1. Event Information
Sanction: This event is sanctioned by the National Auto Sports Association. For more information please contact the NASA web site at www.nasaproracing.com or www.nasarallysport.com. NASA Rally Sport Sanction Number is: West 2010-4. This event shall be operated under the NASA Rally Sport General Regulations for Rallies and its Appendices, as amended and modified by these Supplementary Regulations.

3. The Event
Venue: The event takes place in the Hungry Valley State Vehicular Recreation Area Length: Approximately 110 miles

Number of stages: 16 Miles of special stages: Approximately 60.0 miles.


Miles of transits: Approximately 56 miles Starting Location: Best Rest Inn, Flying J Plaza, 42810 Frazier Mtn. Park Road, Frazier Park, CA (661) 248-2700 at: 11:01 AM, Saturday, August 28. Finish Location: At 10:30 PM, Saturday, August 28 at the final control in front of the Best Rest Inn.

4. Entries
Entry closes at: 9:00 PM on Friday, August 27. Entry fees paid at the event must be paid in cash. To be valid, entries must be submitted in the correct form complete in all details and accompanied by the appropriate fees. Acceptance will 3

be at the organizing committees discretion. Organizers reserve the right to refuse any entry in accordance with the prescribed provisions of the GRRs. We are doing everything possible to hold down the cost of competition. Unfortunately, many of the costs involved with presenting a rally are fixed and independent of the number of competitors entering the event. For this reason, we have developed an Early Entry Rebate program that will reward teams that pay their entry fees early. The amount of the rebate is directly proportional to the number of entries beyond that required to meet the events base fixed costs. Early Entry Rebate does not apply to RallyMoto entries. Entries paid after August 6, 2010 are not eligible for the Early Entry Rebate.

A. Rally Entry $600, Entry payments made at the event must be paid in cash only. B. RallyMoto Entry $275 received on or before August 6, 2010, $350 if received after August 6, 2010. Entry payments made at the event must be paid in cash only. C. Early Entry Rebate
If your entry is paid in full prior to August 6, 2010 you are eligible for the Early Entry Rebate based on the number of rally entries actually starting the rally. RallyMoto entries do not apply to these numbers or rebates. Rebates will be paid via check when time cards are handed out on Saturday morning. D. Number of Starters
The organizers reserve the right to cancel the event if less than 15 paid entries are received by August 14, 2010.The maximum number of starters will be 50 vehicles. Any additional entries received will be placed on the reserve list in order of receipt.

E. Competitor Requirements
By submitting the entry forms and/or signing event waivers, Entrants, Drivers, or Riders, and Service Crews are acknowledging they understand and accept the NASA Rally Sport GRRs and its relevant appendices, schedules, and these Supplemental Regulations and in particular the GRR articles pertaining to protests and competitors obligations. Competitors agree to conduct themselves in a sportsman like manner and within the requirements of the above stated regulations.

F. License Requirements
All Entrants (driver, co-driver, or rider) must hold a valid membership. NASA membership may be purchased at the event for $45. All Entrants (driver, co-driver, or rider) must hold a valid NASA Rally Sport competition license. NASA RallySport competition licenses may be purchased at the event for $50. It is recommended that both items be purchase prior to the event online at nasarallysport.com

G. Vehicle Registration and Insurance Verification Waiver


All competitors are required to complete and sign the NASA Rally Sport Registration and Insurance Waiver during registration. This form warrants that both the race vehicle and service vehicles have current, valid registration and liability insurance meeting NRS requirements. It also confirms the competitors understanding that proof of registration and insurance must be kept in/with the vehicle at all times and that not being able to provide these documents upon demand, at any time or location, during or after the rally, will result in my instant disqualification and removal from the event.

H. Novice Briefing
All competitors who have not previously competed in a rally must attend the special briefing at 9:00-10:00 AM Mandatory Novice Competitor Orientation -Crescent Room of the Best Rest Inn.

I. Refund Policy
Withdrawal from the event must be done in writing via email to donnahocker@verizon.net or by U.S. Mail to Creative Edge Events, P.O. Box 1388, Ridgecrest, CA 93556. For postal mail the postmark address will be considered the withdrawal date. All eligible refunds will be returned after the rally on 8/30/10. Refunds will be given based on the following: If the withdrawal is made before 8/9 or if the rally is canceled: full refund on Entry Fee. Withdrawal after 8/9: 75% refund on Entry Fee. Withdrawal after the opening of Registration at 6:00 PM on 8/27: NO REFUNDS.

