उक्त ऄजधसूचना में, पैरा 3 के उप-पैरा (3) में "1 िनिरी, 2018 से 30 िून, 2020 तक " रर "1 िुलाई, 2020 से

New Delhi, the 1st July, 2020.
S.O. 2178(E).—In exercise of the powers conferred by clause (a) of section 14 of the Energy
Conservation Act, 2001 (52 of 2001), the Central Government, in consultation with the Bureau of Energy
Efficiency, hereby makes the following amendments further to amend the notification of the Government
of India in the Ministry of Power number S.O. 4097 (E), dated the 27th December, 2017, namely:—
In the said notification, in paragraph 3, in sub-paragraph (3), for the figures and words “1st January,
2018 to 30th June, 2020” and “1st July, 2020 to 30th June, 2023”, wherever they occur, the figures and words
“1st January, 2018 to 31st December, 2020” and “1st January, 2021 to 30th June, 2023” shall respectively be
substituted.

S.O. 3631(E).—In exercise of the powers conferred by clause (a) of section 14 of the Energy
Conservation Act, 2001 (52 of 2001), the Central Government in consultation with the Bureau of Energy
Efficiency, hereby makes the following further amendments in the notification of the Government of India in
the Ministry of Power number S.O. 4097 (E), dated the 27th December, 2017 published in the Gazette of India,
Part II, section 3, sub-section (ii), dated the 28th December, 2017, namely:—
In the said notification,-
(a) in paragraph 1, for clause (iii), the following clause shall be substituted, namely:-
“(iii) have Bureau of Indian Standards license mark certification in accordance with Indian Standard
16102 (Part 1).”;
(b) in paragraph 3,-
(i) for sub-paragraph (3), the following sub-paragraph shall be substituted, namely:-
“(3) The star level of the self-ballasted LED lamps shall be determined on the basis of star level
parameters, luminous flux (lumens), wattage (watts) and luminous efficacy (lumen/ watt), which shall be
obtained from Table 3.1 or Table 3.2, depending on the year of manufacturing or import or sale as
specified in Table A and the luminous efficacy (lumen/watt) shall be used to determine the star rating
band and star rating of model, namely:—

(iv) for sub-paragraph (4), the following sub-paragraph shall be substituted, namely:-
“(4) The permission for display of particulars on self-ballasted LED lamps for 1 star specified in
Table 3.1 and Table 3.2 shall not be permitted for the validity period so specified for each table, with
a view to upgrade the minimum energy performance level of such self-ballasted LED lamps.”;
(v) for sub-paragraph (5), the following sub-paragraph shall be substituted, namely:-
“(5) The star level plan shall be reviewed before the expiry of the period specified under Table 3.2
and thereafter, the star level plan shall be reviewed every three years.”.

S.O. 937(E).—In exercise of the powers conferred by clause (b) and clause (d) of section 14 of the Energy
Conservation Act, 2001 (52 of 2001) and in supersession of the notification of the Government of India in the Ministry of
Power, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (ii), vide number S.O. 4096 (E), dated
the 28th December, 2017, except as respects things done or omitted to be done before such supersession, the Central
Government, in consultation with the Bureau of Energy Efficiency, hereby specifies the self-ballasted LED lamps for general

lighting services having rated power from 3 watts to 25 watts, that works on single phase alternating current supply up to and
including 250V, 50Hz for the purposes of the said Act, and directs that any such appliances or class of appliances being
manufactured or sold or purchased or imported for sale shall display particulars on labels in the manner specified in the
Bureau of Energy Efficiency (Particulars and Manner of their Display on Labels of Self-ballasted LED Lamps) Regulations,
2017 made under the Energy Conservation Act, 2001.

अिधसूचना सं. 4097 (अ.) तारीख 28 दसंबर, 2017 म1 संशोधन करती है, अथात् :-
1. उWत अिधसूचना म1, -
(क) पैरा 1 म1, ''"_येक सेफ बालाKटेड एलईडी ल`प'' शDद& के Kथान पर िन:निलिखत रखा जाएगा, अथात् :-

(ग) उप-पैरा (3) और उसक सारणी के पeचात, िनZिलिखत उप-पैरा अAत:Kथािपत कया जाएगा,

(iv) घोिषत जीवन क पjीस "ितशत परीा hरपोट अनुमोदन क तारीख से 1 वष के अंदर जमा क जानी
चािहए।
(v) अितhर% सीसीटी के िलए, केवल यूमने / वॉट और सीसीटी hरपोट जमा क जाएगी और पुन: से जीवन क
परीण hरपोट जमा करने क कोई आवeयकता नहd होगी।
(vi) एक अलग (उjतर) Kटार रे Qटंग ब`ड के िलए, खंड (i) से (v) म1 िनFद[ "@या का पालन कया जाएगा”;
(घ) उप-पैरा 4 के उप-पैरा (6) और (7) के Kथान पर िनZिलिखत उप-पैरा रखे जाएंगे, अथात्: :-
“(6) यह सुिनिkत कया जाएगा क "_येक सेफ बालाKटे ड एलईडी लै:प म1 कम से कम 95 "ितशत
यूमने रखरखाव 1000 घट& के "चालन पर होगा, जबक ऊजा संरण अिधिनयम, 2001 (2001 के 52)
क धारा 14 के खंड (घ) के अधीन िविनयम& म1 पhरभािषत मॉडल& के "_येक पhरवार के बीच, िनमाता मूल
मॉडल के िलए 1000 घंटे क परीा hरपोट "Kतुत करे गा, िजसम1 मॉडल& के उWत किथत पhरवार के अनुमोदन
क तारीख से तीन महीने के अंदर यूमने रखरखाव का नDबे "ितशत "कट कया जाएगा। ।
(7) यह सुिनिkत कया जाएगा क "_येक सेफ बालाKटेड एलईडी लै:प म1 6000 घट& के "चालन पर
और घोिषत जीवन के 25 "ितशत म1 1000 घट& क अविध सिहत यूमेन रखरखाव सभी संशोधन& सिहत
भारतीय मानक 16102 (भाग 2) के खड 11.2 म1 िनFदGट संगत लै:प डेटा शीट म1 बताए गए मान से कम नहd
होगा, जबक ऊजा संरण अिधिनयम, 2001 (2001 के 52) क धारा 14 के खंड (घ) के अधीन िनयम& म1
पhरभािषत मॉडल के "_येक पhरवार के बीच, िनमाता मॉडल के उWत पhरवार के अनुमोदन क तारीख के बारह
महीन& के अंदर मूल मॉडल के िलए 6000 घंटे क परीण hरपोट या घोिषत जीवन का पjीस "ितशत जमा
करे गा।”

