

 Define Option 1 or Option 2 (PDM);

 Request the restraint pin samples (PDM);

Option 1, restraint socket

 Coordinate with the Supplier of the restraint system the design and manufacturing of the restraint socket
according to a coded fabrication drawing that fits with the facade design (PDM/PE);

 Request the sockets together with certifications, dimensional, coupling and performance test reports
(PDM);

 Verify the receipt of material certifications and reports (PQM);

 Verify that the sockets received are those expected (PQM);

 Give to the Production line specific instructions on how to install the socket on the unit (PQM with the
support of PDM);

 Audit and photographic report (PQM).

Option 2, restraint socket

 Design and calculation of the bespoke restraint socket. Create a coded fabrication drawing also clearly
indicating the request to provide material certifications according to EN 10204 and dimensional control
report (PDM/PE);

 Request a sample of the restraint socket (by issuing a MR to Purchasing Office) (PDM);

 Define and a plan Load/performance test to verify the integrity of the restraint socket. Approve the
sample (PDM/PE);

 Request the restraint sockets (by issuing a MR to Purchasing Office) (PDM);

 Audit at the Supplier premises to verify the correctness of the material (INSP);

 Verify the receipt of the documentation required in the fabrication drawing (PQM);

 Verify that the sockets received are those expected and have been positively tested (PQM)

 Test the coupling between the pin and the sockets before installing them (PQM)

 Give to the Production line specific instructions on how to fix the socket in the block (PQM with the
support of PDM);

 Audit on line and photographic report (PQM).

Option1 and 2, connection block

 Design and calculation of the connection block for the socket. Produce a coded fabrication drawing
clearly indicating the request to provide material certifications according to EN 10204 and dimensional
control report (PDM/PE);

 Request the connection blocks (by issuing a MR to Purchasing Office) (PDM);

 Give to the Production line specific instructions on how to fix the connection block on the unit (torque
wrench setting and/or thread lock) (PQM with the support of PDM).

 Audit at the Supplier premises to verify the correctness of the material (INSP);

 Verify the receipt of the documentation required in the fabrication drawing (PQM);

 Verify that the block received are those expected (PQM);

 Give to the Production line specific instructions on how to fix the connection block (PQM with the support
of PDM).

CASE B) DEVICES FOR ABSEILERS

 Design coordination with the Supplier/Engineering Company of the devices for abseilers (PDM/PE);

 If installed in the Pisa Factory, give to the Production line specific instruction on how to apply the devices
according to the Method Statement provided by the Supplier/Engineering Company of the devices
(PDM/PE).

 Make sure that the Production line has been given method Statement to install the devices (PQM);

 Produce a detailed and photographic record of the device installed, following the modalities
required and agreed with the Supplier/Engineering Company of the devices. Periodically send such
record to the Supplier/Engineering Company of the devices(PQM).