5. Eligible Vehicles
A. All vehicles shall comply with all the current GRRs unless stated otherwise in these supplementary regulations. B. Vehicles will be placed into one or more the following classes: For the USRC Championship: Open All Wheel Drive, Production All Wheel Drive/Group N, Open 2 Wheel Drive, Production 2 Wheel Drive. For the CRS Championship: Open 4 Wheel Drive, CRS-5, CRS-2, CRS GT, and CRS Performance Stock. 5

For RallyMoto: 1) up to 250cc (125 two-stroke); (2) up to 450cc (250 two-stroke); (3) above 450cc - single cylinder; (4) above 450cc - multi-cylinder. Motorcycles with sidecars: (1) up to 250cc (125 two-stroke); (2) up to 450cc (250 two-stroke); (3) above 450cc - single cylinder; (4) above 450cc - multi-cylinder. Bikes are to be "enduro" type. Motard variants will be allowed. All bikes must be street legal and licensed.

6. Registration and Scrutineering


Competitors must present themselves at registration for the checking of licenses and documents, issuing of any applicable advertising material prior to presenting the car for scrutineering (technical inspection) and for those cars with forced induction engines, restrictor inspection and marking. Cars will not be cleared to compete until all numbers and advertising requirements are firmly affixed in the appropriate places on the vehicle. The location for registration: Crescent Room of the Best Rest Inn from 6:00 PM until 9:00 PM. The location for scrutineering: Front parking lot of the Best Rest Inn from 7:00 PM until 9:00 PM.

7. Official Bulletins
Official Bulletins may be issued by the Clerk of the Course or Stewards in accordance with the provisions of the GRRs.

8. Official Notice Boards

9. Results
Provisional results will be posted at on the Official Notice Board

10. Stage Notes and Reconnaissance


There will be no organizer prepared stage notes. Teams will have the opportunity to make a two-pass reconnaissance and may prepare their own notes. The schedule for reconnaissance will be announced in an official bulletin.

11. Starting Intervals


Because stages are run several time in sequence, the starting interval for the stages , will be one minute. As time allows, or if conditions demand, the interval may be increased to two minutes.

12. Prize Giving


The prize giving will take place on Sunday, August 29 at 9:00 am Awards - Crescent Room, Best Rest Inn. Trophies will be awarded to the top 25% in each class.

13. Late Registration


Late Registration and Tech. is available by appointment only with a $25 fee. Call 760-446-4097 before August 26 to make an appointment. 6

14. Emergency Procedures


It is imperative that all competitors thoroughly acquaint themselves with the Emergency Procedures in the GRR. Emergency Medical Technicians will be at the start of each of the stages. Standard stage rally procedures apply for on-stage accidents. Remember to use your Red Cross and O.K. placards appropriately. There will be ham radio operators at the start, finish and blockages. The blockage/ radio locations are noted in the Route Book. To secure the quickest EMT response for a medical emergency, stop at the next closest radio location indicated in the Route Book.

B. Additional Special Fire Safety Requirements


To better prepare competitors to prevent a fire, each team must: 1. Each competition vehicle must carry on board a shovel suitable for use in extinguishing a small grass fire. Folding field shovels are acceptable for this requirement. 2. At any time a vehicle is forced to stop along a stage, after placing warning triangles, the team must remove theses items from their vehicle and stand ready to prevent a fire from their vehicles catalytic converter.

15. Reseeding
Floating reseeds will take place several times during the event. This floating reseeds allows faster teams to move up in the starting order for safety reasons. A floating reseed does not always allow enough time for a team to be place in their precise position on the road based on their current position in the event. Use of the floating reseed may slightly increase or decrease the time allow in a service area for a given team.

16. Racing Fuel and Refueling Zones


Competitors are responsible for providing their own racing fuel. Pump fuel is available near the headquarters and park entrance. In the Best Rest Hotel parking lot and Hungry Valley service area, refueling must be done in the designated refueling zones. Refueling at service stations is also allowed. If the competitors remain in the car during refueling, the vehicle doors must be opened and the seat belts completely undone.

