AN ORDINANCE MERGING VARIOUS BARANGAYS IN THE

CITY OF BACOOR, CAVITE TO ENSURE THEIR ECONOMIC
GROWTH AND DEVELOPMENT, RENAMING THE MERGED
BARANGAYS AND THE BARANGAYS AFFECTED BY
SUCH MERGER, FIXING THEIR RESPECTIVE
TERRITORIAL BOUNDARIES, AND APPROPRIATING
FUNDS FOR THE HOLDING OF A PLEBISCITE FOR THE
APPROVAL HEREOF AS MANDATED BY LAW.

WHEREAS, Section 6, Chapter II of Republic Act No.

7160 (the "Local Government Code of 1991 ") provides that "a
local government unit may be created, divided, merged,

WHEREAS, Section 7 of RA 7160 provides that "as a

general rule, the creation of a local government unit or its
conversion from one level to another level shall be based on
verifiable indicators of viability and projected capacity to provide

WHEREAS, Section 8 of RA 7160 provides that the

"division and merger of existing local government units shall
comply with the same requirements herein prescribed for their
creation: Provided , however, That such division shall not
reduce the income, population, or land area of the local
government unit or units concerned to less than the minimum

WHEREAS, Section 10 of RA 7160 provides that "no

creation, division, merger, abolition, or substantial alteration of
boundaries of local government units shall take effect unless
approved by a majority of the votes cast in a plebiscite called
for the purpose in the political unit or units directly affected.
Said plebiscite shall be conducted by the Commission on
Elections (COMELEC) within one hundred twenty (120) days
from the date of effectivity of the law or ordinance effecting
such action, unless said law or ordinance fixes another
date." (Emphasis supplied)

WHEREAS, Section 13 (c) (1) of RA 7160 provides that

the sanggunians of component cities and municipalities may, in
consultation with the Philippine Historical Commission, change
the name of city barangays, upon the recommendation of
the sangguniang barangay concerned. (Emphasis supplied.)

WHEREAS, on 10 October 2022, Joint Executive Order

DI~ (J No. 58 was signed by the City Mayor, Hon. Strike B. Revilla,
and by the City Vice Mayor, Hon. Rowena Bautista-Mendiola,
for the purpose of formulating plans for the future development
of various barangays in the City of Bacoor.

WHEREAS, various data collected by the Office of the

City Mayor and by the Sangguniang Panlungsod pursuant to
JEO No. 58 revealed that the following barangays are not
generating enough annual revenues sufficient to independently
finance their day-to-day operations vis-a-vis the needs of the ir
residents:

WHEREAS, the table below was made based on data

collected by the Bacoor City Government and shows the annual
income, population, and land area of the following barangays
as certified by the appropriate government agencies and/or
offices:

WHEREAS, if the said barangays will be merged, the

respective incomes, population, and land area of the merged
barangays will significantly grow as shown in the table below:

WHEREAS, the exponential growth in the income,

population, and land area of the merged barangays will result in
the following advantages for the residents of the said
barangays:

a) Increased share of the merged barangays in the
National Tax Allocation that can be used in the
launching of more development projects;

b) Reduction in red tape related to various permits

being issued by the said barangays prior to their
merger;

c) Promotion of peace and order because the various

d) Reduction in the cost of local governance because,

instead of maintaining several barangay halls, the
Bacoor City Government will only have to help

Section 1. Title. This Ordinance shall be known as
the "Barangay Merger and Reorganization Ordinance of the
City of Bacoor".

Section 2. Merger. The following barangays are

hereby merged and shall be renamed as follows :

Section 3. As a consequence of the merger of the

barangays enumerated in Section 2 hereof, the following
barangays shall be renamed, to wit:

Barangays. The land area of each of the merged barangays

territorial jurisdictions shall be properly identified by the metes
and bounds and technical descriptions attached hereto as
Annexes "4" to "21 " .

Section 5. Continuation of Terms. Incumbent

Barangay and Sangguniang Kabataan officials and personnel
affected by the merger of the above-mentioned local
government units shall serve out their respective terms until the
next barangay and sangguniang kabataan elections.

Section 6. Hiring as Consultants. Barangay and

Sangguniang Kabataan officials and personnel who shall be
affected by this ordinance shall be hired as consultants by the

City Mayor and shall be tasked to implement the various

ordinances, projects, and programs of the Bacoor City
Government pursuant to relevant government and civil service
regulations and the availability of funds. The Human Resources
Development and Management Department (HRDMD) is
hereby empowered and directed to assist the City Mayor in the
implementation of this provision.

Section 7. Assets and Barangay Hall. The physical

assets of the merged barangays such as but not limited to
buildings, vehicles, office equipment and supplies, and furniture
shall become part of the physical assets of the new barangay
pursuant to relevant government regulations. The General
Services Officer and the City Accountant of the Bacoor City
Government are hereby empowered and directed to assist the
affected barangays in the implementation of this provision. After

barangay hall. The funds of the various barangays that have

Section 8. Income and Funds. The income and

Section 11 . Public Information Campaign;

Assistance to Public on Change of Address. The Office of
the City Mayor and the City Information Office are hereby
authorized to launch and supervise a public information
campaign on the merits and legal consequences of this
Ordinance.

Ordinance. Such assistance shall be given for free and might

consist of, but shall not be limited to, (a) preparing affidavits
duly signed by the City Mayor certifying that the said change in
address was made necessary by the approval of this Ordinance
that can be downloaded from the official website of the city
government, (b) sending formal letters signed by the City Mayor
or other city officials to government agencies or private
corporations such as banking institutions and public utilities
informing the latter about the approval of this Ordinance and
explaining why the said change in address became necessary,
and (c) any other type of assistance that can be extended to a
Bacoor City resident whose address appearing in his/her
credentials has been affected by the approval of this
Ordinance.

Section 12. Plebiscite. This ordinance shall take

City Cmm cilor plebiscite called for the purpose in the barangays mentioned in
Section 2 hereof. Said plebiscite shall be conducted by the
Commission on Elections (COMELEC) within ninety (90) days
from the date of effectivity of this ordinance.

Section 13. Effectivity. This Ordinance shall become

effective immediately after five (5) days from the date a copy
hereof is posted on the bulletin board at the entrance of the City
Hall of Bacoor and of all barangay halls in the City of Bacoor,
Cavite.
