If you could propose a policy to our country, may it be applied locally or on a


nationwide setting, what would it be? Comprehensively explain using the policy making
process applied in the Philippines.

“Under the Memorandum Circular No. 08, s. 2004 provides as follows:

parent to perform parental duties and responsibilities where physical presence is required.

Agenda Setting

As a solo parent who is responsible in providing the needs of my child both physical
and emotional. A parent who is responsible to provide an environment that him safe,
provides the basic and self-esteem needs, teach good morals and values, develop mutual
respect, provide discipline which is effective and appropriate, give the best education and
most of all get to know my child. The existing 7 days in additional for leave credits to attend
their child needs was insufficient.

Policy Formulation
Amendment of Memorandum Circular No. 08 s. 2004.

IV. CONDITIONS FOR AVAILING PARENTAL LEAVE

The parental leave entitled to a solo parent shall avail 15 days additional leave benefits who
are employed.

For the purposes:


1. Enable for a solo parent to endure the problems and face the challenge may arise.
2. Focus on being the best possible parent which often means putting the needs of the
child first.
3. Genuinely like and enjoy child, sacrificing time, money and energy.
4. To support and patient and help the child cope.
5. To become consistent and not highly punitive.
6. Discipline style gives the child choices, uses natural and logical consequences and
provides structure.

Decision Making

The policy makers will set an update policy for the amendment of this proposed
policy.
1. Civil Service Commission and Department of Labor and Employment will take the
consensus of the government agency as well as the private company by consultation,
2. Policy makers under legislative branch shall act as moderator or to formally amend the
said policy.

Policy Implementation

Dissemination of information through media, social media and the likes for the
amendment of the policy and take into consideration all the stakeholders.

Policy Evaluation

Policies and procedures must be reviewed periodically. Maintain the relevance and
effectiveness of the policy. Authorities should evaluate the stakeholders if this new policy
were being adopted in their respective agency or company.