S.O. 938(E).—In exercise of the powers conferred by clause (a) of section 14 of the Energy Conservation
Act, 2001 (52 of 2001), the Central Government, in consultation with the Bureau of Energy Efficiency, hereby
specifies the following energy consumption standards for star labelled self-ballasted LED lamps having power
consumption in the range of 3 watts to 25 watts and for that purpose amends the Notification of the Government of
India in the Ministry of Power, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (ii),
vide number S.O. 4097 (E), dated the 28th December, 2017, namely:-
2. In the said notification,-
(a) in paragraph 1, for the words “every self-ballasted LED lamps”, the following shall be
substituted, namely:-
“Every self-ballasted LED lamp having rated power from 3 watts to 25 watts”;
(b) in paragraph 2, clause (a) shall be relettered as clause (aa) and before clause (aa) so relettered
the following clause shall be inserted, namely:-
‘(a) initial luminous flux means the luminous flux of the lamp at 0 hour of testing. It is
measured in lumens (lm), the initial luminous flux of each individual LED lamp in the measured sample
shall not be less than the rated luminous flux by more than 10 per cent. and the average initial luminous
flux of the measured samples shall not be less than the rated luminous flux by more than 7.5 per cent;’ ;
(c) after sub-paragraph (3) and the Table thereof, the following sub-paragraph shall be inserted,
namely:-
“(3A) The family of models (grouping guidelines) for registration purpose shall be considered as
per the following Table and procedure, namely:-

(i) Star rating can be given only on the basis of initial testing at 0 hours of lumen/watt for each wattage
(the efficacy as defined in IS 16102 (Part 2)).
(ii) Only one wattage in each group will go for complete life test.
(iii) 1000 hours test report to be submitted within 3 months from the date of approval.
(iv) Twenty five per cent. of declared life test report to be submitted within 1 year from the date of
approval.
(v) For additional CCT, only the lumen/watt and CCT report shall be submitted and there shall not be any
requirement to submit the life test report again.
(vi) For a different (higher) star rating band, the procedure specified in clause (i) to (v) shall be complied
with”;
(d) For sub-paragraph (6) and (7) of paragraph 4, the following sub-paragraphs shall be substituted,
namely:-
“(6) It shall be ensured that every self-ballasted LED lamp shall have at least ninety five per cent.
lumen maintenance at 1000 hours of operation however among each family of models defined in
regulations under clause (d) of section 14 of the Energy Conservation Act, 2001 (52 of 2001), the
manufacturer shall submit the 1000 hours test report for the parent model revealing ninety five per cent. of
lumen maintenance, within three months of the date of approval of the aforesaid family of models.
(7) It shall be ensured that every self-ballasted LED lamp at 6000 hours of operation or at twenty
five per cent. of declared life, including the ageing period of 1000 hours, shall not have lumen
maintenance less than the value indicated in the relevant lamp data sheet as specified in clause 11.2 of
Indian Standard IS16102 (part 2) with all amendments, however among each family of models defined in
regulations under clause (d) of section 14 of the Energy Conservation Act, 2001 (52 of 2001),
manufacturer shall submit 6000 hours test report or at twenty five per cent. of declared life for the parent
model, within twelve months of the date of approval of the aforesaid family of models.”

2. ऊजा दता यूरो (सेफ बाला!टेड एलईडी लैVप& के लेबल& पर उनके दशन का िववरण और रीित)
िविनयम, 2017 (िजUह< इसके प[चात् उGत िविनयम कहा गया),-

(i) खंड (ख) के !थान पर, िन\िलिखत खंड& को रखा जाएगा, अथात् :-
'(ख) "छोटे मॉडल" से मूल मॉडल को छोड़कर, सभी मॉडल या पNरवार के अंदर के मॉडल अिभ ेत है ;
(खक) ''मॉडल& के पNरवार'' से एक अिभिहत समूह, यूमने र<ज, सीसीटी और !टार रे_टंग ब$ड के अंदर

NOTIFICATION
No. BEE/S&L/LED/52/2018-19.—Whereas the draft amendment regulations namely, the Bureau of Energy
Efficiency (Particulars and Manner of their Display on Labels of Self-ballasted LED Lamps) Regulations, 2018, were
published vide notification number BEE/S&L/LED/52/2018-19, dated the 13th December, 2018, as required under sub-
section (1) of section 58 of the Energy Conservation Act, 2001 (52 of 2001), inviting objections or suggestions from
persons likely to be affected thereby within the period of forty-five days from the date on which copies of Official
Gazette containing the said notification were made available to the public;
And whereas copies of the said Official Gazette were made available to the public on the 13th December, 2018;
And whereas suggestions received in this regard have been taken into consideration;
Now, therefore, in exercise of the powers conferred by clause (d) of section 14 read with clause (i) of sub-
section (2) of section 58 and clause (n) of sub-section (2) of section 13 of the said Act and in amendment of the Bureau
of Energy Efficiency (Particulars and Manner of their Display on Labels of Self-ballasted LED Lamps) Regulations,
2017, except as respects things done or omitted to be done before such amendment, the Bureau, with the previous
approval of the Central Government, hereby makes the following regulations, namely:-
3. Short title and commencement.- (1) These regulations may be called the Bureau of Energy Efficiency
(Particulars and Manner of their Display on Labels of Self-ballasted LED lamps), Amendment Regulations,
2018.
(2) They shall come into force on the date of their final publication in the Official Gazette.
4. In the Bureau of Energy Efficiency (Particulars and Manners of their Display on Labels of Self-ballasted
LED lamps) Regulations, 2017 (herein after referred to as the said regulations,-
in regulation 2,
(ii) for clause (b), the following clauses shall be substituted, namely:-
‘(b) “child model” means all model or models under a family, except the parent model;
(ba) “family of models” means a family within a designated group, lumen range, CCT and star rating
band and consist of a parent model and child model or models declared as such by the manufacturer;’;
(ii) after clause (f), the following clause shall be inserted, namely:-
‘(g) “parent model” in a family means , the LED lamp with highest rated wattage declared as a parent
model by the manufacturer;’;
3. In regulation (6) of the said regulations, after sub-regulation (3), the following sub-regulation shall be
inserted, namely:-
“(4) For the purpose of registration of a model under family of models, it shall be ensured that it complies
with the provisions of the notification of the Government of India in Ministry of Power number S.O. 4097
(E), published in the Gazette of India, Extraordinary Part-II, Section 3, sub-section (ii) of dated the 28th
December, 2017 issued under clause (a) of section 14 of the Energy Conservation Act, 2001.”

अनुसार वाट-संLया वो&टे ज (वाट म@) से गुिणत धारा (एपीयर) के बराबर है।
2. उन शTद# और पद# से, जो इसम@ यु)त हU और प रभािषत नहO हU >कSतु इसके मानक म@ प रभािषत हU वही अथF ह#गे
जो सभी संशोधन# सिहत भारतीय मानक 16102 (भाग I) और भारतीय मानक 16102 (भाग II) म@ है।

