Programme Overview
The World Bank is providing support to the Government of Chhattisgarh through a
transformative programme called CHALK (Chhattisgarh: Accelerated Learning for a
Knowledge-Economy) to strengthen the education system in Chhattisgarh. One of the key
projects under this programme is to provide technical assistance to the State Institute of
Educational Management and Training (SIEMAT). The primary focus is on capacity building
for school leadership and enhanced school management.

Peepul has proudly secured and won its first-ever competitive government tender bid in
Chhattisgarh. As part of this achievement, Peepul is now in the process of building a
dedicated team to spearhead the implementation of this project. The team will work
closely with Chhattisgarh SIEMAT and contribute to the overall goal of transforming the
education landscape.

Scope of Work

The end-state vision for this 3-year transformation project has three key objectives:

a. Creating SIEMAT as a vibrant institution and high-functioning mid-level officials


that strongly support school leadership in the state.
b. Creating highly skilled and motivated school leaders who enable teachers,
parents and students to perform and achieve meaningful teaching-learning in
schools.
c. Creating a regularly functioning School Social Audit Tool as a strong community-
driven accountability mechanism (via the School Management Committee) to
provide insights on strengths and improvement areas for continuous improvement
of schools and the school leadership in the state.

About the role


The Programme Manager has several roles and responsibilities to ensure the success of
Peepul's expansion strategy and support improving the public school system. Here are the
key responsibilities:

Strengthening SIEMAT (State Institute of Education Management and Training):


• Collaborate with the Programme Director to understand the vision and
transformation roadmap for SIEMAT.
• Assist in developing capacity development plans for education functionaries at
various levels.
• Support in establishing and nurturing linkages with educational institutions for
knowledge sharing.

Delivering Academic and Administrative Leadership Training:

• Assist in organizing and delivering training programs for mid-level education


officials, such as CRCs, BRCs, DEOs, BEOs, Principals of DIETs, IASE, and CTE.
• Contribute to training efforts in key areas, including Educational Policy & Planning,
Conflict Resolution, Disaster Risk Management (DRM), and School-Related Gender-
Based Violence (SRGBV).

School Leadership Capacity Building:

• Collaborate with the Director in developing and implementing the School Leader
Competency Development Framework.
• Contribute to the planning and execution of training programmes for school
principals and head teachers based on the competency framework.

Delivery of a School Social Audit Tool through School Management Committees:

• Assist in designing and developing a school evaluation rubric and social audit plan.
• Contribute to the creation of a digitized performance evaluation tool for School
Management Committees (SMCs).
• Support the development of training modules and resources for SMCs and SMDCs
regarding the digitized social audit tool.
• Participate in the pilot programme for the social audit tool and its subsequent
scaling up.

Creating a Framework for School Development Plans:

• Collaborate with the Programme Director in utilizing feedback from schools to


develop a framework for School Development Plans.
• Assist in incorporating identified areas of improvement into the development plans.
• Support the Programme Director in facilitating the implementation and monitoring
of School Development Plans.

Qualifications and Role Requirements:


At Peepul, we seek talented professionals passionate about driving educational
transformation and making a positive impact. We are looking for individuals who possess
the following qualifications and meet the role requirements:
• Educational Background: A relevant educational background in education, social
sciences, development studies, or related disciplines is highly preferred.
• Work Experience: We value both professional and personal experience. Candidates
with 8-10 years of experience designing and delivering capacity-building
interventions in the education sector, preferably in school settings. Additionally,
experience working with government entities and familiarity with the Indian
education system are highly desirable.
• Other Skills: Excellent project management skills, with the ability to oversee end-to-
end training content development and delivery.
• Language Proficiency: English and Hindi
