Abstract
Condition 7
No development shall take place, including site clearance or other preparatory work, until
full details of both hard and soft landscape works (including tree planting) and
implementation programme (linked to the development schedule) have been submitted to
and approved in writing by the Local Planning Authority. These works shall be carried out
as approved. The hard landscaping details shall include, as appropriate, and in addition to
details of existing features to be retained: proposed finished levels or contours; means of
enclosure; car parking layouts; other minor artefacts and structures, including signs and
lighting and functional services above and below ground. The details of soft landscape
works shall include plans for planting or establishment by any means and full written
specifications and schedules of plants, including species, plant sizes and proposed
numbers/densities where appropriate. If, within a period of five years from the date of the
planting or establishment of any tree, or shrub or plant, that tree, shrub, or plant or any
replacement is removed, uprooted or destroyed or dies or becomes seriously damaged or
defective, another tree or shrub, or plant of the same species and size as that originally
planted, shall be planted at the same place, unless the Local Planning Authority gives its
written consent to any variation.

Reason:- To comply with the duties indicated in Section 197 of the Town and Country
Planning Act 1990, so as to ensure that the details of the development of the landscaping
are complementary, and to ensure a satisfactory appearance to the development, in
accordance with the guidance contained within the National Planning Policy Framework
and policies CP2 and LL11 of the adopted Local Plan and Alterations.

1. INTRODUCTION:

Physical samples of materials referenced in this submission, listed below, are available at the
School for inspection:
• Brickwork Winnington Blend, handmade bricks
• Paving Saxon flag paving,
Tegula Priora paving system,
Keybloc concrete paving system

2. NOTE:
The information in this report should be read in conjunction with all other previously submitted
information, in particular that submitted for the discharge of conditions 3 and 6.

3. SITE CLEARANCE/OTHER PREPARATORY WORK:

EXISTING FEATURES TO BE AMENDED:


• Boundary: School boundary to be retained apart from the temporary site entrance
which will be altered to allow for site access. The temporarily removed palisade and
timber fencing will be set aside to be reinstated after the works.
• Services: Existing services and facilities to be reused and upgraded as required and
appropriate, redundant services to be capped off, removed or left in situ; but all to be
made safe.
• Planting: Selected planting to be retained and protected, or removed and relocated, see
section 7 below.
• Hard/soft landscaping: Hard and soft landscaping surrounding the construction site to
be retained. Where this is disturbed by required works, the area is to be reinstated and
made good to match existing, ie drainage work to tarmacked areas.

DEMOLITION & ENABLING WORKS:


• Demolition: Stores buildings and Penn’s building, including foundations and
surrounding pathways, to be demolished (with reference made to the arboricultural
method statement where required).
• Means of compound enclosure: Site to be enclosed with hoarding, heras or similar, to
be confirmed by the appointed contractor to create a secured compound. Removable
sections provided to allow for emergency vehicle access.
• Hard standing base: to be provided on appointment of contractor, to be porous to allow
for free drainage. Top soil removed to allow for levelling of the area, to be stored locally
and distributed on completion as part of the landscaping scheme.
• Access: New temporary access to be provided for off of Roding Lane, temporary
lowering of the existing curb with tarmac infill to create a temporary cross over into the
site. Pedestrian access into and within the site redirected away from the site compound.
• Signage: Temporary site signage to be displayed on the site hoarding and visible at the
front site entrance.

4. SITE SETUP:

PROPOSED SITE SET UP/ACCESS/COMPOUND/LOGISTICS:


TO BE COMFIRMED BY APPOINTED CONTRACTOR:
• Compound enclosure: As above to create a secure site compound, to be confirmed by
the appointed contractor.
• Site Compound: To include welfare and storage facilities within the compound.
• Car parking: Temporary site car parking to be contained within the compound.
• Site storage: Site to be organised to ensure effective handling and storage of
deliveries.
• Lighting: Site hoarding is not required to be lit and required task lighting will be
operational within standards construction site working hours, unless otherwise agreed
with the appropriate bodies.
• Signage: Temporary site signage to be displayed on the site hoarding and visible at the
front site entrance.
• Access: Temporary access as above, off of Roding Lane.
• Soft landscaping: To be re-landscaped after the build, ie regrading and re seeding the
grassed areas to the cricket pitch

5. HARD LANDSCAPING WORKS:

EXISTING FEATURES TO BE RETAINED:


• Site compound and areas disturbed due to the build to be returned to pre-construction
conditions

PROPOSED FINISH LEVELS:


Levels to the site are primarily to remain the same with the exception of the levelling out required
for the building, resulting in:
• Regrading and reseeding of existing grassed banked area to perimeter along Roding
Lane
• Regrading perimeter of field/existing cricket pitch to the NNW side of the building

• Description: Marshalls Saxon is a predominantly Yorkstone aggregate paving with a
coarse surface texture and gritstone appearance giving a mellow rustic character. The

architecture and ideal for use in both conservation areas as well as contemporary
schemes.

FUNCTIONAL SERVICES ABOVE AND BELOW GROUND-


Redundant services to be removed/capped off/rerouted/made safe as required.
MAINS WATER SUPPLY:
• Incoming supply: Sourced from the mains supply running along Roding Lane and
terminated at a service entry point located in the SW corner of the building

ELECTRIC SUPPLY:
• Incoming supply: Served from a new substation located within the School grounds and
terminated into a new intake acoustic enclosure. From this enclosure the supply will be

routed into the proposed 6 Form Centre.