NOTIFICATION
S.O. 4097(E).—In exercise of the powers conferred by clause (a) of section 14 of the Energy Conservation Act, 2001
(52 of 2001), the Central Government in consultation with the Bureau of Energy Efficiency, hereby specifies the following
energy consumption standards for star labelled self-ballasted LED lamps, namely:-
1. Every self-ballasted LED lamp for general lighting services that works on single phase alternating current supply up to
and including 250V, 50Hz, being manufactured, commercially purchased or sold in India shall-
(i) meet the compliance requirements contained in section 16.1 and 16.2 of Indian Standard 16102 (part 1)
with all amendments;
(ii) meet all the performance requirements as specified in Indian Standard 16102 (part 2) with all amendments;
(iii) meet the safety requirement as per Indian Standard 16102 (part I) with all amendments.
2. (1) Definitions: In this order, unless the context otherwise requires,-
(a) “life” means length of time during which a LED lamp provides more than 70 per cent. of the initial luminous
flux, under standard test conditions;
(b) “luminous efficacy” means luminous flux of lamp per unit power consumed by the lamp and the unit of
luminous efficacy shall be lumen per Watt (lm/W);
(c) “luminous flux” means the light given by a light source or a luminaire or received by a surface irrespective
of the directions in which it is distributed and the unit of the luminous flux is the lumen (lm);
(d) “lumen maintenance” means luminous flux at a given time in the life of LED lamp divided by the initial
value of the luminous flux of the lamp, which is expressed as a percentage x of the initial luminous flux;
(e) “rated luminous flux” means the luminous flux marked on the lamp or declared by the supplier;
(f) “rated wattage” means the wattage marked on the lamp;
(g) “self-ballasted LED lamp” means a unit which cannot be dismantled without being permanently damaged,
provided with a lamp cap and incorporating a LED light source and any additional elements necessary for
stable operation of the light source;
(h) “wattage” means the SI derived unit used to measure power and in terms of electricity, wattage is equal to
current (in amperes) multiplied by voltage (in volts).
(2) Words and expressions used herein and not defined, but defined in this standard shall have meanings
respectively assigned to them in Indian Standard 16102 (part I) and Indian Standard 16102 (part II) with all
amendments.
3. Star rating or star level plan.- (1) The label to be affixed on self-ballasted LED lamp shall display a maximum of five
stars with an interval of one star, and the lamp shall be rated from star one to star five based on the luminous efficacy.
(2) Every self-ballasted LED lamp shall refer to energy consumption standard which meets the performance
requirements as laid down in clause (ii) of paragraph 1.
(3) The star level of the self-ballasted LED lamp shall be determined as specified in the following Table 3.1:

(4)The permission for display of particulars on self-ballasted LED lamps for 1 star specified in Table 3.1 shall not be
permitted with effect from coming in to force of this notification, with a view to upgrade the minimum energy
performance level of such self-ballasted LED lamps.
(5) The star level plan shall be reviewed every two years.
4. Testing and tolerance.- (1) For the purpose of determining the star level of a self-ballasted LED lamp, the
following test standards specified in Table 4.1 shall be used, namely:-

Performance requirements
(2) The number of samples shall be as per the clause 17 of Indian Standard 16102 (part 2) with all amendments.
(3) There shall be no negative tolerance for the star rating levels.
(4) Compliance shall be considered to be achieved as per clause 18.2 of Indian Standard 16102 (part 2) with all
amendments and the qualifying lamps in a batch shall meet the minimum threshold limit for each star rating level.
(5) The scope for manufacturing tolerance and other variations shall be accounted by the manufacturer when determining
the star rating keeping in view the following points for rounding off,-
(a) the values of power consumption (Watts), luminous flux (lumens), luminous efficacy (lm/W)
shall be rounded off to nearest whole number up to one decimal places;
(b) all the values shall be rounded off to respective significant figures, as per Indian Standard
2:1960, reaffirmed 2000, Edition 2.3;
(6) Every self-ballasted LED lamps shall have at least 95 per cent. lumen maintenance at 1000 hours of operation.
(7) Every self-ballasted LED lamps at 6000 hours of operation or at 25 per cent. of declared life, including the ageing
period of 1000 hours, shall not have lumen maintenance less than the value indicated in the relevant lamp data
sheet as specified in clause 13.1 of Indian Standard 16102 (part 2) with all amendments and the same shall be
furnished within twelve months from the date of approval on the prescribed format given in Annexure A.
5. Test report. –The results of the sample tested shall be reported on the prescribed format given in Annexure B.

गए थे िजसम: राजप; म: उ<त अिधसूचना के &काशन क तारीख से प>तालीस दन क िविन?द@ट अविध के भीतर &भािवत होने वाले
CयिDय/ से आेप या सुझाव आमंि;त कए गए थे।

अत: अब ,यूरो, क:Mीय सरकार के पूव अनुमोदन से ऊजा संरण अिधिनयम, 2001 (2001 का 52) क धारा 13 क उप-
धारा (2) के ख5ड (ढ) और धारा 14 के ख5ड (घ) के साथ पPठत धारा 58 क उपधारा (2) के ख5ड (झ) 8ारा &दR शिDय/ का &योग
करते Sए िननिलिखत िविनयम बनाता है, अथात् :-
1. संि त नाम और ारंभ :- इन िविनयम/ का संिJत नाम ऊजा दता ,यूरो (.वत: धारा ि.थरक एलईडी लैप के लेबल/ पर उनके
&दशन का िववरण और रीित) , िविनयमन, 2017 है।
(2) ये राजप; म: इनके &काशन क तारीख से &वृXत ह/गे।
2. परभाषा :- (1) इन िविनयम/ म:, जब तक क संदभ से अZयथा अपेित न हो,-

(क) ''अिधिनयम” से ऊजा संरण अिधिनयम , 2001 (2001 का 52) अिभ&ेत है;
(ख ) 'मॉडल/ का पPरवार' से मॉडल/ का ऐसा समूह अिभ&ेत है, िजनके िलए पालन के सभी मानदंड एक समान ह>;
(ग) “&'प” से इन िविनयम/ के साथ संल]न &'प अिभ&ेत है;

(घ) “लेबल” से .वत: धारा ि.थरक एलईडी लैप/ पर िचपकाई गयी या &द_शत िलिखत, मुMत, िचि`नत, मुहर
लगी या aाफक सामaी अिभ&ेत है;
(ङ) ‘‘लेबल अविध” से अिधिनयम क धारा 14 के ख5ड (क) के अधीन केZMीय सरकार 8ारा अिधसूिचत ऊजा
खपत मानक के अधीन &दीJत मता क िविध माZयता अविध से अिभ&ेत है:
परZतु यद &दीJत मता क वैधता अविध क समािc को अिधसूिचत नहH कया गया है, तो इसे तब तक माZय
समझ िलया जाएगा जब तक क इसके िलए नए मान क:Mीय सरकार 8ारा अिधसूिचत नहH कए जाते;
(च) “अनुdािपत CयिD” से ऐसे CयिD या ऐसी एज:सी से अिभ&ेत है िजसे िविनयम 7 के अधीन लेबल िचपकाने के
िलए अनुdा दी गई है;
(छ) 'अनुसूची' से इन िविनयम/ के साथ संलग्न अनुसूची अिभ&ेत है;
(ज) '.वत: धारा ि.थरक एलईडी लैप' से अिधिनयम क धारा 14 के ख5ड (घ) के अधीन अिधसूचना म: िन?द@ट
एक उपकरण अिभ&ेत है;
(झ) “.टार रे gटंग या .टार .तर” से अिधिनयम क धारा 14 के ख5ड (क) के अधीन य सरकार