17. Maximum Permitted Lateness (MPL)


Because several stages are run multiple times and often in both directions, a Maximum Permitted Lateness is therefore necessary to keep the rally on schedule. Teams falling behind schedule are subject to being excluded from the event. Competitors are allowed 15 minutes to finish each stage and then allowed to accumulate up to a maximum of 15 minutes of additional lateness between MTC's. 7

The MPL is calculated by allowing 15 minutes for each stage run since the last MTC and then adding the fifteen (15) minutes of allowed lateness. Competitors exceeding this total are subject to being excluded. Therefore, a competitor taking more than 30 minutes to complete any single stage may be excluded from the event. Delays may alter the MPL. The radio network will be kept abreast of any changes.

18. Servicing
Service to competitors vehicles by service crews is only permitted at locations defined in the route book. We have also defined these areas in the service routes, schedules and maps. With the route there will be almost constant access between the competitors and service.

19. After Rally Party


Please plan to join us in front of the hotel at the final MTC for liquid refreshments and snacks.

20. Spectating
For safety reasons, spectating at the 2010 Gorman Ridge Rally will be limited to daytime only and only one location for the entire event. This location will be the South end of Stages 1, 3, 5, 7, and 9. Maps to the spectator area will be available at the Rally Headquarters. All spectators must sign the event waiver and be issued an identification wristband. All minors must be accompanied by their parent or guardian. All spectators must stay within the designated spectator area. The event will be stopped or delayed at any time to move or remove spectators outside these designated areas.

21. Car Numbers and Sanctioning Body Logos


The event will issue United States Rally Championship car numbers to all competitors. Please allow space on both front doors as specified in the NASA Rally Sport regulations for these numbers and the event identification. All sanctioning body logos and trademarked identifications other than NASA and NASA Rally Sport, must be covered with an opaque material prior to technical inspection. This covering must remain in place throughout the event. A temporary covering is acceptable.

23. Volunteers
We are blessed with a wonderful group of dedicated volunteers that make all our events possible. This group includes not only the control crews that you work with but also the communication crews and emergency medial teams spread out all over the course. 24. Official Notification of Disclaimer


Motorsports is dangerous and accidents causing death, bodily injury, disability and property damage can and do happen. NASA Rally Sport makes an effort to provide participants with a safe environment for everyone involved. Despite strict rule enforcement and strict rule adherence, all participants must be aware that their mere presence at an event presents a chance of becoming critically or fatally injured, even by no fault of their own. These rules do not guarantee or imply that injuries or death cannot occur. If there are any questions or problems with these rules and regulations, it is the participants responsibility to immediately contact a NASA Rally Sport office or the National Auto Sport Association (NASA) office prior to participating at an event.

25. Participant Accident Insurance


NASA maintains $1,000,000 of excess medical insurance coverage for the benefit of the competitors. Explanation: For competitors with health or accident insurance, this coverage provides an additional $1,000,000 worth of coverage over and above items not covered by the competitors health insurance plan. For competitors that do not have their own health or accident insurance, this insurance provides them with coverage but the competitor is responsible for the $1,000 deductible. 26. Super Rally


In order to award all teams entered in the rally with USRC Championship Points, this event will use the USRC Super Rally format as defined in the USRC Championship Regulations and as modified in these Supplemental Regulations. Under the Super Rally format, all competitors starting the first stage of Leg 2 will be a finisher if they meet the Super Rally requirements. They will be placed in the final results as finishers after application of all applicable Super Rally penalties.

A. Eligibility For Restarting Leg 2


Any crew that has retired from Leg 1 may re-start the Rally from the start of Leg 2. This shall apply to any vehicle that has been excluded on the grounds of exceeding the maximum permitted lateness or has failed to report to a control, but shall not apply where the car has been excluded for breach of eligibility requirements, traffic infringements, or by the decision of the Stewards. The team has to notify Mike Gibeault (Scoring) prior to the first car starting the Leg 2

B. Failing to Complete the Final Stage and Super Rally Penalties


Any crew that retired from the last Leg will be classified after the application of a 5-minute time penalty added to the fastest time in the competitors class for each missed stage which shall include the special stage on which the crew retired. Should retirement occur after the last special stage, the crew will penalized as having missed that last special stage. However, in order to be classified, their car must meet all the requirements of Section 27 and 28, of these Supplemental Regulations. All other applicable penalties that have been accrued will be assessed per event regulations. Should there be no finishers in the competitors class, the next lower classs fastest time will be used. Should there be no lower class, the fastest time from the next higher class will be used.

27. Final Checks


At the end of the rally (Final MTC) all competitors must have at least one crewmember present and their vehicle available for inspection until the provisional results become final. Any teams failing to do so may loose their right to score championship points under the Super Rally Rules.