DRAINAGE:
SURFACE WATER [SW]–
• Components: Perimeter channel drainage system, underground pipework, SW
underground storage tank, manhole, inspection chambers and pump.
• Process: SW is directed away from the building through a perimeter drainage channel
system to a underground cellular storage tank. The SW is then pumped from this tank to the
public drainage network with the consent of Thames Water, under a Section 106 agreement.

FOUL WATER [FW] –


• Components: Underground pipework, manhole, inspection chambers and pump.
• Process: FW is directed away from the building through an underground pipe system
and is pumped to the public drainage network, with the consent of Thames Water.

ALTERATIONS TO EXISTING DRAINAGE SYSTEMS -

6. SOFT LANDSCAPING WORKS (INCLUDING TREE PLANTING):

VEGETATION TO BE REMOVED –
AS ADVISED BY THE ARBORICULTURALIST:
• Ivy – a section to be removed from the base of the horse chestnut tree, identified as T9
on drawing 740 – 02, to facilitate future inspection of the tree.
• Sweet chestnut trees - located along Roding Lane, demarcated as ‘trees for relocation’ -
G2 on drawing 740 – 02, have been relocated to the Top Field to facilitate site
compound, build and site access.
• Norway Maple tree – T3 on drawing 740 – 02, to be relocated by and on the advice of a
specialist in the autumn at the beginning of the program.
• Crab Tree – T4 on drawing 740 – 02, to be removed during the works to allow for
installation of drainage runs. This tree is to be replaced with a suitable specimen tree on
completion of the works.

TREE AND ROOT PROTECTION –


AS ADVISED BY THE ARBORICULTURALIST:
• Construction: to be retained outside of the tree protection zones, see drawing 740 –
02, as advised in BS 5837.
• Fencing: to areas as identified on drawing 740 – 02. To be weldmesh panels, at least
2m high, securely fixed with wire or scaffolding clamps to a rigid frame work constructed
from scaffold tubes, with vertical tubes, at a maximum of 3m and driven into the ground
at least 0.6m. The structure is to be well braced to resist impact. To be constructed in
accordance with fig 2 BS 5837:2012, see appendix D in arboricultural report.
• Fencing schedule:
• Initially – Around existing store buildings, areas indicated as D-L drawing 740-02
• Following demolition – Areas indicated as C drawing 740-02
• Following completion of construction – Following completion of the build areas indicated
as D-L, drawing 740-02, to allow for landscaping works
• Reseeded grassed areas to re-graded banks.
• Notice to the Local Authority – On completion of erection of the fencing a two day
notice period to be given to the Local Planning Authority
• Signage/notices – to be affixed to the fencing as per the arboricultural report

NO-DIG CONSTRUCTION AREA –


AS ADVISED BY THE ARBORICULTURALIST:
• Location: As per hatched area shown of drawing 740-02
• Engineer drawings will incorporate:
Construction to avoid localised compaction of the ground within this zone
Details that allow for topsoil/turf to be removed carefully by hand to a
maximum depth of 75mm
To incorporate geotextile and geogrid membranes as specified by the
agricultural report
Porous surfacing material, free from contaminant to be used
• Excavator: when used in the root protection area to be used only for the removal of
existing foundations and the floor, and where possible slab, to be used outside of the
root protection zone. A banksman must be present during this operation and the depth
to be as limited as possible.
• Exposed roots: To be covered using top soil

GROUND PROTECTION AREA –


AS ADVISED BY THE ARBORICULTURALIST:
• Location: Area between the new build and the tree protection fencing as per hatched
area shown of drawing 740-02
• Requirement: Suspended walkway constructed of scaffolding boards with a geotextile
underlay to allow for clear drainage and protection to the area
• Duration: To remain in place until the area is to landscaped

SITE SUPERVISION
AS ADVISED BY THE ARBORICULTURALIST:
• Arboricultural support: To be retained for the duration of the project in order to:
Agree a contractors method statement and programme with the
construction/groundworks contractor prior to the build
Inspect the tree protection fencing prior to demolition or construction on site
Advise on any issues arising
• Record of site visits: Arboriculturalist to record site visits and to circulate info between
the main parties.

SITE LOGISTICS
AS ADVISED BY THE ARBORICULTURALIST:
• Temporary access: To be created from Roding Lane as per drawings 2691 B004[2]
• Drainage works: Occur away from the horse chestnut tree, areas disturbed to be return
to match existing on completion of the works.
• Storage and contamination: Store and mixing of material, ie cement to be located
away from the horse chestnut tree.

RELOCATION OF SOFT LANDSCAPING


• Trees along Roding Lane: Prior to planning, on advice from a tree specialist, trees
along site boundary Roding Lane, were uprooted and relocated to the top field.
• Memorial tree: To be relocated to a more appropriate location, hopefully a few metres
from current location, by and under the advice of a specialist in the autumn at the
beginning of the program.
• Crab tree: To be removed and replaced with a suitable replacement specimen tree on
completion of the works.
• Reseeded/regrassed areas: To the cricket pitch, all areas surrounding the new building
and the removed site compound, as well as below the retained horse chestnut tree.
• Reestablishment: As required in the planning conditions, the School will ‘If, within a
period of five years from the date of the planting or establishment of any tree, or shrub
or plant, that tree, shrub, or plant or any replacement is removed, uprooted or destroyed
or dies or becomes seriously damaged or defective, another tree or shrub, or plant of
the same species and size as that originally planted, shall be planted at the same place,
unless the Local Planning Authority gives its written consent to any variation.’
• Standards: All tree work to be undertaken in accordance with standards set out in the
British Standard BS 3998:2010.