4. लेबल" के दशन के िलए समय सीमा : - (1) िविनयम 3 म: िविन?द@ट सभी िववरण वाला लेबल इन िविनयम/ के लागू होने
क तारीख से छह माह क अविध के भीतर &Xयेक .वत: धारा ि.थरक एलईडी लैप पर &द_शत कया जाएगा।
(2) केZMीय सरकार 8ारा अिधिनयम क धारा 14 के ख5ड (क) के अधीन अिधसूिचत संशोिधत ऊजा खपत मानक/ के आरंभ होने पर
और आरंभ होने से, &Xयेक अनुdािपत CयिD या Cयापारी या िवhेता सुिनिqत करेगा, क -
(क) त: धारा ि.थरक एलईडी लैप पर संशोिधत .टार .तर &द_शत होगा और संशोिधत ऊजा
िबh के िलए रखे गए .व
खपत मानक/ के साथ संशोिधत समhमण अविध और .वत: धारा ि.थरक एलईडी लैप या िविनमाण वष भी
संशोिधत ऊजा खपत मानको के साथ समhमण म: होगा और .वत: धारा ि.थरक एलईडी लैप के साथ िपछली ऊजा
खपत मानक के साथ उनका उXपादन नहH कया जायेगा।

&चार-&सार के िलए उिचत योजना से करने ह/गे और इन िविनयम/ के अधीन ऐसे &ारं भ क ताPरख से छ: मास पूव
के ह/गे।
5. लेबल दशत करने क% रीित :- (1) &Xयेक .वत: धारा ि.थरक एलईडी लैप पर एक लेबल होगा, जो िबh .थ ल पर
&द_शत कया जाये गा और लेबल .वत: धारा ि.थरक एलईडी लैप पर िननिलिखत रीित म: िचपकाया जायेगा।
क. अपने आप िचपकने वाला लेबल रै पर पर लगाया जाए;
ख. .टा र अंकन रेgटंग के अनुसार .वत: धारा ि.थरक एलईडी लैप पर मुहर अंकत क , और
जाएगी
ग. .टा र अंकन के िलए मुहर का साइज 11.5 िम. मी. ऊंचा और 8.5 िम. मी. चौड़ा होगा।
6. लेबल दशत करने क% अनु(ा :- (1) ,यूरो क अनुमित के िबना .वत: धारा ि.थरक एलईडी लैप पर कोई .टा र लेबल नहH
िचपकाया जाएगा।
(2) उप-िविनयम (1) के अधीन ,यूरो क अनुdा लेने के &योजन के िलए &Xयेक jांड के िलए &'प1 म: िविन?द@ट तरीके से
पंजीकृ त .वयं अनुdािपत CयिD 8ारा कया जाएगा, िजसके साथ ऊजा दता ,यूरो, नई दली के प म: आहPरत िडमांड
tाuट या भुगतान क कसी अZय काय इले<vॉिनक िविध 8ारा देय एक लाख sपए का लेबल &ितभूित संल] न होगा :
परZतु, लघु पैमाने के उwोग के मामले म:, लेबल क &ितभूित रािश केवल पxचीस हजार sपए होगी;
(3) उप-िविनयम (2) के अधीन अनुdािपत CयिD के -
&Xयेक आवेदन प; के साथ संल]न ह/गे -
(क) &ित मॉडल के िलए दो हजार sपए का आवेदन शुक ऊजा दता ,यू रो, नई दली के प म: मांगदेय tाuट आहरण
8ारा आहPरत या भुगतान के कसी .वीकाय इले<vॉिनक मोड म: देय होगा;
(ख) &'प -II म: यथा: िविन?दn द.तावेज;
7. अनु(ा दान करना :- (1) िविनयम 6 के अधीन कोई आवेदन &ाc होने पर और इससे संतnु होने पर क इसम: दी गई सभी

(3) उप िविनयम (1) के अधीन &दXत ऐसी अनुdा ऐसी अविध तक िविधमाZय होगी िजसके िलए &वृत अिधिनयम क धारा 14 के
ख5ड (क) के अधीन यथा-अिधसूिचत ऊजा खपत मानक .टार .तर िविन?द@ट कये गये:
परZतु यह क अनुdािपत CयिD धारा 14 के ख5ड (क) के अधीन केZMीय सरकार 8ारा जारी आदेश/ के उपबंध के अनुसार &दान क गई
अनुमित क ितिथ से 12 माह के अZद र घोिषत जीवन के 25 &ितशत समय बाद 6000 घ5ट/ के अZदर यूमेन रखरखाव क परीण
Pरपोट जमा करे गा ।

जाएगा और इसके साथ ऊजा दता ,यूरो, नई दली के प म: देय मांगदेय tाuट के 'प म: या इले<vॉिनक ढंग म: एक हजार sपए का
शुक लगा होना;
(5) िविधमाZयता क अविध समाJत होने के बाद कसी आवेदन का नवीकरण नहH कया जाएगा ऐसे मामले म: अनुdािपत CयिD को
नया आवेदन प; देना होगा ;
(6) उप- िविनयम (4) के अधीन नवीकरण के िलए आवेदन-प; िमलने पर और सभी अपेाएं पूरी होने के संबंध म: संतुn होने पर, ,यूरो
ऐसा आवेदन &ाc होने क तारीख से एक माह क अविध के भीतर &'प IV म: अनुdा का नवीकरण कर सकता है;
(7) जो अनुdािपत CयिD उस तारीख से, िजस तारीख से संशोिधत .टार .तर लागू Sआ है .व त: धारा ि.थरक एलईडी लैप के
िवwमान मॉडल पर लेबल िचपकाने को जारी रखने क अनुdा चाहता है, &'प VI म: के वल एक घोषणा &.तुत करेगा;
(8) यद .वत: धारा ि.थरक एलईडी लैप के नए मॉडल क योजना संशोिधत .टार .तर के साथ ताल-मेल िबठाकर शु' करने क
योजना है तो अनुdािपत CयिD नया लेबल िचपकाने क अनुdा लेगा और ऐसी अनुdा के िलए आवेदन संशोिधत .टार .तर के लागू होने
से छह मास पूव कया जाए;
8. लेबल पर िववरण दशत करने के िलए िनबंधन और शत* :- &Xयेक अनुdािपत CयिD और Cयापारी एवं िवhेता अथात् :-
(क) अिधिनयम क धारा 14 के ख5ड (क) के अधीन .व त: धारा ि.थरक एलईडी लैप के िलए ऊजा खपत
मानक/ का अनुपालन;
(ख ) .व त: धारा ि.थरक एलईडी लैप के के वल ऐसा मॉडल पर लेबल लगाया जाए िजसके िलए अनुdा &दान
क गई है;
(ग) .व त: धारा ि.थरक एलईडी लैप पर अनुdािपत CयिD के खच पर लेबल लगाया जाए;
(घ) यह सुिनिqत कया जाए क .वत: धारा ि.थरक एलईडी लैप के लेबल पर &द_शत .टार .तर हर समय
बना रहेगा;
(ङ) िविनयम 9 म: यथािविन?द@ट लेबल शुक का भुगतान करेगा;
(च) ,यू रो को िववरण मुहय
ै ा कराएगा िजसम: लेबल लगे उपकरण/ को बनाने का ,यौरा और िवXतीय वष क
&Xयेक ितमाही के अंत म: आने वाले माह के भीतर &Xये क ितमाही के िलए देय &ोभूत लेबyलंग शुक का
िववरण हो;
(छ) ,यू रो के पास &Xयेक वष 30 अ&ैल तक उनके लेबल यु<त उXपाद/ क िबh के िलए िनयु<त अिधकृ त
िवतरक/, Cय वहारी, खुदरा CयापाPरय/, िवhेताr क अwतन सूची &.तुत क जाए;
(ज) ऐसे अZय िनयम/ एवं शतz का पालन कर: गे जो ,यूरो 8ारा मानक और लेबyलंग के संबंध म: ,यूरो क
&चालन िनयम पुि.तका म: िनिहत िनयम/ एवं शतz सिहत िविन?दष्ट कए गए ह/ ;
9. लेबल शु+क : - (1) &Xयेक अनुdािपत CयिD, ,यूरो को .वत: धारा ि.थरक एलईडी लैप पर &Xयेक िचपकाए गए लेबल के
िलए पांच पैसे लेबल शुक का भुगतान करे गा।
(2) उप-िविनयम (1) के अधीन िविन?दn लेबल शुक , &Xयेक िवRीय वष क अंितम तारीख से एक माह के भीतर
वा_षक तौर पर कया जाएगा ;

परZतु यह क यथािविन?दn अविध के भीतर लेब ल फ स का भुगतान न करने पर, ,यूरो िविनयम 6 के उप-िविनयम (3) के ख5ड (ख) के
अधीन लेबल &ितभूित िनेप संदXत से इस पर &ित वष दस &ितशत क दर से इस पर ,याज सिहत बकाया रकम वसुल कर सकता है
और यद इसे जमा कए जाने क अंितम तारीख से एक वष के भीतर पूरा लेबyलंग शुक वसूल नहH कया जाता तो ,यूरो अनुdािपत
CयिD को &दR अनुdा र कर सकता है और अनुdािपत CयिD का नाम चूककता के 'प म: यथा समाचार प; म: और इले<vािनक साधन
म: &कािशत कर सकता है।
10. लेबल ितभूित िनेप का ितदाय -: िविनयम 9 के उप-िविनयम (2) के ,

उपबंध/ के अ{यधीन अनुdािपत CयिD .व त: धारा
ि.थरक एलईडी लैप का िविनमाण बंद करने पर लेबल &ितभूित िने प के &ितदाय का हकदार होगा।
11. -यूरो
रो .ारा स/यापन :- (1) ,यूरो या इसक होने पर या .वत: संdान से यह
नामिन?द@ट एज:सी या तो इसे िशकायत &ाJत
सुिनिqत करने के िलए सXयापन करे गा क .वत: धारा ि.थरक एलईडी लैप इसके लेबल पर &द_शत .टार .तर और अZय िववरण के
अनु'प है और यह अनुdा के अZय िनबंधन और शतz के अनुप ालन म: है।
(2) सXयापन के &योजन के िलए ,यूरो या इसक नामिन?द@ट एज:सी िविनमाता सुिवधा से जैसे यह उिचत समझे, भ5डारगृह या फु टकर
तौर पर नमूने एक; करे गा;

(3) जहां उप- िविनयम (1) के अधीन िशकायत &ाc होने पर , ,यूरो 8ारा जांच और अंशांकन &योगशालाr हेतु राीय परीण
&Xयायन बोड 8ारा िविधवत &Xयाियत .वतं; &योगशाला म: .व त: धारा ि.थरक एलईडी लैप क जांच को चुनौती देकर सXयापन
करना अपेित है ,

(क) ,यूरो 8ारा अनुdािपत CयिD को उ<त परीण करने के िलए सूचना जारी क जाएगी और िशकाय कता को ,यू रो के
पास उ<त समय के भीतर, िजसे ,यूरो 8ारा िनधाPरत कया जाए, परीण, पPरवहन और अZय अनुषंगी Cयय/ से संबंिधत
उ<त Cयय जमा करने के िलए कहा जाएगा;
(ख) यद चुनौती के अधीन िलए गए नमूने िवफल रहते ह> तो अनुdािपत CयिD ,यूरो को नमूने क लागत, नमूने के पPरवहन
और परीण &भार के सभी Cयय/ क &ितपू_त करे गा और ,यूरो उ<त Cय य का &ितदाय िशकायतकता को करे गा; और
(ग) जहां उपकरण चुनौती परीण पर खरे उतरते है तब िशकायतकता 8ारा जमा कए गए उ<त Cय य समप त कर िलए
जाएंगे।
(4) जहां, उप-िविनयम (1) के अधीन िशकायत &ाJत होती है, यद अनुdािपत CयिD उ<त समय के अंदर उप िविनयम (3) म:
संद_भत उ<त Cयय जमा करने म: िवफल रहता है तो ,यू रो 8ारा –

(i) उप-िविनयम (3) म: संद_भत .व त: धारा ि.थरक एलईडी लैप के चुनौती परीण 8ारा सXया पन जारी रखा जाएगा;
और
(ii) िविनयम 6 के अधीन &ाJत आवेदन क कारवाई उ<त Cय य के जमा होने तक .थिगत रखी जाएगी।
(5) जहां परीण के िलए .वत: धारा ि.थरक एलईडी लैप के नमूने परीण अथवा .वयं संdान परीण के दौरान या चुनौती परीण
म: िवफल रहते ह>, अनुdािपत CयिD को एक अZय अवसर दया जाएगा और ,यूरो, अनुdािपत CयिD क लागत पर राीय परीण और
अंशांकन &योगशाला बोड 8ारा िविधवत &Xयाियत .वतं; &योगशाला म: &थम जांच म: &युD .वत: धारा ि.थरक एलईडी लैप के दुगने
पPरमाण म: दूसरा परीण करे गा।
(6) जहां, दूसरा परीण िवफल होता है, ,यूरो,-

(क) अनुdािपत CयिD &'प VII, म: सभी राय नामिन?द@ट एज:िसय/ को िनदेश देगा क अनुdािपत CयिD दो माह क अविध
के अंदर, -
(i) .व त: के रै पर पर
धारा ि.थरक एलईडी लैप लगाए गए लेबल म: सही .टार .तर &द_शत करे गा अथवा परीण के
दौरान ;ुPटय/ और किमय/ को दूर करे गा;
(ii) -
,यूरो के दशा िनदश/ के अनुपालन म: बाजार से सभी .टॉ क को वापस लेगा; और
(iii) िवdािपत सामaी पर &द_शत िववरण म: पPरवतन करे गा।
(ख) दो माह के अंदर अनुdािपत CयिD का नाम, jा5ड का नाम, मॉडल का नाम या मॉडल संkया, &तीक िच`न और अZय
िविशिnयां कसी रा@vीय या े;ीय दैि नक समाचार प; और कसी इले<vॉिनक साधन या अZय कसी 'प म: इसका
&काशन करे गा, जो उिचत पाया जाए;
(ग) संबंिधत राय नामिन?द@ट एज:सी को अिधिनयम क धारा 27 के अधीन अनुdािपत CयिD और Cया पारी के िखलाफ
Zया ियक कारवाई करने के िलए सूिचत करे गा।
(7) अनुdािपत CयिD उप-िविनयम (6) म: संद_भत दो माह क अविध समाJत होने के दस दन/ के भीतर , करे गा -
(क) -
,यूरो को दशा िनदश के अनुपालन म: क गई कारवाई के संबंध म: &' प VIII म: अनुपालन Pरपोट भेजेगा; और
(ख ) यद ख5ड (क) म: संद_भत अनुपालन Pरपोट &ाJत नहH होती है या िविन?द@ट अविध के भीतर कसी िनदेश के
अनुपालन के िबना &ाJत होती है तो इसे इस &भाव के िलए दए गए आदेश और जारी िनदेश का अनुपालन नहH
होना माना जाएगा िजसे ,यूरो 8ारा दया गया है।

(8) ,यूरो अिधिनयम क धारा 17 के अधीन कारवाई करने के &योजनाथ सभी राय नामिन?द@ट अिभकरण/ को उप-िविनयम (7) के
ख5ड (क) म: संद_भत अनुपालन Pरपोट और ख5ड (ख) म: जारी आदेश/ क &ित आवयक द.तावेज/ 8ारा भेजेगा और उ< त उप िविनयम
के ख5ड(ख) के अधीन जारी आदेश/ का &वतन करे गा।

(9) जहां अनुdािपत CयिD , ,यूरो 8ारा उप -िविनयम (6) -
के अधीन जारी कए गए दशा िनदश/ का अनुपालन करने म: िवफल
रहता है, वहां ,यूरो सभी राय नामिन?द@ट एज:िसय/ को सूचना देते Sए, -
(क) िविनयम 7 के उप-िविनयम (1) के अधीन अनुdािपत CयिD को &दR अनुमित वापस ले लेगा;
(ख) अिधिनयम क धारा 14 के ख5ड (क) के अधीन केZMीय सरकार 8ारा अिधसूिचत ऊजा खपत मानक/ क पुिn करने के िलए

करेगा, जो उिचत पाया जाए;

(घ) संबंिधत राय नामिन?द@ट एज:सी को अिधिनयम क धारा 27 के अधीन अनुdािपत CयिD और Cया पारी के िखलाफ
Zयाियक कारवाई करने के िलए सूिचत करे गा।
12. अनुमित र0 करना - ,यूरो िविनयम 7 के अधीन &दR अनुमित को र कर सकता है, यद अनुdािपत CयिD-

THE BUREAU OF ENERGY EFFICIENCY

NOTIFICATION
No. BEE/S&L/LED/52/2017-18.—Whereas the draft regulations namely, the Bureau of Energy Efficiency
(Particulars and Manner of their Display on Labels of Self-ballasted LED lamps) Regulations, 2017, were published
vide notification number No. BEE/S&L/LED/52/2017-18, dated the 5th September, 2017 as required under sub-section
(1) of section 58 of the Energy Conservation Act, 2001 (52 of 2001), inviting objections or suggestions from persons
likely to be affected thereby within the specified period of forty-five days from the date of publication of the said
notification in the Official Gazette;
And whereas copies of the said draft regulations were made available to the public on 5th September, 2017;
And whereas suggestions have been received with respect to the said draft regulations within the period
aforesaid;
And whereas the suggestions received in this regard have been taken into consideration;
Now, therefore, in exercise of the powers conferred by clause (i) of sub-section (2) of section 58 read with
clause (n) of sub-section (2) of section 13 and clause (d) of section 14 of the Energy Conservation Act, 2001 (52 of
2001), the Bureau, with the previous approval of the Central Government, hereby makes the following regulations,
namely:-
1. Short title and commencement.– (1) These regulations may be called the Bureau of Energy Efficiency (Particulars
and Manner of their Display on Labels of Self-ballasted LED Lamps) Regulations, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Definitions.- (1) In these regulations, unless the context otherwise requires,-
(a) “Act” means the Energy Conservation Act, 2001(52 of 2001);
(b) “Family of models” means group of models for which all the performance parameters are same;
(c) “Form” means a form appended to these regulations;
(d) “label” means any written, printed, marked, stamped or graphic matter affixed to, or appearing upon the
self-ballasted LED lamp;
(e) “label period” means the validity period of the luminous efficacy under energy consumption standard
notified by the Central Government under clause (a) of section 14 of the Act:
Provided that if, the end period of the validity period of the luminous efficacy is not notified, it shall be
deemed to be valid until new values for the same are notified by the Central Government;
(f) “Permittee” means a person or agency to whom permission has been granted to affix label under
regulation 7;
(g) “Schedule” means the schedule annexed to these regulations;
(h) “Self-ballasted LED lamp” means an appliance as specified in the notification under clause (b) of
section 14 of the Act;
(i) “Star rating or star level” means the grade of energy efficiency displayed on the label of the self-
ballasted LED lamp based on luminous efficacy standard notified by the Central Government under
clause (a) of section 14 of the Act;
(j) “Trader or seller” in relation to any labelled self-ballasted LED lamp means a person who sells or
distributes such self-ballasted LED lamp and includes shopkeeper, trader, manufacturer and permittee
who has been given permission to affix label on such self-ballasted LED lamp.
(2) Words and expressions used herein and not defined, but defined in the Act, shall have meanings respectively
assigned to them in the Act.
3. Particulars to be displayed on label.- (1) On every self-ballasted LED lamp, the following particulars shall be
displayed on its label, namely:-
(a) The logo of the Bureau of Energy Efficiency;
(b) Name of manufacturer or importer and brand;
(c) Trade name and number;
(d) Model and year of manufacturing or import;

(e) Unique series code;
(f) Power consumption in watts ;
(g) Luminous flux in lumens;
(h) Luminous efficacy in lm/W;
(i) Star level of self-ballasted LED lamp; and
(j) Label period;
(2) The design, colour, size and content of label shall be as specified in the Schedule annexed to these regulations.
4. Time limit for display of labels.- (1) A label containing all the particulars specified in regulation 3 shall be
displayed on every self-ballasted LED lamp within a period of six months from the date of coming into force of these
regulations.
(2) On and from commencement of revised energy consumption standards notified by the Central
Government under clause (a) of section 14 of the Act, every permittee or trader or seller shall ensure that-
(a) The self-ballasted LED lamp put on sale shall display revised star level and revised label period
synchronizing with the revised energy consumption standards and the manufacturing year of the self-
ballasted LED lamp shall also be in synchronization with such revised energy consumption standards,
and shall not produce the self-ballasted LED lamp with the previous energy consumption standards;
(b) All preparatory steps including awareness of the dealers, retailers and consumers, requisite publicity
for their education shall be well planned and taken three months in advance of the date of such
commencement, under these regulations.
5. Manner of display of label.- (1)There shall be a label on every self-ballasted LED lamp which shall be
displayed at the point of sale and such label shall be affixed on the self-ballasted LED lamp in the following manner,
namely:-
(a) self-adhesive label affixed on wrapper;
(b) the star marking as per the rating shall be stamped on the self-ballasted LED lamp; and
(c) the size of the stamp for star marking shall be 11.5 millimetre height x 8.5 millimetre width.
6. Permission for display of label.- (1) No star label shall be affixed on a self-ballasted LED lamp without
obtaining the prior permission of the Bureau.
(2) For the purposes of obtaining permission of the Bureau under sub-regulation (1), an application for
registration shall be made for every brand separately as specified in Form I, accompanied by a label security
deposit of One lakh rupees, payable by demand draft drawn in favour of the Bureau of Energy Efficiency,
New Delhi or by any other acceptable electronic mode of payment:
Provided that in case of small scale industry, label security deposit shall be twenty-five thousand rupees only;
(3) Every application of the permittee under sub-regulation (2) shall be accompanied by—
(a) an application fee of two thousand rupees per model, payable by demand draft drawn in favour of
the Bureau of Energy Efficiency, New Delhi or by any other acceptable electronic mode of
payment;
(b) documents specified in Form II.
7. Grant of permission. -(1) On receipt of an application under regulation 6 and after being satisfied that all
requirements therein are complied with, the Bureau may, within a period as specified in its operation manual on
standards and labelling from the date of such receipt, grant, subject to such terms and conditions as are specified in
regulation 8, –
(a) register the brand in Form III or in electronic form; or
(b) grant permission for affixing label on self-ballasted LED lamp in Form IV or in electronic form.
(2) The Bureau shall maintain a register in Form V and enter the name of the permittee therein.
(3) The permission so granted under sub-regulation (1) shall be valid for such period till which the star level specified
by the energy consumption standard as notified by the Central Government under clause (a) of section 14 of the Act is
in force:
Provided that the permitee shall submit the test report of lumen maintenance after 25 per cent. of declared life or 6000
hours within twelve months from the date of such permission granted in accordance with the provisions of the order
issued by the Central Government under clause (a) of section 14 of the Act.
(4) An application for renewal of permission shall be made by the permittee from six months but not later than one
month before its expiry and shall be accompanied by a fee of one thousand rupees payable in the form of demand draft
or electronic mode in favour of the Bureau of Energy Efficiency, New Delhi.
(5) No application shall be renewed after expiry of validity period, in which case the permittee shall make a fresh
application.
(6) On receipt of application for renewal under sub-regulation (4) and after being satisfied that all requirements are
complied with, the Bureau may, within a period of one month from the date of such receipt, renew permission in Form
IV.
(7) The permittee who seeks permission for continuance to affix label on the existing model of the self-ballasted LED
lamp from the date from which the revised star level comes into force, shall submit only a declaration in Form VI.
(8) The permittee shall seek permission to affix label afresh, if new model of the self-ballasted LED lamp is planned
to be launched synchronising with the revised star level, and application for such permission shall be made six months
in advance of coming into force of the revised star level.
8. Terms and conditions for display of particulars on label.- Every permittee, trader and seller shall,-
(a) comply with the energy consumption standards for self-ballasted LED lamp notified under clause (a)
of section 14 of the Act;
(b) affix label only on such model of self-ballasted LED lamp for which permission has been granted;
(c) affix label on the self-ballasted LED lamp at the cost of the permittee;
(d) ensure that the star level displayed on the label of self-ballsted LED lamp shall be maintained at all
time;
(e) pay the label fee as specified in regulation 9;
(f) furnish to the Bureau a statement containing details of production of labelled equipment and the
accrued labelling fee due for each quarter within the following month of closure of each quarter of
the financial year;
(g) furnish to the Bureau an updated list of authorised distributors, dealers, retailers, sellers appointed to
sell their labelled products by 30thday of April of each year;
(h) comply with such other terms and conditions which the Bureau may specify including those
contained in the Bureau’s Operation Manual on Standard and Labelling.
9. Label fee. - (1) Every permittee shall pay to the Bureau a label fee of five paisa for each label affixed on the
self-ballasted LED lamp;
(2) The label fee specified under sub-regulation (1) shall be paid annually within one month from the date of
closure of each financial year;
Provided that on failure to pay the label fee within the period so specified, the Bureau may recover the amount due with
interest thereon at ten per cent. per annum from the label security deposit paid under clause (b) of sub-regulation (3) of
regulation 6 and if complete labelling fees are not recovered within one year of the last date of submission, the Bureau
may cancel the labels granted to the permittee and publish his name in the national or regional daily newspapers and in
electronic means as a defaulter.
10. Refund of label security deposit. - Subject to the provisions of sub-regulation (2) of regulation 9, the
permittee shall be entitled to a refund of the label security deposit, on ceasing to manufacture self-ballasted LED lamp.
11. Verification by Bureau.- (1) The Bureau or its designated agency may, either suo motu or on a complaint
received by it, carry out verification to ensure that the self-ballasted LED lamp conforms to the star level and other
particulars displayed on its label and that it complies with the other terms and conditions of permission.
(2) For the purposes of verification, the Bureau or its designated agency may pick up samples at random from the
manufacturing facility, warehouse or the retail outlet as it deems fit.
(3) Where, upon a complaint received under sub-regulation (1), the Bureau is required to carry out verification by
challenge testing the self-ballasted LED lamp in an independent laboratory duly accredited by the National
Accreditation Board for testing and calibration laboratories,-
(a) the Bureau shall issue a notice to the permittee for carrying out such testing and the complainant shall
be called upon to deposit such expenses relating to testing, transportation and other incidental
expenses with the Bureau, within such time as may be determined by the Bureau;
(b) if the sample drawn under challenge testing fails, the permittee shall reimburse all expenses towards
the cost of sample, transportation of sample and the testing charges to the Bureau and the Bureau shall
refund the said expenses to the complainant; and
(c) where the equipment passes the challenge test, then the expenses deposited by the complainant shall
stand forfeited.
(4) Where, upon a complaint received under sub-regulation (1), if the permittee fails to deposit such expenses referred
to in sub-regulation (3) within such time, the Bureau shall-
(i) continue the verification by challenge testing the self-ballasted LED lamp referred to in sub-
regulation (3); and
(ii) the processing of application received under regulation 6 may be kept in abeyance till such expenses
are deposited.
(5) Where samples of self-ballasted LED lamp used for testing fails, the test during suo motu testing or challenge
testing, the Bureau shall afford the permittee another opportunity and the Bureau shall conduct a second test with twice
the quantity of self-ballasted LED lamp used in the first test in an independent test laboratory duly accredited by the
National Accreditation Board for testing and calibration laboratories at the cost of the permittee.
(6) Where the second test fails, the Bureau shall,-
(a) direct the permitte in Form VII, under intimation to all the State Designated Agencies, that the
permittee shall, within a period of two months,-
(i) correct the star level displayed on the label affixed on the wrapper of self-ballasted LED
lamp or remove the defects and deficiencies found during testing;
(ii) withdraw all the stocks from the market to comply with the directions of the Bureau;
and
(iii) change the particulars displayed on advertising material;
(b) publish in any national or regional daily newspaper and in any electronic means or in any other
manner as it deems fit within two months, the name of the permittee, brand name, model name or
model number, logo and other specifications;
(c) intimate to the concerned State Designated Agency to initiate adjudication proceedings against the
permittee and the trader under section 27 of the Act.
(7) The permittee shall, within ten days of the conclusion of the period of two months referred to in sub-regulation (6),-
(a) send the compliance report in Form VIII to the Bureau with respect to action taken in compliance
with the direction; and
(b) in case the compliance report referred to in clause (a) is not received or received without complying
to any of the direction within the specified period, it shall be deemed to be non-compliance of the
direction issued and orders to that effect shall be passed by the Bureau.
(8) The Bureau shall send a copy of the compliance report referred to in clause (a) and orders passed in clause (b) of
sub-regulation (7) along with necessary documents to all the State Designated Agencies for the purpose of taking action
under section 17 of the Act and enforcement of the orders passed under clause (b) of the said sub-regulation.
(9) Where the permittee fails to comply with the directions issued by the Bureau under sub-regulation (6), the Bureau
under intimation to all State Designated Agencies shall-
(a) withdraw the permission granted to the permittee under sub-regulation (1) of regulation 7;
(b) send report to the Central Government accompanied by the test report in support of the failure by the
permittee to conform to the energy consumption standards notified by the Central Government under
clause (a) of section 14 of the Act, the directions of the Bureau referred to in clause (a) of sub-
regulation (7) for consideration and taking action under clause (c) of section 14 of the Act by the
Central Government;
(c) publish in any national or regional daily newspaper and in any electronic or in any other manner as it
deems fit within two months, the name of the permittee, brand name, model name or model number,
logo and other specifications;
(d) intimate to the concerned State Designated Agencies to initiate further adjudication proceedings
against the permittee and the trader under section 27 of the Act.
12. Cancellation of permission. - The Bureau may cancel the permission granted under regulation 7, if the
permittee—
(a) fails to submit the test report specified in the proviso to sub-regulation (3) of regulation 7:
Provided that if, the permittee fails to comply with the test report submitted, action shall be taken as per sub-regulation
(9) of regulation 11.
(b) fails to comply with any of the terms and conditions specified under regulation 8;
(c) fails to pay label fee within the period specified under regulation 9;
(d) fails to comply with the directions issued under regulation 11.

1. Pursuant to the provisions of Regulation 7 of the Bureau of Energy Efficiency (Particulars and Manner of their
Display on Labels of Self-ballasted LED lamps) Regulations, 2017, the Bureau hereby permits you to register
your brand as per details of approvals set out in the Annexure A- III to this letter.
2. This permission is subject to—
(a) the star level displayed on the label of the self-ballasted LED lamps shall conform to energy
consumption standards for self-ballasted LED lamps notified under clause (a) of section 14 of the Act
and terms and conditions provided in the aforesaid regulations;
(b) the label shall be stamped only on such model of self-ballasted LED lamps for which permission has
been granted;
(c) the label shall be printed or affixed on the self-ballasted LED lamps at the cost of the permittee;
(d) the permittee shall ensure that the star level displayed on the self-ballasted LED lamps shall be
maintained at all time;
(e) the permittee shall pay the label fee as specified by the Bureau;
(f) thepermittee shall furnish to the Bureau a statement containing details of production of labelled
equipment and the accrued labelling fee due for each quarter within the following month of the close
of each quarter of the financial year. The same details shall be furnished to the Bureau also through
automated system;
(g) thepermittee shall make available such other details of self-ballasted LED lamps as and when sought
by the Bureau of which the permission has been granted.
3. The permittee shall not withdraw the registered brand and the self-ballasted LED lamps from the market during the
validity period except with the prior approval of the Bureau.
4. The unique label series code assigned by the Bureau of Energy Efficiency for the brand is............. and should
appear on the label as per the approved design.

1. Pursuant to the provisions of Regulation 7 of the Bureau of Energy Efficiency

(Particulars and Manner of their Display on Labels of Self-ballasted LED lamps) Regulations, 2017, the
Bureau hereby permits you to stamp and print or affix label as per details of approvals set out in the Annexure
A- IV to this letter.
2. This permission is subject to—
(a) the star level displayed on the label of the self-ballasted LED lamps shall conform to energy consumption
standards for self-ballasted LED lamps notified under clause (a) of section 14 of the Act and terms and
conditions provided in the aforesaid regulations;
(b) the label shall be stamped only on such model of self-ballasted LED lamps for which permission has been
granted;
(c) the label shall be printed or affixed on the self-ballasted LED lamps at the cost of the permittee;
(d) the permittee shall ensure that the star level displayed on the self-ballasted LED lamps shall be maintained
at all time;
(e) the permittee shall pay the label fee of 5 paisa per label;
(f) the permittee shall furnish to the Bureau a statement containing details of production of labelled
equipment and the accrued labelling fee due for each quarter within the following month of the close of
each quarter of the financial year. The same details shall be furnished to the Bureau also through
automated system;
(g) the permittee shall make available such other details of self-ballasted LED lamps as and when sought by
the Bureau of which the permission has been granted.
3. This permission shall be valid with effect from ……….to…………. and may be renewed as prescribed. The
permittee shall not withdraw the self-ballasted LED lamps from the market during the validity period except with
the prior approval of the Bureau.

Pursuant to the provisions of regulation 7 of the Bureau of Energy Efficiency (Particulars and Manner of their
Display on Label of Self-ballasted LED Lamps) Regulations, 2017 you were permitted to affix label on the Self-
ballasted LED lamps vide Bureau of Energy Efficiency letter No. ..............dated....... subject to the compliance of the
terms and conditions specified therein.
2. The Bureau, under regulation … of these regulations, had purchased a Bureau star labelled Self-ballasted LED lamps
from your authorised distributor, dealer, retailer vide Invoice number .......dated for a price of Rs................ and lifted as
a sample dated ……by M/s......................, an agency appointed by the Bureau for verification of the particulars
displayed on the label under regulation 3, affixed by you on the aforesaid purchased Self-ballasted LED lamps. The
sample duly sealed by M/s............... bearing serial number……..was obtained from M/s..........(Name of the distributor,
dealer, retailer) under signatures of the duly authorised representative of the verification agency.
3. The Bureau through its aforesaid verification agency had transported the sample referred to in para 2 to M/s.
..................., a National Accreditation Board for Testing and Calibration Laboratories accredited laboratory for
conducting tests in accordance with the test procedure indicated in paragraphs 4 and 5 of. S.O. number ……dated the
….for giving Test Report in accordance with the form ….given in Annexure to S.O. number ……..dated the ……..
4. The results of the test report on the sample bearing unique identification serial number is enclosed. The results
of the test report indicated that the sampled self-ballasted LED lamps failed to meet the energy consumption standard,
lumens, etc. and did not conform to the test details furnished by you in Form I annexed to the application submitted by
you for seeking permission to affix label on the Self-ballasted LED lamps manufactured/imported by you. The test
results were sent to you vide the Bureau letter No........dated........in the name of your authorised contact person. You
were also required to attend and witness the Second Check Verification Test of the samples at the National
Accreditation Board for Testing and Calibration Laboratories Accredited Laboratory

5. The sample for second check verification test was picked up ….dated the …. through our authorized Agency
M/s. ............and transported to the National Accreditation Board for Testing and Calibration Laboratories accredited
laboratory transported by our authorised agency, duly sealed by M/s............... and was given unique identification

6. The test results of second check testing are enclosed which are dully checked and counter signed by the
competent authorized personnel of the National Accreditation Board for Testing and Calibration Laboratories
accredited laboratory. The test report is also duly signed by your authorized signatory as witness of second check
testing. The test results confirm that they failed to meet the requisite parameters and standards given in S.O.
number.…dated, ….and the terms and conditions of the permission given to you for display of particulars on label
affixed to the self-ballasted LED lamps manufactured/imported and sold in the market .
7. The Bureau hereby directs you to correct the star level displayed on the label of the self-ballasted LED lamps
or remove the defects and deficiencies found during testing; withdraw all the stocks from the market to comply with the
directions of the Bureau; and change the particulars displayed on advertising material.
8. You are hereby directed to complete the aforesaid corrective action within two months from the date of issue
of this letter and send the compliance report in Form VI within ten days after the expiry of two months, i.e., by
...............In case no compliance report is received by the said date, the Bureau shall proceed to take action under these
regulations.
9. The Bureau shall take further follow up action in accordance with the provisions of these regulations.
